Executive Summary

In the last REF, City doubled the proportion of its total academic staff producing world-leading or internationally excellent research. Led by President, Professor Sir Paul Curran, City has made significant investments in its academic staff, its estate and its infrastructure and continues to work towards realising its vision of being a leading global university: it has recently agreed a new Vision & Strategy 2026. Founded in 1894, City is celebrating its 125th anniversary this year. The University has a diverse Central London estate portfolio ranging from grade-listed buildings to new state-of-the-art facilities. Reporting to the Head of Projects, the Senior Project Manager will lead the development and delivery of a diverse range of estate development projects including refurbishment, redevelopment and new build schemes typically ranging in value from £0.5m to £50m. The postholder will play a key role in the successful delivery of the University’s capital programme ensuring that the University has a high-quality estate in-line with the Vision & Strategy 2026. The successful candidate will possess a proven track record of leading complex medium to large scale estate development projects in either a client side or client’s consultant role. You will have a high degree of commercial acumen with a proactive approach to the management of projects ensuring that expectations around communications, programme, design and cost are met. It is essential that the postholder has excellent interpersonal, communication and stakeholder management skills and is proactive, resilient and adaptable.

The Estate

Over the period of the Strategic Plan 2012 to 2016, City invested approximately £150M in staff, information technology, libraries and the estate. The new, breathtaking exterior and entrance to the main campus on Northampton Square now match the refurbished spaces in the basement areas. Developments elsewhere have transformed City and the student and staff experience. The Financial & Investment Plan that underpins the Vision & Strategy 2026 https:// www.city.ac.uk/about/city-information/vision-strategy-2026 sets out an equally exciting programme of investment for the future in new educational and research space for students and staff. Development will focus on our areas of growth in Cass, Law and Arts & Social Sciences but everyone will benefit from the creation of a high quality estate and our visible commitment to the local area. We started building next-generation learning spaces as part of the estate programme from the Strategic Plan 2012 to 2016 to support education and provide space for our increasingly research intensive institution. We will continue to invest in responsive learning environments, characterised by formal and informal learning spaces and collaborative learning in line with the Education & Student Strategy. The highest sustainability standards will underpin our estate development programme. This will build on our achievement of ISO 14001 certification for City’s environmental management system and planning and we will take a range of actions to support our commitment to embedding sustainability across City’s estate activities. City is committed to embeddinag sustainability across its activities to play a leading role in promoting sustainability both locally and globally. The aim is to fulfil this not only by reducing our own carbon emissions and ensuring that our facilities are built to the highest sustainability standards but also through a commitment to behaviour change and education for sustainable development. The estate consists of a diverse range of buildings ranging from Grade II listed to recently completed new or refurbishment projects. There are 26 buildings of mainly freehold tenure, amounting to c 113,000 sq m centred on our main campus in Northampton Square EC1, City Law School at Grays Inn and Cass Business School at Bunhill Row and other premises in the City.

The Property and Facilities Team delivers a diverse range of services to staff, students and visitors to the University, including:

• Space Management • Facilities Management (including catering, portering and cleaning) • Property Management • Central Timetabling • Capital Projects • Infrastructure Management (including in-house maintenance) • Energy, Environment and Sustainability Management • Business Continuity Management • Security Services

The Department is located in one of our central campus buildings. The Director of Property & Facilities is a member of City’s Executive Committee with overall accountability for the above services, but leading directly on strategic estate and service development, and property transactions.

Job Purpose To be responsible for the delivery of objectives and outputs for specific major capital projects which contribute to the University’s Capital Investment Estates Improvement plan. To take ownership of the resolution of any issues which threaten planned outcomes. The post holder will have management responsibility for more than one project; line management responsibility for their direct report, overall project management and delivery accountability for their direct report (through delegated responsibility), as well as for contributing to capital projects under the direct management responsibility of others. Main duties and responsibilities 1 Management of Capital Schemes from inception to operation: • Manage all aspects of capital schemes including the assembly and management of project teams; • Briefing and definition; design; procurement; implementation; technical and operational commissioning. • Develop and drive the master project programme. • Anticipate project issues and put in place effective management arrangements to ensure the smooth running of the project. Where progress is negatively impacted, identify and implement mitigating or recovery actions to bring the project back on track. • Provide regular management reports on progress, project issues and their resolution. • Prepare and plan all project finances; manage costs including contingency and implement a change control regime. • Ensure that quality objectives are defined and met, both in terms of project team output and the finished product including all record information. • Make regular inspections on site and fully understand construction related issues and their resolution. • Carry out analysis of construction programmes to give early warning of potential delays or claims.

• Administer construction and other contracts as required by the project. • Carry out performance evaluation of external consultants and contractors.

2 Development of Capital Schemes • To assist in the development of business cases, project appraisals and option appraisals for new schemes as required by University policy or to support bids for funds. • Assisting with the development of bids for funding from the HEFCE or other external bodies, or support of other departments bidding for funding as necessary. • Liaison with staff in PAF and other stakeholders dealing with engineering, surveying and ongoing maintenance and management of the estate to ensure their issues are considered at briefing stage. 3 Health and Safety Management • To ensure compliance with all relevant Health and Safety Legislation and audit projects regularly. • To actively promote the raising of Health & Safety standards across project teams and take the lead in identifying improvements and initiatives to achieve this aim. 4 Line Management As a Senior Project Manager you will have responsibility for managing either a Project Manager or an Assistant Project Manager and will be expected to provide them with the appropriate support and advice to deliver against their own areas of responsibility and objectives; paying due attention to their continuing professional development. Duties include but are not limited to; • Project work and delivery of Project Manager or Assistant Project Manager • Absence Management • Annual Leave • Appraisal (setting objectives and review) • Training and Development • Team Meetings / One 2 Ones 5 General • To provide project management advice on behalf of the Property department, and to keep up to date with legislative change and best practice within the industry. • To advice other project managers on best practice and to aid their professional development. • To contribute to the development of Property Department Procedures and ensure they are complied with. • To be proactive in identifying improvements in both service provision and information. • To undertake any related additional duties as reasonably required by the Deputy Director (Property).

Knowledge 1. Educated to Degree level in building or project management discipline 2. Member of a Chartered Institution such as CIOB, APM, CIBSE etc.

3. Good knowledge and understanding of the application of H&S management principles. 4. Excellent knowledge of how to organize, store and present information efficiently. Skills 5. Above average organisational and time management skills, and ability to coordinate multiple tasks and assess situations well. 6. Good IT skills. Experience in using computerised systems, including complex spreadsheets, word processing packages, project management applications and databases (Microsoft Office applications). 7. Good time management skills, including the ability to coordinate numerous tasks, work to strict deadlines and an ability to work quickly. 8. Good written communication skills. Experience of producing reports, manipulating and analysing data. Experience 9. Experience of managing others to achieve project objectives. 10. Diplomacy and the ability to establish good working relationships with a diverse range of people. 11. Proven property related experience. 12. Experience of working to formal procedures to achieve specific outcomes. 13. Previous experience in Higher Education and/or a client organisation. 14. Minimum 5 years Project Management experience and preferably already in a senior project manager position. 15. Line management experience desirable.

Salary and Conditions of Service

The salient features of conditions of service for Senior Administrative, Senior Library & Computer Staff are as follows: • Salary up to £65,362 for an exceptional candidate, plus excellent benefits • Annual Leave is 30 days, plus 8 statutory and 4 additional days during the Christmas holiday period. • Automatic entry into the Universities Superannuation Scheme (USS) with the option to opt out. • All offers of appointment are subject to City receiving satisfactory references and medical clearance. • All posts at City are subject to reasonable adjustment under the Equalities Act (2010). • All appointments at City are subject to a probationary period. • The appointment is terminable by three months’ notice on either side.
