Through construction and installation stages we manage delivery and focus the team on operational readiness at an early stage to ensure a smooth transition into operation. The Capital Development team comprises of experts in Programme Management, Project Management and Cost Management. We foster a collaborative working environment, drawing on experiences to ensure robust solutions are proposed. We work to ensure everyone in Capital Development has a broad base of technical and interpersonal skills to consistently add value to our client’s businesses. GUY’S CANCER CENTRE

Overview

Delivery

Our Team was responsible for delivering Programme and Project Management, Cost Management, Risk Management, Benefits Mapping and Monitoring, Contract Administration (NEC3), Healthcare Planning and Business Case writing on this prestigous new development. From the outset, the Trust had a clear vision for the new cancer centre – for it to be: • Patient-centred: patients at the heart of the services, improved access to care and an enhanced experience of care • Research-driven: cutting-edge, global expert, latest technologies to bring new treatments from the laboratory to our patients, leading in the discovery of cause, prevention, treatment and cure for cancer • Clinically-led: through innovation and excellence in

We developed a procurement strategy focused on seeking World Class designers to provide the innovation and ideas necessary to successfully deliver the project objectives. Through a Design Competition, a contractor-led Design Team was selected, and which included internationally renowned architect Sir Richard Rogers of Rogers, Stirk, Harbour and Partners. Their innovative design included a unique stacked ‘Villages’ concept, each with its own distinct identity relating to a particular patient need. Each self-contained village reflects a key journey and places accommodation in the most simple and logical route for the patient. The design is also flexible enough to adapt to any future changes. The new Cancer Centre at Guy’s Hospital is not only innovative in its design response to the clinical brief, it was also being designed to facilitate Service Transformation. This was achieved by a whole Project Team focus on Benefits Realisation as well as testing the developing design in terms of patient and staff experience and perception before it was built. Patients have been at the heart of planning the new Cancer Centre, helping us to develop a centre that is calm, uplifting and well planned. The Patient Reference Group for the Cancer Centre was involved in the design of the building, the location of services and the art works that feature throughout the Centre. The group has been recognised nationally for its work. For example, they asked us to put the radiotherapy suite – traditionally found in the basement because the room needs a protective lining – on a higher floor. We found a way to do it. Now our patients have a light and bright environment where they receive treatment. Patient Experience - Designing in partnership

EMERGENCY CARE PATHWAYS, ST THOMAS’ HOSPITAL Case Studies

The Programme

The Outcome

A multi-phased programme to improve and increase the A&E department at St Thomas’s hospital capacity to 140,000 patients a year, whilst remaining business as usual.

Having established an early and agreed cost model which had been informed by the risk management process in terms of contingency provision, our approach is on the pro-active management of cost. We have implemented a rigorous and robust change control procedure which includes a “real time” dashboard reporting being provided on a weekly basis so that at any given time the client has a clear and concise picture of commercial movement including the variations being considered and requiring approval, the level of remaining contingency, the risk profile, likely expenditure across the remaining works, mitigation strategies. We also continue to work closely with the Client and the wider project team to ensure that the lessons learnt from the Phase 1 Contract are integrated into Phases 2 - 5.

Our Unique Approach

The Cost Management team provided Scheme cost management services on this project, tracking affordability and forecasting across not only the construction costs, but also professional fees, non-works, equipment and information technology. This project came with challenges in obtaining detailed tender and construction status due to missing or inaccurate or restriction of access and backlog maintenance problems along with working restriction of a live clinical environment. Our approach was therefore to manage all of these issues within a strong and robust risk management process and that was fully informed by lessons learnt from other Trust projects, both the good and not so good. Having identified the risks, we ensured that the tender and contract documentation was robustly drafted to deal with the risks.

EVELINA CHILDREN’S HOSPITAL

Overview:

Our Project and Cost Management teams involvement in the Evelina commenced in 1999 as part of the successful team commissioned to design and deliver the the Evelina Children’s Hospital and continues 18 years later with the delivery of the Phase 1+ development and planning for the Phase 2 major expansion, in all some 60,000m² of accommodation.

Phase 1+ Expansion

The £40m programme of works comprises a series of projects aimed at ensuring the services at Evelina can meet the service requirements over the next 5-10 years. The final projects have now commenced construction and will be completed in 2018.

EVELINA CHILDREN’S HOSPITAL (Continued) Case Studies

ELCH Expansion Programme Phase 2 – 2014 to current

A major expansion of the existing hospital, providing some 35,000m² of additional clinical and support facilities including specialist services and projected growth through to 2026 with a Scheme Cost of circa £350m. The ETL Team has led in developing viable Estates options for this significant development on the constrained St Thomas’ Campus. This has included supporting the Trust’s recently completed investment focused Master Planning Study for both the St Thomas’ and London Bridge campuses ensuring that the Evelina expansion proposals are at the forefront of the Trust’s long-term vision. The Essentia Team has led on the commissioning and implementation of a number of feasibility studies to examine in greater detail shortlisted Estates options and has recently completed a Proof of Concept study ahead of procuring a Contractor Led Design Team to take the programme to the next stage of definition during 2018.

ESSENTIA PROVIDES EXPERIENCE IN COMPLEX SITUATIONS

The Outcome

The Biotechnology and Biological Science Research Council (BBSRC) provided £125.5m of capital investment for The Pirbright Institute’s Development Programme Phase 2. The development will provide world-class science research facilities to tackle livestock animal viral diseases to benefit the UK and overseas. The buildings are technically complex and are delivered at a secure site, within a highly regulated environment, utilising specialist supply chains. Working closely with the BBSRC Head of Estates, alongside other delivery partners, we delivered programme management support services. We have formed and operated Programme Boards and Project Boards to give strategic and focused direction to the activity, we have led specific interventions to address affordability and regulatory challenges, we have written and updated business cases and managed stakeholder relationships. Our Unique Approach

We have built a culture and reputation for effective delivery which assures BBSRC that programmes in which we are involved are being managed properly and will deliver the expected benefits. Cost Managers are accountable for the financial performance of a range of projects, generally ranging in value from £5m upwards. Project Managers lead the delivery and implementation of a variety of projects, generally ranging in value from £5m upwards. Programme Managers are responsible for providing a full range of strategic programme management services relating to the built environment. Our projects are diverse and range from the major expansion of Evelina Children’s Hospital, delivering world-class science facilities for The Pirbright Institute or providing leading-edge academic environments for prestigious Universities. Successful candidates should be able to demonstrate experience of working on large complex projects within similar multi-stakeholder environments across the Healthcare, Science or Education sectors, ideally gained within a consultancy environment. Suitable individuals will also have a good understanding of managing publicly funded capital projects including business case process, public procurement and contract administration (particular NEC3 and the ProCure 22 framework)

• Track record of supporting business cases at Strategic Outline Case, Outline Business Case and Full Business Case.

• Strong interpersonal and communication skills, with a high level of personal credibility and authority working with senior management. • Knowledge and in-depth understanding of publicly funded capital projects including business case process, procurement and contract administration including NEC3 and P22.

• Significant line management experience including development and mentoring.

Cost Manager

• Experience of supporting delivery of capital schemes across Healthcare, Science or Education sectors.

• Strong interpersonal and communication skills, with a high level of personal credibility and ability to work with peers.

• An appreciation of publicly funded capital projects including business case process, procurement and contract administration including NEC3 and P22.
