La question maintenant était de savoir si le rapport du secrétaire trésorier allait être modifié afin de refléter l’accréditation du fournisseur Vazimolo. « […] dans le rapport que je vais présenter au Conseil, l’argumentation n’ira pas en faveur de Vazimolo comme gestionnaire de services de garde préscolaire à Sainte-Trinité», a précisé Martin Lavigne. Le conflit remonte à 2011 alors que le CSDCEO s’affairait à fixer des orientations avec la venue et la mise en œuvre du Programme d’apprentissage des jeunes enfants (PAJE). Le programme se traduit par l’enseignement de la maternelle et du jardin d’enfants à temps plein. Les conseils scolaires sont alors tenus d’offrir des programmes avant et après l’école aux élèves de la maternelle et du jardin d’enfants à temps plein. Le CSDCEO souhaitait du même coup envisager l’établissement d’une garderie préscolaire de même qu’une garderie pour bambins. Ce sont des services qui pourraient voir le jour à Vazimolo, a laissé entendre Marie- Josée Bergeron. «On s’engage fortement à pouvoir gérer le service bambin et préscolaire. Oui on est intéressé, on peut le faire. J’ai des gens qui sont qualifiés, on a des compétences et maintenant on répond aux exigences du ministère. » La garderie Vazimolo est en marche depuis une vingtaine d’années. Elle offre un programme de journée prolongée pour les 4 à 12 ans qui dessert près de 190 enfants.

ROCKLAND | Ils étaient plus d’une tren- taine de parents, le 20 février, à la réunion d’information portant sur les services de garde à l’école élémentaire catholique Très-Sainte-Trinité, de Rockland. Récemment, le Conseil scolaire de district catholique de l’Est ontarien (CSDCEO) a fait une demande à lamunicipalité de Clarence- Rockland pour que celle-ci devienne gestionnaire de la garderie. Cette décision, qui demeure toujours à être approuvée

Lavigne a défendu le choix par le fait que le Conseil était à la recherche d’un fournisseur accrédité par le ministère de l’Éducation de l’Ontario. «Le mandat était de trouver un fournisseur de services accrédité. Lorsque les démarches ont été entreprises en 2011, le service de garde Vazimolo n’était pas accrédité.» Marie-Josée Bergeron, coordonnatrice au service de garde Vazimolo a d’ailleurs annoncé en primeur que le service avait

Township administrator Marc Daigneault noted that the municipality is able to in- crease its capital works budget this year because it has paid off some old capital projects loans. Now that the loans are paid off, the township’s borrowing capacity has increased again so it can get loans this year for new infrastructure projects on its list of targets for community improvements. “We’re also using a variety of financial sources to do what needs to be done,” Daigneault said. “It’s ongoing improve- ments. It’s not a piecemeal approach. It’s an integrated approach.” The township may be able to maintain its larger capital works budget next year when some more loans are paid off. Those loans were taken out for the township’s share of infrastructure aid grants that the federal and provincial governments offered mu- nicipalities as economic stimulus and job creation programs during the past global recession. Daigneault noted that “strategic borrow- ing” works better in the long run for the township’s long-term capital works needs rather than always waiting until there is enoughmoney available in reserves or from other sources. “If you look at what we’ve achieved over the past four or five years,” he said. “Three new tanker trucks for the fire department, public works has new trucks, a new grader, new brushcutter and other equipment. This is a good budget, it’s within our means and we are planning for the future also.”

PLANTAGENET | Alfred-Plantagenet has its 2013 budget and unlike some other mu- nicipalities, the township has increased the capital works portion. When the snowstorms blow away at last in the spring, the road crews will start get- ting busy in Alfred-Plantagenet Township thanks to the new $11.5 budget council approved Feb. 19. That budget includes a $3.3 million capital works program, which is more than double what was in the town- ship’s 2012 budget. “I feel good about it,” said Mayor Jean- Yves Lalonde, regarding the overall budget. “It is reflecting what our taxpayers are really expecting.” This year’s budget means a 1.9 per cent increase to the property tax rate. For the average homeowner who paid $579 for every $100,000 assessed value on their property in 2012, this year they will pay $590 for every $100,000 assessed value. Individual property tax amounts may vary, either increasing or decreasing, depending on whether the assessed value of their land and buildings went up or down. The majority portion of this year’s capital works budget has $2.4 million dedicated to road work and related improvements like storm sewer upgrades in Wendover, ditch work in Lefaivre, and rehabilitation of the bridge on Concession 3 in Alfred. Conces- sion 3 road in Plantagenet, Blue Corner Na- tion Street in Alfred, and Concession 10 in Pendleton will all see construction crews on site this summer. Other capital works improvements planned for this year include replacement work for the Plantagenet public swimming

Lors d’une rencontre tenue en fin de se- maine, les membres de l’ACFO ont exprimé le besoin pour une politique municipale d’aménagement linguistique à l’échelle des deux comtés.

Berthiaume. «Mais c’est important que la population s’assure qu’elle demande les services dans la langue de son choix». Il relate qu’il a entendu parler des plaintes de francophones et d’anglophones que les entreprises de Hawkesbury ne fournissent pas des services dans leur langue mater- nelle. PLANTAGENET | They are some of the fin- est chefs ever to come out of the kitchens of Québec. What they all have in common is the ability to prepare dishes that will please any palate. What will decide the winner of this year's Défilé des Chefs in Plantagenet said Chef Jacques Lepage of La Cuisine Jean Bernard, the event host, is which chef has the most passion. "For my part, I always look to please with whatever I put on the plate," said Lepage, the local catering outfit's executive chef. "The day I am not able to make somebody happy with what I serve, then I am going to back off." This year's competition had each chef required to use four particular ingredients as part of his or her creative efforts in the kitchen. The winner of the competition, Martin Gagnon of Atelier Archibald in Beau- mont, will represent Québec at the nation- als in Edmonton, Alberta later this year. The four mandatory items for this year’s
menu competition included mozzarina boufala courtesy of Saputo cheesemakers. “It’s a cheese with no taste,” said Chef Lep- age. “So they had to work to make some- thing good with it.” Fresh salmon that the chefs had to fillet and de-bone themselves and tri-tip beef were provided for the main entrées. The beef presented one of the greatest chal- lenges to the competitors. “Tri-tip is the worst part to work with,” Chef Lepage said.“A butcher uses it to make ground beef.” The dessert dishes all demanded two types of chocolate, one a cooking type and the other a finishing chocolate. Chef Lepage has his own ideas what he might do with these four items, if he were in a competition. A bit of hot sauce for flavour and a nice breading for the cheese. The salmon he would divide in half and present a twin plate, one side cooked and the other side prepared tartare. The tri-tip beef would be sliced and then marinaded before cooked under a fast heat with a balsamic and maple reduction, a signature method for La Cuisine Jean Ber- nard. The dessert would be a mousse with mango filling mixed with either cointreau or grand marnier. During the past few years the annual Dé- filé des chefs has helped put a spotlight on Plantagenet in the culinary world of Qué- bec and Ontario. The spinoffs, Chef Lepage noted, are both economic and cultural. “It’s helped to promote the gastronomic meals in the area,” he said. “It was kind of non-existent before.” Now local catering outfits like La Cuisine Jean Bernard are enjoying greater demands for business and even challenges to push their menu offerings to new heights of ex- cellence. The evening supper portion of le Défilé des chefs serves as both the final display of the winning chef’s skills and also a fund- raiser for a bursary program that helps local students pursuing careers in the culinary arts. Event organizers are still calculating the final tally for this year’s fundraiser.

Un Rochelandais le plus rapide au pays au cube Rubik
d’âge allant de 10 à 50 ans. Antoine s’est classé dans le top trois dans six de ces épreuves : 4e à le résoudre les yeux bandés et 5e dans le cube 2x2x2. Dans la même compétition, Louis Cormi- er, également de Rockland, a battu le record nord-américain du «Megaminx» avec un temps de 55,67 secondes. Le Megaminx est un polyèdre dodécaédrique constitué de 50 pièces mobiles. À la fin, Louis Cormier a ob- tenu 5 podiums. Ainsi, Louis Cormier et Antoine Cantin ont récolté 11 des 24 podiums de la compé- tition et se classent parmi les meilleurs au Canada. En juillet, ils mettront leur talent à rude épreuve dans le cadre des Champion- nats mondiaux de résolution de cubes Ru- bik qui se dérouleront à Las Vegas. Le 18 mai prochain, Antoine et Louis se- ront en compétition à Rockland dans le cad- re du championnat de la Région de la Capi- tale nationale. La compétition, sanctionnée par la World Cube Association, se tiendra à la salle Optimiste de Rockland. Le tout est organisé par le Club de Cube de L’Escale.

ROCKLAND | Antoine Cantin est devenu la référence en matière de résolution du cube Rubik au Canada. Le jeune rochelan- dais âgé de 14 ans a résolu le casse-tête géométrique en un temps record de 7,16 secondes lors de la compétition Toronto OpenWinter, le 16 février. Le record précédent était de 7,28 sec- ondes qui appartenait à Bill Wang, de To- ronto. Le record du monde est de 5,66 sec- ondes détenu par un Australien. Antoine est ainsi le plus rapide au Canada à avoir résolu le cube 3x3. À cette compé- tition, il a fracassé un autre record canadien pour avoir résolu le casse-tête d’une seule main en un temps moyen de 16,12 sec- ondes. «Je me sens très bien parce que j’ai très bien réussi», a commenté Antoine. La compétition offrait huit épreuves et rassemblait 115 participants d’une tranche

Clean up the ice when the fishing season is finished
rupts aquatic life and may reduce drinking water quality.” Ministry of Natural Resources regulations require registration of all ice fishing huts and those registry papers must be posted outside the hut where anyone can see them. Ministry rules for ice fishing season demand removal of huts by March 15. Huts abandoned on the ice when it thaws create river navigation hazards and their owners may be charged under the Public Lands Act. SNC is launching its fourth annual public awareness campaign for cleaning up ice fishing campsites before the spring thaw. Staff are going out on week-day and week- end visits to ice fishing villages to chat with anglers, take recordings of the size and type of fish caught for the agency’s habitat and species records, and reminding anglers to make sure all trash is taken off the ice when they leave and not left to sink into the water when the ice melts. SNC staff will do their own final spot checks after March 15 along the South Na- tion River and its tributaries like the Castor River and along the Ottawa River to make sure ice huts are gone and sites cleaned up. Staff will report to the ministry any aban- doned ice huts found on the streams after March 15.

FINCH | Despite the unexpected mild weather for February, the villages of ice fishing huts still crowd some of the bays along the shoreline of the Ottawa River and its tributaries. The South Nation Conservation Authority (SNC) applauds anglers for their continued enthusiasm for winter fishing. But the re- gional conservation agency reminds them to make sure to clean up their campsites when they tow the huts off the ice and put them back in storage until next winter. “The message we’re trying to convey is clear,” stated Ryan Robson, SNC resource technician in a press release. “Keep trash and deleterious substances off the ice so they don’t end up in the water, which dis-

Gabrielle Goulet lance un premier album ARTS & CULTURE

Gabrielle. «Elle me représente bien, et sort le côté country de la fille de campagne que je suis». La jeune artiste confie qu’elle recherche à éveiller et à inspirer l’amour à travers ses paroles et sa musique. Elle s’inspire souvent de ses expériences de vie, ses émotions et son vécu. Pour la pièce «Crier», toutefois, elle a tenu à dénoncer les situations difficiles que vivent souvent les jeunes aujourd’hui comme l’intimidation. Gabrielle Goulet s’est notamment inspirée de la tragédie de Marjorie Raymond qui s’est enlevé la vie, en 2011, après avoir vécu de l’intimidation. «Cette histoire m’avait beaucoup attristée. Je voulais crier pour le changement». C’est ainsi un nouveau départ pour l’artiste locale. Elle partira en tournée du 28 février jusqu’au 19 mars. Elle se promènera un peu partout en Ontario, au Québec, de même que dans les Maritimes. Mentionnons que Gabrielle Goulet sera de retour dans la région pour prendre part au Gala des prix Trille Or, le 21 mars pro- chain, au Centre des Arts Shenkman, à Or- léans. L’artiste a été sélectionnée dans les catégories Interprète féminine par excel- lence et Chanson primée pour sa chanson «Arc en ciel». L’album est actuellement en vente. BOURGET|Lajeuneauteure-compositrice- interprète franco-ontarienne, Gabrielle Goulet, de Bourget, a procédé au lancement de son tout premier album intitulé Papillon, le 26 février dernier. L’album, qui réunit dix pièces, est réalisé par Benoît Babin et produit par LaFab musique. Lors du lancement, à Nepean, l’artiste locale était accompagnée de plusieurs jeunes élèves issus de son patelin. Il va sans dire qu’elle était très émue d’être chaudement entourée. «J’étais émerveillé par la super belle réponse que j’ai eue des jeunes, je vais me souvenir longtemps d’eux», a confié la chanteuse. Certes, on peut difficilement demander à une artiste l’œuvre qu’elle affectionne le plus. Il suffit de dire cependant que la première chanson est «Là où j’ai grandi» qui est en fait le tout dernier extrait radio de
