GREGG CHAMBERLAIN gregg.chamberlain@eap.on.ca UCPR WANT TO WRAP UP DISPATCH ISSUE the 2018 budget for a fire dispatch communications system, and that staff may also make a recommendation on that issue before summer, when UCPR council will be limited on its financial decision-making because of the “lame duck” situation.

UCPR PROTESTS PUNISHING PROVINCIAL REVISIONS

Staff at the United Counties of Prescott-Russell are trying to get the regional fire dispatch project wrapped up before the start of summer. District fire chiefs are reviewing details of the proposed Request for Proposals (RFP) that the UCPR will issue this month, for a contract to set up a new regional fire dispatch system to serve seven of the eight municipalities within Prescott-Russell. Clarence-Rockland is part of the Ottawa municipal fire dispatch system and will not be included in the UCPR’s new regional setup. UCPR chief administrator Stéphane Parisien told counties council, during the March 14 committee of the whole session, that staff expect to have an RFP recom- mendation for counties council by mid-May. He noted that there is no allocation in

to revising the legislation will increase the amount of bureaucratic paperwork for non- profit home operators, without improving care for residents of the facilities. UCPR council agrees. “Inspections are a very punitive approach, JONZPQJOJPO uTBJE.BZPS(BSZ#BSUPOPG Champlain Township, who proposed counties council support the AdvantAge Ontario report with its recommendations. The agency’s report recommends that any revisions to the legislation first limit the maximum amount for administrative

In the next few months, before the municipal elections, all local govern- ments are restricted on their decision- making power when dealing with major project funding approvals, hiring or firing senior staff, or major policy changes. These will become the responsibility of the new counties and municipal councils after the fall election. Counties staff will try to have a recommendation ready for the current counties council’s approval for financing the new regional fire dispatch system. Otherwise, the new counties council could have to start the whole process over again.

The province plans to introduce new fees and penalties in its revised legisla- tion dealing with operations of long-term care homes. But the counties feel that the province’s plans will prove more punishing than helpful for many care home operators. The United Counties of Prescott-Russell (UCPR) council voted to support a report, with recommendations from Advantage Ontario to

the provincial government, c o n c e r n i n g proposed revi- sions to Onta- rio’s Long-Term Care Homes Act. Advan- tAge Ontario represents the

non-profit sector for long-term care homes, which includes municipal, charitable and non-profit agency nursing homes. AdvantAge Ontario fears that some of the proposed revisions to the legislation would create a system of expensive mandatory fees, and penalty charges for inspections and any infraction of provincial regulations for long-term care centres. The agency’s main concern is that a heavy-handed approach

(AMPs) not be an automatic response every time a long-term care facility fails to meet a particular provincial administration guideline. AdvantAge recommends high-risk issues or deliberate refusal to comply with provincial guidelines be the focus for AMPs, and that instead, the Ministry of Health and Long-Term Care first work with operators of non-profit care centres to help them deal with any operation guideline problems.
