La décision du conseil municipal d’annu- ler les services de garderie à temps partiel est entrée en vigueur le 27 juin, laissant certains parents à la recherche de solutions de garde d’enfants pendant l’été. La décision a été prise en avril. Le conseil municipal a reconnu que la pratique n’était plus financièrement saine et prenait des places aux parents qui cherchaient une inscription à temps plein, alors que les listes d’attente s’allongeaient. Zareena Boucher, cependant, n’a appris le changement de politique que lorsqu’elle a essayé d’inscrire sa fille pour l’été. « Aucune communication n’a été faite, a déclaré Mme Boucher. La façon dont je l’ai appris, c’est lorsque j’ai demandé ma subvention et que la dame du comté m’a demandé si je me rendais compte que ma garderie fermait à la fin du mois de juin. » Cette prise de conscience a laissé Mme Boucher sous le choc. Avec la garde parta- gée, Mme Boucher s’occupe de ses enfants deux semaines par mois. Travaillant de 8 h à 16 h à Ottawa, sa fille a besoin d’une garderie avant et après l’école pendant ces semaines. « La solution que le service des finances de la ville m’a proposée était de l’inscrire à temps plein et de payer pour les semaines où elle n’était pas là, a déclaré Mme Bou- cher. Même avec une subvention, je ne peux pas me le permettre. » Après avoir discuté avec la ville et le com- té et contacté directement le maire, Mme Boucher a appelé le conseiller municipal Kyle Cyr pour qu’il revienne sur la décision d’annuler les services à temps partiel. « Zareena a appelé et nous avons passé en revue certaines des options à la ville et BVDPNUÊ BEÊDMBSÊ.$ZS&OàOEFDPNQUF sa décision a été d’approcher le conseil municipal et de demander un changement à la politique. » Lors de sa présentation au conseil en mai, Mme Boucher a plaidé pour que la politique ne s’applique pas aux personnes actuellement inscrites à temps partiel, en leur accordant des droits acquis jusqu’à ce qu’elles n’aient plus besoin de services de garde. Cependant, la proposition de Mme
Boucher a été rejetée et seulement deux conseillers ont appuyé l’idée. Au cours de la réunion, la conseillère Diane Choiniere a déclaré que la Ville a décidé de mettre fin aux services à temps partiel, en partie par souci d’équité envers les parents qui paient des frais à temps plein et qui subventionnent les tarifs à temps partiel. Selon Mme Boucher et M. Cyr, il ne reste que quatre ou cinq familles touchées par cette décision, ce qui représente un coût financier mineur pour la Ville chaque année. « Cela n’a pas beaucoup de sens », a déclaré Mme Boucher. &OSBJTPOEFYQÊSJFODFTQBTTÊFTBWFD des garderies privées, Mme Boucher ne se sent à l’aise qu’avec les garderies publiques. &MMFDSPJURVFMMFTTPOUCJFOHÊSÊFTFUTÚSFT QPVSTFTFOGBOUT&TUJNBOURVFMMFOBWBJU pas d’autre choix, Mme Boucher a inscrit sa fille à la garderie à temps plein de Ste-Félicité malgré la précarité financière. « Honnêtement, je n’ai pas le choix, a déclaré Mme Boucher. Je n’ai aucune idée de l’endroit où je vais trouver cet argent, mais je n’ai pas le choix. » L’Ontario a signé une entente de cinq ans avec le gouvernement fédéral pour réduire les frais de garde d’enfants et offrir des options à 10 $ par jour en mars 2022. Le déploiement du programme a été lent, avec peu de directives de la part de la province. Le conseiller Kyle Cyr est en faveur d’une option de garde d’enfants plus abordable, mais il ne sait pas comment le programme sera mis en œuvre à Clarence-Rockland et quel impact il pourrait avoir sur les services de garde de la municipalité. Director of Community Development Julian Lenhart presented the figures at the June 20 council meeting. In total, across all Clarence-Rockland daycare centres, the total cost of reimbursement to families is $41,917. As daycares are a user-fee service, council directed the administration to finance the lost revenue with the city’s general reserve fund, currently at a balance of $155,000. Clarence-Rockland’s current daycare policy is that fees are not be reimbursed in situations outside of the city’s control. Thus, the approval of council was required to administer the return of the fees to parents.
During the bi-monthly council mee- ting, the City of Clarence-Rockland administration reported on the cost of reimbursing daycare fees to parents who experienced disruptions during the power outage caused by the May windstorm, a cost amounting to more than $40,000. At the previous meeting on June 6, council approved the reimbursement of daycare fees pending a report from the administration outlining the financial costs to the city.

The post and its comment noted that with the boating season fleeting, boaters of Clarence-Rockland are dissatisfied with the time it is taking to get the three longer docks for use by anglers and human-powered watercraft on the water. People looking to fish or kayak are using the two main docks next to the boat ramps, making it difficult and at times unsafe for others to launch their motorboats. 5IFEPDLTBU%V.PVMJO1BSLBSFBWBJMBCMF for use free of charge and people come from across the region and Ottawa to get their boatsout on the Ottawa River, making the limited space crowded, in particular without the other docks in place.

All of the above individuals received a 90-day driver’s licence suspensions and had their vehicles impounded for seven days. They’re scheduled to appear in court in L’Orignal at a later date.

Le parc naturel Paul Simoneau a finale- ment reçu son inauguration officielle le 6 juillet, après plusieurs retards dus à la COVID et à l’état d’urgence de mai. En août 2015, le conseil municipal a renommé la parcelle boisée de dix acres, située sur Silver Lane, en l’honneur de Paul Simoneau, défenseur de l’environnement de Rockland et ancien conseiller municipal de Clarence, décédé en janvier 2015 à l’âge de 79 ans. Paul Simoneau était un membre actif de la communauté environnementale de Clarence-Rockland. Il était bénévole chez les scouts et veillait à toujours sensibiliser les jeunes à l’importance de protéger et de préserver l’environnement naturel. Donner son nom au parc était une déci- sion évidente, selon Julie Chartrand, agente de communication de Clarence-Rockland et ancienne journaliste des Éditions André Paquette. « En tant que journaliste, lorsque je QBSMBJTÆ.4JNPOFBV MFOWJSPOOFNFOU était toujours la première chose à laquelle il QFOTBJU BEÊDMBSÊ.NF$IBSUSBOE+FHBSEF un excellent souvenir de ce grand homme qui aimait la nature et les arbres. »

The O’Neill’s Foyle Cup has run for three decades and attracts hundreds of teams from around the world every year, making it a highly competitive tournament. “You have to qualify to even enter,” said Troy Morris, Brauen’s father and member of the coaching staff heading to Ireland. “They don’t just take anyone. It’s a privilege to be able to go.” The four Clarence-Rockland teens joi- ned the Hornets three years back when Rockland’s competitive youth team was unable to field a team and the boys sought higher competition. Now the players will be representing their home town on the international stage, showing European and other international youth clubs that Canadian soccer players can compete with the best of them at the highest levels. “It’s important we don’t make a bad impression of people from here,” said Col- bourne. “We want to represent our club and Canada well.”
“It is cool to know that being from Rockland, a small town, we are able to go to this big tournament and represent the club.” added Potvin. The boys are not ignorant to the chance they are being given to travel abroad and play a sport they love, recognizing they are lucky to participate in something so big. “We are really excited, it’s a great oppor- tunity,” said Laroque. “Not everyone gets to go to Europe for a soccer tournament.” However, the boys are not free of nerves. The team will be playing with just 12 players and several call-ups from the younger age group, Potvin included. Brauen knows they just need to keep their heads down and work hard for the best possible result. “The chemistry won’t be the same without our whole team there,” said Brauen. “We just need to play our game and have fun.” The tournament runs from July 18 to July 23 with the team of 12 boys heading across the pond on July 14. Education values our strong relationship with the Upper Canada District School Board,” said Donna Lahache, AMBE Director of Education. “The ongoing collaboration and open communication with the CCVS and AMBE Team continues to enhance services and opportunities for Akwesasne students.” Situated on traditional Anishinaabe and Haudenosaunee Territory, the UCDSB puts a strong focus on Indigenous education. At CCVS specifically, there is a Mohawk Lan- guage course, a for-credit lacrosse program, and a for-credit Thompson Island cultural camp experience. “This partnership is more than just a service agreement. It’s a commitment from the Upper Canada District School Board to provide students with the opportunity to learn more about themselves, and the culture around them. All students benefit from this agreement and I’m looking forward to what is to come in the future,” says UCDSB Chair John McAllister.
