Discipline Committee
It was my privilege to have been appointed by the minister of advanced education to represent Albertans on APEGA’s Discipline Committee as a public member. I submit this report for APEGA’s 2025 annual report. APEGA was created on April 10, 1920, and it has regulated the practices of engineering and geoscience in Alberta on behalf of the Government of Alberta through the Engineering and Geoscience Professions Act for more than 100 years. APEGA is also the largest regulator of self-regulated professionals in Western Canada, and its main regulatory function is the licensing of individuals and companies that want to practise engineering and geoscience in Alberta. The Discipline Committee is charged with adjudicating allegations of unskilled practice and unprofessional conduct by APEGA registrants. These complaints against APEGA registrants are brought forward by the Investigative Committee to the Discipline Committee for its adjudication. I have been impressed by the professionalism displayed by all those participating in this process, from the Investigative Committee to the APEGA registrants who form the majority of the Discipline Committee. This professionalism has been enhanced by the first-hand experience and insight brought to this process by the APEGA registrants on the committee. Their experience has been invaluable in bringing perspectives to the issues brought before the committee for adjudication. Based on my administrative tribunal experience, I have observed the Discipline Committee members displaying procedural fairness to those APEGA registrants who appeared before it. In addition, the committee members, while seeking to regulate the professions, have, in my view, displayed understanding and compassion for those registrants appearing before them. Finally, and certainly not least of all, I am appreciative of the welcome and the support provided to me by the regulated members of the Discipline Committee, and by the technical and administrative team at APEGA. The work of the Discipline Committee has been enhanced by their efforts.
