This shall include but not limited to: • Project delivery systems, procedures and pro- tocol • Modern methods of project management, quantity surveying, building surveying, pro- gramme management and administration of construction contract practice and services • Modern methods of construction procure- ment and regulation • Compliance with HBN and HTM requirements • Understanding of modern methods of patient care and requirements within the estate • Statutory Compliance • Health & Safety and CDM Regulation • Local authority planning guidance • Construction policy • Management of Health and Safety at Work • Estates and Facilities Management services (Asset maintenance and compliance) • The post holder will ensure a profession struc- ture is maintained in accordance to HTM 00 (Best Practice Guidance for Healthcare Engineering) for all Trust sites, this includes formally appointed Authorising Engineers, Authorised Persons and Competent Persons linked directly to the range of polices and management plans. • The post holder will oversee and maintain a Safe System of Work for all activities within Estates. • The post holder will ensure a risk assessed ap- proach and culture in all activities in Estates sup- porting facilities with the relevant Health and Safe- ty advice. • Management of Asbestos • Management of Contractors • Support clinical teams in developing environ- ments that offer the very best standards that are future proofed, evidence based and clinically ap- propriate to the needs of our patients. • Assist the Deputy Director of Estates (Strategic & Capital) in the planning, development and im- plementation of the Trust’s Estates, Sustainabili- ty, Health & Safety and Security Strategies. • Meet, and strive to exceed, the requirements of all Regulators: NHSE/I and the Care Quality Commis- sion, as well as our Commissioners and partners. • Ensure the Trust is compliant with the relevant leg- islative and Department of Health guidance obli- gations at all times. • Ensure that PLACE standards and PAM assurance criteria are aligned to the Care Quality Commis-

sions expectations of E&F services and the provi- sion of patient and staff environments • Lead service development and improvement pro- grammes within the Estates function to ensure fit for purpose and efficient service delivery models are being delivered. • Contribute to the development of the Trust’s vi- sion and strategic goals. • Develop effective and mature external working re- lationships with service providers, statutory bod- ies and other relevant stakeholders. • Assist the Deputy Director of Estates (Strategic & Capital) in the development and delivery of the Annual Plan for the Estates Services. • Take responsibility for ensuring that all projects are procured and managed in line with current legisla- tion and relevant NHS guidelines. Procurement of schemes shall be undertaken using industry and relevant NHS standard contracts of engagement andmanagedusingappropriateformsofcontract. • Regularly undertake research to develop, review and update Estate policies, procedures and codes of practice, and other estates related information to ensure compliance, legislation, NHS guidelines and industry best practice. • Chair relevant meetings and, where required, tak- ing and producing minutes to record the develop- ment of projects and project team/Estate matters. • Liaise and provide assistance as required to other managers in respect of capital schemes, including attending meetings to maintain continuity of sup- port and provision of information and providing technical input to facilitate progress. 2. Operational Performance and Financial Manage- ment • To ensure that all Capital Projects are delivered withinagreedbudgets,programmerequirements, minimise impact to operational demands and to seek opportunities to deliver efficiency improve- ments to maximise benefit of capital expenditure and optimise revenue requirements. • Responsible for the pay and non-pay budget for Estates ensuring value for money in accordance with the Procurement Strategy and in accordance with the Trust’s Standing Financial Instructions. • Responsible for the delivery of the agreed Estates CIP. • ResponsibleforthelinemanagementoftheTrust’s Capital Project Team and provision of external ser- vices and contractors, that will include Tier 1 and Tier 2 principal contractors to deliver strategic de- velopments. • Working with the Capital Programme Manager (Mi-

nor Works), to ensure consistency, make sure that robust mechanisms are in place to monitor capital project performance across all areas of respon- sibility and produce/maintain Capital Balanced Scorecard Dashboard, including developing and implementing action plans for performance cor- rection where necessary. • Responsible for the commissioning and managing the services of external construction and specialist consultants and contractors as required. • Manage contractual disputes during project de- livery/implementation, including matters relating to poor performance or material specification and quality. This includes dealing with legal issue that may arise from the Trust’s activities within the post holders responsibility including dispute resolution and contract negotiation, particularly in areas of contract law, landlord and tenant law and estate law issues. • Working with the Capital Programme Manager (Mi- nor Works), to ensure consistency, make sure that capital services are regularly reviewed and com- pared against wider (national) initiatives within the health sector, using appropriate benchmark- ing and best practice information to identify and implementefficienciesandserviceimprovements. • Act as authorise signatory for signing off payments to external service/works providers, including con- sultants, contractors and suppliers. • Support the delivery of the capital investment programme for the Trust, responsible for the man- agement and control of expenditure of capital and revenue schemes and ensure costs are maintained withinexpenditureauthorisedbythe‘CapitalPro- ject Group’, and that NHS guidelines and relevant external guidelines are fully adhered to. • To undertake any other duties commensurate with the level of the post or as required by the Deputy Director of Estates (Strategic & Capital). • Accurately assess performance of supply chain partners, that will include consultant, contractor and service provider services, utilising Key Perfor- mance Indicators (KPI’s) to encourage consistent standards of delivery, value for money and to pro- actively identify areas of risk and/or improvement. • Oversee the management of the Estates property system(s) in regard acquisition and disposal, in- cluding rent and rate reviews in compliance with NHS property guidelines and legal requirements. • Ensure that prior to and upon completion of all schemes, all projects/schemes are fully and effi- ciently handed over to the Estates & Facilities Op- erational teams.

3. Management and Leadership • Jointly agree quantitative and qualitative objec- tives (in line with the Trust’s strategic objectives) for employees within Estates and ensure that all Estates employees have an annual appraisal and personal development plan. In addition, where there is a mandatory requirement to ensure pro- fessional competency, ensure Trust policy is im- plemented to monitor the status of any registered professionals within Estates. • Working with the Capital Programme Manager (Mi- nor Works), to ensure consistency, jointly agrees quantitative and qualitative objectives (in line with the Trust’s strategic objectives) for employ- ees within Capital Projects Team, to ensure that all Capital Project team employees have an annual appraisal and personal development plan. In ad- dition, where there is a mandatory requirement to ensure professional competency, ensure Trust policy is implemented to monitor the status of any registered professionals within the Capital Pro- jects Team. • Ensure systems are in place to ensure compliance and that all Estates employees complete manda- tory training requirements. • Provide leadership and management in discipli- nary and grievance cases and participating as ap- propriate at hearing and appeal stages including working in close partnership with Staff Side. • Where required, support the Deputy Director of Estates (Strategic & Capital) in carrying out nego- tiations with employees, staff side organisations, specialist consultants, contractors, or any other external agency commissioned on behalf of the Trust. • Explore and identify opportunities for skills shar- ing within Estates, in order to develop more flexi- ble and responsive teams. • To support the development, delivery and mon- itoring of annual Estates workplace/workforce plans for each functional area, ensuring integra- tion with the Trust business planning process, to ensure flexibility, efficiency, modernisation and effective skill mix. • Responsible for recruitment, retention and suc- cession planning of individuals within Estates. • Support the implementation and delivery of the Trust’s corporate values and behaviours. • Foster a culture of life-long learning, including continuing professional education. • Development and vocational training within Es- tates.
