INTRODUCTION

Thank you for your interest in the Director of Asset Management post at Essentia. Guy’s & St Thomas’ is one of the largest hospital trusts in the country, with around 17,000 staff, an annual turnover of more than £1.6 billion, and over 2.6 million patient contacts a year. Our hospitals have a long and proud history, dating back almost 900 years, and have been at the forefront of medical progress and innovation since they were founded. Essentia plays a crucial role on enabling the vast array of healthcare services provided by Guy’s and St Thomas’ NHS Foundation Trust and other partner organisations. Responsible for non-clinical healthcare services, Essentia designs, builds and maintains healthcare infrastructure vital to the smooth running of healthcare services, encompassing everything from construction projects and healthcare planning to facilities management, housekeeping, transport and security. We employ around 1,700 people, and our vision is to provide the best service possible within the resources available, to be the estates, facilities and capital management provider of choice in south London and beyond, and to develop innovative approaches to improve the health estate.

Director of Asset Management

The role of Director of Asset Management is key to achieving Essentia’s strategic ambitions and an influential part of the Essentia senior leadership team, with specific remit for leading estate, property and space strategy development across the Trust’s large-scale, diverse and complex property portfolio. We are seeking an individual with a proven track record in a senior asset management leadership role with experience of initiating, developing and delivering estate and asset management strategies to support an organisation’s strategy. You will have strong leadership and management skills, with the ability to lead and inspire team members and internal and external stakeholders whilst effectively managing resources across a complex portfolio of activities. Experience of working across an estate portfolio with characteristics similar to those found across the GSTT portfolio would be advantageous.

The role offers the opportunity to lead estates strategy and portfolio consolidation across one of the UK’s largest healthcare portfolios, creating an environment that in turn will make a fantastic difference to so many.

Guy’s and St Thomas’ is among the UK’s busiest and most successful NHS foundation

trusts. We provide a full range of hospital and community services for people in Lambeth, Southwark and

Lewisham, as well as specialist care for patients from further afield including cancer, renal, orthopaedic and cardiovascular services .

Guy’s is home to the largest dental school in Europe and a £160 million Cancer Centre opened in 2016. As part of our commitment to provide care closer to home, in 2017 we also opened a cancer centre and

Evelina London cares for local children in Lambeth and Southwark and provides specialist services across south east England including cardiac, renal and critical care services. Our adult community services teams deliver care at the heart of the local communities we serve, working in partnership with GPs, local authorities and other healthcare and voluntary sector organisations. In 2019 we combined adult community services with acute medicine and therapy services to create Integrated Care, a new strategic

business unit. Working with our partners in Lambeth and Southwark, we are focusing on new ways of working to improve care for local patients.

We have a reputation for clinical excellence and high quality teaching and research. We are part of King’s Health Partners, one of six accredited UK Academic Health Sciences Centres. In partnership with King’s College London we have dedicated clinical research facilities and a National Institute for Health Research (NIHR) Biomedical Research Centre.

Patients are at the heart of everything we do and we pride ourselves on ensuring the best possible patient experience as well as safe, high quality care. We are proud to have one of the lowest mortality rates in the NHS. Following a comprehensive Care Quality Commission (CQC) inspection in 2019 we maintained our overall rating of ‘good’. The Trust will plan and deliver an estate that will be fit for purpose for decades to come, by designing “shell and core” buildings which can adapt quickly and easily to different uses, so that we can refit them every 10-15 years, depending on our needs. This is not a one-off exercise, but a sustained strategy of investment and growth that is financially sustainable over the long-term. Healthcare is rapidly changing. In the future the treatments and technologies available to patients may be radically different. We need buildings that are designed with a degree of flexibility and future-proofing. We aim to treble the amount of space across our estate from the current 381,000 sqm to 1.1M sqm by 2050. Space not required by the Trust and King’s Health Partners will be available to research institutions and life science industry partners, including startups and SMEs. Co-location of these uses is central to the development of our MedTech and Biomedical Clusters model.

Job Summary

This role is key to achieving Essentia’s strategic ambitions and the Trust’s role as leader and influencer in the South London ICS. The role is a key member of the Essentia senior leadership team. The role is highly autonomous, requiring interpretation of national policy and strategies, and involves the analysis, synthesis and regular communication of highly complex, sensitive and contentious information, both within the Trust and with external stakeholders, where there are significant barriers to acceptance. The post-holder is accountable for the direct delivery of several highly technical specialist and professional services, across the Trust’s entire asset base of about £800m.

THE ROLE

The Postholder: • Leads the development, implementation and evaluation of the Trust’s integrated short, medium and long-term property and space strategy, ensuring the most beneficial approach is taken to owning and using the Trust’s property portfolio, to ensure it makes the optimum contribution to the objectives, ambitions and goals of the Trust. The aim is to improve the efficiency and effectiveness of the estate, rationalising property where appropriate and optimising the use and value of the assets. • Leads on space management, taking responsibility for managing and developing the Trust’s physical property assets to ensure long term asset sustainability. • Leads the engagement process with strategic stakeholders within the Trust and externally, acting as landlord and ambassador on behalf of the Trust and the Essentia executive team, and providing highly specialist advice in critical areas where expert opinion differs. This will involve highly challenging interactions. • Manages positive commercial relationships with tenant organisations and landlords, and good relationships with neighbouring developments and local councils, influencing and negotiating on the delivery of services, dealing regularly with and resolving hostile and antagonistic situations. • Line manages several significant specialist departments/services with Trust-wide impact, including budgetary responsibility and procuring equipment and supplies. • Is responsible for maintaining close strategic relationships with all areas of Trust management and ensuring clinical service/operational requirements are understood and integrated into the strategy and plans. • Provides professional, specialist expertise to the partners within the Integrated Care System (ICS, formerly STP) and other NHS partner organisations to influence decision- making across the ICS and in the overall London context. This includes improving the efficiency and effectiveness of the estate, property disposals, where appropriate, to facilitate the delivery of affordable houses for NHS staff, interpreting complex and sensitive NHS and GLA policy. • Has responsibility for ensuring transparency on all aspects of working with Essentia Trading Limited via service agreements.

KEY RESPONSIBILITIES

Strategy and Planning • Lead, develop, implement and oversee a policy framework for robust and effective asset management across the Trust across partner Trusts such as KCH and the Brompton & Harefield, and within the ICS. • Lead on the strategic planning of the healthcare estate related to capacity and demand projections within a five-year horizon and beyond, making a major contribution to corporate policies and strategy. • Develop and regularly review the Trust’s estate strategy to align with the clinical strategy, in conjunction with the Estate Development Director and the Design and Development Director. • Provide strategic leadership for services included within Asset Management, across the Trust and external partner organisations to ensure the delivery of a relevant, high quality and cost effective service. Provide effective, expert advice, overcoming barriers to understanding and acceptance. • Develop and lead processes to ensure the production of an effective Trust-wide business plan for Asset Management, as part of the Essentia business planning process, in line with Trust and Essentia policies and priorities, set challenging targets for service performance and development, and ensure its effective delivery. • Develop and maintain strong working relationships with senior internal and external partners, including the local community and other stakeholders, to achieve positive results including through collaborative working and developing joint strategic ventures and partnerships where appropriate. This involves the provision of expert specialist professional advice, including the analysis, synthesis, interpretation and communication of complex data, and where barriers to understanding and acceptance exist. Lead on complex and challenging negotiations on behalf of the Trust. • Oversee the entire Trust’s property holdings including the legal and administrative aspects of the Trust’s property portfolio, acquisitions and disposals, planning and related matters, local authority and community liaison, regeneration and external partnerships; and manage the allocation and use of Trust space within the property envelope. This includes formulating and adjusting plans and strategies in anticipation of complex environmental and political changes, and acting for and representing the Trust in legal disputes attending court as necessary. • Regularly undertake and manage research activity including complex surveys and regular audits in relation to asset and property management. Report to the Board on the outputs of such research.

Performance Management • Work within a performance management framework, ensuring that clear performance measures are in place across Asset Management, and to manage a process of continuous improvement in relation to service delivery, identifying innovative approaches and best practice. • Analyse performance across the Trust’s entire asset base in relation to performance targets and strategic objectives, developing strategies and business plans, providing advice in areas where expert opinion differs. • Be accountable, and hold staff accountable, for the delivery of all agreed objectives and outcomes for the Trust, Essentia and any external clients or partners. • Ensure effective action is taken as appropriate, where performance is at risk of falling below expected standards. • Regularly undertake research activity in relation to service improvement across a range of services and functions. • Ensure that appropriate strategies, plans, delivery and implementation frameworks are in place to ensure that an excellent environment for patient care is maintained at all times, formulating and adjusting plans and strategies in anticipation of complex environmental and political changes.

Property and Space Management • Ensure that a Trust-wide property and community strategy is in place that reflects the needs and priorities of the Trust, and is developed and maintained. • Lead efficient management across the Trust of space and property assets in line with Carter metrics to provide a cost effective estate that meets clinical requirements and provides opportunities for improvement. • Ensure that the Trust’s property portfolio reflects the needs of the Trust and supports the development requirements of the estate strategy; and to oversee aspects associated with the Trust’s property holdings, including acquisitions, leases and disposals, planning and related matters, on an internal, intra-Trust and external basis, using appropriate systems and software. • Ensure that the allocation and management of space within the property envelope is optimised to meet the operational requirements of the Trust and aligned with agreed standards, e.g. Transforming our Ways of Working (ToWoW) and flexible working opportunities. • Lead the development, implementation and evaluation of property solutions are provided to meet the needs of the Trust including developing high-level feasibility studies. • Work with the Essentia Site Directors to plan and support the property and spatial requirements reflecting business targets and service needs. • Develop plans and commercial arrangements with third party landowners and occupiers to improve and enhance the Trust property portfolio including development where appropriate. • Using professional, specialist expertise, actively lead the Property Estates Strategy influencing the wider national agenda to promote system-wide changes and improvements, bringing professional expertise to bear in situations where barriers to acceptance exist. • Participate, and on occasion lead, complex negotiations at the highest level with external providers and enhance the Essentia brand working in conjunction with other colleagues. • Take a lead role in the South East London ICS in delivering key actions that form the published estate ambitions of the ICS and, where relevant, the London Estate Board, providing expert specialist and technical advice.
