EXECUTIVE SUMMARY Warwickshire College Group (WCG) is a large further education college operating across Warwickshire and Worcestershire. It incorporates 7 colleges in Royal Leamington Spa, Warwick, Rugby and Moreton Morrell in Warwickshire and Pershore, Evesham and Malvern in Worcestershire. It currently has around 15,000 students studying 1,000 courses across 20 different subject areas from entry level to higher education as well as significant work-based learning activity. Moreton Morrell and Pershore Colleges are specialist land-based colleges covering subjects such as agriculture, horticulture, equine, floristry, arboriculture, veterinary nursing, motor vehicle maintenance, farriery and animal care. Royal Leamington Spa, Rugby, Evesham and Malvern Hills Colleges are general FE colleges, offering state-of-the-art teaching facilities including professional hair and beauty salons and School of Arts at Leamington, a Power Industry Academy at Rugby, motor vehicle workshops and Energy Training Centre at Evesham and purpose-built traditional art studios at Malvern Hills. Warwick Trident College specialises in engineering and motor vehicle training providing state-of-the art engineering workshops and laboratories for students and employers. WCG is seeking to appoint a senior manager who is passionate about delivering excellence in estates projects and facilities services.

Reporting to the to the Group Deputy Principal - Corporate Services, the Director of Estates will be responsible for the delivery of a modest investment programme and for improving the functional suitability, sustainability and efficiency of the estate. Key areas of responsibility include Property Asset Management, Capital Programme Delivery, Facilities Management, Grounds, Transport, Environment and Administration. The successful candidate will have proven experience in an estate management role across a large-scale, high-footfall, multi-building estates portfolio. You will be capable of leading and inspiring an in-house team of estates and facilities professionals, as well as communicating successfully at an influential level with key internal and external stakeholders of WCG. Given the breadth of the role we are seeking an individual with experience planning estate development, estate maintenance and facilities management and would particularly welcome applications from those with experience of leading customer-focused FM and maintenance functions whilst having had previous exposure to the delivery of estate development projects in the £500k to £10m range.

Director of Estates - Role Summary Background Information Warwickshire College Group is seeking to appoint a senior manager who is passionate about delivering excellence in estates projects and services. The Director of Estates will be responsible for the delivery of a modest investment programme and for improving the functional suitability, sustainability and efficiency of our estate. The areas that comprise Estates include Facilities, Projects, Grounds, Transport, Environment and Administration. The Estates Director will be responsible to the Group Deputy Principal Corporate Services. The post holder will: • Lead, manage and motivate the Estates team to deliver the highest service standards that enhance the student and staff experience and support the delivery of the College’s strategic objectives. • Drive the strategic development of the College’s estates and facilities to optimise opportunities available whilst recognising the contribution to the overall student experience and reputation of the College. • Establish customer focused relationships with key stakeholders and external businesses. • Work with key stakeholders to identify, understand and translate customer requirements into estate outcomes. • Provide and maintain a safe and secure physical environment for all students, staff and visitors to the College • Maintain and enhance the value of the College’s environment, addressing service costs, energy, water, waste and carbon emission issues. Main Duties • To develop and deliver an Estates Strategy for the College’s property portfolio, optimising space utilisation and enabling the Colleges enterprise initiatives. • To ensure the delivery of our estate capital investment programme is on-time, to budget and quality. • To be responsible for the strategic operational objectives and day to day management of the Estates Service. • To assist in the preparation of Capital bids to the Local Enterprise Partnerships and other funding sources. • Be responsible for producing design briefs, cost plans and developing design with College Staff and Consultants and monitor and control costs. • To provide leadership to the staff within the Estates team including the effective management of performance objectives, conduct, capabilities, staff training and development. • To manage the Estates team within the context of the College’s enterprise initiatives, core values and strategic objectives.

• To continuously review business processes and staffing levels to optimise financial and operating performance and provide a seamless delivery across all areas. • To be the budget holder for the Estates Department and prepare annual budgets in line with the annual planning process and monitor and control expenditure over the financial year. • To ensure robust financial controls, processes and management reports are in place to manage the accounts of the Estates Department within budget parameters including capital budget processes. • To ensure cost-effective delivery of estates projects, and on-going maintenance, through robust

purchasing and procurement processes and management of PPM system. • To identify possible operating improvements through external partnerships. • To ensure Estates team meet Service level Agreement criteria.

• To provide management reports to the College’s Management, Committees and Boards. • To maintain systems / property records and evidence of compliance with statutory obligations and become the Colleges duty holder where necessary. • To act as the College’s landlord, when negotiating property contracts. • To be responsible for all planning and property issues, including liaison with local planning authorities. • To lead on sustainability issues where they affect the estate and seek to reduce the Colleges carbon emissions. • To develop and maintain robust arrangements for business continuity in relation to the College Estate and to contribute to the overall arrangements for business continuity planning within the College. • To lead projects or undertake other duties as may reasonably be expected at this level as requested by the Group Deputy Principal Corporate Services. • Safeguard and promote the welfare of children and vulnerable adults for whom you are responsible and whom you come into contact with. • The list of duties is not exhaustive but outlines the main features of the post at appointment and may vary as the job evolves without affecting the nature of the duties or the responsibility level. Place of work The principal place of work will be the College’s main site premises located at Warwick New Road, Leamington Spa. However, the postholder may be required to work on either a temporary or an indefinite basis at any premises at which we may provide services. Salary level Anticipated salary level for this appointment is c. £60,000. Hours of work 37 hours per week. The actual hours of work will be by arrangement. It should be noted that the post holder’s responsibilities may require additional hours as necessary to meet deadlines.
