Lors des élections municipales de 2010, il avait obtenu pratiquement la moitié des votes dans le quartier 1. «Le quartier 1 doit être représenté par quelqu’un qui veut et est prêt à travailler, a confié M. Vachon, expliquant les raisons de sa candidature pour remplacer le conseiller sortant Michel Thivierge. En tant que contri- buable, je suis fatigué de payer quelqu’un qui ne fait pas le travail.» Rappelons que Michel Thivierge a récem-

ment confié qu’il ne se présentera pas à la prochaine élection pour des raisons de santé. Pour sa part, Claude Vachon apprécie cette décision en déplorant toutefois la per- formance du conseiller du quartier 1 dans ses derniers mandats. «Il n’a rien fait pour le quartier 1», a affirmé M. Vachon. Alors qu’il était son opposant à l’élection de 2010, Claude Vachon avait obtenu 696 votes contre 747 pour Michel Thivierge. Cette fois, le candidat devrait se mesurer à Jean-Marc Lalonde qui vise également le siège du quartier 1. Claude Vachon témoigne un respect pour

le travail antérieur de M. Lalonde, autant au niveau municipal que provincial. Mais, il ajoute que ce dernier a déjà accompli son devoir politique à la communauté. Le can- didat croit fort en ses chances de l’emporter face à l’ex-député. D’ailleurs, il travaille déjà sur une liste d’objectifs et de dossiers à atta- quer dans le cas où il serait élu en octobre. «Les infrastructures doivent être rénovées dans le quartier 1», a-t-il affirmé en citant comme exemple les rues St-Jacques, Cam- peau et Poupart qui nécessitent des amé- liorations, dont un repavage complet pour le chemin Poupart. «Ce sera ma première

priorité», a ajouté M. Vachon. Celui-ci se dit prêt à considérer un double traitement de surface comme solution de rechange au pavage d’asphalte. Le canton d’Alfred-Plantagenet notamment utilise ce procédé sur plusieurs routes de concession. Claude Vachon veut également inciter les résidents du quartier 1 à s’impliquer dans les dossiers qui concernent leur secteur. Cela inclurait la tenue de réunions régulières de quartiers pour donner l’occasion aux rési- dents d’exprimer leur point de vue et présen- ter leurs doléances. «Je veux entendre ce que les gens ont à dire», a-t-il affirmé.

ROCKLAND | St-Joseph Street is due for reconstruction starting next summer and traffic safety dominates the concerns of both city staff and neighbourhood resi- dents during the concept planning stage. More than a dozen neighbourhood resi- dents turned out for a Wednesday evening open house July 2 in the mezzanine at the Jean-Marc Lalonde Arena. One of the main topics discussed was traffic safety with emphasis on safeguarding children and other pedestrians from motorists speeding through the school zones but Gilles Maran- da, the city’s infrastructure director, noted during a later interview that a redesign for St. Joseph Street can address other needs too. “We have a chance right now to do some- thing,” he said. Three schools are located close by each other on St. Joseph Street. École élémen- taire Sainte-Trinité sits at the top of the short hill from the Laurier Street intersec- tion while Rockland Public School (RPS) and Rockland District High School (RDHS) are a couple blocks further south along the street close to the Morris subdivision. The city’s 2005 Strategic Transportation Plan (STP) identifies St-Joseph Street as a two-lane road, about a kilometre in length that serves as the connector between Laurier Street and the downtown and the neighbourhood around the schools. The most recent studies for the city recom- mend redeveloping St-Joseph Street into a through-street that leads south from Laurier and links with the future east-west connector which planned to serve as an al- ternate commuter route around the down- town and help relieve traffic congestion on County Road 17 through Rockland. The goal now, Maranda said, is to extend the north end of St. Joseph Street past its present Silver Lane link with the Morris sub- division and connect it to Jérôme Corbeil. That would create a single smooth traffic route for school buses bringing in students from the outlying villages to the three neighbourhood schools and also to L’Escale around the corner on Du Parc Street. Turning St-Joseph Street into a through- road could still mean some potential traffic safety problems. There are already com- plaints about some motorists driving too fast through the school zones, including along the blind hill approach to École Ste- Trinité. Both city staff and several neighbou- rhood residents raised those concerns du- ring the Wednesday evening open house. The situation is even more serious nowwith all public schools in Ontario switching over to all-day kindergarten programs, and seve- ral school districts offering local daycare programs through some of their schools. “There are ways of slowing traffic,”Maran- da said. The city’s infrastructure and engineering department is working on details for a plan- ned reconstruction project for St-Joseph Street, slated to start next year during the summer. Some design ideas that may get serious consideration for slowing down speeding motorists include setting up traf- fic signals, using roundabouts in place of the traditional four-way intersection at ma-

Rappelons que l’institution sera désor- mais gérée par La Cité et Le Collège Boréal, suite à l’annonce par l’Université de Guelph qu’elle fermera ses campus d’Alfred et de Kemptville. Après l’examen approfondi de ses finances, l’Université a conclu que ses campus n’étaient pas viables. Parmi

les causes de cette fermeture, l’université a noté l’effectif d’étudiants, qui «stagne depuis plusieurs années», et les coûts associés à l’administration générale du campus, soit 2,3 millions$ pour 61 élèves inscrits en 2013-2014. L’ACFO de Prescott et Russell, dont la

mission est «d’œuvrer à l’épanouissement linguistique et culturel de la communauté française en rassemblant et en mobilisant ses forces vives», poursuivra la mise en œuvre de son plan stratégique 2013-2016 tout en renforçant ses liens avec la com- munauté.

canadienne-française l’Ontario de Prescott et Russell (ACFO PR) a appuyé à l’unanimité la demande du Conseil communautaire du collège d’Alfred (CCCA) dans sa quête pour une autonomie complète. Le nouveau conseil, qui s’est réuni ré- cemment à Alfred, a souligné l’importance d’avoir un établissement d’enseignement francophone postsecondaire comme le col- lège d’Alfred dans la région de Prescott et Russell. Seul collège agricole et agroalimen- taire francophone hors Québec, le collège d’Alfred est également le seul à posséder un troupeau biologique de recherche et d’enseignement en Amérique du Nord. Le conseil appuie donc le CCCA qui cherche à créer un institut autonome au Collège d’Alfred avec le mandat agroali- mentaire et d’économie rurale francophone en Ontario. de

Claude Vachon makes another run for council

ROCKLAND | Last time he got almost half of the voters in Ward 1 supporting him at the polls. Claude Vachon hopes to do bet- ter this October in his second bid for one of the seats on City of Clarence-Rockland council. “I wantWard 1 to be represented by some- one willing and able to work,” Vachon said, explaining why he was making another at- tempt at replacing incumbent Coun. Michel Thivierge at the council table. “As a taxpayer I’m tired of paying someone who doesn’t do the work.” Thivierge has decided not to run for re- election for health reasons. Vachon appreci- ates that but noted he has been critical of the Ward 1 councillor’s overall performance for the past few terms. “He didn’t do any work for Ward 1.” When he ran against Thivierge in the 2010 civic election, Vachon earned 696 votes to Thivierge’s slim majority of 747. This time Vachon will run against Jean-Marc Lalonde, who is also campaigning to replace Thiv- ierge as Ward 1’s voice on council. Vachon expressed respect for Lalonde’s past work in both municipal and provincial politics but added that his competitor has fulfilled his obligations for political service to the com- munity. Vachon thinks he has a good chance at beating out Lalonde for the seat. He is al- ready working out a list of goals to start hammering on should he succeed at the polls this October. “In Ward 1 we need our infrastructure renovated,” he said, listing St. Jacques,

Le 3 novembre 1988 après une longue maladie,Thomas décède au Foyer Saint-Joseph de Rockland à l’âge de 87 ans. Cécile demeure à la Résidence Simon jusqu’à son décès, le 1er juillet 2000 à l’âge de 92 ans. La famille Girard laisse un souvenir inoubliable dans Rockland par sa joie de vivre et son implication dans la paroisse. Debout près de sa chaise de barbier, Thomas a toujours des histoires à raconter à ses nombreux copains. Doués d’un entregent exceptionnel,Thomas et Cécile sont entourés d’amis de tous les âges. Un deuxième incendie en deux ans

Swayze, who has his office in Caledon, was one of two applicants for the integrity commissioner position contract. The other was David Shelly, a lawyer with the firm of Nelligan O’Brien Payne, working out of its Ottawa, Vankleek Hill and Alexandria office. Shelly’s application noted that he is bilin- gual. The letter of reference from his firm is in French while his curriculum vitae is in

English. Coun. Desjardins asked if Swayze also was bilingual. Mayor Marcel Guibord said that he is but Swayze’s application let- ter and curriculum vitae are both in English and there is no mention in either of bilin- gual capability. He is a founding member of the Integrity Commissioners of Ontario. Swayze’s application included a proposed fee rate of $260 per hour for work as an in- tegrity commissioner with an annual $2000 retainer paid in advance, and a limited number of expenses subject to negotiation. Shelly’s proposed rate was $390 per hour with a fax report expense of 25 cents per page.

CLARENCE CREEK | The City of Clarence- Rockland now has an integrity commis- sioner to investigate complaints about the behaviour of council members and city officials. Council approved hiring Robert Swayze as the city’s new and first integrity commis- sioner. The decision was made following a registered vote during the June 30 special meeting of council held to deal with priority matters before the summer break. Coun. Guy Desjardins was the sole dis- ROCKLAND | Police have charged a Rock- land man as a result of a child pornogra- phy investigation. Jean Levesque, 62, was arrested and char- ged July 3 on three counts of possession of child pornography and one count of acces- sing child pornography. The charges resulted from a six-month investigation by the OPP Child Sexual Ex- ploitation Unit (CSE). Officers from the OPP Technical Crime Unit and the Russell County OPP detachment took part in the arrest. Police executed a search warrant at Le- vesque’s home and seized two computers and one cellular phone unit. An OPP report states the devices contained images of child sexual abuse. Det-Sgt. Paul Thompson, supervising offi- cer for the CSE Unit, noted during a Friday phone interview that the items seized will be going through an in-depth examination. A preliminary inspection revealed enough evidence to warrant filing the charges. Whether any other charges are possible will depend on what the detailed cyber forensic study reveals. He noted that the arrest is not part of any other investigation into child pornography. The accused man appeared later that day for a bail hearing at the L’Orignal provin- cial courthouse. He was granted release in return for posting $3000 bail with a surety. He is now scheduled for a first appea- rance court date July 30 at the L’Orignal courthouse. Child porn charges filed
