MESSAGE FROM YOUR BOARD OF DIRECTORS

It is hard to imagine that the end of this year’s season at our beautiful home-away-from- home is drawing near. All owners are encouraged to attend the Annual Meeting on Friday, March 8 at La Palma. The official agenda begins at 1PM. Committees will make their final reports of the season, and the election results for the two open seats on the Board of Directors will be announced. The Board had a full agenda at its February meeting and addressed several controversial issues. The Board approved a request of the Pickleball Committee to conduct a two-hour test of a regulation-approved quiet pickleball on February 20, from 9-11AM. Our rules specify that only the quiet ball, or equivalent, will be allowed at ORPS. It is incumbent on the Pickleball Committee and the Board, to determine the equivalency of new equipment being manufactured utilizing new quieter technology. No decisions will be made based on this test except to judge whether additional testing by a professional firm is warranted. The Board also appointed an Ethics Committee to investigate issues related to owner manipulation of the new online golf tee time reservation system to enable them to lock up their desirable tee times before the authorized 7AM opening of the reservation line. A glitch in the software was used by some to their own advantage and to the detriment of the entire golfing community. Our management is also working closely with the software developer to find a fix to the problem. Participate in the governance of your association; be informed; attend meetings of your Board and its Advisory Committees.

As we roll into March, we come out of one of the wettest and coldest February’s in history. In fact, on Valentine’s Day, Palm Springs had 3.69 inches of rain — which is the third most ever recorded in a single day here! We survived the rain and it should bring some beautiful spring blooms (and accompanying allergies) to the valley. Like Mother Nature, staff has been working hard. The preliminary budget was put together for review of the Board and Finance Committee for their joint meeting in late February. In addition, the Board reviewed recommendations for the General Manager and Facilities Planning regarding summer projects. This list and associated budget costs are being finalized to be presented and approved by the Board in March. As we move out of February and into March, the budget will get approved for Operating, Reserve and Capital expenses. This also lays the groundwork of what maintenance and improvements will be done over the summer. It may appear early to have a preliminary decision of summer projects done in February for official approval in March, but it is actually a pretty tight timeframe and there is much to do in terms of gathering costs and bids prior to getting the projects started. Management, along with the Facilities Planning Committee are already working on potential projects for summer of 2021 and will be looking to get preliminary Board approval in December of 2019 to ensure plenty of time for revisions and budget to make sure projects are properly vetted and bid before getting to them in March of 2020 to be included in the budget.

CFO Report The Budget process for 2019-2020 is nearly completed following review of management’s preliminary draft budget with the Board and the Finance Committee at a Special Meeting on February 27. Major areas of increase in the 2019-2020 Operating Budget were reviewed. A rise in employee costs due to the mandated California minimum wage increase, a rise in our Utility costs, increased costs associated with bringing Security in-house, along with a general increase in the cost of doing business, will all necessitate an increase in HOA FEES. As of the printing of this article, the recommended fee increase has not been determined. Final numbers will be shared with owners prior to the adoption of the 2019-2020 Budget, scheduled for the March 18, 2019 Board meeting. J IM W ALLER , CFO

on Friday, March 8. Registration will begin at 10AM in the La Palma Auditorium and continue until 10:30AM when the polls will close and the Annual Meeting will be called to order. The Annual Meeting will immediately recess for the tabulation of the ballots, which will occur at La Palma, in the East Room. Owners may witness the counting and tabulation of the ballots. To insure anonymity of the voting, members must stand at least five feet away from the Inspectors of Elections during the tabulation process. The election results will be announced during the Annual Meeting which will be called back to order at 1PM.

ACCOUNTING 101 Welcome to Accounting 101!

The Controller is in charge of A/R, A/P and all accounting functions. The monthly financials are produced through this office including the Profit & Loss Report, Balance Sheet, Working Capital, Forecast, etc. for Operating, Capital and Reserve. Reconciling all bank accounts, journal entries and reviewing all the work processed by A/R & A/P contribute to the reports. The budget process is done annually. The declining balance is entered in a shared drive for all departments to see how much they have available each month per the budget to control costs. Responsible for payment of prepaid federal and state taxes, list of assets, legal fillings and ensuring the annual CPA audit is adhered to per GAAP. Recently overseeing Activities and the Bar has been added to this position. H/R handles all employees, new hires, processing background checks, all state and federal required paperwork and drug testing. Payroll is every other week with verifying hours, vacation, sick and other information. All employee files and HIPPA files are stored in the Controller’s office. All health insurance benefits, workers comp and 401K are handled in this area along with annual audits. Creates SOP (Standard Operating Procedures) for most departments. IT trouble shoots all computer issues, either hardware or software. All communication with our third-party networking company is handled through IT along with all updates. Miscellaneous Accounting orders office supplies for the entire resort, organizes the annual employee party, operates our employee safety bingo. B RENDA M EJIA , Controller

What does Accounting do at ORPS? Accounting does much more than collect your dues and pay the association bills. We are comprised of several areas, A/R (Accounts Receivable), A/P (Accounts Payable), General Cashier, Controller, HR (Human Resources) and IT (information Technology). A/R is in charge of the owners’ accounts. We bill 1,213 owners the monthly assessment fee, late fees and interest. We collect payment via checks, cash and ACH. ACH is Automated Clearing House. This is the easiest way for owners to pay each month. You sign up and we charge your bank account each month on the 8 th -10 th . An owner with a USA bank account (9-digit routing number) can sign up. Canadian banks have 8-digit routing numbers and can’t be processed through ACH. There is no charge for signing up and it makes our process smoother, faster and more efficient. A third-party vendor, Paylease, is available online for credit card payments. A/R maintains the ledger and handles all information forwarded to attorneys if there is a collection process. Owner information is monitored with updates of address, email and telephone numbers. Ownership changes are also done in A/R that includes knowledge of real estate documents such as grant deeds and statement of status and handles the process of escrow through title companies. We educate new owners on our processes and collect transfer fees. We collect fines, rent on contracts, commission on sales, commission on rentals, payments for lost keys and citations. A/P handles all the invoices for the entire resort which includes the PO (Purchase Order) process and reconciling credit card statements and other vendors. We process approximately 150-200 checks per month with all documentation attached that is filed and kept for many years. A/P ensures all necessary signatures and PO process is accurate and each expense is coded to the correct GL (General Ledger) code with the correct department. A/P assists all committees with check requests. A/P also accrues expenses at the end of each month to ensure proper allocation of expenses. A/P handles ORPS’ operating account along with Capital and Reserve checking accounts. All Capital and Reserve expenditures are copied in additional folders for review along with Excel spreadsheets for all reserve projects. General Cashier does the daily work related to revenues. This includes collecting all the cash drop deposits from all the departments, printing all the JONAS reports, credit card reports and any other paperwork. This is all reconciled to ensure every department has turned in payment for all the charges and the monies are deposited into the bank through automatic deposit, armored guard pick-up or credit card via online. Copies of all documents are saved and filed for many years. We monitor laundry cards and the equipment in the laundry room. General Cashier also handles all employee cash banks and petty cash. All company credit cards are monitored and secured in the General Cashier’s safe as well as other documentation. General Cashier processes ORPS’ Bingo deposits, bank reconciliation and legal filings.

A&A Committee I have had the privilege of working with some of the hardest working Volunteers in this Resort. On a daily basis these volunteers evaluate and approve permits, lot inspections, RV inspections and lot consultations. We work to ensure that the architectural and aesthetic rules are maintained in the resort, while still employing Common Sense application. I wanted to take this opportunity to remind our members of some mandatory rules. A permit is required for any lot modification, including, but not limited to, concrete work, electrical work, fence, shrubs, vegetation, addition or removal, brickwork, building and/or moving a front-end enclosure. When hiring a contractor or subcontractor they must be licensed, insured, and bonded for your protection and liability of the resort. Any electrical modification on the lot requires a City electrical permit to ensure Code Compliance and meet all safety regulations. Our maintenance employees are not permitted to perform any work requiring a permit, including electrical or other contractor work. Their employment policy strictly prohibits them from doing ANY work that requires a permit. Any lot or rig being sold in the resort requires a compliance inspection per our rules and regulations as well as the escrow process. T ED W ILSON , A&A C HAIR

FACILITIES PLANNING COMMITTEE We hope you have been enjoying our beautiful facilities this season! The Facilities Planning Committee will begin the prioritization process earlier this season and invite all committee chairs and interested owners to submit their requests for capital improvements to the committee as soon as possible. This is the process that allows us to review and submit for funding improvement requests. We have incorporated the Landscape Committee in the Facilities Planning Committee. ORPS FMCA CHAPTER In February, our ORPS-FMCA family enjoyed an outstanding six-course Wine Tasting/Food Pairing Dinner! The planning and food preparation for this event was accomplished entirely by our local FMCA chapter members.

With a cold and wet winter behind us, we look forward to March and the warmer weather. The influx of spring break visitors make this the right time to think about safety.

Fifty-four of our local chapter members enjoyed this tasty event as our talented chefs prepared six courses: Fruit with Mumm Napa Champagne (Pam & Linda); Shrimp Cocktail with St. Supery Sauvignon Blanc (Dan & Larry); Gouda and Havarti Cheese with Sonoma Cutrer Chardonnay (Dan & Larry); Pulled Pork and Cole Slaw with Earthquake Zinfandel (Michele & Ralph); Tri Tip and Sweet/White potato chips with Silverado Cabernet Sauvignon (Jeff); and Chocolate/Nut Roll and blue cheese with Gerard Bertrand Banyuls (Ken). The food, wine and comradery of the evening was thoroughly enjoyed by everyone in attendance.

Our security department is issuing citations for violation of the speeding, stop sign, parking and dog rules. All vehicles must be parked on your lot overnight, unless you have been issued a permit for temporary parking at a

satellite, a clubhouse or the Ramon RV parking lot. Speed limit is 10 mph and stop signs must be obeyed.

My Mom, Stephanie and others are on the Dog Owners & Friends Committee here and are trying to make the park better for everyone. One idea is to find people who would be willing to let dogs use their lots for

The committee finalized its new charter in February. Changes were made to generalize the responsibilities of the committee and to give the neighborhood representatives (previously called Phase Reps) more flexibility in determining what their role will be. Thank you to B ARB H NATIUK who volunteered to be the Neighborhood Representative Chair. The purpose of the committee as outlined in the new charter is advisory to the Board of Directors on all matters relating to internal and external communications to ensure transparency of governance and the timely and efficient dissemination of information. The Communications Committee, through appointed Neighborhood Representatives, represents the lot owners in their neighborhoods on communications issues and social neighborhood events. The Committee sponsors, plans, and manages the annual New Owners’ Reception. Under the new charter, the Communications Committee is comprised of 7-9 members. It is resolved that an organization to be known as “Outdoor Resort Chapel” is hereby created for conducting periodic non-denominational religious services at Outdoor Resorts of America. The organization shall be led by a designated President who will work with a Chapel Board of Directors.

They serve faithfully and happily. Careful minutes of meetings and finances are kept and maintained. Why have Chapel? The Bible says in Hebrews 10:25 Do not forsake the gathering together as some do, but come into the Lords presence humbly and grateful for all He has done for those who call upon His name. This is a time of joy and celebration. Weekly services are provided Sundays at 8:50AM featuring outstanding men and women who present the Bible through spoken word or song. Come and see the nationally known speakers/musicians who lead us in worshipping the Lord. As Chaplain, it is my opportunity to follow in the footsteps of my Uncle Bill who served for 18 years and was loved by all who attended or knew him. My joy is found in serving you and your needs, hopefully becoming a friend and providing service every day. I am privileged, often ministering to folk who are in the hospital or rehab facilities, and visiting at “rigs” as needs come about. I also conduct weddings or funerals as requested. It is a joy to be here for you and my prayer is as you observe me that we become friends and you see Jesus in me attracting you to a relationship with Him. One favor I ask of you; pray that I will walk faithfully with Him in my daily walk and life. Thank you. Chapel meets multiple needs of ORPS’ residents at no financial cost to the resort. We pay set-up costs, provide coffee and donuts, and have donated a number of items to the resort, i.e., piano, updated the sound system, white soft chairs, pulpit, security cameras, and other needs as they arise. RESORTERS’ CHORUS Our big news for March is our annual concert to be held on Sunday, March 17. The concert will feature

various songs by the chorus and our ukulele group and several piano selections. The chorus will repeat “Hallelujah” that went over very well in Chapel in early February. The concert starts at 3PM at La Palma. There is no admission but any small donations are appreciated to fund music purchases. It will be a busy Sunday as the chorus will also sing in Chapel at the March 17 service.

With the resignation of M EREDITH P ATE who is moving back home to her native Georgia, administration is pleased to announce J ACKIE G UY has taken over as our new Activities Director effective immediately. J ACKIE G UY is a California native and has made a home in our desert for over 20 years. With over 25 years experience ranging from hotels, restaurants, catering, corporate events and country clubs, Jackie has made a career of being of service to others. After graduation with a Business Administration degree from Chico State, she went to work for the Marriott Hotels, spent time in Maui on the food and beverage side of things, then moved to the desert and worked as a Corporate Meeting Planner for 14 years. Most recently she was the Lifestyle Director for Trilogy at the Polo Club where she led the team and membership from the ground up. She looks forward to continuing her service here at ORPS and creating exceptional experiences for all. In addition to Jackie coming aboard, we are excited to announce that Y ESENIA M ONTESDEOCA is now overseeing the bar operations and has jumped in with both feet and a tremendous amount of energy. The headline in the Desert Sun on January 30, 2019, reads “Referee Collapses and dies during a soccer game.” Doctors refer to these as “Sudden Cardiac Death (SCD)” cases. He was 69 years old. He apparently had no symptoms and was running up and down the field. This is a common story in today’s world. The underlying cause of his collapse is not a heart attack but a cardiac rhythm disturbance called “Ventricular Fibrillation (VF).” The sudden onset of VF results in the arrest of all pumping action of the heart and blood flow ceases. The patient immediately faints without blood flow to the brain and will die within 10 minutes unless resuscitated. The referee did receive CPR and EMTs continued resuscitation efforts but failed to keep him alive. A similar event recently occurred at my church in Sacramento. The patient, an elderly lady, collapsed during an evening staff meeting. Fortunately some of the staff had received CPR training. Immediate CPR followed by the use of an Automatic External Defibrillator (AED), owned by the church, converted the VF, and the resuscitation was immediately successful. She quickly awakened and was transported to the hospital. Recent reports indicate she is doing well without any neurologic deficit and she did not require any invasive cardiac procedure. The key to this story is the quick use of the AED to convert the VF. AEDs are everywhere in public buildings, Airports, Airplanes, and sports venues, etc. AEDs in ORPS are located at both LP and ES, at all satellites, and in the fitness center. They are not under lock and key and any LAY person can remove them and take them to an emergency like a sudden collapse. The AED comes with verbal instructions for the lay person on their operation. The main thing is to get the AED to the patient as soon as possible. There are many successful resuscitations performed by untrained lay people using both CPR and the AED. Further, CPR has changed over the years and mouth to mouth breathing has been abandoned and a replaced with a mask and an airway. Chest compressions have been increased to 30 before pausing for two breaths. CPR classes are offered at many places in the valley. I would recommend that all persons become trained in CPR, including the use of the AED. You could save a life.
