The UCLan Estate and the Masterplan

Today our Preston Campus lies immediately to the north of the centre of Preston and covers an area of approximately 15 hectares with 63 buildings and 138,000m² of gross floor area.

Key features

The campus estate contains a wide variety of buildings, all constructed during a time period which spans over 100 years. These range from the Victorian-style Harris Building and the former St Peter’s Church (grade 2 listed) Arts Centre, to the functional 1960s-style of the Foster building up to the more contempo- rary Media Factory and clean lines of the JB Firth building. Collectively our campus estate creates an eclec- tic and highly visible built environment, although it also creates challenges in terms of a coherent identity, especially on arrival.

In recent years key investments totalling over £100 million include:

• The £12.5 million JB Firth Building which caters for courses and research programmes in forensic science, fire engineering and chemistry.

• UCLan’s Olympic-standard £13 million Sir Tom Finney Sports Centre, located at the heart of the Preston Campus.

• The £15 million Media Factory which incorporates state-of-the-art facilities for digital media and performing arts students, together with a business incubator facility.

• UCLan’s £5.3 million Allen Building containing some of Europe’s most advanced facilities for students studying within the School of Medicine and Dentistry.

UCLan has a very strong focus on continually improving the student experience and the new University Estate Masterplan will deliver over the period of 10 years in the region of £200 million of investment, trans- forming the Preston Campus, benefitting current and future generations of students, staff, visitors and the wider community.

The proposals set out to create a striking new environment for UCLan, reinforcing key routes and spaces and adding dramatic new interventions in the form of buildings, squares and landscaped areas.

The Masterplan strives to:

• Create an attractive and inviting world class campus compatible with the University’s status as one of the UK’s largest Universities.

• Create a new heart for UCLan that showcases its key principles of openness, transparency and accessibility.

• Reinforce connections with the city centre to encourage wider regeneration opportunities.

• Transform the student experience by creating better quality open spaces defined by new buildings.

• Improve and extend the public realm to support campus activities and reinforce connectivity and legibility of pedestrian and cycle routes.

• Relocate car parking from the centre to the edge of the campus to promote a healthier, more pedestrian friendly campus.

• Consider where new buildings can augment the University’s existing stock to accommodate functions currently inadequately housed on site, prioritising creative learning and social spaces and state of the art technologies.

• Improve the ground floor use and appearance of the existing buildings to create inviting, socially active environments.

• Consider seasonal variations by the provision of covered spaces which are conveniently located across the campus.

• Create a healthy, safe, active and sustainable campus.

• Set up a flexible framework for future buildings to respond to the changing needs of the University.

THE APPOINTMENT OF AN INTERIM DIRECTOR OF ESTATES SERVICES

UCLan is seeking to make the appointment of an Interim Director of Estates Services.

Reporting to the Chief Operating Officer and working closely with the Director of Capital Projects the Interim Director will lead a large-scale estates team responsible for the delivery of a broad range of estates and facilities management functions across the estate portfolio. You will lead teams spanning the areas of maintenance, engineering and infrastructure management, space management, estates information management, estates helpdesk, catering, cleaning, sport, health & safety, energy management and grounds management and will ensure that the department benefits from strong leadership during a period of change. It is anticipated that the appointed candidate will be directly engaged by the University either on a fixed-term contract basis or as a directly engaged consultant. The term of contract is flexible, but is likely to be for a minimum of 6 months and more likely up to 12 months.

We are seeking an individual with a proven track record of leading the full range of facilities management functions (including both hard and soft services) at a senior level.

You will have exceptional leadership, interpersonal and communication skills and will have the credibility and authority to assimilate into a senior leadership position with relative ease.

Experience of operating successfully within large, complex industry leading organisations with comparable characteristics (notably physical estate, live high footfall environment and organisation operating model) to those found at UCLan is essential as is the ability to lead and motivate a large-scale team internal team of estates professionals during a time of change.

Overall Job Purpose:

- Development of the Facilities Management and Estates strategy, culture and function in order to contribute to the development and achievement of the University’s corporate plan, strategic objectives and overall financial viability.

- Development and implementation of the University Estates Strategy.

- Provision of effective leadership and management of all Estates Management staff.

- Effective budgetary management.

- Achievement and maintenance of the highest possible quality of delivery within the resources available.

Responsible to the Vice Chancellor or Nominee for:

1. Preparing and implementing a Facilities Management which ensures that service development is consistent with the University’s corporate plan and strategic objectives.

2. Developing and implementing an Estate Strategy for the University, which supports the Teaching and Learning Strategy and the Corporate Plan.

3. Ensuring, as change agent, that the Facilities Management and Estates structure is supported by a programme of appropriate staff deployment, development and culture change.

4. Leading and directing the operational Facilities Management function, to ensure the provision of a professional and cost effective service which underpins the University’s core business and which is founded on best commercial practice.

5. Ensuring optimum use of IT, in line with the University’s IT Strategy and in close liaison with the Director of Information Systems Services.

6. Regularly reviewing all services to assess levels of requirement, ensuring that customer satisfaction is achieved.

7. Reviewing and managing a system of internal Service Level Agreements, to assess and monitor value for money, providing key Performance Indicators within each area of work, ensuring that targets and plans are incorporated into overall performance management. 8. Developing and implementing robust business plans for all the trading accounts and delivering the specified level of contribution to the University, including bringing in external business where appropriate.

9. Negotiating and, where necessary, re-negotiating facilities and procurement contracts.

10. Maintaining and enhancing the external profile of the Service and the University.

11. Promoting effective co-operation and relationships with Faculties, Departments and other Services of the University, at all levels, including being a member of the University Management Team.

12. Monitoring developments in ‘best practice’ within the commercial and HE sectors and ensuring that these are incorporated, where appropriate, into University Facilities Management systems.

13. Overall responsibility for health and safety of the University’s estate generally, chairing the University’s Health, Safety & Environment Committee, as well as responsibility for the health and safety of Facilities Management staff and the immediate implementation of safe working practices in line with changes implemented.

14. Developing and maintaining the University’s Contingency Plan, ensuring that an emergency response capability is available, minimizing the level of risk to the Institution.

15. Any other duties and responsibilities appropriate to and commensurate with the level of responsibility, as determined by the Vice Chancellor or nominated member of Senior Executive Team.
