The LSE was founded in 1895 and has grown to become one of the foremost social science uni- versities in the world. A specialist university with an international intake, LSEs reach extends from its Central London campus to around the world. The School has a cosmopolitan student body, with around 11,600 full time students from 148 countries and staff of just over 3,000, with about 49 per cent drawn from countries outside the UK. In 2021 LSE became the first Carbon Neu - tral verified university in the UK. The LSE Estates Division is responsible for devel- opment and implementation of the LSE Estates Strategy supporting the Schools strategic objec - tives. The Estates Capital Development team

has enjoyed unprecedented success in recent years, with acclaimed major projects gaining Stir - ling award nominations and the Team winning various client of the year accolades. The Principal Project Manager will take up the en - viable opportunity to lead the delivery of a major new development project for the LSE, with a project budget in excess of £ 100m. You will join at the outset of the construction programme and take the chance to lead what is anticipated to be an award-winning building project through to successful completion and occupation.

RECENTLY COMPLETED PROJECTS INCLUDE:

The Marshall Building a £ 145m new build, designed by Grafton Architects on the corner of Lincoln ’ s Inn Field in a conservation area. The project is attracting industry and media attention since it opened in January 2022. It recently won the Priz Versailles Campuses 2022 and continues to receive award accolades.

LSE ESTATES DIVISION AND CAPITAL DEVELOPMENT The Estates Division is responsible for development and imple- mentation of the LSEs Estates strategy, providing world class buildings and facilities for teaching, learning and research. The Estates Division are committed to creating a higher quality built environment commensurate with LSEs academic stand- ing. Strategic projects are developed and delivered by the Cap - ital Development team, responsible for the planning and imple- mentation of major capital projects, long term maintenance and carbon management in progress at the School. Following a design competition in 2022, David Chipperfields Ar - chitect have been selected to develop the next major project for the LSE, the Firoz Lalji Global Hub is a £ 100m + project that has set high environmental targets with low embedded carbon im- pacts. The development is currently at RIBA Stage 2 with plans to complete it by late 2026.

Our Rogers Stirk Harbour and Partners designed Centre building at £ 125m, recieved an RIBA Award and a Civic Trust Award following its completiong in 2019. The LSE first new building for more than 40 years, The Saw Swee Hock Student Centre has recieved praise from students, staff and architecture critics and has won many awards since its opening in 2014. The capital plan has various major projects up to 2030 and beyond, these are due to be developed over the next few years and the LSE is currently also planning several joint venture residential projects that will build upon the success of previous projects.

Job Summary The post holder will be a senior member of the Capital Development section of Estates.

9. Building and maintaining a virtual team, environ- ment consisting of colleagues across the School ( i.e. Finance, Residences / Catering, Facilities Manage - ment and Student Experience ) and other external advisers such as legal and cost consultants etc. 10. Coordinating the review of information pre- pared by the contractor and tracking any com- ments on the same ensuring actions are closed or responded to. 11. Considering items and advising the School on matters submitted by the contractor for ‘ approval ’ , as required by the Project Agreement. 12. Ensuring change control procedures, to robust- ly protect the School ’ s interests and ensure the best value is achieved in all areas. 13. Reviewing the progress of the works and pre - paring reports for the School ’ s Project Board. 14. Receive and assess any application for claims, seeking advice as appropriate from the School ’ s advisors, advising on the validity of same and mak- ing recommendations to the Project Sponsor and Project Board. 15. Monitoring that commissioning and inspections are being carried out by the Independent Tester. 16. Ensuring the School is appropriately repre- sented at the handover of buildings along with any School Stakeholders. 17. Establish and maintain, throughout the Con- tract, all Contract records including, but not limited to, contractual documentation, communications, and any performance tracking. 18. Throughout the Contract, identify issues and risks as soon as they arise and manage these, by suggesting solutions and strategies to address

them. This includes ensuring Risk Registers are kept up to date.

DUTIES AND RESPONSIBILITIES

Programme Management Role 1. Relationship Management: establishing, sup - porting and maintaining relationships for Glengall Road and Bankside projects: project sponsor, CFO; School Representative, Director of Residential Ser- vices, communication routes and systems through- out the life of the contract so that a sustainable partnership of trust and respect is maintained. 2. Ensuring obligations and responsibilities of the Development Partner and School are met, ensur- ing, risks, payments under the contract, reporting and change are all managed effectively so that value for money and continuous improvement are achieved. 3. Ensuring that the School meets its planning, design and construction-related contractual obliga- tions under the Project Agreement. 4. First point of contact between LSE and Develop- ment Partner ( at a working level rather than Board / financial level ) – requests for information, internal contacts, etc 5. To coordinate the Schools approach to planning and design matters including communication strat- egy and necessary liaisons with the local authority, GLA, statutory bodies and neighbour relations. 6.To manage internal stakeholder relationships, particularly in the development of the design and specification. 7. Primary LSE interface on development of techni- cal specification e.g. room sizes, numbers, catering, social space, MEP, fire, lifts etc

26. To ensure that, insofar as compatible with the relevant Project Agreements, all procurement is carried out in accordance with LSE financial and purchasing policies and other procedures as set down by the Director of Capital Development and / or Director of Estates. 27. To act as “ Secretary ” to the Project Work Group designated to oversee the implementation of each particular project, attendance at design team meetings and site progress meetings, including the preparation of reports, agendas, minutes and presentations. Flexibility To deliver services effectively, a degree of flexibility is needed, and the post holder may be required to perform work not specifically referred to above. Budget reporting 22. To prepare and submit regular reports on pro- gress against programmes, budgets and briefing objectives. 23. Act as “ Secretary ” to the Project Board desig - nated to oversee the development of the project / ( s ), including the preparation of reports, agendas, minutes and presentations. 24. Any other duties as may be assigned from time to time by the Deputy Director of Estates ( Capital and Development ) or their nominee.

PERSON SPECIFICATION

KNOWLEDGE AND EXPERIENCE Essential: • Thorough and comprehensive relevant post-qualification experience at a senior level • Experience in leading and managing profession- al consultants and contractors or large-scale new building and refurbishment projects from design and planning through to construction. • Successful delivery of residence or hotel con- struction projects experience • Experience of capital development undertaken through partnership development agreements ( DBFO-style ) • Membership of a relevant professional body e.g. RCQS / RICS or a similarly recognised chartered body. • knowledge of public procurement processes and new forms of building procurement methods • Ability to access all parts of a construction site • Demonstrable experience of: • Contract Administration

PLANNING AND ORGANISING RESOURCES • Ability to manage projects. • Evidence of Focus, drive and self-motivation in order to deliver required project outcomes. • Ability to work under pressure and plan and organise a busy workload with conflicting deadlines DECISION MAKING • Ability to work on own initiative, take independ- ent decisions and to provide advice and input to others LIAISON AND NETWORKING • Ability to exchange information effectively and maintain relationships with internal and external contacts CIRCUMSTANCES • Able to work flexible hours when required and sufficiently able to access all parts of a construc - tion site
