Symphony Hall, considered one of the world’s greatest concert venues and home to the City of Birmingham Symphony Orchestra (CBSO), forms part of the International Convention Centre at the hub of the UK’s canal network. The Hippodrome Theatre is home to the internationally renowned Birmingham Royal Ballet. Outside London’s West End, Birmingham boasts the highest concentration of live theatre in the UK, including regular tours by major opera companies. It is also home to the recently opened £189 million Library of Birmingham – the largest in Europe.

The City of Birmingham

University estate in the UK consists of two main sites (Edgbaston and Selly Oak), along with properties at Stratford-upon-Avon, Ansty, Coniston, and Ironbridge. Those sites accommodate the majority of the core academic and residential facilities that support the work of the University. The facilities extend to approximately 500,000 square metres of floor space in over 200 buildings, and over 300 acres of grounds and sports fields, thus making the estate one of the largest and most diverse portfolios in the UK higher education sector. The University is in the midst of one of the most exciting and transformational campus redevelopments since the first phase of building on our campus was completed in 1090 under the auspices of Sir Aston Webb. The University completed its last phase of developments in 2015 comprising 20 schemes of varying size and complexity. The next phase of development has been set out in an estates strategy by the Director of Estates – Building on Strong Foundations – and will see £606M of investment over the next 5 years. The new projects will create outstanding facilities for the students, staff, visitors and the community – whilst drawing on Sir Aston Webb’s original campus master plan, as well as subsequent plans, laying a sound basis for the future. Schemes that have been recently delivered include: • A new sports centre opened May 2017 (£54M). • A new library opened September 2016 (£57M). • A student hub opened September 2015 (£13.4M). • A pedestrian route to the Vale opened July 2016 (£1.3M). • The Chamberlain Hall redevelopment opened September 2015 (£47.6M). • University School Selly Oak opened September 2015 (£23M). • HTRC in partnership with Rolls Royce opened September 2015 (£60M). • Birmingham Institute for Forestry research BIFOR Opened February 2017 (£14M). The University’s Estate Strategy

Job Description

Purpose

To lead, develop and manage the University’s approach to space planning, space allocation proposals and management, by developing an internal professional and proactive strategic and operational space management service.

To champion and influence innovative, financially effective and environmentally sustainable use of physical resources in support of current and emerging teaching (pedagogic) and employment strategies at the most senior management levels of the University and staff at all other levels. This is to include strategy relating to new modes/methods/locations of work, on campus/off campus locations and the behavioural change management required to deliver these new ways of working.

To produce and deliver space utilisation plans, benchmarks, and strategic scenarios and costed business cases based on the University’s planned and future needs of space with the strategic aim of minimising capital and revenue costs associated with owning and managing the property portfolio.

Main duties and responsibilities

1. Develop strategic estates scenarios and plans for recommendation to the Director of Estates - considering the estates strategy, capital plan, academic strategy, the overarching University strategy relating to future size and shape, financial issues and political sensitivities.

2. Develop and maintain University policies, processes and guides on space utilisation for Facilities and Services, based on HE sector and industry best practice. Identify opportunities for more effective space utilisation and best practice and work closely with Colleges and Professional Services in order to deliver change, physical or other- wise, in order to drive up efficiencies and enhance the student experience and working environment. 3. Make recommendations to the estates and college teams on the specification of space requirements based on the quality and quantity of space required, and to support them in formulating space plans and strategic scenarios. Research and bring examples of best practice and innovation from the HE sector, as well as the business world, commercial organisations, institutes and the public sector for consideration, interpreting how space innovations might be adopted in the varied University environment.

4. Move & relocation management process. Working with colleagues in Capital Projects and Facilities Management, as required to lead on the relocation, including development of room layouts, of groups of staff and students. Where major moves are envisaged as a result of significant capital projects, move management will need close liaison with the relevant capital project management staff.

5. Devising novel solutions to space problems. Challenging Senior Staff, Heads of College and Heads of Departments and negotiating with them to resolve space allocation issues. Take responsibility for the resolution of space issues.

6. Develop corporate and estates space benchmarks and costs to provide appropriate University senior management reports and business plans on the estates strategy and space requirements. Develop the existing MICAD IPR system to enable it to become a comprehensive, accurate and usable tool for the management of space.

7. Work with and supervise consultants which will involve briefing architects, surveyors etc. engaged on estate development projects as required.

8. Develop analysis, measures and survey processes for teaching and administrative space utilisation in all locations in the University.

9. Liaise and develop with University timetablers and the learning spaces team in academic services - recommendations regarding efficient and evidenced use of academic rooms and buildings, and a student centred timetable.

10. Work with Estates teams on development of an integrated asset management database.

11. Work with Estates teams to ensure accurate space records, including audits of space use and functional suitability for estates management statistics and TRAC.

12. Develop and apply examples of space utilisation best practice within and outside the HE sector for both academic and administrative spaces.

13. Develop use of visualisation tools for managing space and the estate.

The post holder reports directly to Deputy Director of Estates and supports the Director of Estates in developing and managing the University’s strategic space planning function.

The postholder will line manage the three Estates space planners. , including setting of objectives, monitoring performance and providing support and guidance as required, ensuring staff have the resources and development required to carry out their duties effectively. Develop the team to provide a comprehensive, outward facing, customer focussed service.
