Dans le cadre du projet de Décret, GSLR mentionne que le MAMH a reçu près de 17 mémoires sur les 783 municipalités visées par la ZIS, incluant celui de Grenville-sur-la- Rouge. Plusieurs passages dudit mémoire auraient été reproduits dans le rapport final de consultation du MAMH. La municipalité a émis « …le souhait que le gouvernement effectue une réflexion sur la mise en place de solutions à long terme pour assurer une meilleure protection des secteurs déjà construits en zones inondables. Il est question, notamment, à l’égard des ouvrages de protection permanents, de la gestion des barrages, de la prise en compte des changements climatiques ainsi que de la fiscalité municipale.”
Selon le Maire Tom Arnold, les municipalités, en tant que gouvernements de proximité, sont les mieux placées pour faire le lien entre le gouvernement provincial et les citoyens. Le 15 juillet 2019, le MAMH a avisé toutes les municipalités au Québec qu’elles pourront effectuer des demandes de
modification à la carte de la ZIS, d’ici le 19 aout 2019. La Municipalité de Grenville-sur- la-Rouge tiendra une séance d’information sur la ZIS le 9 aout 2019, à 19 h, à l’hôtel de ville, afin de discuter des enjeux, des modifications et de la mise en œuvre de la carte pour la population des zones touchées.
La Municipalité de Grenville-sur-la- Rouge a soumis un mémoire et ses commentaires sur certaines disposi- tions du projet de Décret concernant la déclaration d’une Zone d’Intervention Spéciale (ZIS), afin de favoriser une meilleure gestion des zones inondables. Le projet de Décret du ministère des Affaires municipales et de l’Habitation (MAMH) a été publié dans la Gazette officielle du Québec, le 17 juin. Dans son mémoire introduit le 4 juillet, GSLR propose certains amendements. Son objectif, selon un communiqué rendu public par la municipalité, est « d’augmenter la sécurité de son territoire et de diminuer les impacts négatifs sur les citoyens ».
