Hard to believe, but another year has passed and we moved into 2016! It has proven another busy year in the Resort for reasons outlined in other Oracle articles. For the coming year, there are a couple items of note of which to be aware.

continue with his very thoughtful and knowledgeable focus on management of the Reserves. Now that the Board has established a Policy that only 80% of HOA Fees collected for Reserves may be spent in that fiscal year, coupled with the Policy of fixed increases in HOA fees of $3 per year for Reserves, ORPS is on track to meet our funding objective by the year 2020. This objective should be met IF we do not take on incremental upgrade projects charged to Reserves until the Reserve Funding objective is realized. A significant amount of progress has been achieved during your term as Chair. Thank you, Bill, for you insight, perseverance and guidance! Bill is replaced by D AVE M UELLER . The Coffee, Chat and Community sessions will resume on January 15 at 2PM in the East Room. They will continue at the same time every other week at the same location and time unless otherwise posted. As a reminder the chats are hosted by the GM and a Board Member and are meant to be an informal gathering of conversation of the membership to discuss matters of the Resort. Also, last season, a Committee was convened by the Board to investigate common area trees that are in the common areas adjacent to lots but planted by owners. As lots have changed hands over the years, the new owners did not want to maintain the trees as they were in the common area. During the investigative process, it was determined that approximately 1200 trees fit into this situation. At the end of the season, it was decided that a letter be sent to all owners who had trees in the adjacent common area that are not maintained by the Association. As it was the end of the season with many owners on their way out of the Resort, management opted to wait until the start of the current season to send out the letter so there will be more owners in the Resort. The letter will give the owners the option of maintaining the tree at the owner’s expense. If the owner opts not to care for the trees, then the Board will, with the potential help of a committee, identify the one time cost of removing the tree versus the cost of ongoing maintenance. In addition to cost, other factors will be weighed in the decision to remove or maintain, such as aesthetic value, health of the tree, etc. It is anticipated the letters will be going out in the first part of January, so please be on the lookout for them. If you do not receive a letter but believe you have a tree that fits into this category, please email me at catherton@orps.com.

SECRETARY'S REPORT On Reflection of the Recall…. Now that the votes are in and reflecting on the recent Recall Election, I wanted to share some information, generally, on recalls. First, understand that our governing documents must comply with State law that provides that, with the

Happy New Year! Our Resort looks stunning this year, thanks to the effort of many of our owners, our excellent staff and contractors. The Facility Planning Committee has been very busy the last couple of months tackling some of the updates and concerns of our fabulous facilities. Our committee has formed a successful Kitchen Focus Group of 13 owners and users who met in November to share their input, ideas and invaluable knowledge on what are the needs of various groups that use the ES kitchen. A LICE H EUPLE is heading up this focus group and will be developing a plan for any updates or changes to be made in the upcoming and subsequent years. Funds for the kitchen project are limited at this time, so a phased plan will be developed with the most critical items being addressed first. At our last committee meeting Board Director, S KIP P ISOR , shared information regarding the residential development that is in the planning process taking place to the west of our Resort. There has been discussion of relocating the dog facilities and creating a dog run area near the current facilities in exchange for emergency access to the planned development. Skip also informed the committee that as part of this residential development, which is still in the planning stages, that a parcel of land may become available to purchase sometime in the future. Our committee will consider the potential uses of this parcel and how it could benefit our Resort for such things as dog run, sports activities, storage and entertainment to name a few. Because zoning issues and lot line adjustments are necessary, this process may take time. And it will take money. The Facilities Planning Committee would like to pursue some of these possibilities. Keep in mind that these plans can be actualized if we plan ahead with fund raising and/or commitment of the owners for some of our special projects. C LINT A THERTON has also shared with the committee how other Resorts have used entities and fund raising to accomplish their goals. We will keep you informed as these plans develop. Finally, we would like to find resident art connoisseurs or owners with art dealer knowledge to assist in selling a few art items belonging to our Resort. submission of a valid petition signed by 5% of the eligible voting membership, an election to recall a director must be held . What is a valid petition? One that is signed by only 5% of the voting membership. In our case, that equates to only 65 signatures. There are unintended consequences of recalls. Mistrust, organizational dysfunction, loss of the pleasure and enjoyment of activities with friends and neighbors. And, there is a fiscal cost. The recent recall election cost $5,000 and with incidental direct and indirect costs that could be added, that figure could be thousands more. If the recall had been successful, another election would have been required. This would have equated to more than $1.00 per month per owner. Recall is the only recourse available to owners to remove elected directors who seriously breach any duty or recognized standard of conduct. It is a right, recognized in law, and should be respected. But it should also be used with discretion !

FINANCE COMMITTEE The November Financials were delayed and not available for this article. This report will focus on other financial matters this month. The Resort is under a 25% reduction mandate by the Water District. Potable water use is tracked by residential and common areas. The Resort has reduced water usage on the golf course and common areas, however residential water usage has not been significantly reduced. Water conservation is important for all owners. The Finance Committee recommended to the Board that a 5% contingency be added for major projects undertaken from Reserves to address the issue of uncertainty associated with many of the Reserve projects. The idea for the additional 5% contingency came out of the lake liner project this past year where when the old liner was removed it was discovered that additional dirt needed to be removed and the project needed to be expanded to complete the repairs. The 5% contingency would assist in retaining the integrity of the 80% limitation on Reserve Fund expenditures until we reach our 70% fully funded goal. The Audit Report from our Auditor noted that there was no minimum threshold dollar amount for capitalization of new personal property and equipment. Capitalization of personal property and equipment is associated with the depreciation of those items as part of the annual audit. After a review of options, the Finance Committee recommended to the Board that a new Capitalization Policy be adopted setting a $5,000 minimum threshold and a three year minimum life expectancy for capitalizing new personal property and equipment. Additionally, it was recommended that the Capitalization Policy be included in the ORPS accounting procedures manual. The Finance Committee is continuing to review potential cost implications associated with potential land acquisition and development. We are continuing to look at ways to minimize assessment fee increases through cost control and revenue enhancements. Additionally, we are continuing to analyze risks, identifying those risks which pose a significant threat to the resort and what actions can be taken to reduce those risks. B ILL D IETRICH , Chair

COMMUNICATIONS MMI Hard to believe but, we are starting another year. Is it just me or are these years flying by? If so, let us make the most of our time in the Resort for 2016!

On January 18 we welcome our 2015 New Owners at a Reception just for you in the Owners’ Lounge at 4PM. There you will enjoy wine, soft drinks and a few things on which to nibble. Meet our General Manager, Board Members, some Committee Chairs as well as support staff that keeps our Resort running smoothly. Oh yes, your Phase Representatives will be there as well. January 26 is the Candidates Forum to be held at La Palma at 1PM. Come listen to the Candidates answer questions that hopefully will help you make your choice when choosing our new Board Members. Do you have a pet or two? Then join in on the Pet Parade on January 16. In the past, pet parades we have had birds and cats as well as dogs. There was even a turtle that was a participant. Even if you don’t have a pet, it is fun to watch and enjoy. Also Clint will be continuing the Meet and Greet starting on January 15 and will meet every other week at 2PM in the East Room Next month your Phase Reps have something special to offer you for Picnic in the Neighborhood, so stay tuned for that information. You don’t want to miss out on activities so make sure you pick up a calendar from the Activities Office. Another thing to remember is you are invited to attend any and all Committee meetings, these are also listed on the monthly calendar . Let us make this year a year of harmony and good will.

God, in His infinite wisdom, has given every baby six adults in their lives: four grandparents and two parents. That is a rich heritage to draw on as a child and to mature as an adult. Grandparenting in our 21st Century culture has become a real challenge. Some are surrogate parents; some cannot even have visitation rights due to divorce and custody issues; often both parents are working; often Grandparents become the preferred form of daycare. It is hard to believe what is and has taken place in our world. J IMMY C ARTER declared the first Sunday in September after Labor Day as Grandparents Day in the US. Reason for the month? It is the autumn of the calendar year and reminds us of the autumn period of our lives. Today there are more grandparents than grandkids due to small birthrate among young marrieds. Grandparent power reminds us we have a huge influence in the lives of our grandkids. They believe old people are wise and often easy to talk with. Comments of 95 year olds who were asked : If you could do life over again what would you do? What was the question again? Reflect on life more. Risk more. Leave a legacy of impact. What do we choose to leave our grandkids ? Legacy is something that will last; impact is something that will change the world. Here are some of my agenda items. Pray for my grandkids and tell them I am doing so. Love them unconditionally while teaching them right and wrong which requires some one - on - one time with each grandchild. Be a role model of values and morals. Let my grandkids know of my love for Jesus Christ and pray they become His followers. Take them to or encourage my grandkids to attend church. Here is some advice for our grandkids to learn and apply: Honor grandparents. Remember us and our love for them. Contact us and let us in on their lives and how we may be of help. Include us in some activities and for sure visit us occasionally when we are old. Ours is the task of standing in the gap for our grandchildren. Loving, caring, nurturing and spending time with them. Let them see Jesus in our lives in such a manner that they are drawn to Him. Here is practical advice from Moses written in Deuteronomy 4:9: Be careful, watch yourselves closely so that you do not forget the things your eyes have seen, or let them slip from your heart as long as you live. Teach them to your children and to their children after them.

Beginner Bridge with Audrey Grant

This is a learn to play bridge starting from scratch program using an interactive audio visual teaching tool authored by Audrey Grant. Audrey is North America’s leading authority on bridge and her tutorial products are easy to understand. You will need pen, paper and a pack of ordinary playing cards less jokers. Some other supplies may also be necessary over time ($15 or less). These sessions are open to all owners and renters living at ORPS . Starts Wednesday, January 6

NEW HANG OUT AREA FOR YOUR PETS!

In December, the Board opened up the common area outside the guard shack continuing on to the Ramon Road entrance, for owners to walk their dogs.

You will no longer be required to walk your pet down the street from the guard shack to Ramon Road. Your pets can now romp through the green grasses of home. This is for a one year trial that started on November 16. Any safety or nuisance issues that may arise during this trial will be addressed by the Board if and when they result. In January, the Board will consider a rule change that will allow owners to dine with their well - behaved dogs in the patio area adjacent to Papa Dan’s Restaurant and across from the Convenience Store. Pets will not be allowed to move inside the restaurant, into the pool - side patio area, or any other common area of the Resort. This would be for a one year trial starting from the date the rule change is approved. Owners with comments regarding this new rule change should write the Board of Directors and attend the Board meeting on January 18, at 1PM, in the La Palma Auditorium. Remember, pets must always be on leash and under the supervision and restraint of the owner.

Tuesdays we have a mixed scramble. Thursdays men and women are on separate teams with each member playing his or her own ball. Formats vary from week to week. On both days teams are handicapped as evenly as possible. All low and high handicappers are encouraged to play. Guests who wish to play must pay green fees at the Starter Shack and bring their receipt to ES. Guest averages will be based upon your home course handicap. NETS: Nice Easy Tennis, 10AM at LP for mixed doubles every day except Sunday. Procedure for DRAW programs : Draw a card for a doubles partner for the first set and thereafter move up or down according to results. Ladies come early for warm up. Draw closes at 8:25 and play begins at 8:30 Please LOCK YOUR GATE when play is completed. The ball machines are for owners only. Obtain the key at the Guard Shack for LP and the Golf Shack for ES and leave your Prox card. TENNIS

PICKLEBALL CLUB of ORPS Our ORPS pickleball time trial continues at courts 7 and 8 at El Saguaro. The quiet ball has been a great success, and makes the sound of pickleball a non - issue. We play every day of the week from 8AM to 8PM, with the majority of players showing up early in the morning, to take advantage of the cooler temperatures. A second group shows up at dusk, about 4PM and plays until 6PM or so. Come out and join in the fun! It is important we keep the court surfaces in excellent condition. Please wear only court shoes or running shoes with non - scuffing soles. We are selling yearly memberships at the courts; join our club for only $20 per year. We promised the residents of our Resort that the pickleball trial would not cost owners anything, so our membership helps us to pay for our temporary nets, balls and tape for the courts. For all club members: plan to attend a general meeting on January 12 at 2PM at La Palma.

PICKLEBALL FUN TOURNAMENT We are rapidly approaching the third anniversary of our Pickleball Club. To celebrate, we are planning an in - house tournament for club members only. We will be playing a round robin of pickleball games, followed by a member dinner where we will recognize members for various pickleball skills. Fun for everyone, no matter your skill level. BEGINNER PICKLEBALL CLINICS

Beginner clinics for pickleball will be held from Monday to Friday every week from 11AM - 1PM starting January 3 . All clinics are free. More and more ORPS residents are giving pickleball a try, and finding the fun and exercise of this great new sport. Please wear running shoes or court shoes. We will provide paddles for the clinic, if you don’t have one of your own. Our promise is that we will have you playing a game within 15 minutes of beginning instruction. You will learn:  how to volley the ball  how to serve  basic rules of the game  basic strategies of play  why you have to stay out of the kitchen! We have players of all ages on our courts; our oldest players to date have been 84 years old. You are never too old to play pickleball! The holidays are over, the quilters have started returning to the Resort and the quilting room will be a buzz with lots of exciting creations being made. A decision was made to raffle a quilt each month at the Ladies’ Luncheon and Fashion Show. This will allow more women to participate in this activity since not all are here in March when all the quilts were usually raffled. It will be exciting to see the quilt for this month and we expect you will want to buy some raffle tickets. This month will also be when the Road to California 2016 returns to Ontario, with lots of classes, vendors and the latest in everything to do with quilting. Many quilters have signed up for classes and others will go for a day or two days and shop until they drop. It is hard to believe that 2015 has come and gone. I hope your family and friends had a healthy and prosperous year. This past month we had a new visitor with Cowboy Jack entertaining with music to listen and dance to with vintage country tunes. M ARYELLEN M UIR and company hosted the party and did a great job. We ended the year with a bang with two New Year’s Eve parties. ES was hosted by M ARCIA N ELSON and A LICE H EUPLE . LP was hosted by H ERB and M ELITA S TRANDBERG . Both were well done and everyone had a great time. January looks like it will be keeping you busy with a variety of special events such as the Ladies’ Luncheon, Potato Bake, Jason Weber Concert, Dan’s Rib Dinner, the Rock Around the Clock Dinner Dance and many other events that should interest everyone. The Activities department is currently (if not always) looking for volunteers to get involved with our committee and or get involved with our events. Our activities are as successful as our residents make them. There is always room for you to help with simple tasks like folding napkins and setting tables to actually hosting an event. Stop by the Activities Office and let us know how you can help.

My how fast the time flies! Already a month is behind us and so much has happened. So many have said the property and facilities are in such good shape and we agree. Our Manager, contractors and staff have been working hard to stay on top of the ever - changing needs of our aging property. We really shouldn't

say aging as we have renewed, replaced or updated most every building and component of our physical plant with our healthy Reserve Fund. There is always more to do but we are staying caught up and on top of the scheduled needs. As always, the many activities, events and committees are ramping up to speed but we always need new volunteers, so step up and join the fun and be part of a great community. See S USAN in the Board Office for your questions or needs. If she can't handle it she'll direct you to management or the proper resource. Your Board continues to deal with routine matters as well as take up new issues as they are brought forward for evaluation and consideration. Owners can bring matters of concern or interest to the Board any time for review and consideration. Our planning meetings are always open to owners where they can participate in the discussion while the Board informally evaluates measures and items brought forward.
