Counties council approves 2018 budget plan

Some property owners may have higher or lower tax bills than the projected average, depending on whether or not their land and buildings have increased in value compared to the counties’ average. The final document projects an overall operations and capital works budget of about $106million for the counties.That includes the fire dispatch agreement with the Town of Hawkesbury, a new addition to the UCPR expense sheet. For the next couple of years, the UCPR will cover the cost for the fire dispatch ser- vice that Hawkesbury provides for six other member municipalities in Prescott-Rus- sell. The City of Clarence-Rockland is not covered under the agreement as it has its own contract with the City of Ottawa for fire dispatch. The municipal levy portion of the UCPR 2018 budget will be about $42.5million.This represents an increase of $1,783,000 in the levy compared to the 2017 counties budget. This works out to a 2.7 per cent increase
The United Counties of Prescott and Russell council met its budget deadline for 2018 with more than a month spare. The eight mayors gave a unanimous vote of approval Nov. 22 for the 2018 final bud- get report, a two-inch-thick document that made upmore than half of the agenda pac- kage for their Wednesday morning regular session. Julie Ménard-Brault, director of finance for the counties, presented the document, along with a four-page summary report for final review and approval. Council approved the budget almost as soon as Ménard-Brault finished reading out the report. “We have a lot of confidence in her re- port,” said Warden Gary Barton. Ménard- Brault thanked council for its vote of confi-

One topic he will pursue is continuing to work with all member municipalities on economic development programs and projects for the counties. Rockland accueillera le championnat de hockey féminin EOSSAA

L’École secondaire catholique L’Escale sera l’école hôte du Championnat régional de l’est de l’Ontario (EOSSAA) pour le hockey féminin dans les catégories A et AA. C’est une année spéciale pour Rockland, et particulièrement pour L’Escale, l’école hôte de ce championnat, puisque l’équipe des filles de l’école défend son titre de cham- pionnes de l’année dernière. Le Champion- nat de l’EOSSAA détermine quelle équipe de la région participera au Championnat de l’Ontario (OFSAA) et l’an dernier, l’équipe de L’Escale a remporté le Championnat OFSAA. Le tournoi aura lieu le 5 mars 2018. L’Escale accueillera des équipes en prove- nance de diverses écoles de l’Est ontarien, y compris de Kingston, Pembroke, Cornwall, Embrun, Casselman, Alexandria, Plantage- net et Hawkesbury à l’Aréna international de hockey à Rockland. « L’intention d’être école hôte cette année était en grande partie pour donner l’occasion à la communauté de Rockland de voir les talents sportifs des filles de leur région », a déclaré Geneviève Cheff du CSDCEO, dans une lettre au conseil municipal de Clarence- Rockland. L’Aréna CIH a déjà promis de réduire les frais de glace et Cité de Clarence-Rockland a décidé d’absorber la balance des frais pour ainsi offrir la glace gratuitement lors du championnat de l’EOSSAA.
L’École secondaire catholique L’Escale will be hosting the Eastern Ontario Regional Championship (EOSSAA) for girls’ A and AA hockey this year. The tournament will be held on March 5, 2018 at the Canadian International Hockey Academy Arena. This tournament determines the teams that will be eligible for the Ontario provincial tournament (OFSAA), which the Escale girls’ teamwon last year. Defending their title, the school will be able to host the tournament for the rest of the region’s schools. The CIHA Arena has given a special price for costs of ice time and the City of Clarence- Rocklandwill absorb the remaining costs. A Rockland family has lost everything in a fire last week. Firefighters responded to a house fire on Edward Street in Clarence Rockland last week on Tuesday, November 21, at around 2:30 a.m., after receiving a call from both a neighbor and the owners of the house. All five family members, two adults and three young children, were able to escape the house unscathed before firefighters even got to the scene, but the interior of the house is a total loss, having been destroyed. The cause of the fire has yet to be determined.The Clarence-Rockland fire department is currently holding an investigation into the fire. Rockland Help Centre celebrates 25 years

The Rockland Help Centre celebrated its 25 th anniversary this weekend, while also taking the time to honor one of their most devoted volunteers, Yvon Huppé, the for- mer president of the Help Centre, in lieu of his retirement. Tomark the occasion, the RocklandHelp Centre held a social gathering of music and dancing on Thursday, November 23, at the River Rock Inn. Some 100 people, 80 or so of which are volunteers of the Help Centre, were present during the evening. Clarence- Rockland city councillor, Carl Grimard, was in attendance to present a plaque of excel- lence to Yvon Huppé, in recognition of his years of service and commitment to the community. Huppé is also the last founding

La foire artisanale inaugure la saison des achats de Noël
Saint-Pascal Baylon tient sa guignolée
Le Club Lions de Clarence Creek a tenu sa foire artisanale annuelle le weekend dernier, le samedi 25 novembre et le dimanche 26 novembre. Au cours des deux jours, plus de 500 personnes ont visité la foire à l’aréna Jean-Marc Lalonde à Rockland. La salle était remplie de tables exposant différents produits : des décorations de Noël, des desserts et des chocolats, des vêtements et pyjamas pour enfants et des habits d’hiver, entre autres. Sharon Tessier de Saint-Pascal Baylon était présente avec sa table Dip Me In Chocolate , Lynne Boisvert avait une table de bijoux et The Purple Elephant Trunk , un vendeur de produits pour le bain, faisait aussi partie de la foire. Ici on peut reconnaître, de gauche à droite, Debbie Paquette et Denise Levesque derrière leur table artisanale pleine de décors de Noël, de bijoux et même de confitures. —photo Alexia Marsillo
Plus d’une trentaine de bénévoles se sont réunis pour ramasser des dons à Saint-Pascal Baylon, à l’occasion de la guignolée annuelle, le samedi 25 novembre. Chaque bénévole était accompagné de plusieurs enfants et était affecté à une route précise pour frapper aux portes des résidences. Selon les organisateurs, une dizaine de paniers ont été remplis pendant la journée et plusieurs personnes qui ne pouvaient pas participer le jour même ont fait des dons les jours précédant et les jours suivant la guignolée. Christmas is officially upon us in Rockland!

Snow began to fall just as the Rockland Christmas Parade was underway last Sun- day, in what was a perfect kick-off to this holiday season. The annual Rockland Christmas Parade took place late afternoon on Sunday, Novem- ber 26.The parade began onHeritage Street and made its way down Laurier all the way to St. Joseph Street. Couples, families and friends of all ages were gathered around on both sides of the street, bundled up in blankets, mittens and scarves; some sitting on lawn chairs, others standing with children on their shoulders. Two police cars and a fire truck led the parade through the street, hon- king their horns and sounding their sirens the whole way through.They were followed bymarching cadets and plenty of floats filled with children and mascots. The festivities began before the parade started, as several business and homes along Laurier Street set up hot chocolate stands and fire pits to help people keep warm – one even had a fake-snowmachine blowing across their yard – while others had music playing andmascots taking pictures with the children. Mayor Guy Desjardins and the Cla- rence-Rockland City councilors, along with MPP Grant Crack and MP Francis Drouin, followed the parade on foot in Santa hats, giving out candies and chocolates to the young ones in the crowd.

Le défilé a commencé sur la rue Héritage et a fait son chemin tout au long de la rue Laurier, jusqu’à la rue St. Joseph. À la suite du décès de M. Marcel Chayer, survenu le 11 novembre dernier, les membres de sa famille désirent remercier tous ceux et celles qui ont témoigné leurs marques de sympathie soit par offrandes de messes, fleurs, bouquets spirituels, messages de condoléances, dons ou assistance aux obsèques. Que chacun et chacune considèrent cette expression de reconnaissance comme leur étant personnellement adressée. La famille Chayer
De Bourget Ontario, est décédé le vendredi 24 novembre 2017, à l’âge de 59 ans. Il était l’époux bien-aimé de Francine, le fils de Rita Legault et de feu Armand Lavigne. Il laisse ses trois enfants: Martin (Sarah Wammes), Mathieu (Marjolaine) et Maryse (Zacharie Rochon); ses petits-enfants: Catherine et Myriam Lavigne. Il laisse également son frère et ses deux soeurs: Francine (Gaëtan Proulx), Michel (Lucie) et Carole (Luc Godard) ainsi que plusieurs neveux, nièces et ami(e)s bien- aimés. Des dons à la ALS, 1150 Morrison Dr, Ottawa ON K2H 8S9,peuvent être faits. Les funérailles seront célébrées le samedi 2 décembre 2017, à 13h, à l’église Sacré-Coeur de Bourget ON.
