It’s back to school in September for all students in Ontario’s English public and Catholic district schools but this year’s return-to-class schedule will be different from past years. They include extending the 50-kilometre-per-hour limit on County Road 10 west of the village to 470 metres west of County Road 14 intersection, and changing the 70kph limit on County Road 10 east of the village to 60kph. – Gregg Chamberlain TRAFFIC LIGHT The United Counties of Prescott-Russell council authorized the installation of a pedestrian traffic control signal on County Road 17, east of St-Paul Street in Alfred. The intersection is near École élémentaire catholique St-Victor. – Gregg Chamberlain ACCIDENT STUDY The United Counties of Prescott-Russell (UCPR) public works department will research the traffic accident risk at the intersection of County Road 17 and Blue Corner Road in Champlain Township. Mayor Normand Riopel raised the issue during the UCPR public works committee August 12 session. The committee will consider at a future session how to address the issue once the accident review is done. – Gregg Chamberlain. FARM TAX REVIEW The United Counties of Prescott-Russell council voted to support a resolution from Huron-Kinloss Township calling for a provincial review of the farm property tax program. Priority demands for the review would include the reason for the lower farm tax rate compared to other property tax rates, whether rural municipalities receive adequate provincial compensation for the reduced revenue from farm property taxes, and alternative rebate methods to aid farm property holders. – Gregg Chamberlain MUNICIPAL SURVEY The United Counties of Prescott-Russell will continue with a survey project to assess the impact of the COVID-19 pandemic on the eight municipalities within its area. Three municipalities so far have responded to the survey. result of several months of consultation and planning by the UCPR, in partnership with its eight-member municipalities, with chambers of commerce and other local and regional agencies involved in economic and business development and support. It also includes the results of two surveys that polled local and regional businesses about the impact of COVID-19 on their operations. The recovery plan priorities outlined in the report include business support, promoting a “shop local” attitude among residents, encouraging a stronger local presence in the “digital marketplace,” encouraging local businesses to become more adaptable in their operations, regular and constant review of economic planning strategies, promoting a regional workforce, and restoring consumer and tourist confi- dence in the area. “The impacts of COVID-19 on the re- gion’s businesses are undeniable,” state Pierre Leroux, UCPR warden, “and being the economic drivers of our communities that play an important role in our recovery, it is more important than ever to support them.”
The Prescott-Russell region has its own official economic recovery plan now. Carole Lavigne, economic development and tourism director for the United Counties of Prescott-Russell (UCPR), announced the Prescott-Russell COVID-19 Response and Economic Recovery Plan (RERP). The 14-page document outlines the strategy that the UCPR and its eight-member munici- palities can use to help local and regional economies recover from the effect of the COVID-19 pandemic. “At the beginning of the crisis,” Lavigne stated, “the objective was to limit the eco- nomic impacts related to COVID-19. Now, to ensure economic recovery and to allow our businesses to restart safely, we are supporting and encouraging them to adapt to new realities and innovations to ensure their longer-term resilience.” Lavigne presented the document August 26 to the UCPR economic development and tourism committee. An outdoor water ban for the Village of Wendover means homeowners there have to depend on the rain for a while to water their lawns. The inside of the village water tower is getting a makeover, which also involves SFQBJOUJOHUIFJOTJEFPGUIFTUSVDUVSF8IJMF the work is in progress, there is a complete ban on any outdoor use of the municipal water system until September 28. The ban includes filling swimming pools, watering lawns, trees, shrubs, and flowers, washing vehicles, washing outdoor siding and windows, washing driveways, and use of any water toys, including water slides and children’s play sprinklers.
The future existence of PR Transpo is still in doubt but the regional public transit has a new champion willing to fight on its behalf. Representatives for Centraide/United 8BZPG1SFTDPUU3VTTFMMQMFBEFEXJUINFN - bers of the United Counties of Prescott- Russell council (UCPR) during their August 26 teleconference session to set aside any thoughts about cancelling the regional public transit project. Anne Jutras and Denis Vail- lancourt argued that PR Transpo has great potential benefit for seniors and rural residents in the area who may not have other means of transporta- tion for doing grocery shopping, going to medical appointments, or dealing with other errands. “Many residents of Prescott-Russell have no vehicle or are in a vulnerable situation, and could take advantage of this service,” said Jutras. “For many, the pandemic has increased their vulnerability.” PR Transpo was created as part of a provincial government-sponsored pilot project to develop rural public transit systems in areas of Ontario where public transit did not exist. The provincial support funding covers a four-year operation period. The goal was to see if ridership numbers proved high enough at the end of the project period to interest a private sector operator in taking over the service. PR Transpo began operation October 2019 but had to shut down after five months because of the COVID-19 pandemic. Dur- ing the past few months at UCPR council, there has been talk about whether or not to suspend PR Transpo and ask the provincial government if the funding provided for the

What does it mean to buy local?
At farmers markets, u-pick farms and commu- nity stores, it’s increasingly common for consumers to favour local products, especially when it comes to fruits, vegetables and other foods. But what does buying local really mean? Here’s an overview. THE PRACTICES For starters, there isn’t an o ffi cial de fi ni ঞ on of the term “buying local.” Rather, the phrase en- compasses a number of consumer and bu- siness prac ঞ ces such as: • Shopping at independent businesses in your neighbourhood • Op ঞ ng for products grown or made in your region, province or country •Working with local suppliers and commercial partners when opera ঞ ng a business • Favouring regional companies when awar- ding service contracts
It should be noted that shopping at a super- market or big-box store in your neighbourhood generally isn’t considered buying local. While it does help keep jobs in the community, most of the revenue goes elsewhere. THE BENEFITS The posi ঞ ve e ff ects of buying local are unde- niable. First o ff , it allows you to bolster the re- gional economy, thereby helping to create and maintain jobs in your area. It also helps you lower carbon emissions since locally made goods don’t need to be transported over long distances. Plus, when you buy local, you tend to support independent businesses that commit to safe and responsible working condi ঞ ons. If you want to make more of an e ff ort to buy local, look for s ঞ ckers and logos that indicate a product was grown or made in your region.

MONSIEUR FÉLICIEN LALONDE La famille Lalonde désire remercier sincèrement tous les parents et amis qui, lors du décès de Monsieur Félicien Lalonde, survenu le 18 août 2020, à l’âge de 81 ans, lui ont témoigné des marques de sympathie soit par des messages de condoléances par les visites, dons, cartes ou fleurs. Que chacun trouve ici l’expression d’une reconnaissance et considère ces remerciements comme personnels.
Monsieur Anthony Lamarche, de Laval, est décédé à son domicile avec, à ses côtés, sa conjointe Manon, qui lui en a tant pris soin durant son combat contre le cancer, le jeudi 27 août 2020, à l’âge de 63 ans. Il était le tendre conjoint de Manon Haché; le fils de feu Laurier Lamarche (Yolande Fontaine Lamarche) et de feu Joyce Turcotte; le père bien-aimé de Nicola (Cameron Houlzet) et Andrew (Kristine Diane); le beau-père de Marie-Claude (Vincent Droghini); le grand-père adoré d’Avery, Luke, Alyssa, Matteo et Olivia; le cher frère de Shelley (Stan Davis), Bonita (Denis Carrière), Francine (Eric Cameron), Michel-André (Nathalie Bell), Steven et David (Renée Proulx). le beau-fils chéri de Claude et Emerencienne Haché. Il fut prédécédé par une sœur, Dominique. Lui survivent également plusieurs beaux-frères, belles-sœurs, cousins, cousines, neveux, nièces et ami(e)s. La direction des funérailles a été confiée au SALON FUNÉRAIRE FAMILIAL BERTHIAUME, 416, rue McGill, Hawkesbury (Ontario) 877-632-8511. En raison de la Covid, une célébration aura lieu dans l’intimité de la famille. La Compagnie d’édition André Paquette (EAP) est l’éditeur de cinq journaux communautaires de Prescott-Russell, en Ontario, et d’Argenteuil, au Québec. EAP est actuellement à la recherche de JOURNALISTES de langue française et de langue anglaise Responsabilités : • couvrir différents genres d’évènements allant de réunions de conseils municipaux aux évènements communautaires et sportifs; • effectuer la recherche d’articles; • réaliser des entrevues; • rédiger, réviser et soumettre des articles aux fins de publication; • établir et maintenir un bon réseau de contacts; • prendre des photos, des vidéos, faire de la mise en page, mettre à jour les plateformes électroniques et les médias sociaux. La capacité d’écrire les deux langues (le français et l’anglais) sera considérée un atout.

EAP is currently seeking English- and French-language JOURNALISTS Responsibilities: • cover a wide range of events, from municipal council meetings to community and sports happenings; • researching stories; • interviewing sources; • writing, editing and filing stories; • establishing and maintaining contacts; • taking photos, shooting videos, doing newspaper layout, updating electronic platforms and social media.
