The Placentia Military Banner Recognition Program is accepting applications for the 2026 "Hometown Heroes" banner installation through October 21. The program honors Placentia residents who are active-duty service members or honorably discharged veterans of the Air Force, Army, Coast Guard, Marines, National Guard, Navy, and Space Force. Eligible honorees must live in Placentia, have an immediate family member living in Placentia, have been employed in Placentia for at least one year, or have enlisted from Placentia. Banners will be displayed along Kraemer Boulevard and Yorba Linda Boulevard for two years before being returned to the applicant. The cost is $260 per banner, with one banner allowed per service member. Financial assistance is available for eligible low-income veterans through the Veterans Advisory Committee. Applications are available on the City's website and should be submitted to the Placentia Police Department. BREAST CANCER AWARENESS PATCHES
During the month of October, the Placentia Police Department is proud to support breast cancer awareness by helping raise funds for cancer research. We are pleased to offer our official uniform shoulder patch with pink highlights and the breast cancer awareness ribbon, as well as a key chain with a smaller version of the badge, as collector’s pieces to show solidarity with cancer survivors and those fighting this horrible disease. In affiliation with the Pink Patch Project, all proceeds from this program will be donated to the non-profit organization Susan G. Komen of Orange County to support their efforts to save lives by meeting the most critical needs in our communities and investing in breakthrough research to prevent and cure breast cancer. The pink patches and key chains are available for sale (CASH ONLY) at the front counter of the Placentia Police Department.

When a cardiac emergency happens, every second matters. The Placentia Fire and Life Safety Department encourages residents to learn about PulsePoint, a mobile app designed to help strengthen the chain of survival in our community. PulsePoint can alert CPR-trained individuals when someone nearby is experiencing a sudden cardiac arrest in a public location. These alerts give nearby users an opportunity to provide lifesaving CPR while firefighters and paramedics are responding to the emergency. The app can also help users locate nearby Automated External Defibrillators (AEDs), which can play a critical role in helping someone experiencing cardiac arrest. By connecting trained community members with emergencies and lifesaving resources nearby, PulsePoint helps turn everyday citizens into an additional layer of support during those crucial first few minutes PULSEPOINT: HELPING SAVE LIVES IN OUR COMMUNITY
Residents are encouraged to download the PulsePoint Respond app, enable notifications, and become familiar with CPR and AED use. Even if you are not currently CPR trained, learning these lifesaving skills can help you be prepared when someone needs help most. A few minutes can make a difference. With PulsePoint, our community can be ready to respond when every second counts.

What’s New with SB 1383 Organics
STAY INFORMED. REDUCE WASTE. HELP PLACENTIA BUILD A SUSTAINABLE FUTURE
California Senate Bill 1383 (SB 1383) requires reductions of organic waste in landfills as part of a greater plan to reduce emissions of short-lived climate pollutants. Organic waste includes food waste such as vegetables, fruits, cooked meat scraps, dairy, bread, pasta, rice, grains, eggshells, coffee grounds, tea bags, plate scraps, food-soiled paper (i.e., used pizza boxes), and yard waste such as tree trimmings, grass clippings and leaves, and nonhazardous wood waste. When organic waste is disposed of in landfills, it produces methane, a potent greenhouse gas that impacts climate change. Methane not only contributes to global warming but also increases smog levels, which can exacerbate health issues like asthma. Currently, organic waste makes up almost half of the waste Californians send to landfills. Diverting organic waste will help extend the life of landfills, reducing the need for new landfills. Organics recycling services are also available to businesses. To enroll, please contact the City’s exclusive hauler, Republic Services, at (714) 238-3300. SB 1383 also established statewide goals to reduce organic waste disposal by 50% from 2014 levels and increase that reduction to 75%. Residents can support these efforts by reducing food waste at home. Plan meals before shopping, purchase only what you need, and check your refrigerator, freezer, and pantry before heading to the store. Properly storing fruits and vegetables can also help keep food fresh longer and reduce unnecessary waste. Placentia residents should place food scraps and other accepted organic materials in their green organics cart to comply with SB 1383. Residents without an organics cart will receive one in the coming months. Free kitchen pails are available at City Hall (one per household, while supplies last) to make collecting food scraps easier. Republic Services will provide updates as the program continues to roll out.

CAPITAL IMPROVEMENT
GOLDEN AVENUE BRIDGE REPLACEMENT
The existing Golden Avenue Bridge is being replaced with a new two-lane bridge featuring sidewalks, bike lanes, a striped median, hand railings, and related grading, drainage, utility, and roadway improvements. Construction began in February 2026 and is anticipated to be completed in October 2026. The project is funded through Measure U, the Highway Bridge Program (HBP), and Community Project Funding/Congressionally Directed Spending (CPFCDS).
FY 2026–27 RESIDENTIAL STREET REHABILITATION PROJECT
The Residential Street Rehabilitation Project covers 667,000 square feet of pavement improvements in the northwestern part of the City between Bastanchury Road, Palm Drive/City Limit, Kraemer Boulevard, and the West City Limit, plus minor sidewalk, curb, and gutter work. With a pending budget of $2,300,000.00 funded by Measure U and Gas Tax/SB1, construction is expected to run from October 2026 to February 2027.
New curb ramps will be installed along Livingston Avenue between Tuffree Boulevard and Kraemer Boulevard to improve accessibility, along with removal and replacement of damaged sidewalks, curbs, and gutters. Construction is anticipated to take place between November 2026 and be completed by January 2027, with City Council approval. The project will be funded through the Community Development Block Grant (CDBG) program. CDBG SIDEWALK AND CURB RAMP ADA IMPROVEMENT PROJECT

The Whitten Center Kitchen Renovation Project is currently in progress with an anticipated completion date of November 2026. Funded by Parks and Rec DIF with a budget of $135,000, the project includes the complete renovation of the kitchen space featuring new cabinetry, appliances, and fixtures. This will be an added rentable amenity for Placentia residents. WHITTEN CENTER KITCHEN RENOVATION PROJECT
AGUIRRE BUILDING RENOVATION PROJECT
The Aguirre Building Renovation Project is currently in progress with an anticipated completion date of November 2026, featuring a $135,000 budget funded by Parks and Rec DID tanks to renovate the multi-purpose room's flooring and cabinetry. This will increase program opportunities and enhance the rental space.

Advanced registration is required for all programs. Registration is only taken through the City of Placentia Community Services Department. Registration will not be taken onsite on the day of class. Koch Recreation Center | 2210 N. Valencia Ave | 3-5 years old
Tiny Tots is an early childhood development program held in a recreational setting at Koch Park Recreation Center. The goal of this program is to help prepare children ages 3 to 5 for a successful transition into school settings. With a mixed focus on arts and crafts, socialization, play, and early education practices, Tiny Tots introduces children to colors, numbers, shapes, letters, and writing, while exploring interpersonal skills such as sharing, taking turns, listening to others, and taking responsibility for their actions. Regardless of classroom experience, each child will gain practice in fine motor skills, academic recognition, and social-emotional development through daily planned activities that incorporate imagination play, arts, music, and more. While the Tiny Tots program will supply all materials required for classroom activities, families are asked to provide a daily lunch and light snack, a reusable water bottle, and an extra set of clothing. The classroom does feature an age- appropriate bathroom, but all children must be completely potty-trained by their first day. No Class 9/7, 11/11.

FOOD DISTRIBUTION PROGRAMS
In collaboration with Second Harvest Food Bank and Orange County Food Bank, fresh and non-perishable food is provided at the Placentia Neighborhood Services office. Food distributions are held the 1 and 3 Tuesday of the month and non-perishable items are available daily on an emergency basis. st rd The City of Placentia, in collaboration with ICNA Relief, organizes a diaper distribution event on the 4 Thursday of each month. This initiative aims to provide families with young children access to essential diaper supplies. For more information on how to register, please contact the Neighborhood Services Office. th DIAPER DISTRIBUTION The City of Placentia, in partnership with St. Jude, provides convenient access to quality healthcare services for the community at two locations in Placentia. The St. Jude Mobile Family Health Center offers: Free immunizations Primary care for children and adults Prenatal care Appointments are recommended. THANKSGIVING FOOD DISTRIBUTION EVENT
Neighborhood distributing Thanksgiving Food Baskets on Tuesday, November 24 . The distribution will be at the Whitten Community Center. The event begins at 2:00 p.m. until supplies last. For more information, please contact our Neighborhood Services office. th Services will be COMMUNITY CHRISTMAS BASKET PRE-REGISTRATION The Community Christmas Basket event in Placentia provides low-income families with the chance to select two wrapped toys for their children during the holiday season. Neighborhood Services is inviting families to pre-register for the annual Community Christmas Basket event. Registration will begin the month of October to until November. To sign up, remember to bring a photo ID and a birth certificate for each child in the family. Limited spots are available, so pre-registration is required. Priority will be given to Placentia residents and PLYUSD students. Registration takes place at the Whitten Center.
