Mayor tries again for new Rockland OPP station

Firefighters kept hoses spraying water over the site during demolition, as part of precaution to keep dust down. Fire Chief BrianWilson reported, during a phone interview, that all proper containment procedures were followed in case there was asbestos materials in the building debris.The debris were carted away for proper disposal and excavation of the site and the neighbou- ring land continued. The City is now in legal negotiation regar- ding responsibility for cleanup costs of the site for any hazardous materials. If there was any oil residue in the ground where the Pilon building stood, it must be dug out and removed for decontamination and replaced with clean fill. “That (cleanup liability) will be settled when we get to court,” said Mayor Desjar- dins. Mayor Guy Desjardins will try once more to see if a combinedOPP/fire station setup might still be possible to replace the aging detachment building in Rockland. “We’re in negotiations with another (pro- vincial) department,”Mayor Desjardins said during an interview following the Jan. 23 re- gular session of Clarence-Rockland council. The mayor declined to give any more specific details on the subject, though he confirmed that part of his schedule during next week’s Rural Ontario Municipalities Association (ROMA) includes a meeting with Marie-France Lalonde, the Orléans MPP who is the new minister for commu- nity safety and correctional services. Mayor Desjardins will explain the City’s need for a newOPP station to Lalonde and also details of past negotiations with the OPP’s financial affairs and planning department. “I really don’t think we had a fair deal,” Desjardins said, regarding the stumbling block in past talks about a combined OPP/ fire station for Rockland. He noted that the Town of Hawkesbury got a new OPP station built with the muni- cipality providing the land for the station and the OPP covering the cost of construc- tion. Desjardins thinks Clarence-Rockland’s original proposal for a combined OPP/fire station on the site of the existing Rockland fire hall had equal value.

There was no lack of places to sit in the gym- nasium at Rockland District High School for the second ARC public information meeting on the future of Upper Canada district schools in Prescott-Russell. Besides the ARC review committee itself and district staff interested in the process, the only other attendee at the Jan. 19 meeting was a reporter from the Vision newspaper. Valerie Allen, chair for the ARC Area One committee, expressed disappointment at the non-existent public turnout. “At the last publicmeeting we had parents and we had students,” Allen said, noting that more than two dozen residents fromaround Prescott-Russell showed up for the ARCOne public session last fall. The Upper Canada District School Board (UCDSB) set up its Pupil Accommodation Review process (ARC) to determine how to deal with declining student numbers, and the resulting decline in the amount of per pupil funding support it gets every year from the provincial government, as themajor part of its annual budget. Throughout the entire Upper Canada district, the UCDSB faces a 10,000-person

drop in its overall student population. That means less money for the district from the
province for some UCDSB schools, which may be operating well under their capacity yet still requiring electricity, heating, and other services and supplies to remain open. There are ARC groups for all of the UCDSB neighbourhood school regions. ARC One deals with the Prescott-Russell group of schools. A preliminary report for ARC One sug- gests closing Plantagenet Public School and relocating its student population to Rockland Public School at the start of the 2017-2018 term. The report also suggests the UCDSB look at closing Glengarry District High School at an unspecified future date, and consolidating its student population with Vankleek Hill Collegiate and other neigh- bouring schools. The UCDSB is still accepting feedback fromparents on all the neighbourhood ARC draft reports. Parents, students, and those interested in district schools can provide feedback through the online survey. Those reports are available through a link at the district website at www.ucdsb.on.ca. The final ARC reports are due inmid-Fe- bruary and the UCDSB trustees will make their decision on all the recommendations at their March 23 session.

Soirée des bénévoles à Bourget Cette année, Linda Roy a reçu la recon- naissance de bénévole de l’année, pour son engagement d’une dizaine d’années. Lors de la soirée qui a eu lieu le 14 janvier en présence du maire Guy Desjardins et du conseiller Michel Levert, un certificat a été remis à Linda Roy au nom du conseil municipal et des résidents de la Cité de Cla- rence-Rockland. En plus d’être très active commemembre du Club Optimiste de Bourget, Linda Roy trouve également le temps de veiller à la bonne marche du bingo le dimanche soir. Sa présence est remarquée à toutes les semaines et pour elle, la satisfaction de la clientèle est de première importance.

Pour le Comité des loisirs, le bingo du dimanche soir représente une de leurs acti- vités les plus convoitées et célèbrera 40 ans d’existence cette année. Grâce à celui-ci, seu- lement cette année, unmontant de 30 000 $ a été distribué parmi les organismes suivants : le Club Bour ’Joie d’Or, le Club Optimiste, le Club Disons-Non, l’Amicale de Bourget, la Banque alimentaire, ainsi que la paroisse et l’école Sacré-Cœur de Bourget. De plus, lors de lamême soirée, lemaire Guy Desjardins a annoncé qu’un montant d’argent avait été mis au budget de 2017 pour reconnaître le bénévolat dans la Cité de Clarence-Rockland, et un chèque de 500 $ a été remis au Comité des loisirs de Bourget. La communauté de Bourget compte plus de 200 bénévoles qui, par leur don de soi, permettent de venir en aide à la paroisse, à l’école ainsi qu’à tous ses organismes. Un bel exemple dans une petite et grande communauté à la fois, selon Danielle Gau- thier, secrétaire du Comité des loisirs de Bourget.
Depuis plus d’une vingtaine d’années, le Comité des loisirs de Bourget organise une soirée pour remercier tous les bénévoles qui donnent de leur temps à diverses activi- tés au Centre communautaire de Bourget.

Au Canada, au moins un adolescent sur trois raconte avoir déjà été victime d’intimi- dation à l’école, selon les Instituts de recher- che en santé du Canada. D’autres études ca- nadiennes démontrent que l’intimidation se produit toutes les sept minutes sur le terrain de jeu et toutes les 25 minutes en classe. Ces quelques statistiques vous interpellent? Que vous soyez un élève, un parent ou un éducateur, vous avez tous un rôle à jouer afin de mettre fin a l’intimidation! Les types d’intimidation Intimider ne se résume pas uniquement à bousculer quelqu’un ou lui crier des noms. L’intimidation se décline en quatre principa- les formes, et les connaître constitue déjà une première pièce du casse-tête qu’est ce- lui de la lutte à l’intimidation. 1. Intimidation verbale : dire

La prévention du suicide. Quel est l'enjeu?
Le suicide est un grave problème de san- té publique qui peut avoir des conséquen- ces néfastes durables sur les personnes, les familles et les communautés. C’est un sujet encore occulté par la peur, la honte et le si- lence, mais en éradiquant la stigmatisation et en nous attaquant ouvertement aux fac- teurs qui contribuent au suicide, nous pou- vons tous participer à prévenir le suicide et à soutenir les personnes endeuillées. Un lourd tribut Le suicide est l’une des dix principales causes de décès au Canada et les tendances du suicide chez les jeunes et les Autochto- nes ont atteint des proportions épidémi- ques. Chez les 15 à 24 ans, c’est la deuxième cause de décès, après les accidents. Le sui- cide et les troubles mentaux vont souvent de pair : on estime que 90 % des personnes décédées par suicide étaient aux prises avec un trouble mental ou une maladie mentale. On peut prévenir le suicide Il est vrai que les causes du suicide sont complexes, mais il n’en demeure pas moins que la promotion d’une bonne santé men- tale, la prévention de la maladie mentale et la réduction de la stigmatisation favorisent le bien-être mental et peuvent prévenir le suicide. aux services, aux traitements et au soutien et par l’amélioration de la littératie en matière de santé mentale. L’objectif de la prévention du suicide est simple : réduire les facteurs de risque et renforcer les facteurs de protection comme la résilience et l’espoir. Les mesures de prévention permettent de repérer les problèmes de santé mentale de sorte que l’accès aux traitements et aux services peut se faire plus tôt. Rockland when they were part of the CIHL campus. “It’s nice to come back and see everybody here,” Girouard said during an early-after- noon interview Jan. 19, prior to the Islanders practice session. “I had five very good years here.” Girouard is now the assistant general manager and assistant coach for the Islan- ders and Grouchy is the team’s third line centreman. The Islanders stopped in at the academy to borrow one of the rinks for a practice session before heading on to Gati- neau for the next game in their road schedule in the QuébecMajor Junior Hockey League (QMJHL). Following practice, Girouard, Grouchy, and Saku Vesterinen, a Finnish player for the Islanders with NHL dreams of his own, sat down for a meet-and-greet with this year’s academy class. “It’s a different game here,” Vesterinen said, noting that the standard hockey rink back home in Finland is larger. “So it (hoc- key) is a lot faster here, and the guys are bigger.” “Getting used to a different, faster speed was a huge challenge for me,” said Grouchy, regarding his QMJHL experience so far. In the end, Grouchy observed, the lessons he learned at CIHL spell success for himnow with the Islanders the same as they did when he played for the academy on the Voyageurs. “Don’t make excuses,” he said. “Get up every morning.
