Hard to believe that we have reached the end of another season. As many of you read this, you are likely packing and getting ready to leave, already left or have reached your summertime destination. Of course there are the brave

As your newly appointed CFO, I take this responsibility both humbly and seriously, making sure that our monthly HOA dues are being managed the best way possible. February Financials have just been approved, and I am pleased to report a few of the highlights: our Net Variance to Budget on the Revenue side shows an increase of $132,788. This compares to February 2016, a deficit of $21,778. Largest variance to Revenue was a net increase to the Resort fee of around $116,000. Bar Sales also had net variance increase of $12,600. Expenses are also down around $46,000. Our recently approved Budget has kept the increase in HOA dues to $3 for Operations and $3 for Reserves. This is a 1% increase, well under inflation. We continue to build up our Reserve Funding and are now at nearly 60%, on schedule to reach the 70% funded goal by 2020. At our recent meeting with First Foundation, our investment firm, we discussed our current financial position and are currently working with them to get a better return on our investments. They gave us the ultimate compliment that we are among the top HOA's in managing our finances. A Big Thanks goes to Clint, Brenda and her team, along with Dave Mueller and the Finance Committee. We anticipate finishing off the fiscal year well.

few that stay with us all summer and deal with the heat! During the spring and summer, the office will still be busy with the business of the HOA and getting projects underway. On the admin side, management will continue to work with the Board during the summer to review and rewrite rules and regulations in the wake of the newly restated CC&Rs. In addition, we will review the data collected from the golf course and look at impact of the newly implemented trials at the golf course which included the Early Morning Nine and the increase of one minute between tee times which allows for a more manageable two hour and 40 minute round of golf. In terms of physical projects, we will be replacing the liners for three lakes on the back 9 which are the only ones that have yet to be replaced. The administration and LP building will also be painted along with many, many other smaller projects. During the summer, please keep an eye out for my Out and About email blasts which will keep you updated on the happenings during the summer. If you are not on the email list and would like to receive the Out and About emails, please email your information to Jennifer Miranda at jmiranda@orps.com . Also in May we will be mailing out our annual disclosure packets that include the new budget and reserve study summary for the 2017-2018 fiscal year along with some additional Association information. I would like to close by thanking the residents, volunteers, committee members and Board members for making it another great season. A special thank you to the Oracle Staff who continued on from our transition from a paper medium to an all-digital version making this and all the other articles available for our residents. A & A Continued … Pet fences/enclosures : this rule change requires further examination and consideration as we have observed a variety of sizes, colors, material, and placements that impact our maintenance contractor. This season we have experienced a proliferation of fences popping up throughout the resort. Some tastefully done for design, others simply to keep our pets contained or other pets out. The goal will be consistency, minimal landscape contractor impacts and flexibility; yet will consider owner functionality and expression of design. I invite all owners interested in participating in these initiatives or just observing the A&A Committee meetings to please attend the scheduled meeting or our working sessions. Ted Wilson Chair As the season is coming to an end, I would like to start by wishing everyone safe travels in transit to your destinations. I am also pleased to report that criminal activity here at the resort has dropped significantly. I credit this to you, the homeowners, by taking measures to secure your property properly and adding lights to your individual lots. With your efforts, my add- ed personnel and an additional strong presence from Cathedral City Police Department, we have successfully disrupted the freedom of movement for the criminal element as well as their opportunity to commit crimes in the resort. I assure you that during the off season the efforts of my staff will not decrease and we will continue to look after your property with the intent that your lots and possessions are exactly as you left them upon your return. A&A MMI The A&A Committee is an active working committee of volunteers that devote time on a weekly and sometimes daily basis. They consult, approve, and finalize all your vegetation planting and removal, lot modifications, and much more.

Since last season they have processed over 150 permit applications and countless consultations; about 15 of those for artificial turf. We recently approved a fourth artificial turf vendor that went through a rigorous

approval process and several meetings. The rules proposed and passed include:

Change in the time duration allowed for full RV Covers (adopted)

Elimination of the 15-year rule that was replaced with an Aesthetics rule applying to all rigs in the resort (adopted). A copy of the guidelines used for the evaluation can be obtained from Admin. Application and enforcement of this new rule will be the responsibility of our new Community Standards Coordinator, Mike Wilson. Management and the A&A Committee is working with Mike to ensure consistent application, with a goal of improving and maintaining the aesthetics of some of our aging rigs. Change in the amount of hardscape allowed on owner lots from 75% to 85% (adopted). This well thought-out rule change has allowed lot owners to expand the outdoor living capabilities that we enjoy at ORPS. Proposed free standing shade structures : this rule was pulled from the last Board Meeting Agenda and will be considered at a future Board Meeting. Not only do we have additional work to do on the permit application, but this is a new direction that changes the look and feel of the resort. The Board seeks owner input and comments to make a prudent decision. Outdoor kitchens (adopted): This is not a new rule rather a re-write that addresses electrical, sewer and design requirements , permits, and city approvals necessary to enforce common practices that are exhibited today such as small outdoor refrigerators that are widely used throughout the resort. Ongoing efforts also include the evaluation of an expanded lot concept . This proposed concept would allow two adjacent lots under one ownership to be landscaped in a blended harmonious design allowing a larger space to be used for outdoor living. LET THERE BE LIGHT ASSIST SECURITY WITH LIGHTING ON YOUR LOT

GOING HOME As we pack up to leave the resort for our off-season destinations, a few items should be considered to ensure the safety and security of our lots and RVs that will remain during the summer.  Ensure that your RV is locked, including all compartments.  Turn off your propane at the bottles and shut off the water.  Check that all appliances are turned off or unplugged; this is especially important for an absorption type RV refrigerator but a good idea for other typical appliances.  Check that the batteries in your smoke detectors and CO2 detectors are good (they should be changed each season)  Ensure that the resort has your current contact information.  Verify that the circuit breaker that powers your lot number post is on and that the light is functional. It is a requirement that your lot number be illuminated during the dark hours of the day, finding/identifying lots in the dark is very difficult if the numbers are not lit.  It is also recommended that any motion activated security lights or palm tree lights be left on during the off-season. The light that these devices provide is an aid to our nighttime security patrols. Have a safe summer.

Lighted lot numbers (an HOA re-

quirement) , spotlights on palm trees, and rope lights on tree trunks and paths provide a reasonable amount of light around the Resort. They are as much for security as for decoration. Leaving these items on when you leave the Resort (even for the summer), is cheap insurance against theft and is a real asset to our Security Officers . Please do not turn off your 15-amp circuit breaker when you leave the resort, as the lot number light is connected to this breaker. It is strongly suggested that WALL LOT OWNERS install a motion-activated security light on the back of their rig. They are available under $40 at Costco or most home improvement stores, and can be an effective deterrent to an intruder. REMEMBER, “BAD GUYS” hate light! COMMUNICATIONS MMI The Communications Committee is responsible for ensuring that internal and external communication is accurate and readily available to owners, renters and guests. The Committee serves as an advisory Committee to the Board of Directors. This past season the focus has been on the internal communication and identifying ways to communicate effectively. We have worked with The Board and staff to ensure that information is timely and accurate. We also formalized the relationship with the ORACLE and the Marketing Committee. At this point we are looking at our role with the Emergency Preparedness Committee. There are three main events we are responsible for: the Candidate’s Forum, the New Owners Reception and the Picnic in the Neighborhood. These are excellent ways to build relationships within the ORPS Community. A focus for each of these events has been to formalize the processes, as well as evaluate what works and what does not so we can ensure their future success. We are also looking at The New Owners Packages and assessing what works and what does not. Are New Owners getting the information they need and in a timely manner? This is a summer project for the Executive and any interested committee members. Another summer project is The Resource Guide, which was last updated in 2014. As well, we continue to work with the Marketing Committee on content for the new website. Some lines of communication are still blurry so we are working with The Board of Directors and General Manager to ensure that messages are consistent and delivered in multiple ways. It is key to reaching our many audiences, while we acknowledge that external communication is just as important. Our committee of over 20 hard-working men and women have done a phenomenal job of listening and learning. One goal was for a committee member to attend each of the other 12 committee meetings and report back to our committee. This has served as a way for committee members to become informed and thus able to pass accurate information along to those in their phase. We have also focused on open communication between committee members. This past year has been one of growing, assessing processes and looking to the future. We updated our Committee Charter and continue to look for ways to better advise the Board on effective ways to communicate. Continued on the next column .

Any time one incorporates change, staff is impacted. I would like to thank Clint, Susan, Jennifer and Gary who have been amazingly flexible and always ready to assist. Also to Dede and Mary Ellen, our Board Liaisons, for all their support and to president, Brian Canfield, who listens, gives thoughtful opinions and support whenever asked. The Board wants to thank all who sent in their ballots so that a quorum could be reached. The passing of the Restated CC&Rs and Bylaws brings work for the Board on changing the Rules & Regulations where necessary. This is required because the restatement removed some items so that they could be addressed more efficiently in the Rules & Regulations. A working session of the Board took place this month to address the Rules & Regulations. Another working session will be scheduled for next month. All owners are welcome to attend. Once the Rules & Regulations are crafted, they will be presented in a Board Meeting this fall and, if passed by the Board, will be posted for 30 days for owners’ comments before a decision is made to adopt them. We welcome a new Board member, Jim Waller, and a returning Board member, Dede Loop. Both bring experience and knowledge to our Board During the off season the Board will communicate via teleconference and we urge you to tune in or listen to the recorded meetings after the fact. Dial-in information will be indicated on the top of the Board Meeting Agenda. Without all of the volunteers and committees, this would not be the Resort it is, so THANK YOU all for volunteering. That is not to say that we don’t need more volunteers; there is always room for more. Next year there will be three Board vacancies. It is important to start thinking about who would be a good Board candidate so that in the fall these names can be submitted. MARIA, A DEVOTED ORPS EMPLOYEE Can you guess who has worked at ORPS for the past 16 years? It’s Maria Salinas, Head of Housekeeping. She is only surpassed by housekeeper Angelica who has been here longer.

Marilyn Simon & Joe Lenhardt (Lot 1075) Did you know we have a Californian Grandmaster of Handball, for his age group, living right in ORPS? Joe plays three times a week in Palm Desert. How did he come to choose our resort? Well there was a woman involved.

Maria was born near Guadalajara, Mexico and came to the US with her family when she was eight. They settled in Fresno, California where Maria attended school until, at the age of 16 and a sophomore in high school, she quit to get married. At the age of 18 she studied hard and passed the test to become a citizen of the US, which she considers a major achievement. Two older daughters are married; the younger nearby, who has blessed Maria with a granddaughter who is now 5. Maria also adores her 16 year old daughter a student at Cathedral City High School. They share a home with Nick, Maria’s second husband, whom she met when he worked at ORPS. Hard to believe but this is Maria’s first (and only) job!! She was encouraged to apply by her brother Jose, who was a pool maintenance employee at ORPS for six years. Obviously, ORPS has played a significant role in Maria’s life. Maria was promoted to Head of Housekeeping in 2007. She is in charge of supervising our five lady housekeepers and is also responsible for ordering supplies necessary for their work. You can find her working alongside her staff in the mornings at LP and ES, always with a smile. According to Maria,, she “loves having only a five minute commute to work, enjoys her work and meeting people who reside here and credits Clint with being the best General Manager of all those she has worked for in her many years here at ORPS. So when you see Maria at work, give her a smile, a wave and a thank you for a long time job well done. By Mary Ann Priddy

Marilyn and her first husband had enjoyed the RV life- style for many years. After she was widowed in the 1990s, she sold their large motor home and purchased a class C motor home that she felt comfortable driving. She joined Thousand Trails singles group and enjoyed a few trips on her own as part of a caravan. Joe came on the scene through a widows and widowers group and Marilyn soon introduced him to the RV lifestyle. One of their first trips was to Palm Springs, Thousand Trails. While Joe enjoyed being with Marilyn, he found the class "C" motor home too small. In 1997 they visited some friends who had a lot in ORPS. They were impressed with the resort so decided to rent the following year. When they went to their respective homes in San Francisco, they purchased a larger coach before the return trip to ORPS . When a lot they liked became available in 1998, they bought it. They love the different activities at ORPS, especially the golf. The ORPS lifestyle suited them, along with all the friendly people and warm weather. Like many in the resort, they first started coming for a month and then rented their lot out in between. That didn’t last too long. One month soon grew to six months Marilyn organized the Ladies’ Wednesday Putting Group for 10 years and she just gave it up last season. Her favorite part is that it is for putters who are golfers and also non-golfers. Many new friendships have been made through this group. Before retiring, Marilyn worked in a bank. Joe was a teacher, mostly physical education. His passion, other than Marilyn, is handball. Their hopes for ORPS are that we continue to focus on activities that keep the owners coming back, providing a place to make new friends while maintaining their many other friendships . FACILITIES PLANNING This has been an exciting but busy year for our committee. I would like to thank all FPC committee members who continue to work towards keeping our resort facilities up to date, current and beautiful! We will see our Pergola on the El Saguaro pool deck undergo some enhancements during the summer to make this area available as another venue that will become more usable with overhead heat during the cooler season and overhead fans during the hotter season. We will also see the next phase of our El Saguaro kitchen take place with new countertops and improved and more efficient under counter storage racks for our dishes. It has been a fabulous season! As many of you leave the resort in the upcoming weeks, I hope you have many happy memories of your time here at ORPS! Safe Travels!! See you in the fall at our next scheduled meeting on November 2, at 2PM. in the La Palma East Room! Owners are always welcome to attend! We love to hear your ideas! They will be joining Celeste Reynolds and myself. Dennis Dittmer’s term ended this season and unfortunately he will not be renewing it as he and his wife, Bonnie, are leaving the resort to travel. Next season, our committee plans to have a fitness walk, another fair, and invite another speaker to the resort so look for more news on those upcoming events in the ORACLE. I would like to take this opportunity to introduce myself and let you know what I have noticed throughout my first few weeks here at ORPS. The weeds are an ongoing issue. Due

to the massive amounts of water and cold winter, the weeds sat dormant; however, now that the sun is shining, weeds have become a big issue throughout the resort. Queen Palm fronds: the queen palms are having a rough time right now. The palm fronds are yellowing with many of them beyond repair. Hedges are, for the most part, very well kept; . However, there are a few who are encroaching on the neighbor’s lot or rig. If a tree, a hedge or a bush is touching a neighbor’s rig and a letter needs to be sent out, I will request an immediate fix due to the possibility of damaging another person’s property. Year round maintenance: I want to take this time to remind everyone that it is the owners’ responsibility to maintain their lot year round, not just during the times they are here. If you receive a notice from me during the off season, it is due to the lot being out of compliance and is in need of attention for the item specified. Lot lights out of season : Power is required to go to the lot light at all times. This includes once the season is over and you have left the resort until the new season begins. I will begin the R/V inspection for all lots starting next month. Notices will be sent out with what is out of compliance regarding the specified lot and R/V. If you receive this notice and have questions or have a date specified for the items to be repaired, you can either email or call me and let me know MWILSON@ORPS.COM (extension 252) Finally I would like to advise all of you regarding lot notifications: there is a process that we must follow per our governing documents and the laws of California as set forth by the Davis Sterling Act. This process can often take up to 60 days to cure. I am also not allowed to speak or discuss with anyone but the lot owner and Management at ORPS where the lot is located in the notification process. Observe the winner or loser in the March Madness basketball tournament; the euphoria of victory or the agony of defeat is easily discerned on the face of athletes. Watch the groom’s facial expression as his bride walks down the aisle; such excitement. Look at a kid’s face after the first successful two wheel bike ride, such joy. Picture God’s face when He thinks of us, specifically you. What expression does He have? We often think of Him as serious, sometimes angry at our attitude or action, sometimes feel that He would show no emotion. Not many of us picture God as smiling for those who believe and accept His gift of salvation. C.S. Lewis said that joy is the serious business of Heaven. The Bible speaks of God’s joy and tells us that His joy is our strength. God takes pleasure in all He does and who He is. So sad that many of us do not grasp the reality and joy of Heaven. Today, spend some time in the Bible and notice the feelings of joy that are cultivated as you become aware of how He loves us, and wants only the best for us. Seek the Lord and you will find Him, delight in His gift of salvation, feel His goodness and see His smile. Lord, let us sense your presence in our heart and “see” your smile. Even in stressful anxious times, let me know your joy. May we know you as a God of joy who died and rose from the dead for our Salvation. Read Romans 12:1,2 and make it your prayer. Long time resident Jean Stout passed away at the age of 87. Jean resided at Lot 27 with husband, Bob, in 1988 as full timers. Jean and Bob became our activity directors. What a great season this year for golf at ORPS! For those still here in April there are two more tournaments! The Farewell Tournament on April 1 and the 1 Club Tournament on April 8. The Golf Committee thanks everyone for the support shown this year and encourages you to mark your calendars now for the November tournaments this fall: Opening Day Tournament is on November 11 and the Fall Nine and Wine on November 17. We wish everyone safe travels and a happy summer at home. We look forward to welcoming you all back next year!

PICKLEBALL CLUB NEWS We continue to encourage as much Open Play time as possible on our pickleball courts. With the ending of beginner lessons, intermediate clinics, ladders’ play and mixers, these times will be replaced with Open Play time for all. Gates are open, balls and beginner paddles are available on the courts if you don’t have one of your own. Welcome to our new courts! .

Afternoon of women’s mixer—with an unexpected guest lounging in the front! PICKLEBALL MIXERS We have held pickleball mixers three times a week for the season: men’s mixer on Monday, women’s on Wednesday and couples’ mixer on Saturday. A great opportunity to play with your own gender, get extra practice with your partner, and meet new people. A big THANK YOU to Alisia Foyle for organizing and run- ning the mixers every week. We will begin our mixers again as soon as the new season begins.

MORE THAN PICKLEBALL - AMBASSADORS FOR A SAFE ORPS WE PLEDGE TO REDUCE SPEEDING IN ORPS

For the safety of everyone, our Pickleball Club campaigns to reduce speeding in ORPS. Our committee is reaching out to all club members in a pledge to combat the prevalence of speeding. With Spring Break upon us, more children will be present. In interest of supporting our GM, our Security Personnel, and our Security Committee, the ORPS Pickleball Club will spread the word through Trackithub, at club meetings, gatherings, and day to day communication. With in excess of 300 club members travelling to and from our courts, and throughout our resort, we can start by policing ourselves and encouraging others to follow suit. Cliff Aschenbrenner, Secretary ORPS Pickleball Committee LADDERS COMPETITIVE PLAY Our Ladders’ competitive play has finished for the year, but will return in the fall. Held once a week, it afforded players to match their skills with others of their ability level, with players moving up and down the Ladders according to their play at each competition. Although voluntary, Ladders’ play was very popular, and was divided into 2.0/2.5 play and 3.0 and above. Expect Ladders to start up again in November.

DEMUTH COMMUNITY PICKLEBALL TOURNAMENT :

BEGINNER PICKLEBALL LESSONS Our beginner lessons, held three times a week for the entire season, have been very successful. We have had anywhere from 2 to 22 new participants and taught over 200 new players. Our beginner lessons morphed into skills clinics for novice players, where we taught volleying skills, dinking, the deep serve and return and pickleball strategy at the net. We will continue beginner lessons in the new season, and include the novice skill development as part of our program. The above players were successful in representing our resort by winning first, second or third in their respective brackets. Well, we have come to the end of another season and it seemed to be a busy one. I hope you enjoyed the schedule of events and had a chance to attend as many as you could. I would like to thank the many volunteers that help put everything together, from folding napkins to cooking our meals. I cannot find the words to thank them enough. I would also thank all the committee members that work equally as hard with little recognition. It takes many to make this resort what it is, from golf marshals to the Board of Directors ; these are volunteers that complete their tasks on their own time. Sometimes I think we forget that. Completing my twelfth year this season, I think of the literally hundreds and perhaps thousands of people that have lifted a hand to help. I am so grateful to all of them and I wish I could once again thank those that have moved on from the resort. Sometime during the 2017-2018 season I will be leaving my position as your Activities Director and handing the baton to another. No goodbye is necessary yet because I will be back in the fall to work with my replacement. And once again I will share with you this wonderful resort which we all refer to as paradise.

It’s been a pleasure to be part of ORPS this season! I’ve had so much support for the Oracle, and I’m very proud of what we have achieved. It’s taken a team of fabulous volunteers but we got it done.
