About Us

The Estates and Facilities Directorate is responsible for the delivery of the Estates and Infrastructure Strategy which covers the areas of major construction and refurbishment projects; facilities operation and space management, including timetabling and energy management.

The Directorate aims to ensure that the quality, functionality and operation of the estate and its associated infrastructure meets the needs of its users and supports the activities of SOAS.

The Campus Security and Risk Manager’s role is to manage and be accountable for the provision of security policies, codes of practice, strategy and operational activity for SOAS and provide professional advice to ensure that strategies adopted meet all external and internal estates strategy delivery requirements for security services, supporting and reporting into the Director of Property and Infrastructure in delivering a professional customer focused security service to University staff, students and visitors ensuring the health and safety of the SOAS environment for the students, staff and visitors. The post holder needs to be aware of the nature of the spaces and to be able to work with a diligent and professional attitude. The key purpose of the role is to carry out duties to ensure service level agreements are met, whilst providing line management duties of the security services team including continuous improvement. The role holder will have a commitment to providing excellent customer service to enhance the Estate and the student experience alongside working with internal and external stakeholders on a regular basis. Candidates will need a pleasant manner and to enjoy working with a wide variety of people. Experience of working with the Higher Education sector would be an advantage. Candidates should be able to demonstrate skills and a willingness to cope with a variety of routine and reactive tasks. The role also requires an ability to respond immediately to requests. All members of staff are required to be aware of the SOAS environment and to be active in communicating and cooperating with other staff and departments, this includes assisting with other tasks as required. They need to be prepared to work in accordance with the equality and diversity plan, comply with health and safety and safeguarding rules and abide by all guidelines, procedures and policies. Security and Risk Management • Carry out risk assessments and make recommendations to senior management, assessing level of risk in terms of wider issues such as international/national terrorism and/or political unrest issues; • Encourage SOAS community to report all incidents and ensure that reports are analysed in terms of trends emerging to inform decisions on cost effective deployment of staff, CCTV etc; • To be accountable for the security budget and efficient and effective provision of operational security services to SOAS and its associated groups; • Work with the Director of Property and Infrastructure and wider managers in order to facilitate an integrated service; • Work with dedicated stakeholders across SOAS and others during the planning stage and during actual events to ensure that important events/visits to SOAS are safe and secure; • Advise senior management on confidential or sensitive matters and act as a conduit between SOAS and the police at all levels in order to expedite solutions to difficult situations; • Receive and deal with any information that has a security dimension and deal with this in a confidential manner; • The post holder is responsible for the development and implementation of security strategies and plans for SOAS, which support the relevant strategies (including the Directorate’s); • Participate in supporting the services management team in delivering an effective integrated estates service; • Contribute to development of strategies and planning of capital and major maintenance work which will have a significant impact upon SOAS business planning, strategy and resources; • Ensure reports relating to area of responsibility are prepared for SOAS committees /advisory groups; • Review services provided and report results and recommendations to Director of Property and Infrastructure; • Plan for the continual development of the security service and ensure that appropriate arrangements are in place for recruiting, directing, supervising, appraising, counselling and training staff; • As the lead professional for security services the post holder is expected to be proactive in relation to identifying and solving problems so that consistent and appropriate services are available and delivered. The post holder is expected to develop policies and procedures and ensure that they are communicated to and interpreted appropriately by staffing order to minimise risk of crime; • The range of activity managed by the post holder requires wide experience in resolving complex security risk issues and operational matters as well as in interpreting new legislation and anticipating issues in relation to policy setting; • Analyse, coordinate and lead recovery/mitigating activities in response to security-related emergency situations – coordinating activities with other relevant senior managers and estate users; • Responsible for ensuring that staff resources and funding allocated to the Security Office are utilised in an effective and efficient manner; • Responsible for ensuring that all legislative requirements in the area of responsibility are adhered to; • Responsible for the continuous assessment process, making decisions and thereafter security recommendations to SOAS management in order to reduce risk to SOAS; • Responsible, at the scene of serious incidents, for initial decisions as to how the issue will be dealt with, who needs to be informed and/or asked to attend; • Responsible for all security associated decisions with the aim of speedy recovery and the resumption of normal business; • Ensure through proper consultation, liaison and negotiation that value for money is achieved in area of responsibility; Key Tasks

• Work with all levels of staff in SOAS from senior stakeholders to operational staff in the Estates and Facilities Directorate; • Work with senior academics, college registrars and administrators, school superintendents, and anyone who witnesses or becomes the victim of crime or has a problem to discuss with security connotations; • Work with insurance advisers when dealing with high value theft or any other relevant security risk; • Maintaining public order on campus and ensuring that any organised protests or gatherings are managed effectively but sensitively; • Liaising with the Police, Fire Service and other agencies in an emergency and on all issues affecting security, including high profile visits and events of all types which have a potential to create security concerns; • Being a member of SOAS’s emergency management team taking an operational role on security arrangements associated with the University’s incident handling plans and emergency planning procedures. • Providing routine investigations and reports which are compiled in a timely manner and to a consistent standard. • Ensure all necessary property inspections have been carried out and security equipment is in serviceable condition. • Ensure that sufficient staffs are on duty at all times and for ensuring cover and overtime payments for your shift team. Check details of staffing levels, advise of any rota cover shortfalls, plan annual leave for his or her team and ensure continuing cover of departmental tasks across SOAS by maximising use of resources. Call in additional resources as appropriate. • Ensure that all records relating to leave, sickness and pay are correctly managed and preserved for audit purposes for the appropriate length of time. • Act as the investigating officer on disciplinary matters for staff you are responsible for. • Responsible for ensuring procedures are in place for the secure control of all master keys. • Responsible for ensuring health and safety is adhered to so far as is reasonably practicable, ensuring a safe working environment for all employees. Complete and monitor risk assessments to meet the needs of the department; • Instigate police response and alarm engineer to intruder alarms/activities; • Ensure all fire alarm activations are responded to appropriately in accordance with SOAS procedures; • Provide weekly team brief to members of the team; • Ensure safe release of passengers stuck in a lift due to break down, through call out of the Lift Engineer; • Attendance at monthly team meetings; • Act in the role of First Aider and Fire Warden; • Ensure surveillance and monitoring of Closed Circuit Television (CCTV) system; • Ensure procedures are in place for the control and issue of keys; • Ensure reporting of site faults to SOAS’s maintenance team and helpdesk; • Instigate call-out procedure in the event of a major incident; • Ensure all incidents are accurately logged onto a database; • Input and report all reported crimes and deal with appropriately; • Ensure the satisfactory, prompt and accurate completion of any associated paperwork as required; • To comply with SOAS policies, management plans and procedures.

Health and Safety

• Working within the Health and Safety at Work Act, the post holder has a legal duty to take reasonable care for Health and Safety both for themselves and others who may be affected by their actions. They are also required to undertake Health and Safety training commensurate with the level required by the post and to take part in risk assessment procedures and the implementation of agreed recommended work practices within the area; • Follow Health & Safety regulations appropriate to the work being carried out; • Be aware of and understand the Risk Assessments for individual tasks undertaken; • Inform managers of any hazards or incidents; • Be aware of the impact of the tasks on other users of the building(s) i.e. use warning signs, be aware of the Fire Regulations in particular with respect to Fire Doors and designated escape routes. • Required to undertake training and qualify as authorised person and/or competent person for systems/plant as required; • Taking part in “in service” training as required. This will involve training in the use of machinery and chemicals to ensure that both are used safely; • Report any equipment and maintenance issues to duty manager/ line manager as appropriate; • Assisting work colleagues where required; • Staff also require to relate on a day to day basis with other support services staff, additionally with students and academic and other university staff in a manner which reflects well on the department; • To work within a framework of effective governance, ensuring compliance with relevant regulations, legislation, policies and procedures; • To be responsible for your own continuing self-development; • To notify a more senior member of staff of any errors or concerns at the earliest opportunity; • To undertake other duties not specifically stated above, which from time to time are necessary for the effective performance of the Universities business without altering the nature or level of responsibility involved; • Not to interfere with or misuse, anything provided in the interests of health, safety or welfare; • To support the Directorate’s Quality Policy Statement and actively participate in the achievement of SOAS and personal quality objectives. Competency and Evidence

Oral communication: You will frequently be required to receive, understand and convey information which needs careful explanation or interpretation to help others understand, taking into account what and how best to communicate to others. • Act as a conduit between SOAS and the police on all sensitive security related matters; • Oversee and provide weekly team briefs and attend meetings and represent the Security team and Estates and Facilities Directorate at Committee meetings and other relevant internal and external meetings.

You will occasionally be required receive, understand and convey information which may be highly detailed and specialist, such as when serious incidents occur.

Written/Electronic Communication: You will frequently be required to receive, understands and convey information which needs careful explanation or interpretation to help others understand, taking into account what and how best to communicate to others. • Development and implementation of policies, procedures, guidance notes and standards relating to security and risk management; • Produce security and risk management reports for management team and wider internal stakeholders; • Oversee and when necessary, lead incident investigations, ensuring all associated paperwork is completed on time, preparing alerts and action findings.

The main focus of this role is to form and communicate a clear vision of what is to be achieved overall by the Security team in relation to security of site and associated risks. Ensuring that team members under- stand what is expected of them and receive the appropriate training and support to be able to meet these expectations. Liaison and Networking: You are required to participate in networks within the institution or externally in order to build relationships and contacts to facilitate future exchange of information and on occasion, particularly within the institution, influence events or decisions; undertake active collaboration to pursue a shared interest. You are required to initiate, build or lead internal networks; maintain relationships over time; establish communication channels for self or others to use in order to ensure dissemination of information in the right format to the right people at the right time so that SOAS complies with all required standards. For example: • Report security team performance and compliance information to senior managers and identify risks and recommend corrective actions to address matters; • Attend regular meetings with stakeholders to review security team performance and risk reduction; • Raise the profile of security services across SOAS by establishing formal and informal networks for this purpose (for example user forums and regular reporting through appropriate sources) • Participate in networks with security personnel from other HEI’s to build relationships and share information which will assist in the implementation of best practice

Service Delivery:

You are required to oversee and manage the Security team, to ensure that all team members understand the organisation’s expectations of the service that should be delivered to students, staff and visitors and are able to meet these expectations at all times.

You are required to deal with internal or external contacts, ensuring SOAS are compliant with externally set standards and internally set performance levels, this includes monitoring and auditing performance.

Essential Desirable

Experience and Knowledge Professional experience gained over a significant period of time, operating at a senior level in the private and/or public sector with a demonstrable track record of managing risk and operational security services X A demonstrable track record of developing and implementing practical solutions for strategic and operational change and an extensive knowledge of security risk management issues, services and systems both within the public and/or private sector, nationally and/or internationally X Dedicated technical knowledge of a large digital CCTV system and a proven track record of working in a large and busy control room environment X Managing budgets and understanding of financial management and systems X Managing a large in-house or contracted security workforce and a detailed knowledge of employment legislation and working practices X Experience of working in a customer focused environment X A good knowledge of health and safety at work legislation and the ability to apply that knowledge practically X Can demonstrate an understanding of diversity and equality issues X Has the experience and knowledge to take control of and defuse a developing situation X Knowledge of Data Protection issues as it refers to a security environment and how to apply this to ensure there are practices in place to avoid Data protection breaches X Skills and abilities Strong interpersonal skills are required.
