La municipalité devra fournir la balance, soit un montant d’environ 5,5 millions $. Parmi les autres projets d’immobilisations, il y a une somme d’environ 1,2 million $ prévue pour les ponts de Cheney, le pont du chemin Dr- ouin et le pont à Saint-Pascal. La munici- palité attendait toujours une réponse pour du financement de la province prov- enant du Fonds d’infrastructure pour les petites municipalités rurales et du Nord. La municipalité prévoit dépenser envi- ron 150 000 dollars pour l’aménagement de la salle du conseil municipal et des bu- reau municipal de Clarence Creek. Une somme d’environ 250 000 dollars pourrait également être consentie pour la réhabilitation de la gare de Bourget. La municipalité souhaite cependant obtenir un appui des Comtés unis puisque le bâti- ment longe le sentier récréatif.

La Cité de Clarence-Rockland prévoit hausser son taux de taxe de 1,9% pour l’année 2014. C’est ce qui a été présenté dans le budget préliminaire de la municipalité, mardi dernier. Pour l’année 2013, le bud- get prévoit un revenu total d’environ 35 200 000$ comparativement à environ 32 000 000$ l’an dernier. Excluant les taxes scolaires et des Com- tés unis, les contribuables auront à payer environ 17 313 000$ en taxes municipales comparativement à 15 201 000$ l’an derni- er. La nouvelle somme inclut la hausse de taxe et l’augmentation progressive des val- eurs foncières. «L’augmentation du taux de taxe municipale doit répondre à la hausse de l’inflation», a précisé Christiane Bolduc, trésorière par intérim À Clarence-Rockland, la valeur moy- enne d’une maison est d’environ 246 000$. ulations throughout the province during the next decade as more people emigrate either within Ontario or outside of the prov- ince in search of work. “As we can see, times are changing, and changing fast,” said Candie. “Basically, we must change too. “We hope that by hosting this three-day summit, we can provide the right tools to shift this (population) decline. The empha- sis of the summit will also be on leveraging opportunities.” The Rural Economic Summit will host workshops and seminars on a variety of is- sues and topics, from promising economic sectors for future growth to the challenges of Ontario’s agricultural sector in staying competitive. Close to 300 guests are expected to de- scend on Rockland next spring for the summit, which will also coincide with the 10th anniversary banquet celebrating the decade of success of Groupe Convex as an agency dealing both with the community and employment needs of its clients. The conference is also an open drop-in event for the public and summit organizers hope that both schools within the Clarence- Rockland area and other neighbouring mu- nicipalities will take advantage of the event as a field trip opportunity for students. “There will be sessions on youth entrepre- neurship,” said Candie. “The youth are defi- nitely welcome to attend.”

ROCKLAND | The present and future eco- nomic well-being of rural municipalities in Prescott-Russell and other parts of the province are the focus of the Rural Eco- nomic Summit of Ontario taking place in Rockland next spring. “Today we are announcing a unique event,” said John Candie, director-general for the Prescott-Russell Community Fu- tures Development Corp. (PRCFDC), during a Dec. 5 press conference at the Clarence- Rockland Arena. The PRCFDC is one of the four regional sponsors for the three-day conference scheduled for April 30 to May 2. Partnering with the regional economic development agency are the United Counties of Prescott- Russell (UCPR), the Eastern Ontario Training Board (EOTB), and Groupe Convex Prescott- Russell. The federal government is also pro- viding $25,000 through the Eastern Ontario Development Program for event expenses. The goal of the summit is to address key economic development concerns and is- sues for rural municipalities in Ontario. The arena will serve as the conference site for a gathering of representatives from all across the province along with renowned and ex- pert national and international speakers on economic affairs. While Canada in general, along withmany other nations, is now recovering from the impact of the recent global recession, Can- die noted that for many mid-sized and small rural communities there is still an ongoing struggle to get their economies back in or- der. Some of the problems are the result of failing or reduced markets for local prod- ucts, aging infrastructure making it hard to attract new growth, or declining popula- tions as families and individuals move away in search of jobs. “We don’t have to look far to see the im- pact of the global recession,” he said. Candie observed that while large urban areas may offer more employment oppor- tunities, they also depend on outlying com- munities as sources for both employees and consumer spending. “It is important to state that the mid-sized and small communities plan an important role,” Candie said. “They are the economic

C-R budget takes lessons from Ebenezer Scrooge munity services. A “user pay all" ideology is fiscally irresponsible and demonstrates leadership incompetence by transferring most costs directly to our families and youth. All programs are affected, from sport facility usage fees, CR Transpo rate hikes, to increases in hall rentals - it’s pay more, get less.
It is pretty clear why Councillor Félio (Ward 5) was asked by Mayor Guibord to head the Community Services portfolio last May. The proposed 2014 budget artificially keeps the tax rate hike to 1.9% by raping community services via rate hikes and subsidy remov- als to the tune of over $510,000 and trans- fers those costs to families, our youth and to homeowners. Merry Christmas, Mayor Guibord and councillor Félio, the architects of this budget, and councillors Campeau, Choinière and Henrie who supported it! You can take great pride in having butchered a file that took years to build. Community services are the heart of any city. They are key to attracting new families, new businesses and to contributing to the wealth of the city and its people. This smoke and mirrors budget tries to fool people with a low tax rate, but it’s done by raping com-
come families. It's no coincidence that housing starts in our community are at a standstill while province-wide they are up 7% and, in our neighbouring community of Russell, housing starts are up 22%. Ask yourself “why?” Despite heartfelt pleas by some sports associations, a moratorium on rate hikes is not on their radar and the march toward a user- pay- all structure continues. That will adversely affect everyone, including the future growth of our community, access to programs and housing values. What next - the hockey academy and the YMCA? This mayor and his allies on council who vote in lockstep like bobbleheads on all issues just don’t get what it takes to create a vibrant community? Expect this trend to continue unless you send them a clear message and vote themout at the next election. Only you
can make a difference. No one is fooled by this budget; it is just one more step toward making you pay for everything – part three of an agenda they began in 2010. But don’t be surprised if Gui- bord, Felio and his yes-men reverse some of these cuts to community services as we near the elections as a token goodie to se- cure your vote. Don’t fall for it! And expect to see more of those self- congratulatory photo- ops on the city’s web site or else- where announcing pet projects in certain wards right around election time as well. Chances are they will be brought to you courtesy of the Community Services file. Connect the dots and recognize that for what it is, should it come to pass – a bribe with your own tax dollars. We need leaders who are focused less on defending themselves in a court of law against criminal charges of “abuse of trust” and more on responsibly serving our citi- zens. Our city needs to recapture fame for our accomplishments instead of infamy for our elected officials. Mon épouse et moi sommes membres du YMCA depuis au moins 10 ans. C’est à cause de la proximité d’un YMCA que nous avons déboursé plus de 350 000 $ pour une maison à Rockland et que nous vivons ici, injectant dans l’économie locale nos réserves financières et nos salaires. J’ose croire que nous ne sommes pas les seuls à le faire et que vous devriez tenir en ligne de compte ces arguments d’ordre économique. Au bas de ligne le YMCA attire des résidents dynamiques et fait grandir la communauté. Sachez également que le Y présente une panoplie de cours et activités à la commu- nauté, tant pour les enfants que pour les adultes. Il inspire notre jeunesse à adopter un mode de vie sain - loin des drogues, du découragement de du flânage oisif. Il offre aux adultes de tout âge des activi- tés qui les gardent en bonne santé, tant au niveau mental que physique. Il rehausse le statut de la Cité attirant des citoyens actifs et qui se soucient de leur qualité de vie. Plutôt que de voir le YMCA comme un fardeau fiscal, j’encourage tous les citoy- ens et citoyennes à aller le visiter, de dé- couvrir ses services, de prendre avantage d’un abonnement d’essai et de vous rendre compte les nombreux atouts que procurent le YMCA-Clarence-Rockland à notre com- munauté. An Open Letter to the Citizens of Clarence-Rockland Regarding the Future of the Jean-Marc Lalonde (JML) Arena
Les cadets, le personnel et les parents de votre escadron des cadets de l’Air tiennent à remercier la Cité de Clarence-Rockland pour leur permettre d’utiliser l’aréna JML et leurs concitoyens pour le soutien de leurs activités de collecte de fonds. Nous offrons un programme hors pair pour les jeunes et sans frais pour les parents de sorte qu’il est ouvert à tous les jeunes dans la communauté, indépendamment de leur situation familiale. Votre escadron est devenu l’un des corps de cadets les plus dynamiques et les plus prospères de la région, un résultat direct de nos excellentes installations et de votre soutien. La situation financière de la Ville a mis notre utilisation continue de la l’aréna JML à risque car elle continuera d’être un fardeau financier significatif pour la Ville, à moins de sérieux changements. Nous aimerions toutefois rassurer la communauté que, indépendamment de ce qui se passera, nous nous engageons à maintenir l’Escadron des Cadets de l’Air 832 à Clarence- Rockland. Jusqu’à tout récemment, nous avions espéré être en mesure d’aider en fournissant une proposition viable pour rénover l’aréna, en élargissant sa base d’utilisateurs et d’exploitation, sans frais pour la Ville. Cependant, une étude technique est nécessaire pour déterminer les options de rénovation qui seraient rentables. Nous sommes un organisme pour les jeunes sans but lucratif; par conséquent, nous n’avons ni l’argent ni le mandat de financer des études d’ingénierie, alors nous avons décidé, à contrecœur, de ne pas soumettre de proposition. Nous continuons de croire que la conversion de l’aréna JML en un établissement communautaire polyvalent et utilisé à l’année longue est la seule option ayant la chance de rencontrer l’objectif de la Ville de rendre cet établissement autosuffisant libérant ainsi des fonds pour répondre à d’autres priorités. Malheureusement, la Ville peut choisir de vendre l’aréna JML pour la démolir et réaménager le terrain. Cependant, nous espérons que la Ville envisagera d’abord d’investir dans l’évaluation d’une communauté de loisirs à long terme ainsi que dans une étude d’ingénierie afin de déterminer si oui ou non l’aréna JML mérite d’avoir une seconde vie comme installation multi-usage pouvant desservir tous ses citoyens, jeunes et vieux, pour de nombreuses années à venir.
The cadets, staff and parents of your Air Cadet Squadron would like to thank the City of Clarence-Rockland for allowing us to use the JML Arena and our fellow citizens for their support of our fund raising activities. We provide an unequalled youth program at zero cost to parents so that it is open to every young person in the community, regardless of their family circumstances. Your squadron has become one of the fastest growing and most successful cadet units in the region, a direct result of our excellent facilities and your support. The City’s financial circumstances have put our continued use of the JML Arena at risk as it will continue to be a significant financial drain on the City unless something changes. We would however like to assure the community that regardless of what happens, we are committed to keeping 832 Air Cadet Squadron in Clarence-Rockland. Until quite recently we had hoped to be able to help by providing a viable proposal to renovate the arena; expanding its user base and operating it at no cost to the City. However, an engineering study is required to determine which renovation options would be cost effective. We are a not-for-profit youth organization with neither the money nor the mandate to fund engineering studies so we have reluctantly decided to not submit a proposal. We continue to believe that converting the JML Arena into a year roundmulti- purpose community facility is the only option with any chance of meeting the City’s goal of making the facility self-supporting thereby freeing funds for other priorities. Unfortunately the City may choose to sell the JML Arena for demolition and redevelopment of the land. However, we hope that the City would first consider investing in a long term community recreation needs assessment and an engineering study to determine whether or not the JML Arena should be given a second life as a multi-use facility that would serve all its citizens, young and old, for many years to come.

ROCKLAND | Les élèves des écoles secondaires francophones de la région auront désormais une nouvelle vitrine pour déployer leurs talents grâce au nouveau méga spectacle «Élève ton talent». Il s’agit d’un spectacle de variétés qui sera présenté le 24 avril 2014 devant environ 2000 personnes à l’Aréna de Clarence- Rockland. Lemusicien, chanteur et animateur Michel Bénac, du tellement important, a confié Michel Benac. Ça va être le feu sacré pour ces jeunes-là. Ils vont embarquer et ça va possiblement déterminer les prochaines Véronique DiCaire, les prochains artistes qui vont nous représenter dans l’avenir.» Le projet s’appuie sur un partenariat entre le Conseil des écoles publiques de l’Est de l’Ontario (CEPEO) et le Conseil scolaire de district catholique de l’Est ontarien (CSDCEO), l’Académie canadienne et internationale de hockey, la Fédération de la jeunesse francophone (FESFO) et groupe Swing, sera d’ailleurs le parrain de cette première édition. «Ce spectacle-là est

«Les gens sont toujours très généreux à Wendover», lance Gilbert Harrigan, grand Chevalier. Celui-ci commentait le dénouement de la 27e édition de la guignolée des Chevaliers de Colomb de Wendover, tenue samedi dernier (7 décembre). Au total, un montant de 2700 dollars a été amassé. Ajoutez à cela de nombreuses boîtes de denrées. Plus d’une trentaine de bénévoles ont fait du porte-à-porte. Des paniers de Noël seront distribués le 21 décembre prochain à plusieurs familles. «Malheureusement, alors que la communauté deWendover grandit, les familles dans le besoin augmentent aussi», a ajouté M. Harrigan.

CLARENCE-ROCKLAND | Un nouveau calendrier soulève un vif intérêt dernièrement à Clarence-Rockland. C’est dans le but d’amasser des fonds pour le Centre d’aide de Rockland et la banque alimentaire de Bourget que Joanne Mackell a eu l’idée de créer cette première édition du calendrier mettant en vedette des pompiers du service d’incendie de Clarence-Rockland. «Je ne m’attendais vraiment pas à une telle popularité», a confié la conceptrice du calendrier en rian. Joanne Mackell souhaite revenir l’an prochain avec une deuxième édition du calendrier. «Avec le succès qu’on a connu en peu de temps, je crois bien refaire le calendrier l’an prochain, mais cette fois avec un peu plus de temps de préparation», a-t-elle confié. De fait, le calendrier a été réalisé en trois semaines seulement. L’objectif était de venir en aide à des œuvres caritatives. «Le temps des Fêtes arrivait et on voulait aider ceux dans le besoin tout simplement. Souvent, on ne réalise pas à quel point nous sommes chanceux des fois et il faut partager notre bonheur». Au total, 200 copies ont été imprimées et s’envolent rapidement. En date du 9 décembre, 75 calendriers étaient encore disponibles. D’autres seront imprimés selon la demande. Des copies sont actuellement disponibles dans l’édifice à droite de la caserne de pompiers de Rockland de même qu’au magasin Giant Tiger de Rockland. Seul l’argent comptant est acceptée. L’an prochain, la conceptrice du calendrier espère doubler et peut-être tripler le nombre de calendriers. «Avec plus de temps, je pourrai joindre les commerces qui pourront vendre des copies». «Je ne m’attendais vraiment pas à une telle popularité» - Joanne Mackell

Lalonde were scheduled Dec. 4 for their second provincial court appearance in L’Orignal on breach of trust charges. Lalonde is also charged with counselling to commit breach of trust. The case is now adjourned to the Febru- ary 4, 2014 session for a judicial pre-trial hearing. The charges against the four resulted from an OPP investigation of a series of emails exchanged between them follow- ing the 2010 civic election. The content of most of the emails concerned ways to force the resignation of Daniel Gatien, the city ad- ministrator at the time. Gatien had a defa- mation suit in place against Lalonde, who was a former business partner of Guibord. Pre-trial hearing set for mayor and councillors The 21-foot vessel was left at the munici- pal wharf on John Street in Hawkesbury and has sat moored there for more than a month. Internet luring The OPP Child Sexual Exploitation Unit has charged a 16-year-old youth in Russell County in an Internet luring case. The charge resulted from a complaint from staff at one of the high schools in the county about a suspected Internet luring attempt. The OPP special unit assisted local police in the investigation. On Dec. 4 police seized two computer devices for cyber forensic analysis and ar- rested a 16-year-old male and charged him under the Criminal Code with one count of sending sexually explicit material over the Internet and one count of exposure. The accused was released from custody with an order to attend provincial court in L’Orignal Jan. 8. No further details have been released. The investigation continues. Motel burglary Police were called to the ChamplainMotel on Nov. 28, after 2 a.m., on a burglary call. The motel is located in Plantagenet, in- side the village a short distance from the County Road 17 turnoff. Sometime between 10 p.m. and 1 a.m. on that Thursday someone broke into the mo- tel basement and stole the contents of the safe. Someone may have some “hot” Christmas trees for a quick cold cash sale. The police would like a chat with that person. OPP Const. Mario Gratton has a regu- lar Grinch-stealing-Christmas case on his hands with the theft of 150 Christmas trees from a local tree farm. The Yuletide thievery occurred sometime during the Dec. 1 weekend. Police received a call from the Pépinière Ridge Road tree farm in The Nation municipality on Dec. 1. Someone gained access to the tree farm overnight either Saturday or Sunday and left with 150 trees dedicated for the Christ- mas season. Once inside the burglar then used the same tools to punch out another two-foot hole in one of the interior walls to get into the main office where the safe was located. The burglar pried open the safe and all cash register tills that were locked and then left the building with more than $1000. Police are asking for help from anyone who either knows about the break-in or may have been in the area of the restaurant at the time and seen anything that might help police close the case file. Hardworking burglar A determined thief did it the hard way breaking into the St-Hubert Restaurant in the Rockland Plaza over the Dec. 7 week- end. Early Saturday morning police received a call about an overnight break-in at the res- taurant. The building had a large hole in the wall at its southeast corner. Police report states that sometime around midnight or soon afterwards someone used
