EXECUTIVE SUMMARY

Coventry University is a dynamic, modern university with a proud tradition as a provider of high quality education and a focus on applied research. The University ranked 13th in the Guardian University Guide 2019 and was voted University of the Year for Student Experience in The Times and Sunday Times Good University Guide 2019. We are continuing the evolution of the Univer- sity Group and as we look to build on our po- sition of strength we aim to continue to create state-of-the-art campuses for our students, staff and visitors. Our Strategy to 2021 will enhance our position as a leading provider of innovative education and impactful research both nationally and internationally, reinforced by the fact that we were awarded the Gold rating and ranked 2nd in the UK for Teaching Excellence in the Teaching Excellence Framework (2017). A very high quality of estate provision is a key enabler to this.

We have invested £500m in the estate in the last 9 years including the addition of a ground-breaking £55m Engineering and Computing Building, an award-winning £35m Student Hub as well as the new £64m Science & Health Building which was opened in 2018 by the Duke and Duchess of Cambridge. To deliver the vision of the Corporate Strategy we have ambitious future Estate Development plans with several key projects underway including a second building for the Engineering and Computing Faculty, the redevelopment of the Faculty of Art and Humanities Building and a new home for our CU Coventry subsidiary. In addition we are moving ahead with the masterplanning and redevelopment of the 4.3 acre City Council Civic Centre site to create a truly world class headquarters which will give the University a real focal point for students, local people and visitors.

In recognition of the size of the University’s capital programme the Deputy Director Estate Development takes an influential role as the lead driver for the delivery of the major and high-profile projects that emanate from the University Group Corporate Strategy. Reporting to the Group Director of Estate Development, the post holder will lead teams in the provision of professional construction, project management and building engineering services for major projects across the University Group. We are seeking an individual with a proven track record of leading a large-scale estate development projects up to and in excess of £50m in value from inception to completion in a client side or client advisory role. You will have strong leadership and management skills, and the practical skills and industry experience to lead major estate development projects confidently in a large, complex organisation.

THE ESTATE

We are continuing the evolution of the University Group and as we look to build on our position of strength we aim to continue to create state-of-the-art campuses for our students, staff and visitors. We have invested over £500m in the estate in the last 8 years including the addition of a ground-breaking £55m Engineering and Computing Building, an award-winning £35m Student Hub that opened in 2011 as well as the new £64m Alison Gingell Building for Health and Science which was opened in January 2018 by the Duke and Duchess of Cambridge and includes Europe’s largest super lab. Additional projects recently completed include Cycle works, a £27m new student accommodation development and the National Transport Design Centre, a multi-party facility bringing together industry, start-ups and academics in a new £7m centre. We have ambitious future plans with several key projects either underway or in development stage, including: • A £50m refurbishment and new build to give a new building for the Faculty of Art and Humanities. • Two student accommodation projects to deliver approximately 1500 new bedspaces. • The Beatrice Shilling Building, second building for Faculty of Engineering, Environment and Computing to follow the ECB. Value£27m. • The development of the Centre for Advanced Low Carbon Propulsion Systems – a new engine and drive train testing facility – in conjunction with a world leading research company. • A new home of CU College, the £18m refurbishment and fit-out of an existing building. • The redevelopment of the former City Council Civic Centre site to provide 15,000m2 of space in the first phase. • A £6m investment in the public realm around the Coventry campus. • A programme of £10m of projects to dramatically improve catering and student experience in three existing locations on campus. • A £10m programme of replacing existing energy centres. • Further investment in additional space for Coventry University London.

The University and the city of Coventry itself has a lot to look forward to over the next decade. As far as ‘town and gown’ relationships go, the University and the city council enjoy a hugely positive rapport which has paved the way for the University to transform the city’s skyline and make an enormous contribution to its economy over the years. It was announced in 2015, a deal with the council, Coventry University will be investing a further £125 million into new buildings in what will be the largest and most significant development in its history. The project still in early design stages, will house a new headquarters, new international student centre and new business incubation unit are all part of the plan, and will all have a role to play in the University’s ambition to be truly world class in everything that it does. OTHER LOCATIONS Coventry University has a wide-ranging and innovative portfolio. Having successfully launched its London campus in 2010 – which is now thriving with around 1,000 students – and Coventry University College in 2011, the University has extended its geographical reach further launching Coventry University Scarborough Campus in September 2015 and Coventry University Dagenham in 2015. Bringing a new era in higher education to the region, its focus is on making it more accessible, flexible and affordable to meet the lifestyle and career aspirations of modern learners. True to Coventry University’s longstanding reputation for having strong links with industry, it has collaborated with the Unipart Manufacturing Group a ‘faculty on the factory floor’ which was created in response to increasing demand from students to have industry experience and employability embedded in their course. Deputy Director Estate Development

The post will contribute to and support Estates in the key areas of: • Strategic and operational development, planning and implementation at University and Estates levels • The development of the University estate • People management and human resource planning • Financial and resources management • Performance measurement and continuous improvement • Effective partnerships within Estates, the University and with external stakeholders. JOB DESCRIPTION Purpose Reporting to the Group Director of Estate Development, the post holder will provide professional construction, project management and building engineering services for major projects to the University Group delivering individual elements of the Corporate Plan and Estate Strategy in order to implement the strategic aims of the University and see the successful delivery of the capital spend currently in excess of £430m. The post holder will take responsibility for leadership and delivery of the large scale (typically £20m+) and high profile projects emanating from the University’s capital programme as well as managing smaller projects from time to time.

Ref No: REQ003920 ESTATES DEVELOPMENT In recognition of the size of the University’s capital programme this important post is a lead driver for the delivery of major projects. The post sits alongside the existing Deputy Director Estate Development and reports to the Group Director of Estate Development. To deliver the vision of the Corporate Plan and the Estate Masterplan it is expected that the spend on projects over the next five years will be significant; building on the major redevelopment programme currently underway. In addition to the University’s direct spend; the post holder will be actively involved in projects which are being delivered for the university by developers using lease or other arrangements. To successfully deliver this programme and to be able to provide strong management reporting will require that the existing methods of management and delivery be continually reviewed and strengthened in line industry best practice to ensure a best in class delivery. The holder of this post will be expected to take the lead on this. The post holder will deliver the core values of the service to explicitly enhance: • Customer satisfaction; • High quality design standards and buildings operations;

• High quality facilities maintenance and services; • Safety and security of students, staff and property; • Environmental protection and sustainability; • SMART systems both for Estates and the wider campus.

1. Lead the delivery of the University’s capital programme to provide developments matched to the needs of the university and its stakeholders and that are completed within the agreed budgets and timescales. This will include delivery for all of the University’s subsidiary companies. 2. Continually develop, lead and implement our project delivery model to be used on all projects ensuring that projects are reviewed at appropriate gateways. This process will ensure that the projects adhere to common standards and principles appropriate to scale and that the delivered project fully meets the agreed objectives and project brief. 3. Working with the Group Director of Estate Development to take leadership of estates strategy development and estate masterplanning. Leading on the early strategic planning of major projects including elements such as business case development, masterplanning, feasibility and option appraisal and strategic brief development. 4. Leadership and management of in-house Estate Development team members including Senior Project Manager, Project Managers, Assistant Project Managers and Building Services Engineers. 5. Work closely with the Cost and Programme Manager,with the development and implementation of a robust management information system to ensure that project finances and programmes are actively monitored and reported. This process should be integrated with Agresso the finance system and Planon the estates system both of which have been newly installed. 6. Foster a culture of minimising change during project delivery and ensure that change control is operated and actively managed on all projects. 7. Be accountable for the successful delivery of the major projects from inception to completion. MAIN DUTIES & RESPONSIBILITIES

8. Have oversight of all financial and programme aspects of project/ programme delivery – budgeting, forecasting, cost control and monthly reporting. 9. With support from Procurement, lead the strategy for the procurement of consultants and contractors for all activities at both strategic and project levels. Ensure that appropriate contractual appointments are in place and ensure compliance with EU and University procurement regulations. 10. Effectively manage all consultants, contractors and suppliers ensuring that they carry out all of the duties that they have been contracted to provide. 11. In conjunction with Estates BIM Manager ensure that all projects are designed in a BIM level 2 environment and that the final Operation and Main- tenace Documention is coordinated with this. Work with the BIM Manager and Assistant Director Operations and Maintenance to develop and implement the required protocols. 12. In conjunction with Estates Softlandings Championensure the development and implementation of a full BSIRIA softlandings approach with post project evaluation. Ensure that the handover of projects to the users and Operations and Maintenance is carefully planned and fully meets their requirements. 13. For major programmes/project carry out the role of Programme/Project lead and be fully responsible for delivery of successful delivery. 14. With support from team members and consultants identify and then lead the development and implementation of standard specification and contact documents appropriate to the major projects. 15.Ensure that the highest levels of safety and risk management are embedded in projects.

16. Ensure that project activity fully complies with all statutory and regulatory requirements. 17. In conjunction with the Group Director Estate Development complete the design and then implement a customer satisfaction regime to ensure that the responses of customers are gathered and then action taken to improve delivery based on the feedback. Ensure in-house and consultant teams deliver projects with a customer satisfaction ethos. 18. Deputising for the Group Director of Estate Development as required and therefore taking responsibility for reporting and presenting to the University Leadership Team, developing and maintaining relationships with external partners and representing the University as the Lead Officer for Estates Development as required. 19. Develop strong relationships with key internal and external stakeholders in particular statutory authorities. 20. Ensure that at the completion of each project that a post completion review is carried out on the performance of consultants and contractors and that this is feedback to them. 21. In conjunction with the existing Deputy Director Estate Development and in line with our Corporate Performance system identify appropriate performance and personal development objectives that can be used to monitor the performance of the team. 22. Work collaboratively with senior management across the Estates Team to ensure their reasonable needs are incorporated into project briefs and then delivered. 23. Prepare high quality, commercially focused Option Appraisals and make recommendations. 24. Ensure records are created and maintained to satisfy the audit requirements of both the University and external stakeholders to schemes. 25. Assess the resources required for projects and allocate them appropriately including the use of both internal officers and external consultants as required. 26. Review the current consultant frameworks before expiry and provide recommendations on the implementation of future frameworks.

27. Contractual negotiations with contractors, consultants and other external suppliers, agreeing service requirements, fee levels and payments. 28. Provide consultancy support to managers throughout the University regarding general property and construction issues and, in particular, the management and implementation of construction projects. 29. Work closely with Estates Space Manager to ensure that projects make the best use of space and achieve the occupants’ needs. 30. To develop and instil an ethos of Customer Excellence, continual improvement and efficiency within the all Estate Development activities. AND such other duties as are within the scope and spirit of the job purpose, the title of the post and its grading. A proven record in the management of the delivery of large and complex new buildings from inception to completion and handover. Demonstrable financial management experience, with a track re- cord of managing capital budgets in excess of £20m per project. A demonstrable ability to manage multiple projects and pro- grammes at the same time with successful outcomes. Experience and ability to plan and allocate resources in the deliv- ery of a programme of projects. Experience of leading the embryonic stages of projects including elements such as business case development, feasibility and option appraisal, strategic brief development and concept design. A thorough and up to date knowledge of current construction trends and legislation. A depth of knowledge of BIM and Softlandings to be able to en- sure that it is successfully implemented at the university. A demonstrable thorough understanding and preferably by expe- rience the delivery of major ‘turnkey’ projects. Experience across a broad set of building types and in addition to new build refurbishment projects. A track record of working confidently with lawyers to ensure that all contracts, warranties, agreements etc. are suitable for the university’s needs and have no adverse conditions. A good understanding of EU procurement law and to be able to work with a Procurement team to ensure compliance. Experience in different forms of procurement and construction and consultant contracts. Substantial experience in reviewing options for procurement of the services of consultants and contractors and making reasoned recommendations. Significant experience in reviewing and managing risk and imple- menting systems to ensure its reduction. An ability to work with people from all levels within an organi- sation and to be able to identify and work effectively with key stakeholders. A proven ability to work with senior management teams, write and deliver clear reports and provide considered solutions to problems and challenges.
