projects, including designing and building a new picnic shelter at another site within the park area. The review would also have recommendations for financing new park projects, including possible partnerships between the municipality and local commu- nity groups and service clubs. The tennis courts continue to be a popular feature of the park but the playing surface needs rebuilding. Scott’s report noted the rock base below the court pavement is not good and the clay subsoil is part of the rea- son for the pavement heaving and cracking. She recommended rebuilding the west court surface next spring, along with new fencing and other features. The east court surface cannot be repaired because of the subsurface ground condition. The new, smaller tennis court area would be suitable for both tennis and pickleball and cost one third the price of trying to redo the surface of the original double-court setup. Council approved Scott’s recommenda- tions for decommissioning the old picnic shelter and for rehabilitating the tennis court. The 2021 municipal budget discussion will include funds for the tennis court work and also money to cover tent rentals for com- munity activities in the park next year that would have used the picnic shelter. Council also approved doing a review next year of the needs for Jean-Paul Charlebois Park and for the parks and recreation depart- ment to work with a local committee on project priorities for the park and fundraising for those projects.
A new look for some areas of the neigh- bourhood park in Saint-Bernardin is in the future and residents will have a chance to make suggestions. The paving for the tennis courts at Jean-Paul Charlebois Park in St-Bernardin is cracked with weeds and grass growing tall and undisturbed because nobody has played games there all year thanks to the COVID-19 pandemic. The park hasn’t had many people there for a while either because of the pandemic though now it is open again to residents so long as they follow pandemic public health protocols. Future plans for the popular commu- nity park were part of a recent report from Recreation Director Carol Ann Scott to The /BUJPODPVODJM5IFNBJOJUFNTJOUIFSFQPSU were the tennis courts and the picnic shelter. The picnic shelter has begun to show its age. In 2017 the department got a quote of $20,000 for the cost to repair the shelter and with inflation now, the cost could be more than $25,000. Scott noted that the shelter has seen occasional use over the past few years “but its location is not ideal.” She recommended that the shelter be demolished and the muni- cipality do a review next year of the entire layout and design of the community park, with input from residents and user groups. The aim of the review would be developing a priority list for future park development

Six paramedics from the Prescott-Russell Ambulance Service will now help out at the Eastern Ontario Health Unit’s (EOHU) COVID-19 assessment centres. The EOHU and the ambulance service have a three- month agreement on the duty transfer. – Gregg Chamberlain DROUGHT REPORT UPDATE The South Nation Conservation Authority (SNC) has ended its Level 1 minor low water condition status for the Lower South Nation River watershed region. This includes the Bear Brook and Castor River subwatersheds in Russell County. The Upper South Nation River watershed region had its lower water status reduced from Level 2 to Level 1. Recent rain throughout Eastern Ontario helped ease local drought conditions. – Gregg Chamberlain PR TRAIL DEAL The United Counties of Prescott-Russell (UCPR) and VIA Rail may soon have a new agreement that will maintain the Prescott-Russell Recreation Trail. UCPR council during the in-camera portion of its September 9 committee of the whole session reviewed a proposal for a two-year extension of the agreement with VIA regarding the former VIA Rail railway route that serves now as the PR Trail. VIA Rail would pay the UCPR $40,000 a year during the two-year agreement extension for trail maintenance. Si votre enfant est en isolement à la maison, il peut bénéficier d’un soutien pédagogique à distance. Parlez-en aux personnes-ressources de son école.
On agit avec précaution à l’école et au service de garde Si votre enfant présente des symptômes, on vous demandera de venir le chercher dans les plus brefs délais. Vous devrez composer le 1 877 644-4545 et suivre les directives qui vous seront données. Si un enfant dans un groupe reçoit un diagnostic positif à un test de COVID-19, les parents et le personnel seront informés. Les personnes considérées comme étant à risque modéré ou élevé par les autorités de santé publique seront contactées, retirées du milieu et testées. Si la fermeture d’un groupe ou d’un établissement est jugée nécessaire par les responsables régionaux de santé publique, les parents et le personnel seront informés rapidement.

A Québec-based development com- pany still wants to turn the former École Christ-Roi land into a high-end seniors retirement condo but it needs ownership of the land first. The development company had ne- gotiated a deal with the municipality for purchase of the former Catholic school site with the goal of creating a high-end TFOJPSTSFUJSFNFOUDPOEPQSPKFDU#VUUIF company failed to meet the July deadline condition for providing proof of financing for the project.

The new agreement reverses the two-tier wage system the company had for employees at the plant and provides for pay increases for many of the workers that will range from $3 to $7 more per hour by the end of the four-year term of the contract. All workers will also get a two-per-cent annual wage increase over the term of the deal. “This contract provides well-deserved improvements,” stated Marty Warren, USW Ontario director, “recognizing the fact that the employees are, first and foremost, the people who contribute the most to the company’s success.” The USW and the company both agreed to negotiate a new contract “well in advance” of the January 2021 expiry date for the current contract. The new contract takes effect from February 1, 2021, to January 31, 2025. Reversal of the two-tier wage system was one of the main issues during discussions between the two sides. Under the system, the newer hires were on a lower pay scale compared to other workers. The company indicated it will be hiring new workers in the near future. Other features of the new agreement include benefits like introduction of a pre- scription drug care with “a significant in- crease in coverage” for employees and their dependents, and dental plan enhancements. Montebello Packaging makes aluminum, laminate, and plastic packaging for phar- maceuticals, personal care, cosmetics, household industrial, and food products.

Workers at the Montebello Packaging plant in Hawkesbury have a new contract. The United Steelworkers Canada Local 6565 (USW) voted to ratify a new four-year agreement with Montebello Packaging in Hawkesbury. The USW issued a news release September 14 announcing the deal.

Every year, fall in Québec is marked by a change from lazy summer days to a new routine. This year, we all need to stay alert to protect our kids while letting them attend school and educational childcare services. Working together, we can give them the chance to succeed! It’s important to follow the health and safety guidelines • Keep a distance of 2 metres between adults and children. • Wear a face covering when taking public transit and when indoors in closed spaces. • Wash hands often. • Follow the guidelines provided for educational childcare services and for schools, including school daycares.

If in doubt, stay home
Be careful at school, in daycare and in educational childcare services If your child shows symptoms, you will be asked to come and pick them up immediately. Call 1 877 644-4545 and follow the guidelines that will be provided. Parents and staff will be informed if a child that is part of the same class group tests positive for COVID-19. Anyone determined by the public health authorities to be at moderate or high risk will be contacted, removed from the school, daycare or childcare service, and tested. Parents and staff will be quickly notified if regional public health authorities deem it necessary to close down a facility or group.
Safely restarting activities
Any child showing symptoms should remain at home and limit contact with others. If the symptoms persist for more than 24 hours, use the Self-Assessment Tool or call 1 877 644-4545 to find out what to do. Your child should not go to school if: • Your local public health authority has told you to self-isolate. • There is a risk of the child being infected or if you believe they may have been in contact with someone who has COVID-19. • You are self-isolating for 14 days after travelling outside Canada. Children who are self-isolating at home may still be able to access distance learning support. Contact the staff at your child’s school for more information.
Even when it is possible to resume activities, you must follow all of the relevant public health guidelines, including those provided by a health professional. Never end an isolation period early.

The pandemic wrecked a lot of plans this year for non-profit groups in Champlain Township who operate local tourist at- tractions or provide special community services. Township council members listened with sympathy during their September 10 teleconference session to a report from administration on the number of non-profit groups and community service groups who received community aid grants as part of this year’s municipal budget and then had their operation plans suspended because of COVID-19. The 2020 budget included $26,464 in community grant allocations among 16 non- profit groups. For many of the groups, their planned activities were either cancelled or restricted because of the pandemic so they either spent none or very little of their grant. The report also noted that for several of the non-profit groups, the community grant proved the sole source of revenue they had for the season because their other fundrais- ing activities were either cancelled or very limited because of the pandemic. The township asked for a report from all the non-profits on the status of their projects and programs for 2020, whether or not they were able to use any or none of their grant, and what they wanted to do with their grant. Le Canton est présentement à la recherche d’une personne dynamique, motivée, professionnelle et expérimentée pour combler le poste de Spécialiste en communications. Le/la candidat(e) retenu(e) relèvera de l’urbaniste sénior, et devra assumer les fonctions et responsabilités suivantes : • Préparer, réviser et développer le matériel de communications de base pour le Canton de Champlain. Cela comprend les communiqués de presse, les avis communautaires, les communiqués du conseil, le soutien aux projets spéciaux, les brochures promotionnelles et les enseignes. • Gérer l’image de marque du canton de Champlain sur les plateformes médias, notamment le site Web du canton. Cela comprend la prise et la gestion des demandes de renseignements reçues par voie électronique. • Développer et traduire du matériel de communication de base en français et en anglais. • Développer du matériel pour promouvoir les investissements industriels et commerciaux dans la région en mettant un accent particulier sur la promotion du tourisme local. • Travailler en collaboration avec l’administration de la municipalité, les organisations communautaires et les organisations partenaires pour mettre en œuvre des campagnes de promotion ciblées basées sur l’orientation des plans stratégiques (actuellement en cours d’élaboration) et les priorités du conseil municipal. Qualifications • Diplôme universitaire en communications, relations publiques, journalisme ou autre discipline semblable. Une combinaison équivalente d’études et d’expérience peut également être envisagée. • Cinq (5) ans ou plus d’expérience en communications ou dans un domaine connexe. La préférence sera accordée aux candidat(e)s ayant une expérience préalable dans un bureau de communications municipal, à but non lucratif et / ou gouvernemental. • Compétences exceptionnelles en communications, gestion de projet et relecture dans les deux langues officielles.
