Keele was the first new post-war UK university of the 20th Century and exemplified the innovation and idealism of the post-war generations, offering bold alternative visions for Higher Education. The University College of North Staffordshire was founded in 1949 and received its Royal Charter as the University of Keele in 1962. There was a deliberate aim to break away from the pattern of the specialised honours degree, avoiding as far as possible the divisions between different branches of study. Whilst there have been changes, the coherence of Keele’s academic vision remains, with continued emphasis on academic breadth through a wide range of elective modules and interdisciplinary degrees, as well as continuing to offer many integrated and combined degree programmes. The most recent REF classified 97% of the University’s research as world-leading or of international importance. The innovations and discoveries of Keele academics are key contributors to wider social and global issues, and it is important to Keele that our educational delivery is research-led.

The campus offers a wide range of co-curricular activities which are an important part of our broad degree offering, which extends far beyond the boundaries of the classroom. With 10,000 students and 2,000 staff living and working on the Keele campus, we are the size of a small town. We have a strong postgraduate community, and have a clear strategy to grow both postgraduate taught and research student numbers. Our postgraduate research numbers have grown significantly over the last 5 years.

Nestled in 600 acres of countryside in the heart of the UK, many of our students and a number of our staff live, as well as study and work here: boasting a big campus but a small and cosmopolitan community.

School/Ri/Directorate: Estates & Development Directorate Responsible to: Associate Director (Strategy & Capital Projects) Responsible for: Estates Planning & Compliance team Grade: Grade: 9 Incremental Scale: Yes Starting Salary: £50,618 to £58,655 Hours: Full time

Role Summary:

To lead the planning, compliance and reporting functions within the Estates and Development Directorate. To collaborate with all the Heads of Sections in the Directorate as well as provide support to the Director, Associate Director and Deputy Directors of Estates in the management, co-ordination, production and regular review of key corporate, strategic and statutory compliance related policies, processes and procedures with specific relevance to the University estate and the services delivered by the Directorate as a whole.

Main Duties and Responsibilities: Work Processes and results

Strategic Management • To contribute to the formulation of the Estates Strategy.

• To contribute to the development of a 5 year Estate Strategy underpinning the Universities Strategic Plan and expenditure planning. • To deliver the Space Planning process to ensure efficient and appropriate use and development of Space to support the Strategic Plan. Compliance & Planning • Collate, analyse and submit management information in relation to the annual Estates Management Return (EMR). Work with the management team to identify areas of improvement and develop and implement improvement plans. • Co-ordinate the production of the Estate Strategy document as required by HEFCE in conjunction with the Heads, Associate & Deputy Directors and Director. • Ensure accurate space records, including audits of space use and functional suitability for estates management statistics and TRAC are maintained. • Review, develop and update the Directorate’s risk register and Estates’ elements of the corporate University Risk Register in conjunction with the Heads, Associate & Deputy Directors and Director. • Manage & liaise with the Heads, Associate & Deputy Directors and Director on the development, production and monitoring of the 5 year and annual budget and backlog maintenance plans and produce management reports. • Lead, liaising with colleagues, the generation and submission of regular returns both within and outside of the University, including Risk Register Update, Project Reporting and HEFCE/HESA Returns. • Lead on and manage key projects to support the delivery of Directorate initiatives, working principally with Heads of Service and Deputy and Associate Directors • Develop and manage the Directorate’s Asset and Works Management systems ensuring compliance with corporate guidelines and liaison with any internal/external audits and sampling for verification of assets. • Develop and manage a document management system for the Directorate, ensuring critical information is accessible to senior management. • Lead the design, implementation and review of a planning, compliance and reporting framework to support key strategic, operational and governance processes and to ensure efficient co-ordination and reporting. • Lead internal and external audits processes, ensuring the Directorate is well positioned to prepare and respond effectively and implement any resulting action plan. • Take on the role of the Directorate’s Induction Champion, to ensure there is a process in place for all new starters to be inducted in line with corporate and directorate guidelines.

• Manage and co-ordinate responses for Freedom of Information requests and Data Protection issues in liaison with the University’s Information Governance Manager. • Lead on the development of Business Continuity processes and systems for the Estates and Development Directorate, regularly reviewing and updating the processes as appropriate. • Collaborate with respective Heads and their team in the regular review of all Directorate policies, local rules and operating procedures. • Liaise with other Heads to develop and continuously improve systems with specific relevance to the University estate. • Contribute to the development and implementation of the Directorate’s strategy by proposing developments that will help achieve the Directorate’s objectives. Finance • Provide support and management information to the Leadership and Senior Management Teams in budget management and variance reporting • Ensure compliance with the University’s financial regulations. • Liaise with the Leadership and Senior Management teams to co-ordinate development of the annual budget and 5 Year Plans and production of supporting documentation, including variance reports, during the budget setting process. • Liaise with the Associate Director (Strategy & Capital projects) and Senior Management Team and manage the production of the 5 year and annual backlog maintenance budget. Team Work • Work closely with the respective Heads of Service to develop efficient business processes that support them to deliver in their areas of responsibility. • Take a lead role as part of the Estates and Development (E&D) Directorate Senior Management Team. • Work collaboratively as a member of the strategy and capital projects team, contributing to the development and delivery of the associated work streams.

Communication / Documentation • Communicate effectively across a wide range of audiences. • Liaise, establish and maintain positive links with external agencies and providers.

Supervision / Staffing. • Lead, manage and develop the Planning & Compliance Team.

To oversee initiatives generated from the Keele Hub for sustainability projects. • Manage the Directorate’s Space Manager; oversee the management upkeep and annual review of the Universities Space Audit and ensure the University optimises the use of all space. • To provide Space Management information reports to sector bodies and professional services. • Manage the Directorate’s CAFM/CAD/BIM Technician; oversee the management upkeep and implementation of a new Computer Aided Facilities Management (CAFM) asset database and Building Information Modelling (BIM) systems. • Liaise with the Head of Occupational Health & Safety with regards to fire risk assessments and any action plans that arise. • Lead on the Review & investigation of Accidents & Near Misses and provide appropriate action plans. • Lead the development, review and updating of Equality Impact Assessments (EIA) for all related projects and policies. • A strong commitment to the principles and practice of equality and diversity • Thorough understanding and application of the Dignity and Respect Framework • Take reasonable care of the Health and Safety of yourself and that of any other person who may be affected by your acts or omissions at work. • Co-operate with Keele University in ensuring as far as is necessary, that Statutory Requirements, Codes of Practice, University Policies and School/Departmental health and safety arrangements are complied with.
