Four people died due to COVID-19 at the Prescott and Russell Residence on the weekend, bringing the total to five since an outbreak began two weeks ago. Public interest appears high about what may or may not go into next year’s bud- get for the City of Clarence-Rockland. City administration posted an information brief on the municipal website and on its Facebook page following public feedback after the 2021 budget draft report was tabled during the October 19 committee of the whole session of council. “The City of Clarence-Rockland is aware that the tabling of the draft budget prompted several comments from citizens and would like to clarify the budget process,” the brief TUBUFTi8FXPVMEBMTPMJLFUPQPJOUPVUUIBU we are proud of the citizens’ interest in their municipality’s budget.” 2021 budget process In September council gave city administra- tion a directive to limit any tax increase for the 2021 budget a two-per cent maximum. The draft budget report presented during the October 19 committee of the whole session projected a potential 3.99 per cent tax increase. That would apply if all the capital works and operations costs included in the draft budget were approved. The budget review process begins now with council and municipal staff meeting EVSJOHUIF/PWFNCFS BOECVEHFUEJT - cussion sessions, from 6 to 9 p.m. Council and staff will decide priorities for capital works and also where cuts can be made to existing and proposed operation services and programs. Le service PR Transpo est une nouvelle fois victime de la COVID-19. Carole Lavigne, directrice du dévelop- pement économique et touristique des Comtés unis de Prescott et Russell (CUPR), a confirmé mercredi, lors d’une entrevue téléphonique, que le service régional de transport en commun est de nouveau sus- pendu en raison de la diminution du nombre d’usagers attribuable à la pandémie. «La COVID-19 ne nous a pas aidés», a déclaré Mme Lavigne. Son bureau a reçu des appels de plusieurs maisons de retraite et établissements de soins de longue durée pour personnes âgées demandant qu’ils soient retirés de l’horaire des lignes de PR Transpo. La résurgence de COVID-19 dans la région a incité nombre de ces établisse- ments à encourager leurs résidents à rester chez eux plutôt que de sortir et d’augmenter leur risque d’exposition au virus. Lorsque la pandémie a commencé au printemps, au début de l’année, le service de transport régional a été fermé dans le cadre des décrets du gouvernement pro- vincial contre les déplacements inutiles. À l’époque, PR Transpo était en service depuis octobre 2019 dans le cadre d’un projet pilote visant à déterminer l’intérêt d’un service de transport en commun pour la région. Le service a repris il y a sept semaines, en septembre. Mme Lavigne et son personnel

examineront les paramètres d’exploitation du projet afin de déterminer les change- ments possibles qui encourageraient une plus grande fréquentation lorsque le service reprendra à une date ultérieure. «Nous devons voir comment nous pou- vons rendre le service plus approprié à la population, a-t-elle déclaré. Quand vous commencez un projet comme celui-ci, vous devez le vérifier et l’examiner, vous devez le tester pour voir la réaction.» PR Transpo est à nouveau victime de COVID-19. Cheyenne Craig-Furlotte, 41 ans, du Canton d’Alfred - Plantagenet, a été accu- sée de trafic et de possession de drogue à l’issue d’une enquête menée mardi par la Police provinciale de l’Ontario (PPO). La police a déclaré que les agents ont arrêté un véhicule le long de la route de comté 17, dans lequel de la drogue a été découverte. L’unité communautaire de lutte contre la criminalité de rue de la région est de la PPO et l’équipe d’intervention d’urgence a ensuite exécuté un mandat de perquisition dans un appartement situé le long de la même route. La PPO a déclaré que près de 350 pilules de méthamphétamine suspectes, plus de 100 grammes de cannabis illicite, et des articles et équipements associés au trafic de drogue ont été trouvés lors de la perquisition de la résidence et du véhicule. Criminal record checks have been trans- ferred back to detachments while the Ontario Provincial Police (OPP) sets up a new online system in the wake of heavy demand. The OPP stopped accepting online appli- cations on Friday afternoon. High demand for background checks had pushed the process- ing time out to between four and six weeks. From Monday, October 5, anyone who had not already submitted a request online was required to book an appointment with their local detachment. In a statement, the OPP said this detachment system would be in place temporarily until “an enhanced online central intake and payment model” was set up. In a statement, the OPP said only the exact cost of the check-in cash would be accepted. A criminal record check for employment purposes is $41 and checks for volunteer purposes are free. Duplicate copies cost $11, while an additional $90 was required for fingerprints. “The OPP understands the change in process may cause inconvenience. However , it is confident that new measures taken to improve processing times will lead to shorter wait times for the public.” “Third party vendors may be able to offer a reduced timeline. Please speak to your employer/agency to ascertain if this option would be acceptable, noting there is a cost for this service.”

As the first snow of the season hits the region, police have reminded motorists to be careful in wintry conditions. Brief snow showers hit the region on an otherwise rainy Monday morning. The rest of the week was expected to be relatively clear and snow-free, but the Ontario Provincial Police (OPP) have asked drivers to prepare for the colder weather ahead. Speed, visibility, and following distances were key to staying safe as the temperature dropped. In a statement, the OPP warned of fines for not adequately cleaning snow and ice off windows, the windshield, mirrors, and lights before taking to the road. “A buildup of snow on your vehicle and/or a foggy or iced over windshield or windows can drastically reduce your visibility and cause a traffic hazard to other motorists,”

Le taux de participation a été bon pour le premier salon virtuel de l’emploi de Prescott-Russell. «Ça s›est bien passé pour une première édition», a déclaré Carole Muise, agente de communication pour le Centre de services à l›emploi de Prescott-Russell (CSEPR). Depuis plusieurs années, le CESPR orga- nise deux salons de l’emploi pour la région, l’un à Hawkesbury et l’autre à Rockland, afin de rapprocher les employeurs et les employés potentiels. La pandémie actuelle, avec les restric- tions provinciales sur les rassemblements publics, a rendu impossible l’évènement habituel des salons de l’emploi. Le CESPR, en partenariat avec quatre autres agences de services de l’emploi de l’est de l’Ontario, a mis au point un format virtuel pour que le populaire évènement des services de l’emploi puisse continuer à se dérouler cette année. Le personnel du CESPR n’était pas cer- tain du taux de participation au premier salon de l’emploi dans le cyberespace. Mme Muise a rapporté qu’à la fin, 1440 personnes à la recherche d’un premier emploi ou cherchant à changer d’emploi se sont inscrites pour participer à l’évènement virtuel, qui a eu lieu à la mi-aout. Quarante employeurs, dont huit de la région de Prescott-Russell, ont mis en place des kiosques d’information virtuels que les

et rencontrer un représentant de l’entre- prise au cours de la troisième journée de l’évènement. Mme Muise a noté que près de 500 emplois ont été affichés comme disponibles pendant le salon virtuel de l’emploi et qu’au

moins 184 offres d’emploi ont été faites pendant l’évènement. Le CESPR et les quatre autres services de l’emploi impliqués dans l’organisation du salon virtuel de l’emploi se réuniront par téléconférence pour évaluer les résultats.
