The SIU has taken charge of the matter as part of its mandate to conduct independent investigations of incidents where police are involved, and where injury or death has occurred. The SIU mandate is to determine whether or not a criminal action has occurred, and to either exonerate police from any blame or to recommend further action. At present, the OPP Forensic Investigation Unit is examining the premises, taking pho- tographs, and gathering evidence. The SIU communications department is now dealing with any inquiries for further information on the case. Anyone with questions on the case or any information which may help with the inves- tigation by the SIU can call 416-622-2342.
A fatal fire in the Village of Alfred is now the focus of inquiry for Ontario’s Special Investigations Unit. Hawkesbury OPP officers were called out February 11, just before 11 a.m., to assist provincial court officials deal with a person in a residence on Devista Boulevard, in the Village of Alfred, in Alfred-Plantagenet Township. The OPP incident brief stated that a man inside the house refused to exit the premises. Soon after, officers observed a fire within the building. The Alfred-Plantagenet Fire Department was summoned. After the fire was extin- guished, the body of a man was found inside the house. The name of the deceased has not been released.

La fête de la Famille s’est tenue par- tout en Ontario, le lundi 17 février, et Hawkesbury n’y a pas fait exception. Au grand plaisir des enfants, parents et grands-parents. Comme au cours des dernières éditions, les festivités étaient concentrées en une journée, au Complexe sportif Robert Hartley. «On a trouvé qu’en dispersant les activités sur plusieurs journées et différents sites, on diluait aussi la participation, a expliqué Zoé Fortin, coordonnatrice des loisirs et du tourisme à la Ville de Hawkesbury. Ça marche bien comme ça, alors on change pas une formule gagnante.» L’essentiel des activités se déroulaient à l’intérieur. Dans la salle multifonctionnelle, on avait regroupé les jeux gonflables, les tables de bricolage, une station de maquil- lage et la distribution du maïs soufflé. Les mascottes de la CEPEO et des services ambulanciers de Prescott-Russell ont évi- demment volé la vedette et profité des calins des enfants. À l’étage, les gens pouvaient profiter d’un gouter gratuit, offert gracieusement par Syl- vain Landers et les Hawks de Hawkesbury, ainsi qu’Asselin Indépendant, qui a fourni 350 jus en boite.

Pour nous, les enseignants, c’est incompréhensible, parce que ces gens des conseils scolaires qui nous représentent, pour la plupart, viennent du milieu de l’éducation et on dirait qu’ils ont totalement oublié c’était quoi une salle de classe.» Lorsque la population comprend quels sont les enjeux pour les élèves, ils offrent leur appui à l’unanimité, selon les observa- tions du président syndical. «Les gens nous klaxonnaient, nous envoyaient la main, on voit qu’il y a un engouement, que les gens sont derrière nous. Il y a même plusieurs parents qui veulent savoir comment nous aider, comment nous appuyer,» a-t-il raconté son expérience en cette première journée de débrayage. La journée de grève générale qui s’an- nonce le 21 février prochain réunira pour la première fois en 23 ans les quatre syndicats et quelque 200 000 enseignants des écoles publiques ontariennes, tant anglophones que francophones. “On est tous rendu des numéros aux yeux du premier ministre de l’Ontario. Je trouve cela déplorable, puisqu’on n’est pas des numéros, on est tous des êtres humains, nos élèves sont des êtres humains,» a-t-il conclu.

Cela fait presque un mois que l’Asso- ciation des enseignants franco-ontariens (AEFO) a déclenché sa première grève de zèle partout en Ontario. Le 13 février passé, la première journée de grève générale enta- mée par les 12 000 enseignants de l’AEFO témoigne des tensions qui ne s’atténuent point. Les revendications de l’AEFO se situent tant au niveau du traitement inflexible du gouvernement que devant la stagnation des conseils scolaires. «Les conseils scolaires ne veulent pas reconnaitre que nous sommes des professionnels, donc ils veulent pouvoir nous dire quoi faire, quand le faire et que nous n’ayons rien à dire,» déplore M. François Boudrias, président du syndicat local de l’Est catholique de l’AEFO, rencontré en ligne de piquetage à L’Orignal. Les enseignants décrient, parmi d’autres, les mesures du gouvernement Ford qui les force à augmenter le ratio d’élèves par pro- fesseur, l’abolition de l’investissement de 2017 pour les élèves à besoins particuliers. Ils dénoncent aussi les mesures visant à obliger les élèves du secondaire à suivre des cours en ligne, des cours qui sont parfois offerts par du personnel non qualifié, selon une communication de l’AEFO. De plus, le gouvernement refuse de mettre par écrit que le programme de maternelle sera maintenu. «Ce que je déplore de la part du gouvernement c’est qu’il y a tellement de propagande et de fausseté qui sortent de leur bouche.» M. Boudrias cite l’exemple d’une impasse dans les négociations, lorsque les dirigeants du syndicat n’ont pas obtenu aucune date concrète de la part du gouvernement, malgré plusieurs tentatives. Selon un communiqué de presse du gouvernement quelques jours plus tard, les syndicats étaient finalement prêts à s’asseoir à la table des négociations, ce qui est entièrement faux, selon lui. «C’est totalement le contraire : ce sont eux qui ne veulent pas nous donner de date et même

Le manque d’unanimité parmi les membres des conseils scolaires provoque des délais inconcevables, à son avis. « C’est une grosse embûche qu’on ren- contre présentement, parce que de notre côté, tous nos points sont sur la table, on veut avancer, on veut que l’éducation continue comme elle est et de l’autre côté, ils veulent un changement radical, ce qui est triste, puisque le gouvernement et les conseils scolaires prennent le mauvais chemin pour l’éducation, pour l’enfant et pour l’apprentissage,» a-t-il sonné l’alarme. Le sentiment général de la part des enseignants est que les conseils scolaires trainent les pieds à la table des négociations,

Le conseil de ville de Hawkesbury aura désormais des séances plénières, tenues hors des heures régulières des réunions du conseil. Quel est le but de telles rencontres? Et quels sont leurs avantages? «Il faut des bonnes discussions pour arriver à des bonnes décisions», a affirmé en souriant Robert Lefebvre, le conseiller de Hawkesbury qui a présenté la proposition, adoptée à l’unanimité. «Lors d’une séance ordinaire [du conseil], on est souvent précipité, et on n’a pas le temps de vraiment faire le tour d’une question.» Les séances plénières sont chose courante dans le milieu administratif et gouvernemental. Leur but est simple: permettre aux membres d’un corps législatif (ici, les conseillers et la mairesse) de discuter ou débattre de façon informelle de sujets en particulier. Cette façon de faire a plusieurs avantages: d’une part, en déplaçant des discussions qui auraient eu lieu à la séance ordinaire du lundi soir, on allège ces dernières, et surtout, on les raccourcit. «On ne prend pas toujours les meilleures décisions à la fin de la journée», a avancé M. Lefebvre, citant les réunions qui se terminent souvent vers 22h, si on inclut le huis clos. Comme les séances plénières sont publiques, un autre avantage pour les citoyens est qu’ils peuvent se déplacer pour un sujet précis, sans avoir à écouter les points à l’ordre du jour qui les intéressent moins, ou à subir les protocoles administratifs souvent lourds qui encadrent les réunions du conseil de ville. Et les inconvénients: les séances sont allégées, mais l’horaire est plus chargé, car cela exige d’ajouter une soirée de disponibilité aux conseillers comme aux membres du public. Ce qui veut dire que pour prendre part aux discussions entourant un point au programme, les gens doivent se rendre aux séances plénières, mais aussi à une réunion future du conseil pour en connaitre l’aboutissement. Toutefois, pour Antonios Tsouronakis, qui en plus d’être conseiller est entre autres restaurateur et propriétaire d’immeubles à revenus, «Il y a des questions trop importantes pour bâcler les discussions qui s’y rapportent, et malgré mon horaire très chargé, je vais trouver le temps qu’il faut pour ces rencontres.» Cela dit, comme les points abordés en séances plénières sont résumés et conclus lors des réunions du conseil, il n’est pas indispensable d’aller aux premières. De plus, les procès-verbaux de celles-ci seront également disponibles sur le site Web de la ville. D’ailleurs, il est prévu de tenir une séance plénière par mois, le mardi ou au besoin. Cela signifie qu’il n’y aura des rencontres que si des sujets requièrent une telle attention. Selon le calendrier de la Ville, la première de ces séances est prévue pour le mardi 18 février en matinée, à 10 h.
