house and threatened to kill herself. First to arrive at the site, he saw the smoke already billowing out of the windows of a two-sto- rey house. “There was a lot of smoke,” he said. So much smoke that when he rushed in and climbed up the stairs to try and force the door of the roomwhere the woman was barricaded, he was forced to retreat, gasp- ing and choking from the fumes. He took a few minutes to soak a cloth and then, hold- ing that over his mouth and nose, went back inside and this time was able to break

down the door. Inside the room the thick smoke made it hard to see anything. But he managed to find the woman and despite her struggles to stay in the room, bring her out and then down the stairs and outside the smoke- filled building just as the fire trucks arrived. The woman is now under care in another community and the last Thibault heard she was doing well, getting the therapy she needed to overcome her past suicidal be- haviour. His action that day two years ago earned Const. Thibault commendations within

the OPP along with respect. It also earned him a visit June 7 to Rideau Hall where he received a Medal of Bravery from Governor General David Johnston. “You feel honoured,” said Const. Thibault about his award. “It’s nice to be recognized.” The 29-year police veteran has another 21 months or “219 shifts” as he puts it, chuck- ling, before he retires from the Force. Meet- ing the governor general makes for a good highlight ending for his career. “It’s a good way to end it, being recog- nized like that,” he said. “But I’m in my 29th year, and I still enjoy my job.”

Upper Canada district faces retirement benefits problem gŏđŏ editionap.ca

soon tomake good on its employee retire- ment benefits responsibility. Trustees with the Upper Canada District School Board (UCDSB) reviewed a troubling business committee report during their June 5 committee of the whole session. The report states that if the UCDSB wants to be able to cover future employee retirement benefits obligations it needs to start saving the money now. The report noted that an estimate of up- coming retirement benefits and also pos- sible workplace safety coverage needs for the years before the middle of this century could amount to close to $40 million. The major part of that figure is retirement

gratuities of $36.9 million plus another $260,000 in other post-retirement benefits and $2.3 million in projected workplace safety and insurance obligations. The report stated that the UCDSB would need to set aside $4.5 million in its 2013- 2014 budget to start building up the re- serves needed to meet future employee re- tirement benefits. Also over the nine years following next year’s budget the UCDSB will need to build up $18 million in designated funding for employee retirements as part of its immediate and future obligations. The report noted that another problem the board faces is that meeting pending and future employee retirement obliga-

tions could mean having to set aside mon- ey that might otherwise go towards regular classroom programs and other needs dur- ing each school year. The provincial govern- ment’s balanced budget policy for school districts does not allow the option of tem- porary deficit budgeting as a solution. The committee of the whole passed a resolution recommending that the UCDSB board give the district chairman and direc- tor authority “to lobby forcefully” to the province about the district’s need for ei- ther some kind of flexibility or help to be to meet its obligations for employee retire- ment benefits without taking away funds needed for student services.

BROCKVILLE | One Eastern Ontario school district will need a pile of money ready

Corners cut in trustees budget VISION vision@eap.on.ca

BROCKVILLE | The Upper Canada school district continues chipping away at some expenses for its next term operation bud- get. Trustees with the Upper Canada District School Board (UCDSB) reviewed another budgeting update report during their June 5 committee of the whole session. The re- port focused on the proposed allocation of funds for the governance portion of the budget which deals with trustee meetings, travel expenses, and other related items. The proposed total budget for all UCDSB trustees in the 2013-2014 school year is pro- jected at $424,517. This would be $100,000 more than in the previous school year’s budget. The report stated that the increase is needed so the UCDSB can meet the de- mands of its accountability framework pol- icy for public transparency on board activi- ties and also cover expenses for trustees for conferences and training workshops that they need to attend, along with other items. The proposed budget includes cost sav- ings in other areas compared to the pre- vious term. There would be a 40 per cent reduction in the meal costs for board meet- ings during the 2013-2014 school year. That works out to $3,626.60 in savings. More than $20,000 in savings is estimated through the use of teleconference calls for some business and another $29,326 saved through webcasting of board meetings. Other money saved through cost-cutting efficiencies in other areas will also go to- wards covering professional development expenses for board members. ORLÉANS | A shooting incident involving a police officer and a civilian is now under review by the Ontario Special Investiga- tions Unit. Ottawa police responded to an incident call around 6 p.m. June 4 in the neighbour- hood around the intersection of Innes Road and Tenth Line Road in the Cumberland Ward portion of Orléans. An encounter between the police and a 20-year-old unidentified man resulted in an officer drawing and firing his gun. The unidentified man received two gunshot wounds and was taken to Ottawa Civic Hos- pital for treatment. He is reported in stable condition. The Special Investigation Unit (SIU) has assigned four investigators and two foren- sic experts to look into the case. Anyone who may have information about the inci- dent is asked to phone the SIU at 416-641- 1872 and ask for the lead investigator in case number 13-OFI-127. $++0%*#ŏ,.+!
