The Deputy Head of Health & Safety will support the Head of Health & Safety in providing assurance to the Senior Leadership Team and Health and Safety Committee on the status of the University’s compliance with statutory, regulatory and best practice health and safety compliance. Key aspects of the role include supporting on the development and implementation of Health & Safety Strategy, maintenance and continuous improvement of Health & Safety polices and processes, and technical leadership of health and safety matters, all to drive a best practice culture for health, safety and wellbeing throughout the University for students, staff and the wider University community. We are seeking an individual with demonstrable experience as a health and safety practitioner across a large-scale, diverse organisation in a comparable context. The successful candidate will possess demonstrable experience of delivering health & safety management initiatives that result in best practice behaviours and compliance. The role calls for an individual with excellent communication skills and with a strong focus on delivering excellent customer experience. It is anticipated that you will have a relevant professional background in the health and safety industry, supported by a relevant professional qualification. This role provides the opportunity for a motivated health and safety professional to take up a leadership role across a diverse London-based university that has an ambitious and aspirational culture.

The Estate The university is spread across two teaching campuses totalling 79,599 sqm GIA: one in the heart of Aldgate which houses the School of Art, Design and Architecture ranked 4th in the UK university league tables. The main campus is in Islington which includes the award winning Graduate Centre designed by internationally acclaimed architect Daniel Libeskind. In addition there is the specialist business incubator, the Accelerator, located in Shoreditch and highly regarded for its annual Big Ideas Challenge. Innovative teaching spaces In spring 2018 we opened our brand new world-class teaching facility in the Roding Building consisting of 11 high-spec classrooms installed with cutting-edge technology, including a state of the art Ideation room with the world’s largest, interactive, digital whiteboard. There are study commons rooms, a variety of social spaces and accompanying breakout seminar rooms, IT suites and collaboration spaces, across three floors. Specialist facilities We officially opened the University’s Cyber Security Research Centre in September 2018 with a dedicated investment of £500,000. The University also boasts state-of-the art facilities from a brand new UN accredited Translation and Interpretation Suite, a mock courtroom, Bloomberg suite and purpose-built art, design and recording studios. Student Union Opened in 2018, our newly refurbished Harglenis building is a space dedicated to our Students’ union centre providing social and office space with its own student radio studio station, Verve. Library and study space Housed within a refurbished 1960’s glass factory, this facility provides over 9642sqm GIA of formal learning space with a wide range of study spaces and facilities to support student learning. Hospitality and catering The university supports seven catering outlets across all of its campuses including a brand new catering outlet called the Highbury Canteen providing a combination of hot meals and branded coffee shops. This is in addition to the 352 seat licensed Rocket Student Bar and recently refurbished 400 seat Great Hall venue built in 1896 which is used for a wide scope of events such as conferences, exhibitions, trade fairs, award ceremonies, receptions and conventions.

World Class teaching laboratories We have spent over £30 million to create one of the largest and most advanced science teaching facilities in Europe. Our Science Centre on Holloway Road is home to an incredible Superlab, which has 280 individual workstations and is one of the largest and most advanced science teaching facilities in Europe. Job Description Job Purpose
To support, assist and deputise for the Head of Health and Safety in providing assurance to the Senior Leadership Team and Health and Safety Committee on the status of the University’s compliance with statutory, regulatory and best practice health and safety compliance. To support the Head of Health and Safety in providing strategic leadership of the safety function to ensure the University not only discharges its legal obligations in relation to Health and Safety but maintains a safety management system that is able to effectively control the risk associated with London Metropolitan University’s activities. To promote good practice and continuous improvement in the safety agenda, while maintaining a high standard advisory service covering all aspects of health and safety. To develop and implement processes and systems that enable the effective governance and management of Health and Safety throughout London Metropolitan University. Key Areas • Support and deputise for the Head of H&S in the management and development of the Health and Safety Team. • Maintain an effective Health and Safety auditing and inspection programme. • Support and assist in the development and implementation of a University Health and Safety strategy. • Maintain the University’s corporate policy and procedures. • Assist in and influence the development of key performance indicators in Health and Safety. • Contribute to developing and maintaining the Health and Safety website, databases and information. • Produce monthly statistics, accidents, ill-health data etc. • Take a shared problem solving approach to proactively provide advice, guidance and support on health and safety matters to school and departments.
• Implement and maintain a Health and Safety document management system. • Oversee the procurement of Health and Safety related materials, equipment and services maintaining associated inventories and records. • Manage the expectation of Schools and departments in relation to their Health and Safety responsibilities.
Main Duties and Responsibilities The postholder will:
Support schools and departments in achieving continuously improving health and safety performance, by focusing specifically on the following areas.
Compliance with Legal Obligations • The implementation of a 3 year Health and Safety strategy for the University. • To support the development of an annual Health and Safety plan for both the department and University regularly reporting on progress of the plan. • To support the implementation of the corporate risk management and compliance strategy in relation to Health and Safety. • Drive continuous improvements in the safety culture within the University through the development of self-sustaining, proactive approaches to the Health and Safety agenda. • To ensure the requirements of the Health and Safety at Work Act 1974, the Management of Health and Safety at Work Regulations as amended and statutory provisions, including the Regulatory Reform Fire Safety Order 2005, are communicated to relevant staff. • To support the Head of Health and Safety to advise and assist the Vice-Chancellor, Directors, Heads of School, in the management of planning, organising, controlling and maintaining a safe and healthy environment for work, research and education. Monitoring Safety Performance • To ensure a tracking system is in place for audit, inspection, accident findings/recommendations and report on progress regularly to the Health and Safety Committee. • To support the implementation of both audit and inspection programmes drawing up reports on recommendations from inspections and audit findings while tracking progress of the recommendations implementation.
• To monitor compliance with legislation, the University’s policy and Health and Safety management system bring significant risks and non-compliance to the attention of the University’s senior team, Health and Safety Committee and other relevant Committees of the University. • To develop, maintain and review the corporate Health and Safety policy, safety management system and arrangements in consultation with managers and employee representatives and to ensure the policy and associated guidance and procedures are communicated effectively throughout the University. • To monitor and audit safety performance of Schools and Departments against legislation requirements, best practice and the University Health and Safety management systems. Accident Investigation and Prevention • To maintain a system for recording, reporting and investigating injuries, accidents, dangerous occurrences and near miss instances. • To receive and investigate reports of accidents, dangerous occurrences, near misses and fire damage, determine their causes and make recommendations for improving recurrence prevention and controls. • Provide statistical summaries to the University’s Health and Safety Committee, drawing senior management’s attention to significant trends and occurrences. • To provide annual data for inclusion in the HESA sector statistics. • To act as the “Responsible Person” for reporting notifiable injuries and dangerous occurrences to the enforcing agencies. • To liaise with the Finance Department in respect of investigating claims for industrial injuries. Training • To assist in the development of an annual Health and Safety training programme in conjunction with CPED, while maintain a training matrix, and ensuring induction training and individual training needs are undertaken. • To monitor health and safety e-leaning packages reporting on poor uptake of University mandatory learning packages. • To organise the development of and delivery of specialist training in conjunction with CPED.
Emergency Procedures • To collaborate in developing the University’s crisis response and disaster recovery plans. • To ensure that the Estates and Fire Safety Advisor provides fire advice on proposals for alterations and improvements to buildings and services with respect to safety and fire precautions. • Liaise with the Disability Service and building surveyors on disability related needs. • To acts as a point of contact and liaise with Public Health England on relevant matters. Safety of the Estate • To provide advice and assurance on all relevant and specific life safety matters such as, but not limited to, water hygiene, fire safety, confined spaces, electrical safety, boilers and pressure vessels, construction etc. • To advise the Estates team regarding adequacy of both hard and soft fire systems and their arrangements i.e. Fire strategy for each building, fire alarm systems, maintenance and testing, fire signage, fire documentation etc. • To support and advise the Health and Safety Team in the provision of a rolling programme of fire risk assessments, inspections and evacuation drills with an adequately competent number of fire wardens. Health and Safety Committees • To provide professional support to Schools and other departmental Health and Safety committees including advice on risk management and development of local Health and Safety procedures. • To attend when required and advise and support the University Health and Safety Committee, and other Committees as required, preparing an annual report and periodic reports on progress, accidents and incidents and accident statistics, stratagem, annual plan together with progress on audit and inspection findings. Specialist Issues • To advise on a range of specialist areas, e.g. fire regulations, radiation, laser, hazardous substances, noise, and safeguarding of machinery. • To advise and provide training on the storage, handling, use and disposal of dangerous substances and special waste and monitor compliance of the COSHH management system.
• Liaising with the University’s Occupational Health Service and Human Resources Department on such matters as occupational health surveillance and monitoring, and health promotion.
Management Responsibilities • To monitor staffing and other resources to ensure an effective Health and Safety provision is available to Schools and Departments. • To assist in management of the Health and Safety Team budget keeping it within allocated limits and provide a business case for any additional resources. • To perform as a senior member of the Health & Safety Team contributing at a strategic level and deputising for the Head of Health & Safety as required. General Responsibilities • To monitor staffi To liaise and negotiate with the Health and Safety Executive, local authority Environmental Health Officers, the LFEPA, and other enforcement agencies as appropriate and to communicate the University’s intentions and arrangements in respect of Health and Safety issues. • USHA. • To ensure that the necessary statutory licences relating to aspects of the University’s activities are obtained, maintained and updated as necessary and that all statutorily required notifications are submitted. • The post holder will have a strong commitment to coaching, development, and working collaboratively. The above list is not exhaustive and the post holder may be required to undertake such other duties as may be reasonably expected to ensure the University meets its civil and statutory obligations to secure the health, safety and welfare of the employees and other persons.
