• Annual average percentage uptime of ITS assets This measure evaluates the operational reliability of ITS devices in Fort Worth by quantifying the proportion of time the ITS equipment remains fully functional over a defined period, including traffic signals, cameras, and dynamic messaging boards. It provides critical insights into real- time traffic management and data collection. However, incorporating this metric into the plan faces challenges due to technical limitations. Building a reporting mechanism for continuous monitoring of ITS assets will help establish the performance measures tracking in the M1M Plan. • Percent street inventory maintained by preventive maintenance This percentage measures the amount of street segments maintained by preventive maintenance such as minor reconstruction, resurfacing, and crack sealing that can help extend pavement life and improve overall street conditions. Due to current limitations in available data, the M1M Plan is unable to accurately track this measure. It could be incorporated into the plan when detailed street maintenance data is available in the future. C. Human Comfort The following measures are linked to the mobility goal of creating a network that is convenient, connected, and considerate for community use. All mobility measures track travel time, connectivity, reliability, and other related metrics across the city. C-1: Number of miles traveled by vehicles on roadways (VMT) Source: NCTCOG Travel Demand Management (TDM) Model Baseline (2023) : 29,305,520 (daily VMT) Baseline Methodology: The number is derived by calculating the sum of VMT in both directions on all
links within the CoFW using the NCTCOG TDM model. 2050 Target: 1.2 percent annual total VMT reduction
Target Setting Methodology: Based on the review of peer city targets, which generally aim at annual reductions of VMT from 1 to 1.5 percent, 1.2 percent of annual total VMT reduction is a feasible target for Fort Worth that can encourage the travel mode shift from predominately single-occupancy vehicles (SOV) to alternative transportation modes.
