In the course of thinking about our Board focus for the coming year, it is natural that I reflect back on the 2018-2019 resort season that is rapidly coming to an end. Our vision statement, under the leadership of President W IRCH , has been instrumental in guiding the Board and we have had our successes. For example, the hiring of our own security force has delivered a precipitous decline in bike thefts and trespassers, and the discussion of adding expensive security lighting has been put on the back burner. Our ES pickleball court expansion has been extremely successful and we need to celebrate that as a clear victory for the entire resort while recognizing there is still work to be done. There is a whole new energy at the 19 th hole, with many owners pitching in to create an active entertainment scene that has consistently drawn large crowds. Occupancy within the resort has been noticeably higher. The influx of a large number of new owners, who tend to be younger and more active, plus the high demand for lot rentals, has put pressure on our facilities and activities, particularly golf and room rentals for private parties. There is work ahead for the Board. Overall though, as your President, I will be challenging our owners, committees and Board to focus on our vision statement of unsurpassed Social Climate and Atmosphere. One key to a harmonious climate is respecting one another. Differing opinions make us stronger; disrespecting one another makes us weaker. Further, we must embrace tolerance. Ray Davis said, “Tolerance only for those who agree with you is no tolerance at all.” As a final note, due to the recent resignation, there is currently a vacancy on the Board of Directors. Per our Bylaws, a vacancy caused by the resignation of a member may be filled by a majority vote of the Board. Before making an appointment to this vacancy, your Board is reaching out to the membership. We know there is a wealth of talent and experience within ORPS and we are confident we will have a good pool of candidates to draw on to fill the opening. The season is rapidly coming to a close and we will all be heading somewhere to the north. I hope we can all decompress over the summer and come back next season with a renewed sense of comradery and respect. Safe travels!

It’s hard to believe we have reached the end of another season. As many of

you read this, you are likely packing and getting ready to leave, have already left or have reached your summertime destination. Of course there are the brave few that stay with us all summer and deal with the heat! The year has seen quite a few changes in terms of staff. We were pleased to welcome J ACKIE G UY to the team who did a great job taking over late in the season from M EREDITH who returned home to Georgia. We also brought aboard B YRON J ESSIE as Facilities Manager and F RANK F LORES as Post Commander. Under their leadership and guidance, security was brought in-house and we have seen a dramatic decrease in theft. I also want to thank all staff who have served us this season and continue to do a great job here in the resort. In other administrative news, just a reminder that Board meetings and some Committee meetings will continue over the summer and agendas will be posted as the meetings draw closer. These agendas will have the teleconference instructions on them for those of you who would like to call in and listen to the meetings. In terms of physical projects, the largest one will be the replacement of the chef line in the ES Kitchen. There also will be many smaller projects that are needed to keep the resort in top shape such as resurfacing tennis courts, plastering pools and spaces, replacing pool equipment, a new street sweeper, golf carts for staff, and a whole host of other items. Rest assured, we have a busy summer planned! During the summer, please keep an eye out for my Out and About email blasts which will keep you updated on happenings during the summer. If you are not on the email list and would like to receive the Out and About emails, please email your information to J ENNIFER M IRANDA at jmiranda@orps.com. Also in May we will be mailing out our annual disclosure packets that include the new budget and reserve study summary for the 2019-2020 fiscal year along with some additional Association information. I would like to close by thanking all the residents, volunteers, committee members and board members for making it another great season here at Outdoor Resort, with a special thank you to the ORACLE STAFF who continue to work hard and provide this great source of information each month. CFO REPORT

FACILITIES PLANNING COMMITTEE

Board Announces HOA Increase of $11 a Month At its March 18, 2019 meeting, the Board of Directors approved an Operating Budget of $5.2 million dollars for the fiscal year 2019-2020, an increase of 4.92% over the previous year. The increase is driven by three principal factors. First, increases in the California minimum wage have begun to impact our direct labor costs, as well as suppliers such as Vintage Landscaping. The wage increased to $12 effective January 1, 2019, and will increase annually to $13, then $14, then $15. This is an increase of 25%, in just three years. A second factor is the surprise discovery that we have been getting a large part of our natural gas for free due to malfunctioning gas meters. This impact alone is about $4 per owner each month. In addition, income from the resort fee paid by renters has declined for the simple reason that many lots have been sold and our new owners choose to be here and enjoy their lot rather that rent it out. All told, the new budget would trigger an HOA fee increase of $21 per lot per month. However, our Finance Committee under the leadership of G AIL P OLLOCK , has recommended, and the Board has accepted, a 3-year plan to smoothly increase the HOA fee beginning with an $11 increase effective July 1,2019, followed by a projected increase of $12 effective in July 2020, and a projected increase of $13 effective in July 2021. We will monitor our financials carefully and keep our members informed of any adjustments that may be needed to the 11-12-13 plan. Similar to previous years, the Board also approved expenditures from our reserve funds and capital funds of 1.16 million for necessary repairs and replacement of facilities and equipment, as well as new capital expenses. Your Board and management are focused on maintaining the financial strength of the resort. C HARLIE L EAHY , CFO

As the new FPC chair, I am honored to serve along with A LICE H EUPLE , vice-chair, and K ATHY M C C UNE , secretary. We are fortunate to have C AROLYN C ANDLER , S HERYL N ELSON , D EBBIE S MITH , D AN O’M ELIA and J OHN M AYSMITH on the committee as well. We are committed to continue the enhancement of our resort that has been the tradition of this committee. As a committee, we would like to thank A VA F ELT and M ARSHA N ELSON , who have contributed countless hours working to improve our facilities. Without their vision and perseverance, much of what we enjoy today would not exist. If there was an ORPS’ Hall of Fame , they certainly would have their names enshrined. Thank you Ava and Marsha. We are forever indebted to you for your meaningful contributions. Projects that have been submitted for funding this year are the completion of the Kitchen Chef Line in El Saguaro, a meeting place for our Tennis players at La Palma (this project has been wisely postponed until it can be incorporated into the La Palma deck remodel), and furniture for the Pergola area. We anticipate the kitchen will receive new ovens, a new hood system, and a new ventilation system, which will make the kitchen more useable for groups and organizations. The furniture for the ES Pergola is being researched and hopefully should be available next season for everyone to use and enjoy as they gather at the Pergola. To date, we have not received funding from the Board of Directors, but it is our belief these items will find their place within our coming Budget. Additional items under consideration and planning for ES are a new outdoor barbeque kitchen, increased lighting and landscaping, and a water feature that will add to the ambience of the entire pool area. These items we believe will pretty much complete the updates envisioned for the ES pool area. Next year our focus will be on a comprehensive update of the La Palma pool area, including deck surface, shade structures, possible art features, a water feature, and, the long-awaited Tennis players’ gathering area. We anticipate a busy year of planning in order to make this project a reality for us all to enjoy. We are an open committee and appreciate any and all suggestions toward making ORPS a truly outstanding resort. SECURITY REPORT With the season swiftly coming to a close, I would like to share the ORPS Security statistics. Since September 1 st …

Nine bikes were reported stolen. Two bikes were recovered. The previous two seasons over 100 bikes were reported stolen. The security staff found 811 bikes unsecured during their patrols. One golf cart was reported stolen. The security staff found 99 golf carts with the keys in the ignition during their patrols. VIOLATIONS since January 1 st 68 citations were issued: Parking has been one of our biggest challenges this season. Management will be working on revising the parking rules. Hopefully this will eliminate some of the confusion so that we may better accommodate our visiting guests. Management will also be working on new signage for all parking areas. With the parking areas more defined, there should be a decrease in parking violations. Have safe travels. Contractors or subcontractors must be licensed, insured, and bonded for protection and liability of the resort. Electrical modification on the lot requires a City electrical permit to ensure Code Compliance. Our maintenance employees employment policy, strictly prohibits them from doing ANY work that requires a permit. Any lot or rig being sold in the resort requires a compliance inspection per our rules and regulations as well as the escrow process. T ED W ILSON , A&A Chair  49 parking violations  15 moving violations  4 pet violations. A&A Committee Your A & A committee is hard at work evaluating permits for lot modifications. Get your permits in now for any lot modifications to

The updated Committee Charter redefined the committee and subcommittees. We now have a sub- committee called Neighborhood Representatives . Previously we had Phase Representatives, but we heard from many people that they didn’t know what a Phase Rep was. The sub-committee has taken on the task of identifying their role and establishing their duties. In the past the Phase Reps were responsible for coordinating Picnic in the Park , a yearly gathering of people in each phase. The sub-committee determined that this was something that shouldn’t be a responsibility of the neighborhood representatives and that having this event as part of the neighborhood representative’s duties could keep prospective new representatives from becoming a representative as they are not interested in being event planners. Therefore, this duty was removed. The sub-committee is establishing a plan for the neighborhood representatives that includes greeting new owners and renters, auditing and updating the satellite bulletin boards, potentially acting as a “concierge” at the front office on busy check in days to alleviate the time that staff has to spend answering questions that the representatives could answer. Discussion also includes signage to have at their lot, name badges, contents of renters’ welcome packet and updating new owner packets. Work on this will be done over the Summer so we can “hit the ground running” next season. I would like to thank B ARB H NATIUK for being the chair of the Neighborhood Representative Committee, it’s going to be some work but I think it will be huge benefit to all of our neighbors, to our new owners and renters. A Communications Plan was recently passed by the Board and the Committee will prioritize, add due dates, assignments and measurables over the Summer and we will begin to execute it next Season. We have new electronic signage in the Clubhouses and additional bulletin boards are being hung in Satellites. The Activities Department has been sending emails regarding all of the great activities going on in the resort as well. If you have other suggestions about how you would like us to communicate to you, please let us know. We would like to have additional Neighborhood Representatives to help ensure we have coverage throughout the resort. If you are interested,

ORPS FMCA CHAPTER Over 150 owners and guests attended a lecture sponsored by FMCA Outdoor Resort Palm Springs chapter. D R . N AOTO H ASHIMOTO discussed regenerative medicine and stem cell therapy. The lecture was informative and inspiring. FMCA ORPS RALLY MARCH 5 – 7, 2019 Your ORPS FMCA celebrated our time together for Spring 2019 at Outdoor Resort PS. The three-day rally was filled with fun activities for everyone. Evening of the 5 th was a “meet & greet” Happy Hour at La Palma. This was a nice ice breaker for folks who are new to FMCA at ORPS. We had a fun and successful 5-k walk/run with our fur babies. 90 participants came out to support our fundraiser. Fun prizes for best hat and best dressed dog were awarded. We also had a 50/50 cash prize giveaway.

The health and fitness Fair was a great success. We had 29 vendors provide and share their services with over 395 people attending . Several prizes were donated and given away

during the 3 hour event. The blood mobile was open during the fair from 9-1 and had several people donate. A great success all the way around. Ladies’ Luncheon on March 13,

Your machine shrink-wrapped vegetables or meat is cooked in warm-to-hot water depending on recipes and your quantities. We all got a taste of chicken, Tri-Tip beef and carrots prepared earlier in the morning. Simple “Zip-Lock” type bags work almost as well. You probably already have the big container for water. All you need is the very small Sous Vide device which can be purchased for under $100.

Another successful event from the Health & Wellness Committee at ORPS. The 5k walk/ run had 90 walkers to support our event. Best dressed dog and most creative hat were awarded gift baskets donated by the committee members. A 50/50 drawing also added to our fundraising. This year's improvements will include new TVs, WIFI and a spin bike in the gym by this all. Thank you all for your support.

GETTING INTHEWHEELBARROW THROUGH FAITH 1859 was the year C HARLES B LONDIN was famous for crossing over Niagara Falls on a tight rope. Crowds marveled and cheered at his astonishing act. Back and forth several times he crossed from Canada to the US. This death defying nerve wracking walk was done many ways: backwards, on a bicycle, on stilts, carrying a stove with a omelet in it, and most courageous, pushing a wheelbarrow while blindfolded. Seeming insane and foolhardy, people applauded and shouted do it again; he agreed and asked those who believed he could do it this haunting question. Who will get in the wheelbarrow as I push it? Silence suddenly engulfed the crowd as not one was willing to have faith in his skill. What would you have done? I KNOW what I would have done: No way!! Faith believes even when against the odds and could demand an act of commitment. Faith believes when others doubt, stands when others deny, when others run. The Bible says: Faith in what we don’t see or understand is to trust the unknown. Belief in and trust in God is the firm foundation under everything that makes life worth living. It is our handle on what we can’t see. The act of faith was evidenced throughout the Bible by people who were set above the crowds of doubters. By faith we believe the world was called into existence by God. What we see created by Who we don’t see. Have faith that drives you to intelligent design and sovereign creator. As we head home for the summer months, and to family, let’s take a step of faith. Let’s get in the wheelbarrow of faith, believing the best from kids, grandkids, and friends. Those things we hope for, which could possibly not be seen, can be realized through our hopes and acts of love initiating them. Be a person who not only seeks love but one who freely gives it. Reminder: Faith believes; hope achieves; love receives and truth perceives. Ask God to make you a person who loves, appreciates and compliments. Sometimes compromise may be called upon on our part, subverting our dreams to reality. Jeremiah 33:3 says, Call unto me and I will show you great and mighty things you don’t even know about. He is not begrudging and loves being called, even over and over.

Since late spring 2018, 64 Holes-In-One have been reported to the golf committee. 50+ Bag Tags have been purchased. 26 of the Holes-In-One were 1st Holes-In-One by Owners. The last order for this spring went in to the award company March 21 (Tag and perpetual plaque preparation takes about a week) and as possible those bag tags were distributed to the purchasers the week of March 25. Bag tags not able to be delivered will be held by the committee until fall 2019. Holes-In-One orders after March 21 should be submitted to the Starter Shack as usual and the tags will be ordered in November 2019. Congratulations to all of the “lucky” I mean, “very skilled” golfers!

ATRIAL FIBRILLATION (AFIB) Afib is the most common heart rhythm irregularity and is associated with increasing age. Many people in ORPS have Afib. In brief, “Atrial,” refers to the upper two chambers of the heart and “fibrillation” means the atria are not contracting synchronously, but erratically, producing a very fast irregular, heart beat, upsetting to the patient. Blood still flows to the lower chambers, which are still contracting normally, maintaining the blood pressure. Importantly Afib is not a death sentence and is perfectly compatible with long life, but it does carry risk and requires close observation by the patient and the physician. The most important thing about Afib is its association with stroke. A stroke associated with Afib is commonly caused by a small blood clot from the fibrillating atria passing to the brain. Numerous large clinical trials over the past 20 years have shown that these strokes can be prevented by taking anticoagulant drugs as long as the patient is in Afib. Anticoagulant drugs include Coumadin/Warfarin that require regular blood tests, or newer drugs like Eliquist or Prodaxa that do not require regular blood tests, but are very expensive. Both are equally effective in preventing stroke. The heart can be returned to normal regular rhythm by “Cardioversion” or “Ablation.” Cardioversion involves putting the patient to sleep for a few minutes and then delivering a shock with a defibrillator. Cardioversion is often successful, but is often not a permanent cure of Afib. Ablation is an invasive method using catheters inserted from the groin into the heart to map out the electrical activity in the atria and then delivering an electrical charge to destroy tiny “trigger” points that are producing the Afib. Ablation is also not 100% perfect, but a definite advance. The success rate in curing Afib using Ablation ranges from 60% to 80%. The patient needs to have a full discussion with a cardiac electrophysiologist on the pros and cons of Ablation before proceeding. Summary: Afib is very common in older patients, but very manageable. The patient needs a physician to manage/ advise on the various treatment options available because of the risk of stroke. Do NOT ignore Afib even though you feel well. The most important thing to remember is its association with stroke and a stroke can be prevented by taking long term anticoagulant drugs.
