Since this is the last Oracle of the season, and we have just had our Annual Membership meeting, where I was reelected to serve as your Board President, I would like to recap some of the information from my opening statement. Thank you to our General Manager, Ed Vitrano, for giving 110 % every day. He will be the first to say that he is not perfect, but he sure strives to be. I would also like to thank all our staff for maintaining our beautiful Resort throughout the season for our enjoyment. I would also like to thank all nine candidates that put their names forward to run for the Board and to congratulate the winners: Danny Hall, Steve Farley, Ralph Joiner, and David Quick.

In March 2022, I was elected to be President of our Board and I had some ambitious goals. I wanted to address and tackle many of the difficult issues that had been discussed in the past years but never acted on. Issues that the majority of owners felt needed to be changed to allow our Resort to move forward and once again become the most desirable RV Resort in the country. Those issues have been addressed by this board and our Resort is once again becoming the place everyone wants to be a part of and our property values continue to rise. One of our first issues was approving a budget for the upcoming year during a time of 8.5% increase in the cost of living. With the advice and recommendations of the Finance Committee, our HOA increase was only 5.5%, while other Resorts in the area were closer to a 20% increase. This Board approved doing two years of sealing, coating, and gutter replacement in just one summer, saving the Resort tens of thousands of dollars by avoiding increasing inflationary prices. This Board also approved increasing security with controlled exiting to make further golf cart thefts more difficult. This Board also approved the construction of our new dog park that opened in November. This is another great Resort amenity to attract renters and new owners. With the continued popularity and growth of numbers attending our events at the ES Clubhouse, steps were

taken to reduce the long lines for a drink. A cashless system was requested and approved by this Board to allow owners to purchase drinks directly to a credit card on file, similar to a hotel charge. A beverage wall was approved in July and is finally nearing completion. This should not only help with the long lines but increase sales, as many owners were not willing to stand in line for 15 minutes for a drink. Once up and operating, the beverage wall should be another popular Resort amenity and a revenue generator.

Sorry to see you go . . . See you in October. Sounds like the makings of a song . . . A very schizophrenic season, weather - wise for sure, is in the books. I surely missed the evening dinner parties on lot patios I saw as I drove out & about in the Resort. Hard to believe we only had one weekly event on the ES pool deck! Wind, rain, and cool temps, a least for a desert winter, dampened those gatherings. Nothing, however, can dampen the enthusiasm we share for this “ Adult ‘ Summer ’ Camp ”. It is a culture which has developed over the decades and can ’ t be found in all places. Indeed, there are several RV Resorts which may have newer, shinier toys, but nothing comes close to the quality of life at ORPS. If you couldn ’ t find something this year to whet your appetite for adventure, then you weren ’ t looking. Along with the thrice - weekly music/food events, the Can - Am Games, golf/tennis/pickleball/cornhole/poker/bingo/ ukulele/quilting/bridge/Big Star/I ’ m sure I forgot something, added enjoyment with such events as the return of Casino Night and the addition of Western Week, the Enrichment Series and Triathlon, kept everyone busy. Not to forget, the bike, hike, and other various outings outside the gates. Whew . . . I ’ m exhausted! Next season, the Lifestyle department will be adding bus tours . . . to favorite wineries/libraries/ beaches . . . maybe even a trip to the Rose Parade! So long . . . Farewell . . . Adieu. One of the Board ’ s goals was better communications with management and our owners. With suggestions from both owners and board members, Abby, our Communication Coordinator, has made some great additions to her Daily Planner emails along with the new Good to Know emails that go out each Thursday. We took on the long - debated question whether to convert sport committees to clubs. It was decided to keep them as committees. We addressed another issue that has long been kicked down the road having to do with the length of rigs. This question was brought to the Board by the A&A Committee as an aesthetic issue and was debated and approve to increase the minimum length of rigs to 26 feet. In my opinion, the most important decision was to allow our owners to decide, by a vote during the election of Directors. After the vote, they decided to return to the 24 feet length as the minimum size. In conclusion, your previous Board has tackled many tough and controversial issues, some popular, some not so popular. We have made decisions to achieve and maintain a 5 - star status. I feel your new Board will continue the same path. I wish you all a safe summer and look forward to seeing you back at our wonderful Resort next season.

It is hard to believe that the 2022 - 23 winter season at ORPS is coming to an end. It has been great to get to know more people at ORPS and help them make their lot uniquely theirs. This is a great resort and we should all be proud of the efforts of many that make it so great. As I have stated multiple times if you are contemplating making any improvements to your lot be sure to determine whether or not you need a permit. If you do remember that work cannot start before the permit has been approved by the A&A Committee. If you have any questions about the process please stop by the front office and talk to Julia our A&A Coordinator. The A&A Committee will be meeting throughout the summer on a monthly basis. Meetings to approve permits will be done once a month via Zoom starting in May with the last summer meeting in September. The committee will attempt to do meetings the 3 rd week of the month on a Wednesday but specific times will be determined prior to each meeting. Due to vacations, summer meetings are not necessarily at a consistent time but will be announced ahead of time. Permits need to be submitted to the A&A coordinator 7 business days prior to the next meeting to be reviewed at the meeting. Owners will have the opportunity to ask the committee questions on the Zoom meeting. I want to thank the volunteers who donate their time to serve on the committee and help you with your projects. Current committee members include Janet Ream, Herb Nyquist and Barb Lidstrom. We also have several new members - in - training who are learning the ropes. We continue to look for volunteers to join us - if you are interested, please fill out a Committee Interest Form which is available at the Main Office. And a special thanks to Tim Collins and Lynn Wolfe who served the committee and Resort for many years. Have a great summer season wherever you spend time. Safe travels to all and I look forward to seeing you in the fall.

Our wonderful season of activities including bicycling in and around ORPS is winding down. Many of us will be taking new E - bikes home for the summer. There are many riders who will be taking epic rides at home or abroad. Or maybe the opportunity to train during the winter months will encourage you to join a competitive or “ cause ” ride for a worthy charity. Many riders had discussed excellent riding destinations that will be combined with RV trips they are planning. With the increased ownership of E - bikes, many people are cycling for the first time or actively returning to cycling for the physical, social and cognitive benefits. We want you to have a safe summer of cycling and hope to see you again in the Fall. Please consider these safety tips while you are riding this summer, especially if you have a new E - bike. • Read your manual and learn all the functions of your new E - bike. • There are many classes of E - bikes. In many areas E - bikes are not allowed on certain streets, paths, sidewalks or trails. Please familiarize yourself with the rules in the areas you will be riding. Don ’ t be surprised if your E - bike is not allowed on “ Cause ” or benefit rides. Because of safety concerns the organizers of these rides often allow only conventional bikes. • If you are riding with a group or new to group riding it is very important to understand the safety practices of group riding. The basics include communication, signaling, and safe riding distances. E - bikes are heavier, sometimes faster and require more distance to stop safely. • Always wear appropriate gear, including helmet, bright reflective jackets or jerseys and gloves. Every bike should have a mirror on the handlebar or on your helmet. • Equip your bike with appropriate safety gear including forward and rear lights and a signal device. Signal devices can be electric buzzers, horns or even a bell. Signal devices are required in many jurisdictions. • Don ’ t be distracted or unable to hear approaching hazards by the use of earbuds, headsets or listening to music on portable speakers. In most areas they are prohibited by law and not allowed on group rides. • Maintain your bike and all of its components. Check your tire pressures before each ride. E - bikes are heavier and proper tire pressure is important for control and stability. • Practice before heading out. Many new riders to E - bikes are unfamiliar with differences that affect safety, including mounting and dismounting, stopping distance and the extra weight. IN THE WEEKS BEFORE YOU LEAVE:  Buy any supplies you might need, see shopping list below  Treat lot for insects  Let the mailroom know your dates - give them forwarding labels  Test the operation of your slides  Lube slide seals and jacks  Oil cabinetry and woodwork, inside/out  Cancel or place holds on internet and TV  Make sure lead acid batteries have plenty of water  Treat any rubber items with 303 or equivalent dressing  Check out all your outdoor covers, make sure they still work IN THE DAYS BEFORE YOU LEAVE:  Arrange for golf car storage, or cover it and deal with tires and batteries yourself  Pack or donate all food, cleaners and perishables  Cover any items you will leave outside  Flush water heater - check anode  Black and gray water tanks - flush and chemically treat  Take batteries out of clocks, remotes, etc. THE DAY YOU LEAVE:  Store sewer hoses, power cords, water hoses inside  Put water filters and softeners inside  Shut off all propane, and loosen or remove hoses, including FP and BBQ hoses  Plug all inside drains with Saran wrap, including the toilet  Turn off and drain hot water tank  Tape over the exhaust for furnace, water heater, and kitchen and dryer vents  Empty, clean, and disinfect refer, leave doors open  Leave all interior door and cabinets open for air circulation  All slides should be in if possible ORACLE 5

This season's last Fritters and Fun was held on March 4th. There were 37 participants, and Triples was the game of the month.

March ’ s Mixer was a 2 day Wrap Up Tournament, with Pizza at the end of the first day and a Hawaiian themed Feast of Kinipopo on the second night. Thanks to Kathy Brown for hosting the event. CanAm Awards Night was held February 25. This year in tennis, Canada had 26 wins, and the US had 16 wins. Some of the Tennis Medal Recipients from that night were:

Hard to believe we are heading towards the end of the season …. What a season it has been!! So much to be grateful for. I choose to focus on all the positive … I personally want to thank all the volunteers who step up to make a difference in the resort. It does take a village of positive people to make this all work. Your hard work, giving so freely of your time, does not go unnoticed. It ’ s so much easier to judge from the outside on what is wrong, as opposed to jumping in and trying to make a true difference. So, all of you who help the resort become a better place, thank you!! I encourage so many more to hop on and help. Coming from my committee, I want to thank Maryellen Muir, who gives so much of her time to this resort, she has served with me for 5 seasons on the health and fitness committee. I will miss you serving with us, but I know you have so many other projects that help make this an awesome place to live! Welcome new members to the health and fitness committee. Cynthia Rose and Bobbie McDonald. Excited to have them join our committee. If you are interested in our committee, contact me at Lot #1. We have a new standup digital scale coming to the gym. It should arrive by the middle of April. All the leather on the equipment is being replaced as we speak. We no longer allow talking on cell phones in the gym. If u get a call please step outside, and respect others that are working out . We ’ ve had complaints about the gym being too hot and then some say to cold. We try hard to keep it a happy place for all, but it ’ s hard to please so many people. Just bear with us! The temperature is monitored by a phone. Please do not open the doors, it ’ s hard on the air conditioner and throws it out whack. We will be looking at new weight machines in the near future. Just another reminder, PLEASE, clean off your own equipment after each use. So many still aren ’ t doing it. Also, the cloth wipes are for cleaning the screens ONLY and the spray bottles are labeled for screens only! The blood drive was a big success. It was awesome to see so many of you out to donate. Thank you so much!!! 26 pints of blood was collected in 4 hours. That ’ s several lives saved!! The Health Fair was very nice with so many vendors, but I must be honest, the turnout was very low. There were just too many activities happening during our event. I hope that next season we can have a better turn out. The vendors pay to have a booth here, so it ’ s important we get people in the doors. Hopefully they will come back next season and we will have more people supporting the event. This last month was all about the CanAm and what a great turnout we had. We had 104 people playing that day! The day started out with a little practice play and then everyone enjoyed a great pulled pork meal that our very own Scott Stromberg cooked for us once again. The teams then played 2 round robins and then were seeded into the tournament. It was a long afternoon/evening. The lights went out on us at 8pm so the last few teams had to play by flashlight! The American's ended up winning the final game against the Canadian's. A big thank you to all the volunteers we had helping us and for our great cornhole committee. It is through the kindness and generosity of the ORPS community that we were able to donate over $10,000 to our charities this 2022 - 23 season. Thank you!!! In March we proudly displayed our work in the El Saguaro Clubhouse. Quilts of all sizes and styles, bags, and many other hand - crafted items were on display and for sale. It gets bigger every year! The Planning Committee (PC) has completed its prioritization screening for Outdoor Resorts Palm Springs (ORPS) for project proposals identified as RESERVE FUNDS and CAPITAL FUND items for the year 2022 - 2023 and following fiscal year budgets. The following criteria was used in the PC screening process. Is the proposal necessary to maintain functional use of subject facility? Is the proposal required to meet public health and safety conditions? Does the proposal impact/benefit 100%, 75%, 50%, 25% or less owners? Is the proposal an upgrade? Does the proposal require CAPITAL FUNDS? Does the proposal require RESERVE FUNDS? Have the funds been allocated in CAPITAL and RESERVE accounts or is a special assessment required to accommodate this request? Is this project for current, summer time, long range - 2023 - 2024, 2024 - 2025, 2025 - 26. Using these criteria, the top items identified are recommended projects that will require CAPITAL FUNDS. 1. Shade Structure over La Palma (LP) Gathering Area 2. Shade Structures at the La Palma pool * (What is being proposed for the LP Gathering Area and the LP pool is something that was discussed in previous years and it ’ s due for renewed consideration and completion. 3. ATM (a little more research is being done and location sites) Using these criteria, the top items identified are recommended projects that will require RESERVE FUNDS. 1. Card tables in the multi purpose room in El Saguaro (ES)* 2. ES Pool Deck * *Currently obtaining estimated costs The following are project proposals that were discussed by the PC and are projects that are going to be researched over the summer and into the fall. Recommendations may then be put forward by the PC in the fall of 2023. 1. Water Refill Station 2. 2. El Saguaro Sound System (to be evaluated by expert audio people) 3. Indian Land (the notch) inquiry 4. Corn Hole Location 5. North Dog Park (only as needed regarding design) 6. Garbage, Recycle and Pet Relief Area 7. BBQ area at El Saguaro 8. 8. East Room at La Palma - adding entrances/exits An ad hoc sub - committee of the PC has been formed regarding the Restaurant. Any and all topics will be on the table. Chris Mayou will be the chair of this group. The PC of 2023 - 2024 will be working with them. The PC also toured and inspected all Satellites in early March of 23. We made up our own inspection list and added items the General Manager (GM) asked us to look for. This task was completed and a list was given to the GM and the BoD. This task used to happen in past years on a yearly basis. Hopefully this process will continue and one Satellite a year can be identified for “ major ” improvements as necessary. It has been my pleasure to have served as chair of this committee. During the COVID years we didn ’ t have a lot on our plate but it feels like I ’ m going out with a bang. The chair of any committee is only successful if they have great committee members.
