MESSAGE FROM YOUR BOARD OF DIRECTORS
As I write this, we have experienced many rainy days, colder temperatures and even a heavy fog ( a first for me in my 5 years in the desert)! Many of you
We are half-way through our busy season now and the Board, as well as all fourteen advisory committees are in full swing and working hard to accomplish the work at hand. CFO J IM W ALLER reports that Management/Accounting and the Finance Committee are in the process of developing the 2019-2020 Budget. Proposed recommendations for future capital spending, as developed by the Facilities Planning Committee, are under review and will impact the level of capital spending to be included in the budget. We can expect an increase in HOA fees to address the rising cost of doing business and also due to the new “minimum wage” law in the State of California which will increase wages by $1.00/hour each year beginning January of 2019, eventually reaching $15/hour by the year 2022. A proposed draft preliminary budget will be completed soon. Owners interested in this process are encouraged to attend meetings this month of the Facilities Planning Committee, the Finance Committee, and the Board, as well as a special meeting of the Board and the Finance Committee scheduled for Wednesday, Feb 27, at 2PM in LP Auditorium to review the preliminary budget. (See the Meeting Calendar on page 6 for meeting dates and times.) The Board continues to respond to our owners by addressing owner concerns and management recommendations to streamline our processes and improve customer service and other issues. This month we will consider amendments to our Rules & Regulations for all three sports to ensure policy consistency between the sports. We will also consider establishing rules relating to political signs within the Resort. Become involved in the governance of your Association. Be informed by attending meetings of your Board and its Advisory Committees. C RAIG W IRCH , Board President
attempting to escape cold and wet climates are probably wondering what the heck is going on! Unfortunately, we can’t control the weather but I would guess these types of days won’t last too long. One thing we can control is how we provide service to our owners here at ORPS. There has been a renewed emphasis from management to staff that customer service is job #1. That is not to say that customer service was neglected in the past, but rather to highlight that we know there is always room for improvement. For example, the objective set for all staff is to return all calls and emails within 24 hours of receipt. We may not always have the answer on the return correspondence, as many items require investigation or research, but a reply is to be made to the inquiry to at least let the member know that staff is working on their request. Often times, staff will reply within the same business day but obviously if a message is left 5 minutes at the close of the work day it is unrealistic to set an expectation of a same day response, hence the 24 hours. I realize we may sometime miss opportunities to provide the expected service to our members but hopefully they are few and far between. Members who have identified areas where we may have a continual shortcoming, or have identified a potential challenge, please notify the management staff member of that department or feel free to contact me. As many of you know, staff strives to provide the best service possible and to be courteous and friendly. This will continue to be emphasized. Of course, staff members love it when this is reciprocated by our members as we are all part of the ORPS family!

The Finance Committee is currently researching ORPS budget trends and information sources preparatory to the upcoming review and approval of

The Committee is exploring ways to make ORPS a more pet friendly resort. Meetings of the Committee are open to all ORPS owners. If interested, plan to attend the next meeting scheduled for
the budget for 2019 - 2020. A new Reserves report is due in late January and then the progress toward 70% funding will be assessed and considered as the upcoming budget moves toward approval. Documentation of new initiatives this year is being gathered for review. G AIL P OLLOCK , Chair

HEALTH & FITNESS COMMITTEE The reader-board in the gym has been updated with the New Year = New You with health and wellness tips to kick-start your year. Instructions and demonstrations on the proper use of the weight room and its equipment is underway on M-W-F from 9-10AM. There is a sign-up sheet on the business bulletin board where you may sign up if needing instruction. Please sign up. If we see no name on the list, we may not show up that day. ACCOUNTING 101
Welcome to Accounting 101! Do you know what all those financial reports represent?
There are 2 important reports that are associated with the 3 separate entities at ORPS (last month I explained Operating , Reserve & Capital ). These 3 have a P&L and Balance Sheet that report the state of our finances. The P&L (Profit & Loss) reports the current month’s revenues and expenses. Revenues include the monthly assessment fee, bar revenue, activities revenue, etc. Expenses include all the bills we pay, payroll, utilities, supplies, etc. Since the resort has so many areas, we break the P&L into departments, i.e., Administration, Maintenance, Bar, Golf, etc. The P&L will state if we made a profit or a loss. The report also includes the budget amount and YTD (Year to Date) figures for comparison and analysis. The Balance Sheet reports the assets, liabilities and retained earnings. Assets are what we own, bank accounts, prepaid expenses, prepaid assessments (owners have prepaid in advance). Liabilities are what we owe, accounts payable (actual bills), federal & state taxes and any accrued amounts. The Balance Sheet also states retained earnings (cumulative net earnings). Included in the monthly reports is the Working Capital summary (a quick snapshot of our cash flow), a Forecast (stating actual amounts with a projection of what may occur) and the P&L Comments. The Comments is a quick look at the P&L with an explanation of various highs and lows. Look for next month’s article on “What we actually do in Accounting”. B RENDA M EJIA , Controller
FACILITIES PLANNING COMMITTEE
I hope you are enjoying our fabulous facilities here in the desert! Our resort looks so beautiful this year and we are pleased with our new stunning ES Pool Deck and Pickleball Center! Our committee continues to work with GM C LINT A THERTON on planning for completion of the El Saguaro kitchen. It is the committee’s highest priority for what is needed in our resort. Certain components of the ES kitchen have been completed in various phases. Some due to advanced planning and some due to necessity because of equipment failure. The last part of the ES kitchen that needs attention is the “Chef Line”, which consists of a new hood and fire suppression system that will ventilate the kitchen area properly and bring our kitchen into current codes. This will entail purchasing stove top and ovens with electronic ignition for safe and easy owner use, caterer use, etc. We will add two new stacking warming ovens that are needed to keep caterer foods warm until they are served.
These ovens must be installed under a hood system and our current hood system is not adequate. Many thanks to our committee member volunteers M ARSHA N ELSON , A LICE H EUPLE , S HERYL N ELSON , C AROLYN C ANDLER , K ATIE T ARABOCHIA for their expertise and time to ensure our facility projects are well planned and successful. We are welcoming new members D AN O’M ELIA , D OUG F OLSOM and D EBBIE S MITH who are committed to making our winter destination so enjoyable for all. Please share your facility concerns with these members so they can address your concerns for the future. 2019 ORPS ELECTION
This year, there are two openings on the Board of Directors and there are three outstanding owners who are candidates: C HARLIE L EAHY , D ON R ENOE , and C RAIG W IRCH . Their Candidate statements are printed on the following pages. Remember you have two votes for two positions and one ballot for each lot owned. Ballots in the Mail February 4 Please follow instructions carefully for casting your ballots contained in your election materials. Ballots may be delivered as follows: Mail your ballot to the Inspectors of Election in the pre-addressed envelope provided. Remember to attach postage! Or, for your convenience, ballots may be dropped in a ballot box at La Palma (near the mailroom window) and postage is not required. Lastly, you may turn your ballot in to the Inspectors of Election during a registration period from 10:00AM to 10:30AM on March 8, at La Palma when the Annual Meeting is called to order and the polls will close. Ballots will not be accepted after 10:30AM when the ballot tabulation will begin.
Carolyn and I feel very fortunate that our first winter in California after several years in Florida brought us directly to our new home at ORPS. We drive home through a golf course, see the flowers, look up through the palm trees, and see snow on the mountain.
Our rental got off to a bad start when our bikes were stolen by cutting the lock cables. Becoming owners in 2017, I attended a meeting of the Safety and Security Committee, was appointed a member, and became Vice Chair at my first meeting. Before my second meeting the Chair resigned. Surprise. I was suddenly transformed from crime victim to Committee Chair. I quickly learned that using the Committee to constantly ask hard questions can draw attention to problems, and found we have a Board of Directors that is willing to make changes. It is gratifying to see the new energy and improvements in our Security this year. Several people asked me to run for the Board, suggesting I have skills that complement the current board. I joined General Motors as an engineering student at the Corvair assembly plant, and retired as a lawyer at GM headquarters. As a mechanical engineer, I lean toward thorough analysis of problems, look for the root cause, and seek the simple, effective and economical solution. As a lawyer, I learn by deep study of the documents and facts, listening carefully to people, formulating a thoughtful position, and then being quick to change my thinking when someone has a better idea. As a Board member, I will be interested in improving our experiences as owners and renters. I believe there is a wealth of untapped talent in our owners and would like to help reinvigorate our volunteer participation. I look forward to working with the ORPS management team to improve customer service through employee training and foresee many small changes that can pay big improvements. Our HOA is financially strong, and careful oversight can keep us there. Let’s celebrate our strengths, learn from any mistakes, and work diligently toward improvements, big and small.

CANDIDATE CRAIG WIRCH
My wife Barbara and I have been coming to Outdoor Resort for 25 years. Our two children were young and it was a great place to experience the sunshine, warmth, friendly people and all that the desert had to offer during March. In 2009 we made the decision to become owners, giving us the opportunity to visit and enjoy ORPS
Louise and I have been owners at ORPS since 2006. We live on Okanagan Lake in south-central British Columbia and consider that a jewel. Once we found ORPS, we knew this was our winter jewel. We have been blessed with wonderful friendships that make our winters special. Education: My college days were interrupted by junior hockey. I have completed numerous courses in restaurant and business management. Work experience: I started working for McDonald’s Restaurants part-time at age 15. I moved into a full-time career when I was finished with hockey and became one of the youngest restaurant managers in Canada at the age of 21. After 16 years in restaurant management, I changed careers, and joined a company that fabricated, supplied and installed kitchen equipment packages for McDonald’s throughout Western Canada. The design of their non-standard kitchens was my speciality. While working in Vancouver, my volunteer activities included 10 years coaching minor hockey as well as serving on two HOAs. Louise and I were very fortunate to retire in 2005 and relocate from Vancouver to the beautiful Okanagan in 2009. I have been Fleet Captain of the Peachland Yacht Club for 7 years, responsible for moorage contracts, membership records and rules pertaining to boats moored in the marina. I was Construction Manager for 4 years, and aside from regular maintenance, initiated and managed all aspects of a major expansion to the marina. I also filled in as Treasurer for two years, all volunteer positions. At ORPS I have served a 3-year term on the A&A Committee, I have been involved in a number of the Saturday events, preparing meals. I have been president of the FMCA ORPS chapter for two 1-year terms. I have served two 2-year terms on the Golf Committee and introduced many fun, new features to the golf program. I have always worked at giving back to our community and believe my history, both work and volunteer positions, would be a valued assist in working on behalf of all owners. I have a strong work ethic and a drive to understand all sides of issues. Those who know me well know my interest is in continuing to improve what we already have at this wonderful resort.

I worked in a variety of Christian Ministries, one of which was managing the ministry in Canada of Insight for Living (Chuck Swindoll). For the last 21 years of my working career I operated my own successful Merry Maids Franchise which won top awards both in Canada and North America for Excellent Customer Service, Employee Retention and Satisfaction, as well as Strong Fiscal Management. I have also been involved and served our local community church as a Deacon, Elder, Finance Officer, Board Member, and various Committee positions. During the past 3 years it has been my privilege to serve on your Board of Directors as Vice President, Chief Financial Officer, and currently as your Board President. I have served as Board liaison to the Golf, Finance, Pickleball, Safety/ Security, Facilities Planning, and Strategic Planning Committees. These past 3 years I have worked diligently with the board to rewrite the CC&R’s, Bylaws, a complete update of our Rules and Regulations, Policies, and A&A Rules. I have worked closely with those responsible to assure us all that our financial picture remains strong and vibrant while making the necessary improvements and upgrades to our facilities. This past year we focused on developing our Vision, Mission, and Core Values Statement. The Bible states in Proverbs 29:18 “where there is no vision, the people perish!” I believe strongly in Vision, Mission, and Core Values. Our Vision and Mission must guide us in each decision made at ORPS, and not our own ambitions. This is why we read our Vision Statement at every board meeting as our reminder. These statements are printed in the Oracle and are posted on the bulletin boards, and the board office and front office. We have not yet reached our Vision to become the “ultimate RV destination, unsurpassed in facilities, activities, amenities, social atmosphere and climate”. We are, however, making progress towards this goal. I understand the Vision, the hard work, the time commitment, and the creative thinking it takes. We need strong leadership with integrity to keep our ORPS future moving forward. It is important to note that I work well with our General Manager, his staff, and your board of directors. There is still work to do. I am asking you for your vote so that I can continue to serve all owners at Outdoor Resort Palm Springs. Please take the time to vote.

SECURITY REPORT
SAFETY AND SECURITY You Are On The Earthquake Team!
As owners and renters at ORPS we each have responsibilities to ourselves and our community in event of a serious earthquake. We each need to be prepared to shelter in place for a week and render some help to our neighbors until we can evacuate. Do you have enough food and bottled drinking water on hand to last a week? Do you have flashlights or a headlamp that you can find in the dark? Do you have a supply of batteries? Do you have a first aid kit that you can find without searching? Do you regularly maintain your RV batteries so that you will have a few days of lighting, refrigerator, and furnace? Do you keep your vehicles full of fuel for running your generator and for evacuation when the highways reopen? Will you assist your closest neighbors by knocking on their door and offering assistance? Will your neighbors knock on your door? Will you be self sufficient or a burden on the ORPS community? Governing Documents. Once a citation is issued it cannot be contested with anyone in the Administration Office or Accounting Department. RESORTERS’ CHORUS
The chorus got off to a good start in November with Christmas carol
practice. We then sang three carols at Chapel in December. We had our first practice of the New Year on January 8 with over 40 singers present. In response to suggestions we have several new songs including Leonard Cohen’s “Hallelujah”, “The Lion Sleeps Tonight” and “Operator” arranged by Kirby Shaw. We will likely sing these at our March 17 concert .

TENNIS NEWS FROM ORPS We are really rolling now. Our Top Gun teams are in full swing (so to speak!). They are utilizing all the courts on Wednesdays and Thursdays at 10AM. If you would like to see some awesome tennis go out and watch. Our league matches have started also. We have leagues playing on Monday, Wednesday, Friday, and Sundays. Come out and cheer us on. Matches begin at 1PM and although sometimes we are at other clubs all the matches are posted online or check the Tennis Calendar that is posted on the main bulletin board.
NIGHT TENNIS We had our first Tuesday night tennis and there were so many attendees we had to play “double double” tennis with eight people on a court. We had 34 players participate and 39 after for dinner at Bella Roma. Many thanks to Bella Roma for accommodating a much larger crowd than they anticipated. We will be having Night Tennis starting January 22 every week.

Many thanks to our men’s Top Gun for hosting our January mixer on January 19. The food was delicious and it was also well attended. Our next mixer is going to be held on Saturday February 16 at 8:15AM at La Palma. It is being hosted by the USTA ladies 7.0 65 + team. HORSE RACE The horse race and general meeting was January 5 th We had many new players and hope they will be back again. The Communications Committee is currently working on developing a new charter and will be adding new subcommittees that redefines its roles and responsibilities. If you have a background or interest in communications, or if you would enjoy being a representative of the resort who assists with communications throughout the resort and helps to plan social activities, please consider coming to a Communications Committee meeting to be a part of the shaping the future in resort communications. The New Owner Reception on January 21 had over 150 people in attendance. A NEW DAY IN CANCER TREATMENTS

I hope everyone here at ORPS took notice of the Nobel Prize in Medicine awarded during October 2018. Two investigators were awarded the prize for a new approach to cancer treatment that harnessed the immune system to specifically target and destroy the cancer cells without damaging normal tissue. The progress is truly astounding. Cancer is one of our most dreaded diseases. We all know X-RAY and chemotherapy are often successful in helping patients, but rarely result in a cure. My nephew, a salmon fisherman in Alaska, came to Seattle about 8 years ago to get treatment for a cancer of the throat. Cancers of the head and neck are difficult because they spread early to other parts of the body. He was asked to enter a double blind study testing a new experimental drug that involved the immune system similar to the Nobel prize. In studies of this kind the patient doesn’t know whether they are getting the experimental drug or a placebo (a sugar pill). As it happened he received the experimental drug “Erbitux” and is alive and cancer free today. These drugs are known as “monoclonal antibodies” and they focus specifically on targeting the abnormal cancer cell similar to the way our body will fight off an infection with a bacteria or virus like polio vaccine. A second case is that of former President Jimmy Carter. He developed metastatic cancer, meaning his melanoma cancer had spread to both his liver and his brain. He also entered a study and received a drug called “Keytruda.” Keytruda is a drug that makes use of the immune system and is currently advertised on TV. President Carter is alive and well some 5 years after he was found to have metastatic (spread) cancer to the brain and liver. He is currently cancer free and very active. These two drugs, Erbitux and Keytruda, are not effective in everyone and some patients have serious side effects. Whoever thought this was going to be easy. The main message here is cancer treatment is undergoing a major shift as investigators work with the immune system.
