Supporting this bill is part of delivering on that promise.” Mingarelli noted a growing need for action against the increase in “toxic and harassing behaviour”, both in public and online through social media and emails. “Like many public officials, I have received persistent, abusive communications, which is harassment, from individuals who appear to believe that such conduct is acceptable,” stated Mingarelli. “It is not. Harassment is abuse. It is unaceptable, and in its most serious forms, it is precisely the kind of behaviour that Bill C-16 seeks to prevent and address.” The MP indicated that she and her staff will also try to help constituents who are experiencing harassment or abuse. “If you or someone in your family is experiencing violence or abuse of any kind, please reach out,” stated Mingarelli. “My team can connect you with local support organizations that provide assistance and care. The federal government strengthened the laws against domestic violence and that is good news to the regio- nal agency that provides shelter for women and children fleeing abusive home situations. “Bill C-16, the Protection of Victims Act, would have a significant and generally posi- tive impact on Interlude, primarily because it better acknowledges the reality of domestic violence,” said Muriel Lalonde, executive director Interlude. Interlude, formerly Maison Interlude House, is a regional non-profit agency that provides support programs dealing with domestic abuse problems, including a women’s shelter facility where women and their children can find temporary shelter from abusive home situations. *OBOFNBJMCSJFGJOSFTQPOTFUPBO&"1 request, Lalonde outlined the key benefits of Bill C-16. They include “recognition of coercive control” through creation of a new offence in the Canadian Criminal Code (CCC) that deals with “controlling or coercive beha- viour towards an intimate partner.” Lalonde noted this CCC addition ad- dresses what Interlude staff and volunteers see in the women they deal with in domestic abuse cases who feel isolated, intimidated, threatened, always under observation, and always dependent on their partner for money for any needs. The new legislation, Lalonde noted,

improves the justice system by encouraging police, aid groups, and legal counsels to better document everything related to a domestic abuse case, including history of violence and all the signs that related to an abusive situation. This helps support victims of abuse during a court case. Lalonde indicated the legislation can also offer better protection for victims of abuse but she added that caution is needed. “The bill also includes measures to improve victims’ access to information and facilitate testimony,” stated Lalonde. “However, it will be crucial to prevent women from being misunderstood or even crimina- lized when they react to the violence they experience.” Overall, Lalonde stated, Interlude sup- ports the principle of Bill C-16 and urges the federal government to provide “concrete resources” that include help with training related to domestic abuse situations, legal
support funding, protocols with police and prosecutors on domestic abuse cases, and “a trauma-informed approach” to handling such cases. “Bill C-16 could strengthen the legal reco- gnition of domestic violence experienced by the women Interlude supports,” said Lalonde, “but its success will depend heavily on training, resources, and implementation on the ground.” The new Protection of Victims Act received the full support of Prescott-Russell-Cumber- land Member of Parliament (MP) Giovanna Mingarelli when it came up for legislative vote in Parliament.
