دروس للحكومــــــات”: “لقــــــد أصبحت التجارب اليوم شــــــكلا مهمًا من أشكال القوة الناعمة؛ فهي تسهم في تشكيل صورة الــــــدول، وتعميق فهم الثقافات، وبنــــــاء الثقة في عالم تتزايد فيه المنافسة.” وخلال الجلســــــة التي أدارها ديكي، ناقش المشــــــاركون سبل الاســــــتفادة من براعــــــة القطاع الخاص في السّــــــرد وصياغة التجارب الشــــــخصية لتحويلها إلى سياسات عامة أقرب إلى الناس واحتياجاتهم. واتّفق الحاضرون على أن الثقة لا تُبنى عبر التّشريعات وحدها، بل عبر التجارب اليومية التي يعيشها الأفراد في تفاعلهم مع المؤسسات. المنعطف الدّيموغرافي في حيــــــن تفتح التكنولوجيــــــا والتجــــــارب المخصّصة آفاقًا جديدة للمســــــتقبل، يلوح في الأفق تحــــــد آخر لا يقل أهميّة: التحــــــوّل الديموغرافــــــي العالمي. وقد تناول عالِم السّــــــكان والكاتب بول مورلاند هذا التحوّل، متحدّيًا الفكرة الشــــــائعة عن خطر “الانفجار السكاني”. فرغم أن عدد سكان العالم بلغ نحو ثمانية مليارات نسمة، يرى مورلاند أن التهديد الحقيقي لا يكمن في الزيادة الســــــكانية، بل في الانخفاض المتســــــارع لمعدلات الخصوبة، وهو ما قد يؤدّي إلى ركود اقتصادي. وخلال جلســــــة بعنوان “دور الحكومات في التحوّل السكاني الكبيــــــر”، أوضح مورلاند أن النمو الســــــكاني العالمي يشــــــهد تباطؤًا ملحوظًا. فعدد متزايد من الدول بات يسجّل معدلات خصوبة أدنى من مســــــتوى التّعويض الســــــكاني، ما يعني أن عدد الوفيات يتجاوز عدد المواليد. وحذّر من أن تراجع عدد السكان غالبًا ما يقترن بانكماش اقتصادي وتدهور اجتماعيّ. ولمواجهة هذا التحدّي دعا مورلاند الحكومات إلى الاضطلاع بدور أكثر فاعلية في دعم تكوين الأســــــر. ويشمل ذلك توفير مســــــاكن ميسّــــــرة الأســــــعار، وتعزيــــــز الوصول إلــــــى خدمات رعايةالأطفال، ووضع سياســــــات ضريبية داعمة. لكنه شــــــدّد أيضًــــــا علــــــى أن الحكومــــــات معنيّــــــة بإعادة ترســــــيخ القيمة الاجتماعية للحياة الأسرية ضمن الثقافة المجتمعية. وقد بادرت دولة الإمارات بالفعل إلى اتخاذ خطوات متقدّمة في هذا الاتجاه. ففي إطار القمّة، أعلنت وزارة الأسرة إطلاق برنامج “الأســــــرة أولاً” ضمن “الأجندة الوطنية لنمو الأســــــرة ”. ويركّــــــز هــــــذا البرنامج على إعــــــادة تصميم البيئات 2031 الحضريــــــة لتكــــــون أكثر ارتباطًا بالحياة الأســــــريّة، من خلال

It necessitates a shift from managing existing re- alities to actively designing the future. It requires a move from static laws to leg- islation that can update itself in real-time, and from cold, bureaucratic systems to institutions that truly serve the human being. Al Gergawi framed this not as a burden, but as a historic opportunity to return to the ultimate purpose of govern- ance: human service. HAPPINESS OVER GDP This human-centric philosophy was echoed by HE Mr Tshering Tobgay, Prime Min- ister of The Kingdom of Bhutan, who offered a powerful counter-narrative to the global obsession with purely economic metrics. He argued that a country’s Gross National Happiness [GNH] is fundamentally more important than its Gross Do- mestic Product [GDP]. “GNH emphasises that the happiness and wellbeing of the people must occupy the centre of the development agenda,” said Tobgay. “In Bhutan, our enlightened monarchs have always said that if a government cannot create happiness for its people, the government should not exist.” Bhutan’s approach serves as a living laboratory for the themes discussed at the summit. Despite being a lower middle-income country, its development philoso- phy prioritises holistic well-being, cultural preservation, and environmental sus- tainability. The results, according to Tobgay, speak for themselves. “We have succeeded beyond our wildest dreams, as a country, as a society, in one generation. We’re all educated, we’re living longer, and more comfortably… Our environment is still intact. We’re a biodiversity hotspot and a carbon-negative country, and we have a vibrant democracy,” he noted. DATA-DRIVEN EMPATHY AND THE EXPERIENCE ECONOMY The ideological shift toward human centricity is also being supported by hard data. A new report by Accenture, launched during the WGS, demonstrated that resident satisfaction is not a simple byproduct of technology volume. Instead, it is driven by how effectively a government can predict needs and empower its workforce to meet them. “The goal of AI in government services is to make it intuitively human, not just operationally efficient,” said Andrew Vo, Accenture’s MEA chief transformation officer. “Our research demonstrates that the highest ‘five-star’ experiences come from entities that move beyond reactive automation to proactive prediction, deliv- ering service before residents even need to ask.” Speakers suggested governments could borrow lessons from the hospitality, luxury andmediasectors todesignmorehuman-centredpublicexperiences.“Experiences

Under his moderation, the panel explored how the private sector’s mas- tery of storytelling and personalisation could be translated into public pol- icy. Trust, participants concurred, is built not only through legislation,
but through everyday lived interactions. THE DEMOGRAPHIC TURNING POINT
While technology and experience design offer paths forward, a looming shadow remains: the global demographic shift. Renowned demographer and author Paul Morland challenged the persistent myth of overpopula- tion. He argued that while the global population has reached eight billion, the real threat is not too many people, but a rapid decline in fertility that could lead to economic stagnation. Speaking at a session titled “The Great Demographic Shift: The Govern- ment’s Role”, Morland explained that global growth is slowing rapidly. An increasing number of countries are seeing fertility rates fall below replacement levels, leading to more deaths than births. He warned that population decline often results in economic contraction and social dete- rioration. To combat this, Morland suggested that governments must play a more ac- tive role in enabling family formation. This includes providing affordable housing, accessible childcare, and supportive tax policies. Perhaps more importantly, he noted that governments have a role in restoring the social value of family life within the culture. The UAE has already positioned itself at the forefront of this movement. During the summit, the Ministry of Family introduced the ‘Family First’ programme under the National Family Growth Agenda 2031. This initia- tive focuses on re-engineering urban environments to be more accommo- dating to families, introducing practical changes like priority parking for expectant mothers and ‘Family and Child Oasis Rooms’ in public venues. “Our primary focus is on re-engineering urban environments and social spaces to bring families closer together, foster community interactions,
