1960s The main land granted by Coventry City Council and Warwickshire County Council in the early 1960s. The first buildings were completed in 1965 (and now house Biological Sciences); by 1970 the Library, Science and Arts Buildings and Rootes Residences had been built on central campus. 1980s The 1980s saw the further expansion of the Arts Centre, the construction of the Jack Martin Halls of Residence and of the purpose built post experience training centre, Radcliffe House (1986) referred to above. In 1989, in partnership with Rover and Rolls Royce plc, the University extended the new Advanced Technology Centre to provide extensive new research facilities. 2000s A new Mathematics and Statistics building was opened in 2004 and a major investment in developing the Sports Centre has provided high-class sports facilities, amongst the best of any British university. Warwick’s Institute of Advanced Studies launched in 2007 and the Institute of Advanced Teaching and Learning was launched in 2010. The Warwick Digital Laboratory was opened by Prime Minister Gordon Brown in July 2008. In 2009, the Arts Centre’s Butterworth Hall underwent a £8million development, and we made extensive improvements to the Students’ Union, building extra retail space, cafes, bars and performance areas. campus of the University is situated on

Two new student Sherbourne, were opened in 2011 and 2012 respectively, and new science academic buildings are currently under development along with a new extension to Warwick Business School. 2010s Other notable developments have been a joint Students Union and Retail building (1998), Sports Pavilion (1998), the first two phases of a new building for the Warwick Business School (1999 and 2001) and a new building for Computer Science (2000). Since 2000 plans for further building have amounted to a programme of c.£50m. residences, Bluebell and 1970s During the 1970s, further academic and residential accommodation was built on campus, including the Social Sciences building in 1977, Senate House and the Arts Centre (1974) and the Students’ Union Building (1975). In 1979, the former Coventry College of Education merged with the University to form what is now the Institute of Education on the Westwood site. 1990s During the 1990s, the built campus continued to develop. Between 1993 and 2000 over £100m of new buildings were erected, notably the construction of the Arthur Vick, Claycroft and Lakeside Residences, the International Manufacturing Centre (1994), the Ramphal Building (1996), and the new Medical School Building and associated Biomedical Research facilities generously funded by the Wolfson Trust and through a successful appeal (2001).

Job Purpose: The Electrical Services section are responsible for the operations and maintenance of a wide variety of complex equipment throughout the University Estate such as HV/LV power distribution systems, critical power supplies, fire alarms, intruder detections systems and lighting systems. The service provided is carried out throughout the University estate and supports all University activities. You will be a self-starter and work autonomously within set objectives. Your role is to manage the Electrical Services section and specialist maintenance contractors to provide an Estates maintenance service. You will ensure all statutory, planned and reactive works are completed safely, cost effectively and to agreed KPI’s and Service Statement. a . Lead and Manage the direct employed labour in accordance with University policies and guidance for staff management, including writing job specifications, recruitment, discipline and grievance, time sheet completion, absence monitoring, performance management, appraisals (Monthly 121’s and quarterly PDRs) etc b. Ensure the DEL’s competencies meet the Section services requirements undertaking succession planning, skills needs/gap analysis, developments plans etc c. Lead and provide clear direction on maintenance standards, prioritise and schedule statutor planned and, reactive maintenance, defect repairs and minor works, organize and deploy direc employed labour, engage specialist contractors as required, monitor service delivery standards to comply with all necessary legislation and to the University’s accepted standards d. Management of section workshops, property, vehicles, tools and equipment in accordance with University policies and guidelines e. Development of Section operating arrangements, procedures and processes which contribute to the Estates Maintenance Strategy. f. Work with other parts of the maintenance and Estates team to ensure best practice and way of working are shared to develop a positive reputation to staff and students in the Estates team as a whole. g. Management and operation of the BEMS systems as necessary h. Act from time to time in the absence of the Head of Maintenance 2. Management of specialist contractors (10%); In conjunction with the Outsourced Services team, provide management and technical support Principal Accountabilities (30%) 1. Management and organisation

with the management of contractors: a. in accordance with all University policies and guidance for the management of contractors ensuring that work is undertaken to the University accepted standards and demonstrates value for money b. liaising with contractors and explain the problems so that the contractor can evaluate a repair solution and take over the work in a safe and timely manner. c. ensuring compliance with health and safety regulations, issuing appropriate permits, reviewing of Contractor’s competence, risk assessments and method statements. d. reviewing Contractor’s works schedules to ensure University’s statutory compliance obligations are achieved, ensuring timeliness of the maintenance activity/repair/installation, manage relationship with the contractor, accepting handover of completed works back from the contractor ensuring all certification, service records and reports are received in accordance with contract service level agreements e. providing regular feedback to the customer on the status of any repairs, review any actions taken and monitor repairs/installations to ensure business continuity. f. undertaking regular Contractors performance reviews and reviewing invoices against work completed 3. Technical (35%) a. As the lead High Voltage Senior Authorised Person (SAP) provide, arrange and supervise HV switching, HV maintenance and associated works carried out throughout the entire campus including routine and emergencies. Appoint AP / CPs as appropriate. b. Undertaking technical and incident investigations as required by line manager, generate writ- ten reports to confirm findings, works completed, recommendations and maintain appropriate records c. Provide historical performance and reliability data, technical advice and support to the de- partment and specialist contractors, assist with contract specifications for complex mainte- nance projects d. Issuing appropriate Permits and review all supporting health and safety documentation, risk assessments, method statements, training records etc e. oversee emergency response in line with the University Business Continuity plan f. Provide management information such as section budgets, statutory compliance, back log maintenance, HR reporting, defects, maintenance scheduling etc g. Completion of Forward Maintenance Registers and providing technical advice, works spec- ification input and budget cost plans to assist in compiling the Estates 5 year and long term financial plans. h. Work with the Asset management Team and the (Maintenance) Senior Surveyor in the asset collation and development of a life cycle plan for all electrical equipment i. Undertake administrative duties, maintain records and documentation as required by line manager and in accordance with Estates office and University policies.

j. Provide support to energy manager and promote a proactive culture towards reducing energ usage throughout the campus. To support and comply with the University ISO14001 accreditation k. Overview of the BEMS systems to action alarms and rectify failures. 4. Communication (10%) a. Provide clear direction and communication to the section of all relevant information to the direct employed labour and maintain good communication with other departments, contractors and suppliers where maintenance activities will impact on the building users operations b. Arrange building services shut downs with customers and building users c. liaise with Estates and other University departmental staff to advise and assist with maintenance and defect repairs scheduling d. Liaison with the stores’ manager for ordering, delivery and collection of section consumables 5. Financial (10%) a. Provide budgets cost for the forward maintenance register, contracted services, minor works arrange small works projects in line with the Estates department guidelines using approved contractors and the Estates’ quote and tender limits policy, ensure work is completed to program, within budget, conforms to legislative requirements and to the University accepted standards. b. Advise the budget holder with the product specifications and budget costs for specialist plan tools, equipment and consumables required by the Estates Office/sec tion c. Review section budget spend in accordance with Estates processes and management information reporting 6. General (5%) a. KNOWLEDGE, SKILLS AND EXPERIENCE

Qualifications

HNC/HND in Electrical Engineering or equivalent BSc in Electrical Engineering or equivalent is desirable Approved High Voltage Switching training (11,000 Volts) NEBOSH General Certificate is desirable City and Guilds 236 part 1,2 and C Electrical Installations or equivalent City and Guilds 2395 Periodic inspection and testing or equivalent City and Guilds BS 7671 Wiring Regulations 18th edition or latest equiv 1.
