Selon Me Julie Bourgeois pour la Cou- ronne, la juge de paix est arrivée à la conclu- sion que l’agent, par sa façon d’agir, avait mis l’animal en situation de détresse, qu’il avait manqué à son devoir de lui fournir les soins appropriés alors qu’il l’avait blessé et que la méthode utilisée pour tenter de capturer l’animal était inadéquate, d’autant que selon les témoignages, le chien était connu du voisinage et n’avait pas d’histo- rique d’agressivité. «Il n’y a aucune loi en Ontario qui per- met de tuer un chien à moins d’une ordon- nance. La juge a mentionné qu’il aurait pu utiliser le poivre de cayenne ou un bâton. Il y a des moyens moins extrêmes qui au- raient pu être pris. En plus, il a fallu qu’il tire à plusieurs reprises. Le calibre de fusil était
beaucoup trop bas pour tuer le chien et cela a pris un certain temps.» Lors des événe- ments, deux plaintes avaient été logées au canton pour signaler un chien se trouvant dans la rue. La propriétaire du chien avait dû se rendre à l’hôpital pour la journée alors que le chien gambadait. Au premier appel, l’agent avait trouvé l’animal sur la propriété de ses maîtres. Il était donc reparti. Puis, une deuxième plainte avait été logée. L’agent avait alors pris l’animal en chasse. Lors de l’audience, la Couronne a indiqué qu’elle recommandait une amende se situant entre 8 000$ et 12 000$, accompagnée d’une or- donnance de formation pour l’agent, ainsi que l’interdiction de se trouver dans un poste incluant le contrôle d’un chien, tant que la formation n’aura pas été complétée. La défense présentera sa position, le 25 juin prochain. Du côté du Canton d’Alfred-Plantagenet, il n’est pas exclu qu’une demande en appel de la décision soit logée. Le directeur géné- ral Marc Daigneault indique qu’il s’agit d’un dossier qui relève du département des res- sources humaines et que par conséquent,
une discussion à huis clos avec le conseil municipal devra se tenir à cet effet. Il sou- tient, cependant, qu’il recommandera per- sonnellement la position de l’appel. «Si le chien avait été sur une autre pro- priété et qu’il avait mordu un enfant ou s’il avait été sur la route 17 et qu’il avait causé un accident, il nous aurait fallu démontrer qu’on avait fait les efforts nécessaires pour l’attraper.» En ce qui concerne la formation des em- ployés, M. Daigneault soutient que le can- ton a pour habitude d’être proactif de ce côté. «C’est dans notre culture de vouloir par- faire la formation. S’il y a des ajustements à faire, on les fera.» Quant à savoir qui défraierait le coût de l’amende, l’agent ou le canton? Aucune réponse ne sera fournie tant qu’une amende n’aura pas été formelle- ment déposée. En ce qui concerne les frais juridiques, c’est le Canton d’Alfred-Plan- tagenet qui en assume les frais puisque M. Guindon a écopé de ces accusations alors qu’il était en fonction.

Un agent de règlements du Canton d’Alfred-Plantagenet a été reconnu coup- able d’infractions à la Loi sur la Société de protection des animaux de l’Ontario al- ors qu’il se trouvait dans l’exercice de ses fonctions. La juge de paix Claire T.R. Winchester, a rendu son verdict, le 3 avril dernier, à L’Ori- gnal. Un procès de trois jours avait pris place en mars dernier à la Cour des infrac- tions provinciales. Ainsi, l’employé munici- pal Martin Guindon a été reconnu coupable d’avoir enfreint quatre chefs découlant de cette loi. Les accusations avaient été dépo- sées par la Société protectrice des animaux après que l’homme ait abattu un chien en mars 2013, alors qu’il répondait à une plainte d’un résident pour un chien traînant

25 accusations Lors de la semaine du 31 mars au 7 avril, les agents du détachement de Hawkesbury de la Police provinciale de l’Ontario ont répondu à 224 occurrences et ont porté 25 accusa- tions. Neuf incidents de vol ont été signalés. Il y a eu deux accusations liées à la conduite avec facultés affaiblies. Voiture en feu Le 4 avril, vers 21h15, l’agent Mike Lavallée s’est rendu sur la scène d’un véhicule en feu sur la route de comté 19 dans Alfred-Plantagenet. Alors que les pompiers d’Alfred- Plantagenet luttaient contre l’incendie, l’officier a interrogé le conducteur du véhicule et il a eu raison de croire que le conducteur avait consommé de l’alcool et que son taux d’alcoolémie était au-dessus de la limite autorisée. Devin McKendry, 30 ans, d’Alfred- Plantagenet, a été accusé de conduite avec facultés affaiblies. Le 6 avril, vers 12h30, l’agent John Léger a arrêté un camion sur la rue John à Hawkes- bury. Steve Michaud, 48 ans, du chemin de comté 18 dans Hawkesbury-Est, a été accusé de conduite avec facultés affaiblies et de conduite sans permis. Poursuite interprovinciale Le 7 avril, vers 1h, les agents effectuaient une vérification sur la rue John au sud du Pont Long-Sault à Hawkesbury quand ils ont observé une voiture roulant vers les offi- ciers à une vitesse élevée. Alors que le conducteur approchait, il a fait un virage en U et s’est enfuit, traversant le pont vers Grenville. Les officiers ont immédiatement poursuivi le véhicule qui a été arrêté sur la route 344. Le conducteur s’est enfui du véhicule, mais a été capturé derrière une maison. Des drogues illicites ont été trouvées en possession du conducteur, selon la PPO. Le conducteur, Samuel Duval-Robillard, 18 ans, de Lachute, a été accusé de s’être enfuit des agents de la paix, conduite dangereuse et possession de cannabis. Des vols à Hawkesbury-Est Une série de vols de véhicule a été signalée dans Hawkesbury-Est, le 2 avril. Quelqu’un est entré par effraction dans des véhicules s’emparant de sacs à main, portefeuilles et autres objets de valeur tels que des appareils électroniques. L’enquête a révélé que certains des véhicules n’étaient pas verrouillés lors des vols. Les policiers ont besoin de l’aide de tout le monde dans la lutte contre la criminalité. Area residents living near water courses are keeping a close eye on water levels these days. Some roads in low-lying areas in the South Nation River watershed were flooded Tues- day. Water levels were expected to peak in the Alfred Plantagenet area between We- dnesday afternoon to Thursday morning. Meanwhile, Grenville-sur-la-Rouge offi- cials were keeping an eye on the Rouge River. Already, certain sections of municipal roads have been temporarily submerged, related Councillor Claude Cadieux, pres- ident of the roads committee, at Tuesday’s meeting. Flooding is a spring tradition, however, on June 29 of 2013 a landslide occurred on the Rouge River Road. South Nation Conservation (SNC) reports that all the stream gauge stations in the wa- tershed are reporting above normal water level for this time of year. Due to the warmer temperatures expe- rienced this week, the snow pack is gradual- ly reducing. However, the remaining snow on the ground is higher in water content and will increase run-off. In addition, ice covered areas have de- creased in the last two days, however, the ice sheet remains in several areas of the watershed, increasing the potential for ice jamming. In addition to flooding, there is also potential for blocked storm drains, catch basins and culverts which may also cause localized flooding. Residents are advised to stay away from rivers as rain and higher temperatures may rapidly increase river flows, cause slippery river banks, and weakened ice cover. Pa- rents are encouraged to explain these dan- gers to their children. SNC cautions residents to be aware of the

Sunshine List does not tell the whole story The Editor,

Wildlife is one of those issues that can really make people wild. Few are indifferent about animals. Some look at a forest creature and see a prospective trophy or meal. Others admire beasts and see cuddly critters that are so darn cute that they are tempted to go vegan. But all would agree that wild animals are to be respected, because they are, after all, wild. Which brings us to the changing seasons and increased encounters with fauna. You have no doubt noticed that raccoons are all over the place; many have been squashed by vehicles. Skunks are emerging from their hibernal slum- ber. As are other, less innocuous creatures -- bears. The Ontario Ministry of Natural Resources and the Ontario Provincial Police are wor- king together to protect and educate people about ursus ater. The public is reminded that black bears that come into a populated area aren’t always a threat to public safety. Call 911 if a black bear poses an immediate threat to personal safety by exhibiting threatening or aggressive behaviour. Police are the first responder for any emergency situation. At the request of police, during daylight hours the Ministry of Natural Resources will respond to emergency situations to assist. If you have a non-emergency encounter, call the BearWise reporting line at 1-866-514- 2327. Visit ontario.ca/bearwise for tips and to learn about bears. Jarring experience There are bad roads everywhere but few are as challenging as some of the routes on the Québec side, such as the hilly tracks in Grenville-sur-la-Rouge. Take the Kilmar Road, please. Like the Rouge River Road, the Kilmar, the one that goes up to the Colacem cement plant, has always been rough. So people learn to adjust their driving habits, and take the rosary beads out of the glove compartment, when they embark on a leisurely tour of that picturesque part of the world. No matter how well prepared you are, the experience is jarring. Crawling along at a top speed of 10 kilometres per hour, dental fillings loosen as the car’s suspension shrieks while the poor thing is mercilessly battered. On one side of the road is a sharp embank- ment leading to a roaring river, on the other there is a wall of rock and trees. If you weren’t fearing for your life, the views would be actually quite pleasant. The beaten up road, filled with ruts, crevices and craters, is shared with massive trucks that zip along the gravel tracks, their drivers seemingly oblivious to the potential ha- zards. The operators of the behemoths give ‘er as they gun up hills, then pick up speed on the rare straight and level sections before gearing down for yet another corner and sharp decline. There is one upside to this trek – after surviving a trip up the Kilmar, the mottled streets of Hawkesbury seem almost smooth. Branding Speaking of Hawkesbury, the town has been called a lot of things over the years. But don’t you think it is high time the town had its own official, feel-good slogan? We are told that when it comes to marketing, branding is vital if a product, a com- pany or a town is to stand out among the crowd. However, coming up with an effective tagline is not easy. Vankleek Hill, for example, has for year touted itself as being the “Gin- gerbread Capital of Ontario,” in reference to its house treatments. But some outsiders think gingerbread refers to the cookie or the small houses people make at Christmas. So a new motto is in the works. “Busiest Town in Ontario” is one suggestion. Considering all the people who have such great ideas in Hawkesbury, surely some ci- tizen could come up with a clever and captivating title for the big village on the Ottawa. This could be a simple and relatively cheap undertaking – the town need not embark on another study or hire a consultant to guide Hawkesburgers through this process.
I read with interest Richard Mahoney’s April 2, 2014 article on firefighter salaries, Les capitaines les mieux payés en Ontario, published in Le Carillon. I’d like to try and provide some clarity on the issue. The Sunshine List is an annual publication of the names of any broader public sector employee whose income for that year ex- ceeds $100,000. The Harris government put this law in place in 1996, and it was designed to ensure that the public is always aware of the compensation levels for government employees. While the Sunshine List makes public an individual’s total compensation, it does not tell the whole story. For example, reading the Sunshine List doesn’t tell us: Firefighters work a 42-hour week, which is about 5 hours per week more than the average public servant (which equals 260 hours more per year, which equals 7 weeks more per year); The firefighter’s salary in Hawkesbury is $80,568.34 which is well be- low $100,000 per year and well below the average in the province which is $86,760.00. All of the firefighters on the Sunshine List are Captains who have been on the job many years and provide experience and leadership for the Hawkesbury Fire Depart- ment; Front-line captains appearing on the Sunshine List usually do so because of one- time lump sum payments such as .retroac- tive payments triggered through a negotia- ted settlement or arbitration award. The captains of the Hawkesbury Fire De- partment also appear on the list because of overtime they worked in 2013. They are often required to work for 14 days in a row to fill in for current vacant positions. Moi et ma famille évaluons à quel endroit nous allons vivre, où nous allons acheter notre maison… Hawkesbury, L’Orignal, Vankleek Hill, Grenville, Alexandria, La- chute, Alfred, autres? Quels facteurs influencent mon choix? Ma langue, ma culture, les gens que je connais dans la région, le lieu de mon emploi, les

Highly skilled firefighters are on duty 24 hours a day, seven days a week. We are prepared to respond in minutes to almost any kind of emergency: fires, medical calls, Haz- Mat calls, floods, ice storms, rescues, and highway accidents. We respond to emergencies that can take a great toll on our health and welfare. We also conduct public education and inspec- tions in addition to the countless hours at community events both on- and off-duty. While I think it’s important to provide the public with information about public sec- tor salaries, I think it’s important to give all the facts. Let’s consider what firefighters do each and every day and focus less on a list that appears once a year.

Pensez-vous vraiment que les loisirs offerts ont une influence sur mon choix? Quelqu’un en doute? Pourquoi dans cer- taines villes (disons-le, mieux gérées!) le service des loisirs relève directement du di- recteur général ou du développement éco- nomique? Les administrateurs municipaux et nos élus actuels ne comprennent donc pas le lien direct entre loisirs, qualité de vie et développement économique! Des gens plus avisés l’ont compris bien avant vous en construisant un magnifique complexe sportif, peut-être nous faut-il un nouveau groupe d’élus pour ramener le gros bon sens à Hawkesbury? Il faut certai- nement changer le service de loisirs actuel! Une unité régionale de loisirs est une évi- dence, mais bon, une étape à la fois… La question devrait donc être; A-t-on les moyens de se passer d’un service des loisirs compétent et efficace? Planifier pour mieux réussir ses rénovations
Le faire soi-même ou engager un pro?
Avec toutes les vidéos et les émissions que l’on trouve à la télé et sur le Web, ou pourrait penser que n’importe qui peut entreprendre des travaux de rénova- tion. N’importe qui? Peut-être, mais pas n’importe quoi... Bien sûr, sans prendre un grand risque, vous pouvez repeindre votre chambre ou poncer votre rampe d’escalier. Si vous avez les outils nécessaires et des aptitudes pour les travaux manuels, vous ne devriez pas avoir trop de problèmes à installer un plancher flottant. Et même si les joints des murs au sous-sol ne sont pas parfaits, cela ne vous empêchera pas de dormir. Mais lorsqu’il s’agit de fixer des armoires de cuisine, de déplacer de la tuyauterie ou de poser de nouvelles fenêtres, pensez-y avant de vous lancer seul dans l’aventure. Méfiez-vous de la vidéo qui explique com-
ment faire en deux temps, trois mouvements : en rénovation, il y a souvent quelque chose qui accroche, un truc imprévu qui exige certaines connaissances, de la patience et du temps. Au bout du compte, il serait peut-être plus économique d’engager un expert. Votre projet comprend des travaux d’électrici- té? La loi est claire : tout ce qui touche à l’électricité ou au gaz naturel doit être effec- tué par les professionnels. Avant de jouer du marteau, informez-vous des règlements auprès de votre municipalité. Consultez des spécialistes, prenez le temps de planifier les travaux et surtout, n’en sous-estimez pas l’ampleur. Faire les travaux soi-même ou s’en remettre à un pro? Il faut y réfléchir!
Le succès des rénovations passe inévitable- ment par une bonne planification. En plus de prévoir quels types de travaux devront être effectués, de faire les achats en consé- quence et de planifier un échéancier, le lancement d’un chantier nécessite plusieurs formalités. En premier lieu, il est important de véri- fier auprès des instances gouvernemen- tales quels permis sont nécessaires pour réaliser les travaux. Les municipalités exigent généralement un permis de réno- vation, valide pour une durée déterminée, et qui doit être placé bien en vue. Un per- mis peut aussi être exigé pour des travaux de construction ou d’agrandissement d’un bâtiment situé en zone agricole, ou encore
pour la rénovation d’un bâtiment histori- que. Àmoins d’être un expert dans tous les domai- nes de la construction, il vaut mieux faire appel à quelques spécialistes : plombier, électricien, charpentier, etc. Lorsqu’on pla- nifie un chantier, il est important de discuter avec chaque spécialiste des délais requis pour exécuter leurs tâches respectives. Cela permet d’établir un calendrier des tra- vaux réaliste qui tient compte de l’évolution du projet. Contacter votre assureur pour souligner que des travaux seront effectués est un autre élément incontournable des rénova- tions. Il sera peut-être nécessaire de spéci- fier le nombre de personnes qui travaille- ront sur le chantier, la teneur des rénovations, etc. Ce simple appel pourrait vous éviter bien des maux de tête en cas de pépin.
Finalement, il est primordial d’assurer la sécurité de toutes les personnes qui évoluent sur le chantier. Celles-ci doivent avoir accès à des installations leur offrant un environnement de tra- vail où les dangers potentiels sont limités au maximum.

Foundation problems need to be dealt with quickly
You don’t need to be a stone mason for decorative bricks
Decorative bricks (or faux bricks) are more affordable than regular bricks and are gai- ning in popularity as a decorative element for homes. And best of all, you don’t have to be a qualified stone mason in order to lay them. PREPARATION Decorative bricks are usually laid on ply- wood or plasterboard. Clean the underlying surface thoroughly and apply a primer if necessary. In some cases, the addition of a layer of wire mesh may be necessary. It goes without saying that the wall surface or floor should be level before you begin work. INSTALLATION Spread the glue with a notched trowel over one small area at a time, starting at the bot- tom of the wall. Place the bricks, leaving an equal space between each of them and ensuring that the joints are offset from one row to the next. Check frequently to ensure that the row of bricks is level. Use a miter saw fitted with a ceramic blade for cutting the bricks at the end of the rows. Recuperate the remnants to start a new row.
Brick corners, used to cover the corners of three dimensional objects, such as those on a mantelpiece, are also available on the market. Now all that’s left to do is to fill the joints with mortar according to the manufac- turer’s instructions. Apart from the traditional red brick, many models and colors of decorative stones are available in stores. To find the best product for your project, as well as the appropriate installation technique, be sure to ask a pro- fessional for advice.
The foundation is the base of a house. That means if foundation problems arise, it is crucial to remedy the situation as quickly as possible in order to safe- guard the entire structure. As this is a structural problem, faults in the foundation can cause more extensive damage if they are not repaired as soon as they are discovered. Roofs caving in, walls cracking, water infiltration, doors that no longer close, and many other unwelcome surprises can be avoided with timely repairs. First of all, keep in mind that the pur- pose of the foundation is to bear the entire weight of the house. To ensure that the foundation is adequate for this purpose, it has to be designed in accordance with the topography of the land, the water table, the type of soil (clay, sandy, or rocky), and local build- ing codes. All these aspects have to be taken into account when problems arise and need to be corrected.
The extent of the work to be carried out has to be evaluated by an expert. Many specialists are able to repair or even replace foundations. In the case of subsidence, it may be possible to stabilize and straighten the foundation with the help of steel piles.
