Le taux de taxe pour les résidences tombe de 72,76 cents à 65 cents par 100$ d’évaluation. Alors que les évaluations ont augmenté, la municipalité entend ramass- er 3 913 559$ en taxes foncières, compara- tivement à 3 909 176$ en 2013. Selon les chiffres présentés lors d’une as- semblée spéciale lundi soir, le propriétaire d’une maison d’une valeur de 152 300$ paiera 1 574,12$ en taxes cette année, tan- dis le propriétaire d’une maison de 144 300 $ a payé 1 721,55$ en 2013. 37 charges In the week of January 13 to January 20, Hawkesbury Ontario Provincial Police (O.P.P.) officers responded to 206 occurrences and laid 37 charges. Officers investigated a break and enter and five assaults and six thefts. Drug seizures During the last weekend, Constables Jonathan Bouchard and Leslie Hahn confiscated il- licit drugs and laid trafficking charges after stopping two vehicles. January 17, at approxi- mately 9:30 p.m., the officers intercepted a black 2005 Mazda 3 while conducting a RIDE checkpoint on Main Street East near John Street in Hawkesbury. Officers discovered inside the vehicle a quantity of marijuana, with a street value of $1,600. The driver, David Poulin Lemieux, 25, of East Hawkesbury was charged with possession for the purpose of traffick- ing. He was later released and is scheduled to appear in court February 5 in L’Orignal. On January 19, at approximately 3 a.m., the same officers intercepted a grey 2003 Chrys- ler Sebring while conducting a RIDE checkpoint on the Long Sault Bridge. Officers confis- cated from the vehicle drugs with a street value of $1,900. They included marijuana, Ecsta- sy, cocaine and“speed.”The constables also found an expandable baton which is classified as a prohibited weapon. The driver, Antoine Pellerin, 23, of Sorel-Tracy, was charged with three counts of possession for the purpose of trafficking, possession of cocaine and can- nabis resin, and unauthorized possession of a weapon. He was later released on a promise to appear in L’Orignal court February 5. After a long and often heated debate, Champlain Township has adopted a new controversial water and sewage service billing system, despite protests from land- lords that the higher rates will cause them financial hardship. Reasoning the per-unit system is fair, township council Wednesday ratified a rec- ommendation by chief administrator Jean Thériault that water meters be installed in all multi-residential units, meaning that apartment dwellers would be billed accord- ing to the same formula that applies now to all consumers who are served by municipal and sewage systems. The new rates, based on a basic fee of $109 payable every two months, are to be phased in over four years. The municipality had been debating the issue for the past year as the township sought ways to erase its waterworks deficit. For the past year, a group of landlords has been protesting that multiple-unit building owners were being used as “scapegoats” in the township’s efforts to balance the books. Landlords recently presented alternatives for new rates to the township’s water and sewage committee. But the committee concluded that the fairest way to charge was to bill per unit. “This would correct the fact that some family units in the township are charged a lower fee than others and

Under the new by-law, all new multi-residential building will be required to install a meter for each residential unit in the building, but in exist- ing buildings, the owner could request that the township install a meter for each unit at the owner’s cost. The owner may ask the township to bill tenants directly, provided the owner agrees that the owner will be ultimately responsible for unpaid invoices. A landlord can ask that the cost of the installation of the meters be added to the building’s taxes as a loan over four years. The township would charge two per cent interest. Many apartment dwellers now pay much less than the owner of a single detached home. Representatives of apartment build- ing owners had submitted many alterna- tives to the water and sewage committee, Thériault noted.

Dans notre région, nos municipalités sont en train de fixer leurs nouveaux bud- gets pour 2014 et établir les priorités pour cette année. Les résultats de ce processus se- ront des nouveaux taux de taxes. Et dans la plupart des municipalités, les taxes foncières augmenteront. Nous entendons souvent dire que la capacité des contribuables de payer est limitée ou même épuisée. Personne n’aime les taxes, par contre, les gens peuvent accepter des augmentations si les impositions supplémentaires sont justifiées et raisonnables. Au cours de cette année électorale, nos élus font face à des pressions et compres- sions monétaires accrues. Les gens surveillent plus attentivement les décisions de leurs représentants qui, comme tout le monde, doivent trouver l’équilibre entre les besoins et les fonds disponibles. Il faut que les municipalités fournissent des services de base, mais actuellement, l’avenir est menacé pour certains services que les gens ont tenu pour acquis pour des décennies. À Hawkesbury, par exemple, la ville veut fermer une des deux patinoires au Complexe sportif Robert Hartley, dans le but de réduire le déficit annuel de 700 000$ sur les instal- lations. De plus, la fermeture de la piscine pour quatre mois permettrait à la municipalité d’épargner 100 000$. C’est bien évident que ces démarches peuvent être évitées – si la Ville peut trouver 700 000$ pour éponger l’encre rouge qui coule au complexe depuis l’ouverture de l’installation en 1979. C’est possible que les contribuables de Hawkesbury exprimeront leur désir de dépens- er des sommes énormes afin de garder deux patinoires et de maintenir le statu quo à la piscine. Oui, et c’est possible que tout le monde gagne la 6/49. Tenant compte du fait que les non-résidents représentent 66% des utilisateurs de la piscine, un partenariat régional serait logique. Hawkesbury est trop petite pour continuer de faire fonctionner une installation dispendieuse. Les municipalités avoisinantes et l’hôpital pourraient négocier des ententes afin de partager les coûts de la piscine avec Hawkesbury. Mais cela est peu probable. Les voisins ont leurs propres problèmes financiers et leurs propres priorités. Déjà, la municipalité d’Alfred-Plantagenet a rejeté l’idée d’un partage des coûts. Dans le même temps, dans le canton de Champlain, le conseil commence la préparation du nouveau budget sachant d’avance que la municipalité fait face à un manque à gagner important. Souvent, les mains des élus sont liées. Il y a certaines aug- mentations de dépenses qui sont inévitables. Par exemple, la facture pour la Police pro- vinciale de l’Ontario pour Champlain augmentera de 135 000$ en 2014. À part de payer pour les services et les coûts d’opérations, nos municipalités doivent aussi regarder vers l’avenir et faire des plans d’investissement à long terme. Malheureusement, les municipalités dans notre région ont reçu des mauvaises notes lors des évaluations de leurs infrastructures et des montants qu’ils ont mis de côté pour les réparer. L’état des routes pavées, des ponts et ponceaux et des égouts pluviaux est évalué dans les plans de gestion des biens, des rapports que le gouvernement de l’Ontario exige des municipalités afin de recevoir des fonds provinciaux pour leurs projets d’infrastructures futurs. Grosso modo, si les municipalités seraient forcées de remplacer toutes les infra- structures, il n’y aurait pas assez de fonds dans leurs coffres pour payer toutes les factures. Dans ce cas, l’argent peut vraiment acheter le bonheur.

Resource staff at the South Nation Conservation Authority (SNC), in partnership with Carleton University, are doing a hydrology study of the Alfred Bog to identify areas in the bog where water loss has the most impact on local plants and animals. The study will help the SNC target future restoration work on the bog. The Alfred Bog is one of the largest, and most unique, peat bogs in southern Ontario. SNC is getting help on the hydrology study from the Eastern Ontario Water Resources Committee and the City of Ottawa for buying meteorological station equipment to measure solar radiation, rain and snowfall, humidity, temperature and wind as they affect the bog. Regional waste recycling deal extended to 2019
Recycle Action is a division of Groupe Convex, an umbrella organization that provides jobs for people who face em- ployment challenges. At a recent committee meeting, Con- vex executive director Caroline Arcand related that Recycle Action has only been in operation for a couple of years. In 2012, an operating deficit of $158,667 had been recorded; that deficit was reduced to $57,967 in 20l3. Arcand noted that large investments had to be made at the outset, thus, the deficit was considerably higher in the first year of operation. However, the organization was projecting a surplus for the 2014 fiscal year. Recycle Action continues its search for a document-shredder vehicle. The group already has a number of clients interested in this service and expects to obtain such a vehicle in the very near future. New truck The regional recycling committee is looking at the purchase of a new col- lection truck, which could cost about $270,000. The 2013 budget included a $50,000 contribution to the regional recycling committee’s equipment reserve, which stood at $375,000 at the end of the year. Both of the current trucks, 2008 and 2009 models, broke down during the Christmas holidays, forcing the rental of a garbage truck to respect the collection schedule.

HAWKESBURY | Waste recycling fees will rise by 3.4 per cent in the fall but they will stay unchanged for the next five years. Under a newdeal with Recycle-Action Inc., the rate charged to Champlain, Hawkes- bury and East Hawkesbury will increase from $58 to $60 per tonne November 1. But the contract also stipulates that the charge will remain the same until October 31, 2019. Recycle Action, which processes recycla- blematerials at its Spence Avenue, Hawkes- bury facility, agrees to donate $ 1 for each metric tonne recovered to a dedicated fund to support environmental activities orga- nized by youth in the region. The volume of material collected through the blue box program has been on the rise, according to figures presented by recycling coordinator Robert Lefebvre at a recent meeting of the joint committee. From January to September, 2013, the total was 1,163.75 tonnes, or 7.17 per cent more than the 1,085.93 tonnes collected during the first nine months of 2012. How- ever, the volume of waste electrical and electronic equipment diverted by Recycle Action for the period from January to Sep- tember, 2013 was 134.16 tonnes, compared to 156.52 tonnes for the same period in
