Elles seront ensuite référées à l’HGH. —Annie Lafortune UCDSB BALANCES BUDGET The Upper Canada District School Board (UCDSB) avoided a deficit budget for the next school year but had to cut back on some of its administrative, teaching, and support positions to do so. UCDSB trustees approved the 2019-2020 budget during their June 19 committee of the whole session. The UCDSB faced a possible $11.7 million deficit situation. Provincial regulations forbid deficit budgets for school districts. The approved budget will mean reductions in full- and part-time staffing across the district equal to 160 positions. Russell Township is laying the ground- work in case there is ever a provincial government-approved cannabis retail store in the municipality’s future. A cannabis policy statement report is one of the items that will be on the desk for township council members to review and vote on when they return to the table in August from their summer break. The six-page document outlines a possible procedure for the municipality to follow should there ever be a proposal to set up a cannabis retail outlet in Russell Township. “The government of Ontario announced that the Alcohol and Gaming Commission of Ontario is the provincial authority that licenses cannabis retail operators, authorizes cannabis retail locations, and licenses store staff,” stated the report. “Municipal governments have no licensing authority.” But the report also noted that commission (AGCO) may be the one who approves a can- nabis retail application, the township still has authority over the zoning for any new commercial project, and also must make sure that the facility meets provincial building code standards and also local and provincial guidelines dealing with parking space and other concerns within an area zoned for retail use. The report outlines a procedure for municipal staff to monitor the AGCO website to check for approvals of any cannabis retail applications for the Russell Township area and be able to prepare and submit a list of questions or concerns to the commission during the manda- tory 15-day public comment period. One concern that the township’s cannabis policy procedure would raise is provincial as- surance that any cannabis retail outlet is not located with 150 metres of “sensitive areas,” which would include schools, nurseries or child- care centres, libraries, community centres, treatment and therapy centres for mental health or addiction, neighbourhood parks, playgrounds or other recreation facilities, including marinas, wharfs and docks, churches, municipal build- ings, police, fire, and ambulance stations, farm- ers market sites, cemeteries, public cenotaphs, or other sites for remembrance gatherings. The policy will demand that AGCO avoid any application approvals that result in “clustering” of more than one cannabis retail outlet within a single area zoned for retail or close to or within an area zoned residential. Limoges will soon have its very own business park, according to Nation municipality officials. «We are currently in the process of finishing a lot that is called the Parc commercial Innovation,» said Guylain Laflèche, urbanist with the municipality. DOIT-ON RENOMMER LE CENTRE COMMUNAUTAIRE? « Le Centre communautaire d’Embrun ne devrait pas porter le nom de Camille Piché. » C’est ce que croit Maurice Lemieux, l’ami de cet ancien bénévole, décédé plus tôt cette année. « Camille s’est investi énor- mément pour l’église et aussi pour l’aréna, contrairement au centre communautaire, a expliqué M. Lemieux, qui a dirigé les travaux de construction de l’édifice actuel du centre communautaire au début des années 1970. Il mérite d’avoir une plaque au cimetière en son honneur, car il a tellement fait pour cet endroit. Ou encore même à l’aréna, car là aussi il a fait beaucoup. » Lors d’une réunion au printemps, le conseil municipal de Russell a officiellement accepté une proposition de deux citoyens d’Embrun, Laurier Lemieux et Nadine Bour- deau, de renommer le centre communautaire en hommage à cet ancien bénévole. Laurier Lemieux allègue que la proposition de nom- mer le centre en hommage à Camille Piché n’avait rien à voir avec son engagement au sein de cette institution. « Nadine et moi aimions beaucoup Camille et étions près de lui, raconte Laurier Lemieux. Pour moi, Camille a toujours été un mentor. Il m’a toujours inspiré. Il a tellement été dévoué pour sa communauté que c’est important qu’il soit reconnu. Et le centre communautaire s’y prête très bien. » Interrogé à ce sujet, le maire de Russell, Pierre Leroux, abonde dans le même sens. Il donne pour exemple l’aréna de Russell, qui s’appelle officiellement Dr. Frank Kinnaird Community Centre, en hommage à cette personne qui s’est beaucoup dévouée pour la communauté. Pour un des fils de M. Piché, Daniel, l’attitude de Maurice Lemieux est incom- préhensible. « Je suis déçu de voir qu’il y a des gens qui s’opposent à ça. Mon père a fait plus que quiconque pour la commu- nauté et il mérite d’avoir son nom au Centre communautaire. Il nous dirait d’ailleurs de ne pas écouter ces personnes négatives. Addyson Delorme tells a story every time she dances. “I can let go of anything happening outside of the dance,” she said, explaining her passion. “And I can sometimes make up stories through my dance.” This July, the young Russell dancer will take her dance moves and her storytelling skills into the international spotlight as part of Team Canada’s entry in the 2019 Commonwealth Cup Dance Championship in Sun City, South Africa, July 16 to 20. Delorme is both excited at the prospect of dancing before an international audience and also a little bit worried about the trip to South Africa itself. “I’m really excited,” she said, “but I’ve never been on a plane before. So I’m horrified.” The worry for her is from hearing news stories about accidents involving airplanes. But even that is not going to stop her from boarding her flight when the time comes, because she has never, since she took up dance before she was three years old, ever let anyone tell her what she could and could not do where dance was involved. Born to dance Addyson Delorme remembers well when she first decided she wanted to dance. She was two, going on two-and-a-half at the time. “I saw a flyer for an open house about dance,” she said. Her mother, Christine, smiles and recalls that the flyer showed girls dressed in traditional ballet tutus. This may have been part of the reason for her daughter’s interest, but there was one problem the instructors at the dance school were concerned about. Addyson’s age. “They didn’t want me to start until I was three,” Addyson said. “But I told my mom I was going to dance anyway.” Addyson’s passion and attitude made a very positive impression and she was accepted into the Studio School of Dance in Nepean, where she spent two happy years, learning her first steps in the art of dance. One teacher, who Addyson remembers as Ms. Rebecca, made the biggest impression on her during those first two years of training. “She was really nice, and would always talk to me,” Addyson said, recalling that Ms. Rebecca started a sticker book system with the newcomer from Russell. Addyson would receive a sticker in the book for every day that she showed up at dance class, even on days when the child felt discouraged. “That sticker book really gave her the encouragement to dance,” said Christine Delorme. Over the past 10 years of her studies, she has mastered classical ballet, contemporary and jazz styles of dance. She also used to perform hip-hop but has since set that style aside in favour of acro-aerial, the dance style made famous by Canada’s Cirque du Soleil. Time for everything “I never had any interest in any sports,” said Addyson, regarding her need to dance. “I can let go of anything happening outside and just focus on the dance. I feel like

is her own independent person.” After Sun City, Addyson resumes her usual full schedule of dance training and babysitting calls, though she will have some more free time for herself with the summer vacation break. It will be several years before she has to think about graduation, but she already has a choice of dreams she wants to pursue when she leaves high school. “I’ve always wanted to own my own dance studio,” she said, “and to dance with the National Ballet of Canada.” She also thinks about taking a year off after graduation so she can travel and teach dance to underprivileged children. She even thinks about following in her mother’s footsteps. “I would like to be a nurse, like Mom,” she said, smiling. Whatever her future will be, Addyson Delorme will always make sure there is time to dance.
everything’s been lifted off me, and I can be free.” Mike Delorme noted that dance has helped his daughter mature and become very self-reliant, very responsible for managing her own time, and making sure all other responsibilities are handled, so that she can focus on her dance studies and training. He recalled, one time, coming home from work and finding Addyson sitting in the kitchen, books spread out on the table in front of her, doing her homework. “I hadn’t even asked her to do her homework,” he said. “I did ask her why she was doing it. She said, ‘I have to do it now otherwise I won’t have time for dance.’” Addyson averages 16 hours each week at dance school, plus time spent at home with her own training and practice of techniques. Add to that the five days a week she spends at St. Thomas Aquinas Catholic High School,
where she made the honour roll this past school term. She also works as a babysitter. “She likes to keep busy,” said Christine, her mother. “I get bored easily,” Addyson said, smiling and adding that rest and recreation for her means “sleep and watching Netflix.” She’s a fan of the 90s series, Friends , and CBC’s Heartland series. Sun City and the future Addyson was accepted as part of Team Canada’s entry for the Commonwealth Cup competition, after submitting an audition video to the spring tryouts call.
