Bouvier Road makes CAA top ten bad roads list
(CAA) released its annual list of the Top 10 Worst Roads in the province on June 18. To- ronto’s Dufferin Street hangs on to its title of the worst road in the province for the eighth time running. Most of the dishon- ourable mentions on the list are from the Greater Toronto and Hamilton areas. But the City of Clarence-Rockland makes the list this year with Bouvier Road over in Clarence Creek finishing at number eight
behind London’s Wharncliffe Road South and ahead of Carling Avenue in Ottawa. “CAA received over 10,000 votes from across the province, the most votes to date,” stated Faye Lyons, CAA South Central On- tario representative. “While the popularity of the campaign continues to grow, it dem- onstrates that infrastructure remains a criti- cal issue for Ontarians.” The list is compiled from votes that the CAA collects over the springtime through its online polling setup. The deadline for nomination votes was May 31. The system is designed for a one vote limit on each nomi-
nation with participants able to nominate as many roads as they wish. Gilles Maranda, Clarence-Rockland’s new infrastructure and engineering direc- tor, has received feedback, both first-hand and second-hand, on the CAA poll results. He agreed that Bouvier Road “is in need of some tender loving care” and the road is on the summer schedule for repair and up- grade work this year. “We do take this seriously,” Maranda said. “But right now we are facing many kilome- tres of road and we are maintaining them the best we can.”

Le conseil municipal de Clarence-Rockland s’est joint à la ville d’Ottawa pour demander au gouvernement ontarien de reprendre la responsabilité de la route 17/174. Rappelons que le conseiller du quartier de Cumberland, Stephen Blais, avait avancé l’idée d’un poste de péage à l’entrée de la ville d’Ottawa pour parer aux problèmes des coûts de réparation et d’entretien de la route 174. «Chaque année, la ville d’Ottawa doit prévoir un budget important pour l’entretien, la réparation et la reconstruction

la responsabilité de cette route à la Ville d’Ottawa ainsi qu’aux Comtés unis de Prescott et Russell. «Malheureusement, les municipalités, elles, ne pouvaient pas transférer les responsabilités à un gouvernement inférieur», a affirmé Guy Félio. Pour sa part, la ville d’Ottawa avait envoyé, le 12 juin dernier, une demande à la province pour reprendre la responsabilité de la 174. D’emblée, le gouvernement provincial a rejeté cette demande préférant plutôt miser sur un possible élargissement à quatre voies de cette route. Une étude environnementale, appuyée par la province, doit être menée sous peu. Selon le conseiller Guy Félio, l’affaire du poste de péage sur la route 174 aura ouvert une autre porte menant à un dialogue entre les gouvernements concernés. «J’espère qu’on pourra s’asseoir ensemble pour trouver une solution au problème de l’achalandage sur cette route-là», a déclaré M. Félio. Récemment, il avait avancé l’idée de l’élargissement à trois voies, plutôt que quatre, de la route 174 qui serait réservée d’abord et avant tout au transport en commun. «L’accent devrait être mis plutôt sur la fluidité et pas nécessairement sur l’expansion à quatre voies, une solution qui serait moins coûteuse et qui encouragerait l’utilisation du transport en commun», a précisé Guy Félio dans une lettre de discussion.

Both Mayor Marcel Guibord and Pierre Tessier, Clarence-Rockland’s chief admin- istrative officer (CAO), agree that it may be time for the City of Clarence-Rockland to have a separate portfolio for that position. “We have that in mind, definitely,” said Mayor Guibord. “We have grown and ex- panded quite a bit. A director would guide the newcomer so that we make sure we are not forgetting anything.” “As a general answer, I would say‘yes’,”said Tessier. “But you have to have something to promote. Given that condition, though, Tessier af- firmed that Clarence-Rockland is expand- ing to the point where the CAO cannot jug- gle both the day-to-day managerial needs of the city and also provide the kind of one- on-one attention that potential investors in the community need to decide whether or not they want to become part of its eco- nomic profile. “Managing a city today is becoming more and more complex,” he said. The mayor noted there are “lots of busi- ness possibilities”waiting in Clarence-Rock- land for the right investor. “There is lots of land ready for develop- ment, or would be, if we had people asking for it.” Sylvain Charlebois, the economic devel- opment director for the United Counties of Prescott-Russell (UCPR), understands the situation. Besides his own work for the UCPR, Charlebois often liaises with the chief administrators and directors for the mem- ber municipalities of the counties on po- tential economic development projects or
investors for their areas. He noted one com- mon priority for many investors. “They’re looking for investment-ready properties,” he said. Not something that a city manager can always find time to keep track of along with everything else that lands on the CAO’s desk. “I think, at the very least, every municipal- ity should at least have part-time people re- sponsible for economic development,” said Charlebois. Neighbouring Russell Township has had its own full-time economic development director for more than a year-and-a-half. The municipality no longer has to depend on the UCPR for help in promoting itself to investors or risk losing out because the CAO is swamped with work. “It makes a difference,” said Charlebois, adding that economic development needs people able to devote their full attention to both the big and small pictures. “I see our role as long-term planners and implementers of visions.”

BROCKVILLE | The Upper Canada District School Board has its budget in place now for the 2013-2014 term. Trustees approved the $373.8 million budget at their June 19 session. The lion’s share of the budget is for regular operat- ing expenses for the entire Upper Canada school district along with $28.7 million for capital works projects. All extra money al- located from Ministry of Education special funding programs is also accounted for in the budget. Budget highlights include $45.9 million for special education needs in the district and $12.9 million for various district pro- grams. WENDOVER | The Summer Solstice is upon us and at the Papanack Zoo in Wendover native elders from across Eastern Ontario gathered to hold a traditional blessing ceremony in honour of the season.
The regional zoo and exotic wildlife reha- bilitation and breeding centre is home at present to three young bald eagles which are recovering from injuries they sustained in the wild.
The eagle is a powerful totem animal in many of the aboriginal myth cycles of Can- ada and is the reason for holding a summer solstice ceremony June 21 at Papanack Zoo this year.

Her career goal is to become an illustrator, but she also hopes to inspire others with her passion for art. “I want to show people that art is impor- tant.”

ARTour, a regional organization dedicat- ed to promoting artists and the arts in the Prescott-Russell region, announced its 2013 Young Artists Scholarships recipients. Kia Kortelainen of Rockland District High School, Shawn Duval of l’école secondaire publique Le Sommet, and Mylène Couture Upper Canada schools broaden Internet presence BROCKVILLE | The Upper Canada school district is increasing its presence on the Information Superhighway. The Upper Canada District School Board (UCDSB) has signed a collaborative agree- ment with the Eastern Ontario Network (EON). Together the two entities will pro- mote and share Upper Canada district school news, events and information through UCTV, the board’s own exclu- sive online video streaming channel, and through EasternOntarioTV.com, the EON streaming channel. EON staff will help the UCDSB commu- nications and relationship management department staff to produce both live and recorded broadcasts for UCTV, and also work with staff at district schools, along with students in the Grades 5 to 12 levels, on a curriculum that will teach students the skills involved in producing live and record- ed broadcasts. The goal is to create student-focused shows on sports, school life, student poli- tics, arts and other topics of interest to the overall school community. Some students with interests in online journalism and pho- tography may have a chance to produce feature content for EON’s news and infor- mation site at EasternOntarioNetwork.com. Le règlement de procédures sera révisé
un règlement modificateur. Au départ il était question de ramener la période de questions au début du la réunion du comité plénier. De son côté, le conseiller André Henrie a apporté un amendement qui propose plutôt la révision des points en litiges. «Je crois, à ma connaissance, qu’il y a d’autres points qui doivent être revus. Donc, tant qu’à faire, si on est pour aller de l’avant et revoir le règlement de procédures, je crois qu’on devrait essayer de traiter tous les points», a affirmé M. Henrie. Il aura ainsi fallu plusieurs objections de la part de membres du public et du conseil. Rappelons que le règlement, qui dicte le code de conduite lors des réunions du conseil, avait reçu le sceau d’approbation au mois d’avril. Les critiques ont suivi. CORNWALL | Ronald M. Laliberté, un procureur de la Couronne au ministère du Procureur général de l’Ontario, à L’Orignal, a été nommé juge à la Cour su- périeure de l’Ontario à Cornwall.
