Internet pour le vote électronique, contre un tiers qui a voté par téléphone. Les élections municipales de 2018 ont montré une baisse DPOUJOVFEVUBVYEFQBSUJDJQBUJPOÆ TPJUÊMFDUFVSTTVSJOTDSJUT-FT trois quarts des votes ont été effectués par le système de vote électronique par Internet. L’élection de 2022, avec le retour à la méthode du bulletin de vote papier, a donné lieu au plus faible taux de participation des électeurs de Hawkesbury pour une élection municipale depuis 1997, avec 3 378 des 8 406 électeurs inscrits qui ont voté, soit un taux de participation de 40,19 %. Le rapport comprend plusieurs recom- mandations pour préparer l’élection muni- cipale de 2026 et tenter d’encourager une plus grande participation des électeurs. Les suggestions comprenaient : davantage de jours de vote anticipé ; offrir le vote par correspondance sur demande comme option pour les électeurs ; et améliorer la sensi- bilisation du public à l’élection municipale et à la façon de voter en affichant plus fréquemment des informations sur la page Facebook de la municipalité. Le conseil a voté pour accepter le rapport pour examen et discussion ultérieurs.
Certains membres du conseil de Hawkesbury s’inquiètent de la baisse du nombre de personnes qui ont voté lors des élections municipales locales. «Je suis déçu par ces chiffres», a déclaré le conseiller Antonios Tsourounakis, lors de la séance d’hier du conseil municipal de Hawkesbury. La secrétaire municipale, Myriam Longtin, a présenté au conseil son rapport final sur les résultats globaux du scrutin pour l’élec- tion municipale de 2022, ainsi qu’une liste de recommandations pour aider à préparer l’élection de 2026. Cette année, Hawkesbury a opté pour la méthode traditionnelle de vote par bulletin de papier, comparativement aux sept autres municipalités des Comtés unis de Prescott et Russell (CUPR). Toutes ces municipalités ont uni leurs efforts pour trouver un service de cyber technologie offrant un système de vote électronique fiable et sécurisé, par téléphone et/ou Internet. Le rapport de M. Longtin a comparé les résultats des sondages pour les élections municipales de Hawkesbury au cours de la période allant de 1997 à 2022. Le rapport a noté une baisse considérable de la parti- cipation électorale pour la dernière élection municipale par rapport à la précédente en 2018. Près de 12 % de personnes en moins ont voté en 2022 par rapport à l’élection précédente. Le rapport indique qu’une des raisons pourrait être que certains électeurs ont été dissuadés par le fait de devoir quitter leur domicile pour se rendre aux bureaux de vote. Le rapport a également noté que le taux de participation au scrutin de 2022 suit une tendance depuis 1997, à la diminution du nombre de personnes votant aux élections NVOJDJQBMFTMPDBMFT&O QMVTEF des quelque 8600 électeurs inscrits, soit environ 61 %, ont voté lorsque les élections se déroulaient par bulletin papier. Le pour- centage est resté stable lors de l’élection de 2000, lorsque le vote par téléphone était la méthode utilisée. Mais, à partir de 2003, lorsque le vote électronique est devenu la norme, les résul- tats des scrutins ont commencé à chuter, les gens essayant de s’adapter au vote électronique. Lors des élections de 2003, 4 493 des 8 343 électeurs inscrits se sont rendus aux urnes, les électeurs ayant le choix entre voter par téléphone ou utiliser le système de vote par Internet mis en place ÆMÊQPRVF"VUPUBM EFTÊMFDUFVST inscrits se sont rendus aux urnes. Les élections municipales de 2006 et de 2010, à Hawkesbury, ont vu une aug- mentation de la participation des électeurs, grâce aux méthodes de vote électronique disponibles. ONE MORE KICK LEFT AT THE UCPR BUDGET
PGCFUXFFOQFSDFOUBOEQFSDFOU One of the biggest revisions to the latest budget draft is the expansion of the UCPR community aid program for its member municipalities. The original program provides $10,000 to each municipality to use to support local non- profit groups and their programs or projects that benefit the community. The proposed expansion of the aid program would see each UCPR member municipality allocated UPVTFGPSMPDBMDPNNVOJUZBJE projects. UCPR council and administration are scheduled to review the 2023 budget plan again December 14. Final approval of the budget takes place in January unless UCPR council gives admi- nistration any more directives for changes.

The original draft for the 2023 budget presented to the mayors of the United Counties of Prescott-Russell (UCPR) during UIFJS/PWFNCFSDPVODJMTFTTJPOXBT $177,274,700, with a projected three-per- cent tax increase. Revisions to the budget plan, including the addition of an expanded community aid funding program, brought the second version of the budget proposal to $178,136,100. De plus, il ne répond plus aux normes structurelles attendues aujourd’hui pour une caserne de pompiers municipale. Le rapport de M. Potvin recommande d’inclure 50 000 $ dans le budget de 2023 pour le coût des plans architecturaux d’une nouvelle caserne de pompiers pour le village. Il y a 42 000 $ de fonds non dépensés pour les travaux d’immobilisations dans le budget 2022 qui peuvent être transférés au plan budgétaire 2023. Il resterait donc 8 000 $ à allouer. Le conseil a approuvé la recommandation et a également demandé au personnel du canton de voir s’il était possible de conclure un accord de partenariat sur le projet avec les Comtés unis de Prescott et Russell (CUPR). Les CUPR se sont associés à la Cité de Clarence-Rockland pour la construc- tion de la nouvelle caserne de pompiers du village de Bourget, qui est devenue à la fois une caserne municipale et une station d’ambulances des CUPR.
Le coût d’une nouvelle caserne de pompiers pour le village d’Alfred et la façon de la payer occupent l’esprit du conseil et du personnel du canton d’Alfred-Plantagenet, alors qu’ils com- mencent à planifier le budget municipal de l’année prochaine. L’administrateur en chef Michel Potvin a présenté au conseil une liste d’éléments prioritaires pour les discussions sur le bud- get préliminaire 2023, lors de la séance du conseil du 29 novembre. Vendredi soir dernier, au Centre sportif Robert Hartley, les Hawks et les 73 se sont affrontés à nouveau, Hawkesbury ayant battu Kemptville 3-2. The Cougars still have half a season to catch up in standings to the teams in front of them and possibly obtain a favorable playoff draw. “We want to finish strong before reaching the playoffs,” said Dopelhammer. “Consis- tence is key. We don’t want to show up one game, and not show up for the next one.”
