Furthermore, in adherence to the Open Meetings Act, our team diligently attends all Board of Commissioners meetings, meticulously preparing and disseminating Public Notices, Agendas, Post Agendas, and Minutes. This commitment to transparency underscores our unwavering dedication to upholding the principles of good governance. The Clerk to the Commission is the official keeper of the County seal and records; and oversees extensive administrative and legislative operations on behalf of the Board of Commissioners. This is managed through the preparation and sounding of the agenda, researching legislative records, and maintaining an accurate account of all actions and records of the Board. The Office of the Clerk to the Commission works with various county departments and officials to conform contracts, prepare ordinances, resolutions and amendments for codification, and manage administrative and legislative functions.

(a) The Fulton County Board of Commissioners holds a regular meeting (first Wednesday of the month) and a recess meeting (third Wednesday of the month). The agenda is prepared by the clerk's office in concert with the county manager's office. The deadline for submitting items for regularly scheduled board of commissioners' meetings to the clerk's office for inclusion on the next agenda is 10:00 a.m. on Friday prior to the meeting. A final copy of the agenda is distributed to the commissioners, county attorney, county manager and appropriate staff by 2:00 p.m. on the Friday preceding the scheduled meeting of the board. Copies are also made available to the public at that time. Sec. 101-66. - Agenda, preparation of; public comment.
FULTON COUNTY CODE OF LAWS Sec. 102-112. - Procedure for keeping minutes; attendance at commission meetings.
It shall be the duty of the clerk of the county commission, or in his absence, the deputy clerk, to attend all meetings of the county commission and to keep faithful and accurate records of all such meetings. (Code 1983, § 22-3-1) (e) (1) Prior to any meeting, the agency or committee holding such meeting shall make available an agenda of all matters expected to come before the agency or committee at such meeting. The agenda shall be available upon request and shall be posted at the meeting site... O.C.G.A. 50-14-1
It shall be the duty of the clerk, after the adjournment of the meeting or after a recess in any session thereof, if such meeting is not adjourned, to prepare in written form, the minutes of such meeting, using as his sources therefor, any notes, memoranda, or other materials which may be available as an aid to his memory, of all transactions which occurred at such meeting and the action of the county commission thereon, which written record shall be prepared and reduced to writing by the clerk independently under his own oath of office... Develop Agendas in coordination with the Board of Commissioners, County Manager, and Zoning Division.

Provide meeting and voting statistics.
Publish Post Agendas and Verbatim Minutes in accordance with deadlines of forty-eight hours and thirty days, respectively.
Sound Agenda items for the Board of Commissioners.
Create and maintain an official audio recording of Board of Commissioners’ meetings.
Assist citizens with inquiries during the Board of Commissioners’ meetings.
Provide Agendas and speaker cards, as requested.
Give announcements and directions to citizens and speakers.
Prepare and mail letters to Zoning applicants regarding Board of Commissioners' actions.
Serve as time keeper, and record motions and directives.

The Clerk is hereby prohibited from certifying any minutes of the county commission or excerpts therefrom until and unless the minutes from which such excerpt is taken have been ratified and approved by the county commission; provided, however, the clerk may furnish a copy or excerpt of a preliminary draft of the proposed minutes of the county commission without a certification; provided, however, where such excerpts are prepared and furnished by the clerk, there shall be noted thereon that the same are not official minutes but are tentative and as such are not binding on the county or any officer thereof. (Code 1983, § 22-3-5) Sec. 102-116. - Certification of minutes.

O.C.G.A. 50-18-70. Legislative intent; definitions.
(b) All public records of an agency as defined in subsection (a) of this Code section, except those which by order of a court of this state or by law are prohibited or specifically exempted from being open to inspection by the general public, shall be open for a personal inspection by any citizen of this state at a reasonable time and place; and those in charge of such records shall not refuse this privilege to any citizen.
(2) “Public record” means all documents, papers, letters, maps, books, tapes, photographs, computer based or generated information, data, data fields, or similar material prepared and maintained or received by an agency or by a private person or entity in the performance of a service or function for or on behalf of an agency or when such documents have been transferred to a private person or entity by an agency for storage or future governmental use.

(e)(1) Prior to any meeting, the agency or committee holding such meeting shall make available an agenda of all matters expected to come before the agency or committee at such meeting. The agenda shall be available upon request and shall be posted at the meeting site as far in advance of the meeting as reasonably possible, but shall not be required to be available more than two weeks prior to the meeting and shall be posted, at a minimum, at some time during the two-week period immediately prior to the meeting...
