The regional non-profit group has several sites where it provides sorting of recycled materials as part of its larger job skills training and work experience program for its clients. Township administration reviewed the existing contracts the municipality has for sorting and delivery of recycled materials as part of its overall blue box program. The contract proposed with La Groupe Convex represents a potential saving of almost $3900 a year based on the 2010 figures for the program. Lemieux’s staff have also reported to him a continuing surge of interest from the Embrun, Rockland and Casselman areas in having more passport clinics in future. Reasons for the demand vary from convenience as existing passport-holders need to renew their documents to a sudden need for many to have passports available now because of future plans for travel down to the U.S., which now requires that Canadians present passports or provincial licences that are modified to serve as border identification now.
Time to think about who will occupy the warden’s chair next year at the counties council table. The tradition is that the warden’s posi- tion alternates between the mayors of Prescott and Russell counties each year but it is not an absolute rule. Mayor Jean-Yves Lalonde of Alfred-Plantagenet steps down at the end of November as the warden for the United Counties of Prescott-Russell (UCPR). His successor could be Mayor Marcel Guibord of the City of Clarence- Rockland, Mayor Jean-Paul St-Pierre of Russell Township, or Mayor François Amour of The Nation Municipality, if either of them were willing to step forward as nominees. Or the matter could be left open for any of the current rookie mayors in the counties or one of the two other veteran mayors Gary Barton of Champlain Township or Robert Kirby of East Hawkesbury village to stand as candida-

Alfred-Plantagenet Township council has agreed with a recommendation from administration to accept a contract proposal from la Société « Recycle Action- Groupe Convex » for a 39-month agree- ment. The contract is for sorting services of recycled materials at a cost of $58 per tonne, with the materials all sent to the group’s Hawkesbury facility for sorting

Now that all the election hoopla has settled down at both the provincial and federal levels, MP Pierre Lemieux can resume one of his pet projects, organizing passport clinics throughout the riding. “I’ve noted that we have cleared up a lot of the backlog on passport applications,” Lemieux said during a phone interview. The United Counties is following the example of several other municipalities in the Prescott-Russell region and elsewhere in Ontario in trying to get its new budget worked out and approved before the end of the year. Early approval of the budget allows for earlier tendering of capital works projects with potential savings in cons- truction costs and time.
If no major project expenses get added at the last minute, the United Counties of Prescott-Russell could have a new budget ready for next year before this Christmas. Counties council will hold a special morning sitting on Dec. 13 for final review and adoption of its 2012 budget. Administration will present the preliminary budget report during the Nov. 8 committee of the whole session for council review and comment. The final revised

The township received notice from Waste Diversion Ontario about approval for funding from the Continuous Improvement Fund (CIF) to help with the municipality’s plan to target plastic packaging as part of its recycling program. The door-to-door recycling program is working well at reducing the amount of garbage going into the landfill. So Alfred- Plantagenet Township has earned itself continued funding aid for its blue box project.
