3 . MAIN DUTIES & RESPONSIBILITIES

Strategic Leadership • Responsible for the direction and leadership of all activities associated with the full life cycle delivery of major projects. To develop and oversee the implementation of strategic plans that plan and deliver in accordance with all safety, quality, time and cost parameters to meet the needs of the projects. • Develop and execute effective execution strategies and plans setting out how the programme of work will be managed, organised and executed. • Prepare, submit and as required present, regular reports to the Investment Committee and Strategy and Resources Committee to show actual and predicted spend against the capital programme. • Monitor market conditions and trends in and use the information appropriately to inform projects and contingencies. • Work with Deputy Directors and lead on ensuring that where required, high quality, commercially focused Option Appraisals and recommendations are produced.

Programme/Project Management • Ensure that robust systems, reviews and reporting are in place to make sure that the costs of individual projects and the entire programme of work are carefully monitored at all times and remain within approvals. • With active input from Project Managers, develop, maintain and update an overall master Gantt chart for all current and future projects. Finance • To lead and have the overall responsibility for all matters relating to cost consultancy, cost advice and project programming for the University’s extensive capital programme. Manage the overall capital programme budget and cash flow, ensuring standardised approaches to cost estimating, reporting and forecasting. Proactively work with the Capital Accountant, Project Managers and Cost Consultants to ensure that it is fully reflective of the programme’s financial position. • Monitor project costs ensuring that value for money is achieved and that they are delivered in-line with approved budgets. • Preparation of estimates and cost plans for projects along with building and maintaining a project cost library.
