EXECUTIVE SUMMARY

It was awarded the prestigious Queen’s Award for Enterprise in 2015 in recognition of its international growth and success over the past six years. Underpinning much of the success is a strong focus on teaching and learning which permeates through everything – even the design and layout of the buildings. Lecture rooms in the newest facilities, for example, can transform into 360 degree amphitheatres to bring a more intimate, immersive element to the discussion, and learning spaces are open and adaptable to encourage sharing of ideas and disrupt the traditional one-way flow of information from lecturer to student. A £100 million investment into research is underway to boost Coventry’s research performance and bring it up amongst the traditional heavyweight research institutions. It has already seen the launch of several new centres specialising in areas around which Coventry has historically had considerable expertise. The Centre for Trust, Peace and Social Relations, for example, has been established to build on and advance the university’s world- leading research around trust as a key component of peace building, reconciliation and community cohesion – echoing the very themes for which Coventry as a city is internationally famous. In a recent House of Lords debate, the Archbishop of Canterbury drew attention to the positive impact of the centre’s work. Researchers in the new Centre for Applied Biological and Exercise Sciences, too, have attracted global interest and media attention. A team of its scientists have developed a pioneering new way – using real human heart tissue – to test the effect of drugs on the heart without using human or animal trials.

Coventry University is a forward-looking modern university whose roots can be traced back to 1843 to the Coventry School of Design. Other notable projects which demonstrate the breadth of research underway at Coventry include initiatives to tackle female genital mutilation, collaborations with industry to combat automotive cyber security threats, and long-term studies into children’s literacy. The Research Excellence Framework (REF) 2014 results portend well for the ambitions that Coventry University has going forward – the university was ranked joint 5th in the UK for the quantity of its research in the allied health professions category receiving the top ratings of four or three stars, with many other areas also being rated as ‘world leading’ and ‘internationally excellent’. Such successes are only bolstering Coventry’s international reputation. Already boasting one of the most culturally diverse campuses in the UK thanks to its 9,000+ strong international student population – drawn from over 150 countries – the university is continuing to grow its overseas presence, including through recent collaborations with Kadir Has University in Istanbul and the South West University of Political Science and Law in Chongqing.

THE ESTATE We are continuing the evolution of the University Group and as we look to build on our position of strength we aim to continue to create state-of- the-art campuses for our students, staff and visitors. We have invested over £350m in the estate in the last 8 years including the addition of a ground-breaking £55m Engineering and Computing Building, an award-winning £35m Student Hub that opened in 2011 as well as the new £64m Alison Gingell Building for Health and Science which was opened in January 2018 by the Duke and Duchess of Cambridge and includes Europe’s largest super lab. Additional projects recently completed include Cycle works, a £27m new student accommodation development and the National Transport Design Centre, a multi-party facility bringing together industry, start-ups and academics in a new £7m centre. We have ambitious future plans with several key projects either underway or in development stage, including: • A £50m refurbishment and new build to give a new building for the Faculty of Art and Humanities. • Two student accommodation projects to deliver approximately 1500 new bedspaces. • The Beatrice Shilling Building, second building for Faculty of Engineering, Environment and Computing to follow the ECB. Value £27m. • The development of the Centre for Advanced Low Carbon Propulsion Systems – a new engine and drive train testing facility – in conjunction with a world leading research company. • A new home of CU College, the £18m refurbishment and fit-out of an existing building. • The redevelopment of the former City Council Civic Centre site to provide 15,000m2 of space in the first phase. • A £6m investment in the public realm around the Coventry campus.

• A programme of £10m of projects to dramatically improve catering and student experience in three existing locations on campus. • A £10m programme of replacing existing energy centres. • Further investment in additional space for Coventry University London. The University and the city of Coventry itself has a lot to look forward to over the next decade. As far as ‘town and gown’ relationships go, the University and the city council enjoy a hugely positive rapport which has paved the way for the University to transform the city’s skyline and make an enormous contribution to its economy over the years. It was announced in 2015, a deal with the council, Coventry University will be investing a further £125 million into new buildings in what will be the largest and most significant development in its history. The project still in early design stages, will house a new headquarters, new international student centre and new business incubation unit are all part of the plan, and will all have a role to play in the University’s ambition to be truly world class in everything that it does. Other locations Coventry University has a wide-ranging and innovative portfolio. THE ROLE Working within the University’s multi-disciplinary Estate Development team, the Cost and Programme Manager will provide strategic leadership on all cost management, programme and contractual matters across the University’s capital programme. With a capital spend over the next period in excess of £430m it is vital that the forecasting and management of costs and expenditure is exemplary and that procurement methods provide maximum value for money. The post holder will oversee the delivery of activities, processes and systems on complex projects. He/she will develop and implement a strategic plan to ensure provision of a robust and comprehensive cost reporting and contract management service, for all projects from inception through to completion.

The successful candidate will possess relevant experience in a quantity surveying, cost management role with responsibility for cost and programme management of construction and property projects. You will have experience of reporting on projects and programmes from a cost, contract and risk perspective and will relish the challenge of achieving value from a large scale and diverse capital programme.

JOB DESCRIPTION

Purpose Reporting to the Group Director Estate Development, the post holder will provide strategic leadership on all cost management, programme and contractual matters within Estate Development, a technically complex and dynamic environment. With a capital spend over the next period in excess of £430m it is vital that the forecasting and management of costs and expenditure is exemplary and that procurement methods provide maximum value for money. The post holder will oversee the delivery of activities, processes and systems on complex projects. He/she will develop and implement a strategic plan to ensure provision of a robust and comprehensive cost reporting and contract management service, for all projects from inception through to completion. The post holder will work collaboratively with the wider team playing a lead role in overseeing cash flow forecasts and analysing procurement plans.

3 . MAIN DUTIES & RESPONSIBILITIES

Strategic Leadership • Responsible for the direction and leadership of all activities associated with the full life cycle delivery of major projects. To develop and oversee the implementation of strategic plans that plan and deliver in accordance with all safety, quality, time and cost parameters to meet the needs of the projects. • Develop and execute effective execution strategies and plans setting out how the programme of work will be managed, organised and executed. • Prepare, submit and as required present, regular reports to the Investment Committee and Strategy and Resources Committee to show actual and predicted spend against the capital programme. • Monitor market conditions and trends in and use the information appropriately to inform projects and contingencies. • Work with Deputy Directors and lead on ensuring that where required, high quality, commercially focused Option Appraisals and recommendations are produced.

Programme/Project Management • Ensure that robust systems, reviews and reporting are in place to make sure that the costs of individual projects and the entire programme of work are carefully monitored at all times and remain within approvals. • With active input from Project Managers, develop, maintain and update an overall master Gantt chart for all current and future projects. Finance • To lead and have the overall responsibility for all matters relating to cost consultancy, cost advice and project programming for the University’s extensive capital programme. Manage the overall capital programme budget and cash flow, ensuring standardised approaches to cost estimating, reporting and forecasting. Proactively work with the Capital Accountant, Project Managers and Cost Consultants to ensure that it is fully reflective of the programme’s financial position. • Monitor project costs ensuring that value for money is achieved and that they are delivered in-line with approved budgets. • Preparation of estimates and cost plans for projects along with building and maintaining a project cost library.

3. MA I N DUTIES & RESPONSIBILITIES

Risk Management & Compliance • Anticipate, manage and resolve issues. Identify and minimise risks and facilitate the resolution of issues raised. • Work with Project Teams to ensure that contingency levels are actively managed and appropriate for the project stage. • Review, make recommendations and implement good practice measures for ensuring robust cost control on projects. • Provide advice and recommendations on appropriate forms of construction contract. • Provide initial advice on contractual disputes. • Maintain regular liaison with Legal Office and Solicitors to ensure that our documentation and contracts are in line with current legislation. • Review and monitor the University’s Standard Design Guide to ensure that its content offers value for money both in capital and revenue spend. Procurement • In conjunction with Procurement, advise the team on insurance matters for projects. • In conjunction with input from Procurement and Project Managers advise on the most suitable procurement routes at both project and programme levels. • Prepare or assist Project Managers in the preparation of Tender Reports • Review and comment on tender documents prepared by consultant teams and in-house staff. • Assist in the preparation of consultant tenders including framework mini-competitions. Management & Leadership • Assist project teams in the evaluation, interviewing and recommendation of contractors. • Carry out and manage contractual negotiations with contractors, consultants and other suppliers as required including agreeing service levels, fees and payments • In conjunction with Project Managers and the Framework Manager monitor the performance of cost consultants to ensure they are delivering the required service and consistency.
