OVERVIEW The University’s estate contains a wide and varied range of properties. Some, such as the Arts Tower, are of great architectural importance and must be preserved as part of our national heritage, whilst others such as the award winning Information Commons, are modern and sophisticated in their design and servicing. The award winning Department of Estates and Facilities Management (EFM) at the University of Sheffield is responsible for maintaining the University’s buildings, facilities and grounds, managing its property and facilities and procuring new buildings. Estates Development is at the forefront of the University’s strategic and capital programme, managing and delivering developments and commitments that underpin its world class facilities. Our Project Managers are directly responsible for the planning, management and development of the University estate; and with a rolling portfolio of around 120 live projects of circa £400m capital value at any one time, there has never been a more exciting time to join the leadership of this team.

ABOUT THE TEAM Estates Development is at the forefront of the Universities strategic and capital programme, managing and delivering developments and commitments that underpin its world class facilities. The Estates Development Team consists of an experienced group of hard working, enthusiastic committed professionals with a principal responsibility for the successful completion of the Capital Programme together with the delivery of major / minor revenue works projects to achieve the most efficient, cost effective, building design solutions for the University campus wide.

PERSON SPECIFICATION An opportunity has arisen to take up one of two prominent senior roles in the current team reporting directly to the Head of Estates Development. This new role carries full project lifecycle responsibility for circa 60 projects at any one time, with values ranging from £50k to £90m and overall approved value of circa £200m. You will provide strong leadership, support and guidance to the Project Managers. The role requires excellent Client and stakeholder management skills together with wide experience and technical knowledge of construction and development. You will have the skills and competency to lead multiple teams managing complex projects from inception to completion and into operation. You should provide evidence in your application that you meet the following criteria. We will use a range of selection methods to measure your abilities in these areas including reviewing your online application, seeking references, inviting shortlisted candidates to interview and other forms of assessment action relevant to the post.

Essential

• Construction related degree or equivalent experience in a relevant Building / Construction discipline.

• A formal Project management qualification.

• Member of a recognised building/construction related professional body e.g. CIOB, RIBA, RICS.

• Good knowledge of relevant construction related Health & Safety, sustainability and quality legislation, standards and industry best practice. • Extensive, successful, construction based working knowledge and experience of major refurbishment works and new build projects on occupied, operational sites with direct contact with the general public. • Track record of consistent delivery against time, cost, and quality targets. The basis of this experience should have been obtained from delivering projects and programmes in excess of £20m on both new build and refurbishment schemes. • Significant and evidenced experience leading and managing teams and projects, taking overall responsibility and ensuring all relevant actions are implemented by self or others, following the RIBA plan of work. • Experience and knowledge of building contracts, procurement and engagement of building contractors and construction design professionals, in support of major capital projects and work programmes. • Understands how to plan financially and manage project budgets.

• Effective communication / IT skills, both written and verbal. Inclusive of committee papers, performance reports and project proposals.

• Experience and knowledge of successfully presenting plans and projects and representing Estates Development at the senior stakeholder levels.

• Competent in using project management tools e.g. MS Project.

• Proven experience and knowledge of the development of construction and project teams.

• Significant and proven experience of leading and managing these project management teams involved in a variety of complex and diverse new builds and refurbishment projects.

• Demonstrable leadership and management skills to motivate, coach and mentor the team.

• Ability to develop creative approaches to project problem solving.

• Experience of adapting own skills to new circumstances.

• Keeps abreast of latest changes and development in areas relevant to post (e.g. CDM legislation, project management, H&S, sustainable and innovative construction designs and techniques etc.)

• Strong estates experience working within an HE environment, either directly for a University or as part of a Project Management Consultancy supporting a University.

JOB DESCRIPTION Main Duties and Responsibilities

• To lead 6 to 10 EFM Project Managers and their associated multi-disciplined project teams in the development of University projects from inception to completion and operation; including the implementation and management of the RIBA plan of work and project governance gateway process; and the management of multiple Contractors, Consultants, service providers, Health & Safety i.e. the complete design, procure and construct process throughout all phases of development and operational commissioning / handover. Typical project values will be in the region of £50k up to (but not limited to) £90m. • To proactively ensure that the Health and Safety of all who may be affected by our undertakings is safe guarded, whilst seeking progressive and continuous improvement through active engagement and sharing of best practice, and personal promotion of a positive Health and Safety culture. • To ensure that the Head of Estates Development and all project stakeholders are fully briefed and their requirements are incorporated, where appropriate, in the specification for, and the development and implementation of project(s).

• To ensure that the Project Management team follow (and continuously seek to improve) the BSEN ISO9001 registered management system.

• To actively support the University’s carbon neutral targets through dedicated focus on negating embodied and operational carbon in our developments.

• To ensure that regular reports are provided detailing the status of essential measures such as progress, costs and quality against agreed Key Performance Indicators.

• To account, track and present all project costs and cash flow status on a monthly basis in line with the University financial reporting requirements and timescales. • To ensure the preparation and maintenance of comprehensive project and contractual documentation throughout the life of each project (inclusive of Post Occupancy Evaluations) and ensure that an auditable trail is always available. • To manage the commissioning process for building projects, including departmental / operational handover, landlord fit-out and occupation by the client group. Ensure that the required commissioning and handover documentation is prepared and presented on time, and on completion of each project, including Operation and Maintenance Manuals, Health and Safety Files, Log Books and User Guides.

• Representation and reporting at Department and University Governance groups.

REWARD PACKAGE Terms and conditions of employment: Will be those for Grade 9 staff.

Salary for this grade: £52,560 - £68,529 per annum pro-rata.
