Exprimez-vous maintenant ou attendez 20 ans Saviez-vous que la première ébauche du nouveau Plan officiel des Comtés unis de Prescott et Russell (CUPR) est mainten- ant disponible et que les citoyens ne dis- posent que de quelques semaines pour émettre leurs commentaires? Saviez-vous que le Plan officiel, tout en prévoyant des conflits d’usage supplémen- taires, ne contient, aumeilleur de notre con- naissance, aucune mesure pour atténuer les impacts de l’industrie sur la santé, la sécu- rité, la qualité de vie et la dévaluation des propriétés; qu’il ne prévoit pas, non plus, comment les propriétaires et les résidents affectés seront compensés à la juste val- eur de leurs pertes? À titre de contribuables et citoyens, nous pouvons y faire quelque chose et prendre notre avenir en main. Soyez présents et exprimez votre opinion lors de la consultation publique qui se tiendra le 13 novembre aux bureaux des CUPR à L’Orignal. Vous trouverez des détails con- cernant le lieu et l’horaire de la consulta- tion publique sur le site Internet des CUPR, à l’adresse mentionnée ci-haut. Saviez-vous que le Plan officiel des CUPR servira de guide pour le développe- ment du territoire pour les 20 prochaines années, c’est-à-dire jusqu’en 2036? Il est donc du plus grand intérêt de nos com- munautés que chacun d’entre nous con- naissent les orientations et les décisions qui y sont contenues et qui auront un im- pact considérable sur notre prospérité et notre qualité de vie pour très longtemps. Le Plan officiel est disponible sur le site Internet des CUPR: http://www.prescott- russell.on.ca/en/planning/official-plan/ five-year-revision Saviez-vous que le Plan officiel et le Plan maître de l’inventaire des ressources d’agrégat révèlent que les CUPR veulent développer, dans certains secteurs de nos communautés, l’industrie lourde as- sociée à l’exploitation des agrégats, ce qui conduira nécessairement à des change- ments de zonage? Ces changements de zonage auront pour conséquence de faci- liter l’implantation d’un nombre croissant d’industries lourdes dans ces secteurs et conduiront inévitablement à des conflits d’usage du territoire et à une augmenta- tion des émissions de bruits, odeurs, pous- sières, vibrations, polluants, et de la circu- lation lourde. Saviez-vous que le Plan officiel propose d’ajouter un avertissement sur les titres des propriétés qui sont situées à l’intérieur d’une zone de conflit d’usage du territoire, qui potentiellement s’étend à 1000 mètres ou plus de la limite d’un terrain industriel, ce qui se traduira certainement par une dévaluation de la valeur de ces propriétés?

The Editor, By this letter I wish to formally object to the proposed Prescott- Russell official plan regarding the addition of new sites for aggre- gate extraction as well as the inclusion of the Jessup‘s Falls escarp- ment even though our local council has voted to protect this area. By refusing to recognize our council’s wishes, the counties have demonstrated a lack of respect for democracy. I also have an understanding that the company hired to vet ag- gregate extraction sites did not follow the guidelines, however, feeble they might be. The reason I state this is as an example in Rockland next to the Potvin Construction Company is what looks like a former quarry. My understanding is the quarry is no longer viable because it included the habitat of a species of rare frog. Was this type of discovery done with each of the new proposed sites or is that another study to be done when the construction begins? I believe a plan is made to avoid conflict later on not to create it.
I don’t understand the need to take beautiful areas of natural habitat and turn it into aggregate extraction sites when so many are already in existence. Where is the Ministry of Natural Resources in this matter? Who is protecting the habitat of the moose, deer, turkey and other wildlife that abound in our area? Should we in the United Counties of Prescott Russell not be more inclined to promote the natural and agricultural aspect of our area instead of heavy industry? We are halfway between Ottawa and Montréal with vast areas of unspoiled unpolluted land. Can we not keep it that way? Our county has a bit of everything. We don’t need to convert every isolated outcrop into an aggregate site. These isolated outcrops harbour more unique species of wildlife that are more important to future generations than gravel we can import from neighbour- ing counties and provinces that are lacking in our natural beauty. The committee for the creation of the Dog Park in Hawkesbury is pleased to confirm that the Town of Hawkesbury has given final approval for its location. The park will be located adjacent to the baseball field in the Cyr de LaSalle Park on Philippe Street. There will be two sections to the dog park: one small portion for the smaller dogs and the bigger portion for the other dogs. It has been understood from the get-go that the community is to assume the financing for the infrastructures of this project (fenc- ing, trees, etc.). We wish to inform the public that our fundraising campaign started a few weeks ago and has been going extremely well and we have already reached 80% of our goal. So far we have secured agreements with nearly 20 businesses in the community who have We have also been receiving small donations from individuals.
