Estates & Facilities

Facilities Management We deliver integrated campus-based services and provide a full range of hard and soft FM services including in-house cleaning, engineering and security services as well as space planning and campus management. Our customer’s experience at each campus must be seamless and the quality of service we provide must be consistent across campuses. King’s Security Department The Cleaning and Security Services (CSS) Department was created following the successful insourcing of 400 staff in Aug 19. Delivering in-house core soft services to ~150 buildings across a multi campus estate, the department has stabilised post insourcing and is now well regarded across all levels of the university. The 200 strong security team provides static guarding, customer service support and wayfinding, key hold - ing, welfare support and security patrols. In addition, we provide a wide range of support to student and staff events and public events such as open days as well as incident and emergency management while providing a high quality front line service to our student and academic community.

King’s Directorate of Estates & Fa- cilities is a key enabler of the uni- versity’s Strategic Vision 2029 and we have created a strategy which demonstrates our intent and sets out how the Estates & Facilities team will support the ambition of the university’s strategic vision. Our philosophy has been devel- oped using the Guiding Principles outlined in Vision 2029; we have worked with the teams across the other support functions, with our academic and research colleagues and our students so that we can ensure that the communities we serve are at the very heart of the directorate’s work. Service Delivery • Ensure the delivery of world-class customer centric services which offer value for money and continuously enhance the student experience • Ensure a consistent service delivery approach across all campuses working closely with Campus Operations colleagues to understand customer and stakeholder requirements • Develop and/or review all structures, policy, practise and procedures for the delivery of security services across the estate considering both efficiency and industry best practise; Develop and implement change programmes as a result to optimise the departmental delivery within the available budget envelopment or develop in-depth business cases for service improvement. • Lead the way in proposing innovative ways to develop and improve the service delivery for all customers including but not limited to access control, CCTV, intruder detection systems and key control. • Lead the investigation of security incidents, liaising with external parties such as the Metropolitan Police as necessary. • The post holder will lead on the physical and procedural security of the King’s Estate, supporting a safe and secure working environment for student and staff which includes the academic community. The post holder is also to ensure that a commensurate risk based approach is taken to adopting physical security measures and controls to protect the Colleges assets, resources and data. • Drive improvements in the effective administration of card management systems including supporting key student support functions. • To build trust and confidence in the service through a commitment to building a team that is diverse

ROLE PURPOSE

Health and Safety and Risk Management • Ensure full compliance with health and safety legislation in respect of all work undertaken by the security services team • Ensure a safe working environment despite the inherent risks of the service provision. Make recommendations to continually improve working practises utilising new technology where appropriate • Ensure appropriate 24hr incident management structures are in place including in relation to student support and that these structures are regularly tested Strategic Advice and Guidance • Have a clear understanding of the security threats to the College, undertaking periodic risk management reviews and liaising with the external security services as necessary in order to keep abreast of changing security threat levels and risks, and ensure that the College’s processes and procedures are adapted accordingly. • Lead the security planning, risk mitigation and security delivery for all college events including both staff and student organised external speaker events ensuring the correct balance between freedom of expression and the wider safety needs of the King’s community. • Become a trusted technical advisor to the College on all physical security matters • Develop strong internal and external networks comprising; service users, stakeholders, local police, Healthcare partners, other multi-agency partners and security industry professionals. Such networks will be used to identify solutions to

The Head of Security will head up the in-house security team across multiple sites and will be responsible for the operational effectiveness and direction of the security team at King’s College London. The Head of Security will ensure operational effectiveness and stability whilst working closely with the Associate Director of Facilities (Cleaning and Security Services) to imbed significant change into the service and organisation leading to a service utilising best practise in security standards. The Head of Security will provide highly visible and authentic leadership to a large and multi-site team building on the excellent work of their predecessor. The Head of Security will lead the team to deliver world class customer service for a world-class institution with a focus on enhancing the student experience whilst still ensuring a safe environment and value for money. This role will be key to ensuring that the service fulfils the Estates and Facilities strategic aim which is ‘to deliver trusted, responsive and reliable services enabling our communities to achieve their aspirations making the world a better place.’ The role will also involve contribution to the creation and implementation of threat and risk assessments and the provision of professional advice, guidance and direction to the wider College community in matters of security. The postholder will also assist senior management in the development of appropriate business continuity plans, plan for the forthcoming Martyn’s Law legislation and ensure all plans remain ‘fit for purpose’.

Team Leadership • Leading the team to ensure they always feel part of the ‘King’s Family’ and be instrumental in building a ‘one team’ approach with cleaning colleagues. • Ensure a fit for purpose and efficient team with effective line management throughout the team utilising King’s policies to manage all aspects of performance • Due to the 24/7 shift nature of the service and the wide dispersal of staff across the King’s College London estate, the post holder will encounter, and need to resolve, inherent challenges in maintaining effective leadership of a disparate team • Responsible for the pastoral and performance management of the Security Services Team, ensuring that staff receive adequate training, support and direction to be competent in their roles and operate with the highest standards of professionalism and customer service. • Lead a programme of continuing professional development and ensure that all security staff are appropriately qualified and trained in various security and customer service initiatives in particular to ensure that all managed staff, including third party service providers, have completed the Fit For King’s customer service programme and have adopted Fit For King’s behaviours. • Act as a role model for professional behaviour and best practice while creating an environment that motivates staff, ensuring that they are fully aware of what is expected of them and what success looks like, sharing good practice within the department.
