MESSAGE FROM THE BOARD OF DIRECTORS

It’s time to usher 2018 out and welcome the New Year in with all of its challenges and opportunities. Over the next few months, the Board will be working closely with management, the Finance Committee and other key advisory committees, as we develop a budget for the next fiscal year and make determinations on improvements to our facilities. Printed on this page is the Vision, Mission and Values statements adopted by the Board that guide us as we make these important decisions on your behalf. Please see the CFO Report that recounts steps we have taken to deliver the “ultimate RV destination” and how you can help keep HOA fees as low as possible. This Board encourages owner participation and your attendance at Board and Committee meetings which are listed below and open to all owners. We respond to input received from owners. A rule change regarding the reservation/rental of our facilities to our owners for private events was amended based on owner input. The final rule change under consideration allows groups who have used these rooms for card-playing and other activities to continue to do so on a weekly basis, but also provides the opportunity for owners to have access to these rooms for private one-time events for a nominal fee. The full text of the rule change is on the owners’ website for owner review prior to adoption on January 14. Now looking forward we are seeing a “new era” on the horizon thanks to the outward vision presented by the Board-Approved Vision Statement for our Resort. We are challenging our Strategic Planning/Facilities Planning/Finance Committees, and others, to react to the future in sight. This will require new focus on revenue sources to address future strains on the financial picture. We need upgraded sports and social facilities, a management structure that has breadth and depth operating 365 days a year, the need for more socially- oriented activities for all ORPS and a solidified policy for “capital” raising to fund all of this future we see ahead of us for ORPS. Another concern is the raising of the minimum wage as imposed by the State of California that will financially ripple into every labor-oriented cost we have. This, coupled with a reduction of the Resort Fee income anticipated with the selling off of vacant lots will strain our cash-generating future and ultimately force HOA fees up. The time to act is now, while we are still financially healthy. We have to find newer more consistent Revenue/Capital resources that are steadier going forward or our present financial picture will reverse itself forcing HOA fees to rise incrementally to meet the challenges. The rises will be substantial compared to what we’ve recently been used to. What can our “homeowners do” while management is coming to grips with the future? SIMPLY THIS: Take advantage of the expanded ORPS lounge area (19 th hole) that now has longer hours of operation, entertainment at least three times a week and food served most nights. By supporting this effort developed by your management as a new “socially-expanded” experience for all residents, you will put money into our coffers and put a “downward pressure” on the rise of HOA fees going forward. Every dollar you generate in net profit will offset potential increases in HOA fees. Wouldn’t you rather spend your money having a great time with friends at our newly expanded Lounge experience than just pay the money to ORPS in a coupon book each month all year? The answer is clear! Everybody wins and it becomes one new tool in the fight against higher HOA fees! Watch for the “Email Blasts” that come out of our Activities Office almost every day on what’s going on in the lounge or inquire at Activities Office!

I hope all had a fun and festive holiday season! As we start this new calendar year, we are busily planning for our next fiscal year. Budgets are being reviewed as are our list of summer projects. Speaking of future projects, the Board approved the distribution of a

survey to the membership. The survey was created by the Strategic Planning Committee and it will be used as a tool to help guide the resort in how we progress with improvements of our facilities. It is anticipated that the survey will go out the second week of January so please keep a lookout for it. The survey will be sent out via email and it is encouraged that the survey be completed this way as it is easier to gather data. However, there will be paper copies available for those who are not able to complete it electronically. There will be only one response per lot so if you have two email address on file, it will likely only go to one. Further information will be in an upcoming Out and About so stay tuned. On a separate note, my next Community Chats will be on January 11 and January 25 at 2PM in the Owners Lounge in El Saguaro. As a reminder, the chats are an informal conversation regarding things in the resort and an opportunity for questions and answers as well as discussion. This year we have a bit of a twist as we spend the first part of the meeting on a specific topic and then after that is exhausted it is open to all topics. The chat on January 11 will be a general discussion on facilities and B YRON J ESSIE , our facilities manager will be there. On January 25 , the topic will be on Security and F RANK F LORES , our post commander will be there. Here’s to a great start to the New Year! As we enter 2019 I can report that presently the Resort is financially healthy due to recent past management application of controls, better marketing of the resort to new prospective owners, and establishing a “new direction” by the present progressive Board. These management techniques included strict cost increase controlling, higher resort fee revenue contribution to operating cash levels, and strategic investments in our facilities. This has contributed to the selling down over the last two seasons of our vacant lot inventory from about 240 lots for sale to now less than 45 bringing in more than 150 new owners in the last 12 month period. Most of these new owners were previous renters. By raising the Resort Fee, we took out the financial advantage of renting here vs buying. This has benefited our present owners by helping them sell their lots faster and at a higher price with property values up more than 20% and still climbing.

HEALTH & FITNESS COMMITTEE We hope you find the facility satisfactory in giving you what you need to help keep you fit and healthy during your time within the resort. With nearly an all new committee in place, we are striving to make this an informative and fun season. Some things are still in the works and we will post the events and dates as they become finalized. Expect a Health and wellness speaker later this month, 5K Walk/Run event within the resort in February, Health and Wellness Fair on March 9 at LP. We have a new reader board in the gym that will provide you with health and wellness tips and information monthly. It will also keep you updated with any new Fitness Center news and activities. We are giving instructions and demonstrations on the proper use of the weight room and its equipment on Mondays, Wednesdays and Fridays from 9-10AM. We are providing a sign-up sheet at the center and you may sign up if needing instructions or you just need a refresher. The resort also provides other physical fitness activities including sports such as: Yoga, Pilates, Zumba, Water Aerobics, Swimming, Lap Swimming, Line and Tap Dancing, Hiking, Bicycling, Golf, Pickleball and Tennis. Our main fundraiser for the fitness center is selling bricks for our walk path in front of the building. It’s a great way to leave your legacy here at ORPS. It not only helps to raise funds for items needed to hold our events, but also to help beautify our resort. If you are interested in purchasing a brick, the order forms are posted on the business bulletin board in the fitness center. (Contact a committee member for full details.) PLEASE REMEMBER TO WIPE DOWN ALL EQUIPMENT AFTER USE AND WASH YOUR HANDS. WE WANT EVEYONE TO STAY HEALTHY THIS WINTER. PREVENTION IS THE KEY. ORPS’ Five Star Outdoor Resort Palm Springs is creating a Legacy Fund. A legacy gift is a planned donation given through a will or other form of designation. It is a decision that each person makes in their own financial planning process, taking into account their wishes and values. People create legacy gifts for many different reasons. For some, it is a way to ensure their memory lives on. For others, it is a way to ensure that ORPS continues to be a five star resort for their family or friends who will enjoy the resort. A legacy gift is a great way to show our community the positive impact that ORPS has had on your life. Consider a legacy gift to ORPS’ Five Star Legacy Fund when you are evaluating your personal, family and financial needs as well as your long-term giving goals. There are different options for legacy gifts and the ORPS Legacy Fund volunteers will help you navigate the best option for you. Stay tuned for more information. FACILITIES PLANNING COMMITTEE The FPC has submitted their recommendation to the Board for 2019-2020 as follows: 1. El Saguaro Chef line consisting of hood system and equipment. This is the remaining phase of the ES kitchen renovation. 2. La Palma Pool Deck Replacement. Due to the size of the project, the FPC reduced this into components that could be phased over two budget years. It was recommended to the Board to begin with the Tennis Seating Area. Thank you to C HARLES S TINSON for all his contributions to FPC and Outdoor Resort. He has withdrawn from FPC but will assist us in the future. We now have a position open to ORPS owners. A&A Committee From our new members I often get asked, What does A&A stand for? Architecture and Aesthetics. The A&A Committee is staffed by volunteers who evaluate all requested permit work and variance requests, perform lot consultations, and assist in lot line delineations. We are always seeking ideas as to how we can craft new rules and change existing ones to embrace new products and ideas that will enhance our outdoor living space. New regulations were recently enacted that you need to be aware of.  First , owners are reminded that they must use contractors for their permitted work who are licensed by the State of California and hold a business license from the City of Cathedral City. An owner acting as their own contractor must hire licensed sub-contractors.  Secondly , Association employees may not perform any work for an owner that requires a permit. Please do not jeopardize their employment at ORPS, and limit your contact to after-hours for work that does not require a licensed contractor. The Committee intends to implement a vendor performance feedback survey for permitted work performed within the Resort. We believe this information gathering will be valuable to our members in the selection of vendors for their lot improvements. More to come on this. T ED W ILSON , A&A Chair ACCOUNTING 101 Welcome to Accounting 101! Do you know what happens to your monthly assessment fee? Currently you pay $383 per month. This amount is divided into 3 separate entities and bank accounts: • $291 Operating • $89 Reserves • $3 Capital Operating is the daily ins and outs of what makes this resort run. Your $291 is deposited into the bank and checks are written to pay all the operation bills, i.e. utilities, landscaping, payroll, supplies, etc. Reserve is the “savings” account of the resort. This money is used for replacing/repairing the property. An annual reserve study is done by an outside firm to assess the life of the property. i.e. roof, HVAC, streets, etc. These projects are determined annually and approved by your Board. The balance is invested in CD’s for earning interest. Capital is the “extra” fund. This is for new additional improvements that are not included in the reserve study, i.e. shade structures at ES pool deck. Hello everyone. As some of you may have already noticed during your evening walks, certain areas of the resort are very dark at night. Security is doing its best to maintain a

continuous patrol of these areas from dusk till dawn. As a staff, we appreciate any help the residents of ORPS can provide us by reporting any trespassers or things that look out of place in these darkened areas. Some residents have extremely dark areas behind their lots, giving trespassers an easy place to hide. A quick solution that would also be a great help to the Security staff is the installation of motion detection lights at the back of your lots. When motion is detected in the light placement area, the lights come on and stay on for a period of time. The motion detection lights help reduce light pollution by only turning on when triggered. These lights are relatively low priced and can be ordered and purchased at the A-1 Convenience Store. SAFETY AND SECURITY When we return to California from Michigan we think about the wisdom of living just a few miles from the famous San Andreas fault. Who would do that? We take comfort in the fact that it’s been 350 years since the big one, but then other people say that just means we are overdue. I spent $9 on Amazon to buy a red duffel bag that we can use to store some emergency supplies. But what to put the bag? Back in August 2003 we lived in Detroit and experienced the Northeast Blackout in which 10 million in Ontario and 45 million in eight states had the electric grid go down for several days. Water could not be pumped and the sewage systems overflowed when it rained. The first day was fun, barbecuing all the meat that thawed in the freezer. But everything in the refrigerator had to be thrown out after two days. No TV, Internet, grocery stores, gas stations. No shower. No cold beer or ice. They say that the big one, when it comes, will likely originate at the Salton Sea and roll north from there. The shaking may last one and one half minutes and the ground go up and down violently. We are told that RV’s are safer than homes because the RV’s are not attached to the ground, can bounce separately and are built to withstand rough treatment as they are hauled down the road. Some RV’s have generators and water tanks. Do some research on the Internet and think about how you should prepare for the big one. F RANK F LORES PostCommander@ .com

For over 20 years ORPS has had its own four-part chorus. We welcome ladies and men to sing soprano, alto, tenor and bass (SATB). The group is “easy-going”. We don’t memorize our parts, we have an experienced director and a piano accompanist. We sing a wide variety of songs from hymns & gospel to Broadway to old favorites, even some modern rock tunes. Practice is every Tuesday from 2PM to 3:30PM at La Palma. There are no auditions.

WHAT DOES OUR FUTURE HOLD We have an insatiable desire to know what lies ahead and hunger for a glimpse of our destiny. Psychics, clairvoyants, and fortune tellers remain in business due to our seeking facts of the future. Most of them are frauds; those who aren't, which would be very few if any, receive information from ungodly spirits. They attempt to give information to desperate people who desire hope. The desire to dream and set goals that we often can't predict the outcome of was put into us by our Creator, Jesus Christ, what He puts in us and reveals is truth. He wants us to see our potential in Him, envision through the Bible what His plans are for us. He is a forward looking God who longs to give us glimpses of our future. His Word is trustworthy and reliable. Jeremiah 29:11 states: I know the plans I have for you, declares the Lord, plans to prosper you and not to harm you, plans to give you a hope and a future. Don't quench or doubt the dreams and visions God puts in your heart. He gives us dreams and wants us to fulfill them. The Bible is full of promises that apply to us today, He gives us glimpses of His plan and asks us to follow and trust Him as revealed in the Bible. Jeremiah 33:3 says, call unto Me and I will answer you showing great and mighty things you don't even know about. Here is the best Bible fact that is available to all of us. John 3:16 For God so loved the world that He gave His only begotten Son, that whosever believes in Him should not perish but have eternal life. Q. Have your first six weeks in this new position been a challenge? A. Yes, in a very good way. As residents have returned we have increased our hours. We adjusted our prices and added happy hour discounts until 5PM. We have bar snacks of pretzels, chips and hummus. Monday night football, hot dogs on Tuesday, hamburger Wednesdays, Bella Roma specials Thursday. Live music on Tuesday, Wednesday and Thursday. January is going to be very busy and exciting. Working with M EREDITH we issue an email almost everyday detailing our specials. Be sure to add your email address to our list. Q . Tell us about your staff . A. We are fortunate to have bartenders A DRIAN and Y ESCENIA , they bring experience and enthusiasm. We enjoy getting to know our customers and their drink preferences. Our customers are amazing and have such interesting stories about their home states and provinces. We couldn’t work in a nicer resort. Q. One comment we hear is it takes too long to get a drink. Any thoughts? A. We are working to speed up our service. For larger events we open our beverage cart where volunteers serve beer and wine. We use a cash box instead of our electronic point of sale system. We respect that some people bring their favorite bottle of wine, but remind you to come to the bar or cart and buy a $5 corkage sticker so your tablemates know you are supporting our entertainment budget. Q. Do I see a new machine on the counter? A That’s our Island Oasis frozen drink machine. Try one. Evening specials include margaritas, and mango and strawberry fruit drinks.

TENNIS NEWS FROM ORPS We are really having a great turnout at all our events even though many have gone home for the holidays. We had our second Horse Race on December 1 with 37 people in attendance. Even the weather cooperated. The Tennis Committee has been busy behind the scenes trying to schedule all the upcoming play in January and throughout the springtime. The courts are going to be filled both day and night so please pay close attention to the calendars when they come out. We have posted them at the main bulletin board and all Satellites as well as in the mailroom lobbies. We will also distribute them at the next meeting. It is also posted on the website. This year we are going to be trying new things in the evening as the lights at La Palma are fantastic. On Tuesday night, January 8, we will be having a mixed doubles play beginning at 4PM and then eat at Bella Roma after play. All levels are welcome and we hope to have a terrific time. Upcoming dates to remember: January 5 at 8:15AM first Horse Race of the year and a general meeting right afterwards. January 6 tennis barbecue starting at 5PM it is a fun event and we encourage you to attend. January 19 is our first mixer and lunch: 8:15AM

COMMUNICATIONS COMMITTEE New leadership is in place for the Committee with the selection of K RISTEN D AMAZIO , Chair, and L YNNE L IVINGSTON , Vice Chair, who will also participate on an ad hoc Team that is in the process of developing a Communications Plan for this resort. This will include a review of the Committee’s Charter and of the role of the Phase Reps with the input of the Committee. The Committee is still seeking additional phase reps. Come join the team and help with this effort. The Committee is in the midst of planning for the NEW OWNERS’ RECEPTION, scheduled for Monday, January 21, at 4PM in El Saguaro. Sixteen and never been to school. In this autobiographical book Tara tells us about growing up with her six siblings in rural Idaho. Living in a filthy, ramshackle house at the base of a mountain, the family had no television, radio, or even a telephone for many years. Her domineering father obsessed about armed Feds showing up at their door, causing them to flee and live in the woods. Life for her was hard and odd. After watching longingly as the school passed by on the highway day after day, Tara made a decision. She was going to get educated even though she had no idea how to go about that task. Guided by her indomitable spirit, she accomplished her goal and changed her life.
